The universities rely on the Information Technology (IT) projects to support and enhance their core strategic objectives of teaching, research, and administration. The researcher’s literature review found that the level of IT funding and resources in the universities is not adequate to meet the IT demands. The universities received more IT project requests than they could execute. As such, universities must selectively fund the IT projects. The objectives of the IT projects in the universities vary. An IT project which benefits the teaching functions may not benefit the administrative functions. As such, the selection of an IT project is challenging in the universities. To aid with the IT decision making, many universities in the United States of America (USA) have formed the IT Governance (ITG) processes. ITG is an IT decision making and accountability framework whose purpose is to align the IT efforts in an organization with its strategic objectives, realize the value of the IT investments, meet the expected performance criteria, and manage the risks and the resources (Weil & Ross, 2004). ITG in the universities is relatively new, and it is not well known how the ITG processes are aiding the nonprofit universities in selecting the right IT projects, and managing the performance of these IT projects. This research adds to the body of knowledge regarding the IT project selection under the governance structure, the maturity of the IT projects, and the IT project performance in the nonprofit universities. The case study research methodology was chosen for this exploratory research. The convenience sampling was done to choose the cases from two large, research universities with decentralized colleges, and two small, centralized universities. The data were collected on nine IT projects from these four universities using the interviews and the university documents. The multi-case analysis was complemented by the Qualitative Comparative Analysis (QCA) to systematically analyze how the IT conditions lead to an outcome. This research found that the IT projects were selected in the centralized universities in a more informed manner. ITG was more authoritative in the small centralized universities; the ITG committees were formed by including the key decision makers, the decision-making roles, and responsibilities were better defined, and the frequency of ITG communication was higher. In the centralized universities, the business units and colleges brought the IT requests to ITG committees; which in turn prioritized the IT requests and allocated the funds and the resources to the IT projects. ITG committee members in the centralized universities had a higher awareness of the university-wide IT needs, and the IT projects tended to align with the strategic objectives. On the other hand, the decentralized colleges and business units in the large universities were influential and often bypassed the ITG processes. The decentralized units often chose the “pet” IT projects, and executed them within a silo, without bringing them to the attention of the ITG committees. While these IT projects met the departmental objectives, they did not always align with the university’s strategic objectives. This research found that the IT project maturity in the university could be increased by following the project management methodologies. The IT project management maturity was found higher in the IT projects executed by the centralized university, where a full-time project manager was assigned to manage the project, and the project manager had a higher expertise in the project management. The IT project executed under the guidance of the Project Management Office (PMO) has exhibited a higher project management maturity, as the PMO set the standards and controls for the project. The IT projects managed by the decentralized colleges by a part-time project manager with lower project management expertise have exhibited a lower project management maturity. The IT projects in the decentralized colleges were often managed by the business, or technical leads, who often lacked the project management expertise. This research found that higher the IT project management maturity, the better is the project performance. The IT projects with a higher maturity had a lower project delay, lower number of missed requirements, and lower number of IT system errors. This research found that the quality of IT decision in the university could be improved by centralizing the IT decision-making processes. The IT project management maturity could be improved by following the project management methodologies. The stakeholder management and communication were found critical for the success of the IT projects in the university. It is hoped that the findings from this research would help the university leaders make the strategic IT decisions, and the university’s IT project managers make the IT project decisions.

This panel presentation provided several use cases that detail the complexity of large-scale digital library system (DLS) migration from the perspective of three university libraries and a statewide academic library services consortium. Each described the methodologies developed at the beginning of their migration process, the unique challenges that arose along the way, how issues were managed, and the outcomes of their work. Florida Atlantic University, Florida International University, and the University of Central Florida are members of the state's academic library services consortium, the Florida Virtual Campus (FLVC). In 2011, the Digital Services Committee members began exploring alternatives to DigiTool, their shared FLVC hosted DLS. After completing a review of functional requirements and existing systems, the universities and FLVC began the implementation process of their chosen platforms. Migrations began in 2013 with limited sets of materials. As functionalities were enhanced to support additional categories of materials from the legacy system, migration paths were created for the remaining materials. Some of the challenges experienced with the institutional and statewide collaborative legacy collections were due to gradual changes in standards, technology, policies, and personnel. This was manifested in the quality of original digital files and metadata, as well as collection and record structures. Additionally, the complexities involved with multiple institutions collaborating and compromising throughout the migration process, as well as the move from a consortial support structure with a vendor solution to open source systems (both locally and consortially supported), presented their own sets of unique challenges. Following the presentation, the speakers discussed commonalities in their migration experience, including learning opportunities for future migrations.

Organizational Cooperation (OC) is a current concept that responds to the growing interdependence among individuals and teams. Likewise, Knowledge Management (KM) accompanies specialization in all sectors of human activity. Most KM processes are cooperation-intensive, and the way both constructs relate to each other is relevant in understanding organizations and promoting performance. The present paper focuses on that relationship. The Organizational Cooperation Questionnaire (ORCOQ) and the Short form of the Knowledge Management Questionnaire (KMQ-SF) were applied to 639 members of research and development (R&D) organizations (Universities and Research Institutes). Descriptive, correlational, linear multiple regression and multivariate multiple regression analyses were performed. Results showed significant positive relationships between the ORCOQ and all the KMQ-SF dimensions. The prediction of KMQ-SF showed a large effect size (R2 = 62%). These findings will impact on how KM and OC are seen, and will be a step forward in the development of this field.

The assessment of bacterial communities in soil gives insight into microbial behavior under prevailing environmental conditions. In this context, we assessed the composition of soil bacterial communities in a Brazilian sugarcane experimental field. The experimental design encompassed plots containing common sugarcane (variety SP80-1842) and its transgenic form (IMI-1 - imazapyr herbicide resistant). Plants were grown in such field plots in a completely randomized design with three treatments, which addressed the factors transgene and imazapyr herbicide application. Soil samples were taken at three developmental stages during plant growth and analyzed using 16S ribosomal RNA (rRNA)-based PCR-denaturing gradient gel electrophoresis (PCR-DGGE) and clone libraries. PCR-DGGE fingerprints obtained for the total bacterial community and specific bacterial groups - Actinobacteria, Alphaproteobacteria and Betaproteobacteria - revealed that the structure of these assemblages did not differ over time and among treatments. Nevertheless, slight differences among 16S rRNA gene clone libraries constructed from each treatment could be observed at particular cut-off levels. Altogether, the libraries encompassed a total of eleven bacterial phyla and the candidate divisions TM7 and OP10. Clone sequences affiliated with the Proteobacteria, Actinobacteria, Firmicutes and Acidobacteria were, in this order, most abundant. Accurate phylogenetic analyses were performed for the phyla Acidobacteria and Verrucomicrobia, revealing the structures of these groups, which are still poorly understood as to their importance for soil functioning and sustainability under agricultural practices.

Previous studies have shown differences in clinical features of obsessive-compulsive disorder (OCD) between men and women, including mean age at onset of obsessive-compulsive symptoms (OCS), types of OCS, comorbid disorders, course, and prognosis. The aim of this study was to compare male and female Brazilian patients with OCD on several demographic and clinical characteristics. Three hundred thirty Outpatients with OCD (Diagnostic and Statistical Manual of Mental Disorders, Fourth Edition [DSM-IV], criteria) who sought treatment at 3 Brazilian public universities and at 2 private practice clinics in the city of Sao Paulo were evaluated. The assessment instruments used were the Yale-Brown Obsessive-Compulsive Scale to evaluate OCD severity and symptoms, the Beck Depression and Anxiety Inventories, the Yale Global Tic Severity Scale, and the Structured Clinical Interview for Diagnostic and Statistical Manual of Mental Disorders, Fourth Edition, Axis I Disorders to assess psychiatric comorbidity. Fifty-five percent of the patients (n = 182) were men who were significantly more likely than women to be single and to present sexual, religious, and symmetry obsessions and mental rituals. They also presented earlier onset of OCS and earlier symptom interference in functioning, and significantly more comorbid tic disorders and posttraumatic stress disorder. Women, besides showing significantly higher mean scores in the Beck Depression and Anxiety Inventories, were more likely to present comorbid simple phobias, eating disorders in general and anorexia in particular, impulse control disorders in general, and compulsive buying and skin picking in particular. No significant differences were observed between sexes concerning family history of OCS or OCD, and global symptoms severity, either in obsession or compulsive subscale. The present study confirms the presence of sex-related differences described in other countries and cultures. The fact that the OCS start earlier and probably have a worse impact in men can eventually lead to more specific and efficacious treatment approaches for these patients. (C) 2009 Elsevier Inc. A methodology and framework for discipline-specific curriculum development in a local context is described. These activities, as part of the Thailand-Australia Science and Engineering Assistance Project, were in response to a needs analysis for curriculum assistance to a number of publicly-funded Thai universities in the engineering priority area of Materials Processing and Manufacturing. The paper outlines a strategy for the delivery of a centralised curriculum development workshop for academic staff follow-up visits and local curriculum activities with participating universities, and the presentation of technical short courses as guidance for such activity in other settings and/or discipline areas. This paper is part of a process of documentation so that others can apply the developed methodology and framework for curriculum development. While the paper is a report on curriculum activities in a particular setting, it is written in a manner that allows application of the methodology to other settings. The reader is advised that each curriculum activity needs to adopt a methodology and strategy to fit the particular circumstances being considered To assist in applying this approach elsewhere, a description of the various steps in the curriculum process, and typical responses to some of the more global issues, have been presented. Full details are available in the various TASEAP reports prepared by the authors. Specific detail has been omitted where this detail does not provide any information for generalized consumption.

O presente estudo mostra o papel desempenhado pelas institui????es de pesquisa econ??mica, na forma????o das elites administrativas encarregadas da gest??o das pol??ticas macroecon??micas no Brasil, e como elas contribu??ram para a transforma????o de seus membros em importantes interlocutores pol??ticos. S??o, assim, analisados os mais significativos organismos governamentais e n??o-governamentais de pesquisa econ??mica aplicada, como o Ibre/FGV, o Ipea e a Fipe/USP. Alguns aspectos principais se destacam. Como think tanks, isto ??, ag??ncias independentes, mas produtoras de subs??dios para as pol??ticas governamentais, estes institutos s??o espa??os intermedi??rios entre o mundo acad??mico e o governo, a?? residindo sua particularidade. Indica-se ainda a import??ncia dos v??nculos estabelecidos entre estas institui????es de pesquisa, universidades americanas e organismos internacionais. Isso permitiu, relativamente, uma grande homogeneidade dos paradigmas te??ricos e pol??ticos orientadores das a????es dos gestores das pol??ticas econ??micas no pa??s, afinados com aqueles em vigor em ag??ncias como FMI, Banco Mundial, etc. Por fim, deve-se mencionar a quest??o da instabilidade institucional. Refletindo caracter??sticas mais amplas do sistema pol??tico brasileiro, as ag??ncias de pesquisa, especialmente as governamentais, t??m seu destino definido por vari??veis contingenciais, tais como o peso pol??tico de um patrono que as prestigie junto aos ??rg??os financiadores ou demandadores de encomendas p??blicas.

Investiga o livro didático na Educação Física tendo como fonte a produção acadêmica publicada em periódicos, a forma e conteúdo de sete propostas didáticopedagógicas e a análise de proposta construída pelo Proteoria, que tem como eixo central as práticas pedagógicas de professores. Caracteriza-se como uma pesquisa plurimetodológica, utilizando-se de estudo bibliográfico, documental e da (auto)biografia. Na pesquisa bibliográfica, mapeia e analisa textos que abordam propostas didático-pedagógicas para o ensino da Educação Física e aponta aumento de interesse sobre o tema, sobretudo a partir da década de 2000, publicações que têm sido produzidas na relação de parceria entre consultores das universidades e professores das instituições escolares, valorizando a participação dos docentes. Na pesquisa documental, analisa sete propostas didáticopedagógicas com o objetivo de investigar, nas suas formas, os dispositivos de leitura elaborados para projetar as práticas pedagógicas, e, no conteúdo, as representações sobre identidade da Educação Física como componente curricular. Conclui que essas propostas são produto da parceria entre universidade e instituições escolares, dialogando com os professores das redes de ensino. Suas formas e conteúdo indicam relação com as atuais políticas nacionais de reconfiguração da educação básica pelos princípios da integralização, interdisciplinaridade em áreas de conhecimento, especialmente no ensino médio. Na pesquisa (auto)biográfica, ao investigar o livro didático produzido pelos professores de Educação Física das redes de ensino da Grande Vitória-ES em parceria com docentes e alunos da Universidade Federal do Espírito Santo, observa coerências entre o propósito do projeto, como o protagonismo e autoria do professor, a produção de conhecimento a partir das experiências e o livro didático como caixa de utensílios. Discute, ainda, a necessidade de se aprofundar a progressão e complexidade dos conteúdos, o diálogo entre diferentes conhecimentos escolares e a valorização do protagonismo dos alunos na produção de livros didáticos.

Este estudo sistematiza e aborda a temática da formação de educadores desenvolvida nas inter-relações entre universidades brasileiras e o Movimento dos Trabalhadores Rurais Sem Terra, especificamente nos cursos de graduação em História na Universidade Federal da Paraíba e de Engenharia Agronômica na Universidade Federal de Sergipe, no período de 2004 a 2008. Tal processo desenvolve-se em um contexto difícil e complexo da luta pela reforma agrária no Brasil, principalmente pelas transformações ocorridas nos últimos anos oriundas da ampliação das lógicas de produção do agronegócio. Esta condição leva o MST a discutir e propor uma nova concepção de reforma agrária que a designa de popular em substituição à proposta de reforma agrária clássica. Por outro lado, apresenta uma visão das universidades brasileiras e dos projetos que são construídos e implementados nos últimos anos, inclusive, observando coincidências com as políticas econômicas gerais para a sociedade. Apresenta uma concepção de formação que vem sendo construída no interior das práticas do MST que também procura as universidades para firmar convênios e desenvolver processos de escolarização/formação de seus militantes educadores. Dentre as dimensões desse processo educativo/formativo, destacam-se: vínculo permanente com os processos orgânicos; a formação como um processo ético, estético, místico que trata das atitudes/comportamentos e como um processo dialógico, crítico e articulado que contempla saberes, experiências, em uma interação que busca superar as monoculturas. Captura por intermédio da pesquisa de campo: estranhamentos, entraves, sentidos da ocupação pedagógica e coletiva, alternativas, legados que permanecem tanto no MST como na universidade e apresenta o resultado do envolvimento e atuação dos egressos de ambos os cursos na atualidade. Aponta também para desafios, possibilidades outras de enfrentar a difícil mas necessária tarefa de formar educadores, militantes capazes de coletivamente levar adiante a luta por um mundo mais justo, solidário e democrático, em que a terra e o conhecimento, juntamente com os demais bens econômicos e culturais sejam profundamente democratizados. Pretende ser uma contribuição para o debate acerca da relevância dessas inter-relações entre universidade e movimentos sociais, em que essas experiências demarcam novas possibilidades de abertura e avanços democráticos e menos elitista da universidade e novos patamares de escolarização/formação para integrantes do Movimento dos Sem Terra.

Afinal, ficamos a saber que a austeridade, tantas vezes chumbada no Tribunal Constitucional, era uma estratégia para investir na Investigação, Ciência e Inovação europeias! É uma boa altura para aumentar, de modo justo e proporcional, todos os orçamentos de todas as universidades e politécnicos portugueses, os quais têm relações privilegiadas com África, Brasil e parte da Ásia, uma evidente mais-valia para a União Europeia! Abstract: After all, we learn that the austerity so often sinker in the Constitutional Court, was a strategy to invest in Research, Science and European Innovation! It is a good time to increase, fair and proportionate manner, all the budgets of all Portuguese universities and polytechnics, which have a special relationship with Africa, Brazil and parts of Asia, an asset apparent to the European Union!

Many public organisations have been under great pressure in recent years to increase the efficiency and transparency of outputs, to rationalise the use of public resources, and to increase the quality of service delivery. In this context, public organisations were encouraged to introduce the New Public Management reforms with the goal of improving the efficiency and effectiveness of the performance organisation through a new public management model. This new public management model is based on measurement by outputs and outcomes, a clear definition of responsibilities, the transparency and accountability of governmental activities, and on a greater value for citizens. What type of performance measurement systems are used in police services? Based on the literature, we see that multidimensional models, such as the Balanced Scorecard, are important in many public organisations, like municipalities, universities, and hospitals. Police services are characterised by complex, diverse objectives and stakeholders. Therefore, performance measurement of these public services calls for a specific analysis. Based on a nationwide survey of all police chiefs of the Portuguese police force, we find that employee performance measurement is the main form of measurement. Also, we propose a strategic map for the Portuguese police service.

Introdução: A produção e o uso da literatura científica são analisados, quantificados e interpretados pela bibliometria, ciência utilizada para estudos métricos da informação publicada e que estuda as questões relacionadas com a comunicação científica e a atividade científica. Objetivo: O estudo apresentado é uma análise bibliométrica da produção científica portuguesa da área da saúde indexada na Web of Science. Métodos: Analisa-se a produção referente ao período entre 1992 e final de 2011. A análise da produção científica centrou-se nas seguintes variáveis: categorias de classificação da Web of Science, tipologia de documentos indexados, títulos de revistas, distribuição por anos de publicação, afiliação institucional, idiomas, países de origem dos autores com quem foram estabelecidas relações de parceria científica e quem facultou os financiamentos à investigação científica. Resultados: Foram contabilizados 34.208 trabalhos. Destes, o artigo é a forma mais utilizada pelos autores portugueses para a divulgação dos resultados de investigação (58,5%). A década mais recente é contemplada com 75,4% dos registos. A maioria da produção com visibilidade internacional é oriunda de universidades e de centros de investigação hospitalar; institutos, laboratórios da indústria farmacêutica e universidades estrangeiras têm valores residuais. A colaboração com outros investigadores internacionais destaca-se no caso da Europa (73,2%). O financiamento da investigação científica é suportado basicamente pela Fundação para a Ciência e Tecnologia (59,5%), seguida da Comissão Europeia (17,8%). O inglês é o idioma mais usado para a divulgação dos resultados de investigação nacional na área da saúde (97,8%). Conclusões: O uso de bases de dados ou de plataformas científicas para estudos bibliométricos é um processo moroso e difícil. O total de trabalhos em análise foi sempre o mesmo mas, em algumas variáveis, os valores não coincidem, quer porque alguns dos registos foram classificados em mais do que uma categoria temática, quer pelos trabalhos multidisciplinares oriundos das mesmas instituições, quer pelos trabalhos de colaboração internacional. Também no presente estudo os artigos são o veículo privilegiado para a divulgação dos resultados científicos. Apontamento final: deve encorajar-se a utilização de outras plataformas científicas e de outras bases de dados para uma mais completa recuperação da produção científica nacional na área da saúde.
