Au Niger, le taux de mortalité maternelle est estimé à 535 décès pour 100 000 naissances vivantes (INS, 2013) et la probabilité pour un nouveau-né de mourir avant l’âge d’un mois est de 33 ‰. Depuis 2006, le Niger a mis en place une politique de gratuité des soins pour les femmes enceintes et les enfants de 0 à 5 ans, ce qui a contribué à une amélioration significative de la fréquentation des centres de santé. En mars 2012, un processus délibératif fut organisé pendant une conférence de trois jours pour échanger sur les acquis, limites et perspectives de cette nouvelle politique avec 160 participants dont des chercheurs, des humanitaires, des décideurs politiques et des intervenants sur le terrain. L’objectif de cette recherche est de comprendre les effets de cette conférence ainsi que d’explorer les activités du comité de suivi de la feuille de route. La recherche a été réalisée durant deux mois en été 2014 à Niamey et à N’guiguimi. Elle a reposé sur l’utilisation du cadre conceptuel de Boyko et al., (2012) qui permet de décrire les principales caractéristiques et les effets attendus des dialogues délibératifs et comprendre comment les dialogues délibératifs peuvent contribuer à l’élaboration de politiques sur la base de données probantes. Nous avons mis un accent particulier sur les trois formes d’utilisation des connaissances présentées par Dagenais et al., (2013) : instrumentale, conceptuelle et persuasive. Des entretiens semi-directifs ont été effectués avec 22 acteurs impliqués dans la mise en oeuvre des recommandations. Ils ont été enregistrés, retranscrits intégralement et traités avec le logiciel QDA Miner. Les résultats de l’analyse des discours recueillis révèlent une utilisation instrumentale des recommandations et plus visible chez les humanitaires que les décideurs et les acteurs de la société civile. Il ressort aussi de cette analyse une utilisation conceptuelle et persuasive des recommandations à un degré plus faible parmi tous les acteurs. Le comité de suivi de la feuille route de la conférence n’a pratiquement pas fonctionné, par conséquent, le processus n’a pas eu l’impact souhaité. Les principales raisons de cet échec sont liées au contexte de mise en oeuvre des recommandations (arrestation de plusieurs agents du ministère de la Santé publique qui sont des membres clés du comité de suivi à cause du détournement des fonds GAVI, manque de volonté technique et politique) et/ou aux conditions financières (absence de primes pour les membres du comité et de budget de fonctionnement.). Les iv résultats obtenus ont permis de comprendre les énormes défis (contextuels, financiers notamment) qui restent à relever en matière de transfert de connaissance dans le secteur de santé publique au Niger. En ce qui concerne la suite de la conférence, il faudrait accélérer la redynamisation du comité de suivi en le dotant d’un fonds de fonctionnement et en créant une agence autonome de gestion de la gratuité des soins; et renforcer le soutien politique autour de l’Initiative Santé Solidarité Sahel.

Public policies have been studied in the various fields of humanities and social sciences, from different theoretical and technical aspects. However, there is still a lack of studies that incorporate the dimension that encompasses the political action and its interference in such actions, also recognizing the importance of the institutional setting of the Brazilian presidential model in implementing these policies. This fragmented and multiparty system has led to power heterogeneous sets of political parties. Thus, the ministerial offices, more than assisting the President´s government project, manage particularized agendas, which are party biased and have the influence of interest groups in hegemonic themes addressed by government agencies. When these agendas operate in sectoral and specialized policies, the friction level is apparently low. However, when this occurs in intersectoral actions, such as in regional development, there is evidence of strong signs of competition among government agencies, which in theory, should operate in an integrated manner. Although this is not a specific feature of Luiz Inacio Lula da Silva´s government- the period to be studied- there was similar behavior in Fernando Henrique Cardoso´s presidency, one realizes that the expansion of coalition on behalf of governance is increasingly interfering in the outcome of intersectoral public policies, due to these multiple arguments in action. In order to understand these processes, this study focused on the Sustainable and Integrated Development Programme for Differentiated Meso-Regions (PROMESO), part of the National Policy for Regional Development (NPRD). The program provides interface with various government agencies and their public policies in a clear intersectoral design. The research sought to identify and analyze the relationships between government agencies and their programs with interest groups, whether political parties or other segments of civil society, highlighting the logic of favoritism, which poses in second place the integration of actions in the intersectoral policies. Therefore, besides the theoretical debate that incorporates several categories of political science, public administration, public policy, geography and economics, the study focused on secondary sources, using different government agencies databases in order to raise information. It was observed that the interference of partisan politics has been disastrous for some public policies. Thus, the research confirms that cooperative character is fragile within government agencies, often limited to official documents, and that there is indeed, a striking feature of competition, especially when it comes to transversalized policies

Diskurse und Auseinandersetzungen mit den Fragen von Demokratie und Bildung und den Inhalten demokratischer Bildung sind in Österreich - so es sie überhaupt gibt - häufig verkürzt. Der Fokus liegt meist auf "Mitbestimmung". Fragen der Gestaltung der demokratischen Grundstrukturen und des demokratischen Grundverständnisses werden vernachlässigt. Das ist wohl u.a. auf die wenig aufgearbeitete autoritäre und faschistische Tradition in den meisten institutionellen Kontexten zurückzuführen. Die vorliegende Ausgabe des Magazin erwachsenenbildung.at fragt, was Demokratie kennzeichnet, wie viel und welche Art von Demokratie wir uns vorstellen können und wie viel Demokratie eine Gesellschaft braucht. Die Themenbeiträge entwickeln verschiedene, kritische, oft feministische Zugänge zum Demokratielernen und werden einerseits thematisch (critical science literacy, economic literacy), andererseits methodisch (Psychodrama, Legislatives Theater) mit direkten praktischen Bezügen ausgeführt. Die praxisorientierten Beiträge beschäftigen sich mit spezifischen Ansätzen (Anti-Bias-Ansatz, kritische Radioberichterstattung) und alten neuen Themen des Demokratielernens (politischer Extremismus, Geschlechterstereotype). Resümierend appellieren die Herausgeber, die institutionelle Einbindung zivilgesellschaftlicher Organisationsformen in die Erwachsenenbildungslandschaft und auch die verkürzten Diskurse um demokratische Bildung in Österreich genauer zu untersuchen. Die Radiosendung Panoptikum Bildung versteht sich als Medium kritischer Berichterstattung und versucht sozialpolitische Phänomene durch sachliche Informationen aufzubereiten. Die einzelnen Radiobeiträge beleuchten bildungsrelevante Themen aus einem kritischen Blickwinkel, bieten umfassende Hintergrundinformationen und binden FachexpertInnen mit ein. Credo ist: Information statt Infotainment, Gespräch statt Floskeln, Wissensvermittlung anstelle von Talkshowformaten und Dialog statt Konfrontation. In diesem Beitrag, der sich auf bisher unveröffentlichte Jahresberichte der Radiosendereihe stützt, werden das Entstehen und die Leitgedanken sowie die Inhalte und Anliegen einzelner Radiobeiträge vor dem Hintergrund von Oskar Negts theoretischen Überlegungen zu Demokratie und Bildung beschrieben und reflektiert. The managing Conselho of public politics constitute one of the main experiences of democracy in Brazil contemporary representing a conquest for construction of a democratic institutionalism. The historical newness consists of the intensification and the institutionalization of the dialogue between government and society - in public and plural canals - as condition for an allocation more efficient joust and of the public resources. In this context the present study it objectified to understand from readings of the performance of represented group of bencheses the dynamics of functioning of the Tourist Conselho Pólo Costa das Dunas while space of participation and social control. The bibliographical research contemplated diverse sources in order to compile knowledge of credential authors in the quarrel of inherent subjects to the civil society and the public sphere to the construction of the citizenship to the conception formation and dynamics of the social control through Conselho of public politics. A qualitative perspective the case study was adopted as research method and for attainment of the data interviews with the members of the Conselho had been carried through beyond consultation the referring documents the dynamics of functioning of the Conselho. The profiles capacities and limitations of the members of the Conselho had been identified constitution social and dynamic organization of functioning of the Conselho and the readings of the members of the Conselho concerning the power to decide instances and participation. The results had shown that the allotment of being able in the Conselho does not occur of equal form. The functions of coordination of the activities of the Conselho are assumed by the representatives of the public agencies. Level of qualification of council members also if presents as difficulty to development of activities of Conselho since the majority of the interviewed ones disclosed unreliability and unfamiliarity when thematic specific that runs away from its organizacional reality they are boarded in the assemblies. Of this form the Conselho if presents more as half of institutional legitimation of what half of characterization of the creation of a public sphere properly said. Finally he could himself be concluded that a democratic culture inexists that inside crosses practical the institutional ones of the Conselho thus limiting the possibility to reach the effective social control of the public politics of tourism in the Rio Grande do Norte

This work aims to understand the phenomenon of corruption in the Brazilian public sphere and its implications for society. It has brought concepts of corruption, and has referred to its highest incidence in the public sphere in the three levels of government (despite its infiltration also in the privative sector) and has called attention to two subjects which intertwine public administration (as a means of ordering social life) and corruption (as a form of denial to the collective welfare). Through literature search whose analysis shows that the phenomenon contains the entire country history, from discovery to present day it was found to be common several dictatorial and democratic political regimes. Finally, it has emphasized the importance and necessity of citizen participation in process, as well as the organization of civil society and media, in addition to highlighting the relevance of autonomy and independence of Powers set for its effective confrontation and fighting

This article addresses some implications for gender equality and gender policy at European and national levels of transformations in family, economy and polity, which challenge gender regimes across Europe. Women’s labour market participation in the west and the collapse of communism in the east have undermined the systems and assumptions of western male breadwinner and dual worker models of central and eastern Europe. Political reworking of the work/welfare relationship into active welfare has individualised responsibility. Individualisation is a key trend west − and in some respects east − and challenges the structures that supported care in state and family. The links that joined men to women, cash to care, incomes to carers have all been fractured. The article will argue that care work and unpaid care workers are both casualties of these developments. Social, political and economic changes have not been matched by the development of new gender models at the national level. And while EU gender policy has been admired as the most innovative aspect of its social policy, gender equality is far from achieved: women’s incomes across Europe are well below men’s; policies for supporting unpaid care work have developed modestly compared with labour market activation policies.Enlargement brings new challenges as it draws together gender regimes with contrasting histories and trajectories. The article will map social policies for gender equality across the key elements of gender regimes – paid work, care work, income, time and voice – and discuss the nature of a model of gender equality that would bring gender equality across these. It analyses ideas about a dual earner–dual carer model, in the Dutch combination scenario and ‘universal caregiver’ models, at household and civil society levels. These offer a starting point for a model in which paid and unpaid work are equally valued and equally shared between men and women, but we argue that a citizenship model, in which paid and unpaid work obligations are underpinned by social rights, is more likely to achieve gender equality.

We approach marketization and commodification of adult education from multiple lenses including our personal narratives and neoliberalism juxtaposed against the educational philosophy of the Progressive Period. We argue that adult education occurs in many arenas including the public spaces found in social movements, community-based organizations, and government sponsored programs designed to engage and give voice to all citizens toward building a stronger civil society. We conclude that only when adult education is viewed from the university lens, where it focuses on the individual and not the public good, does it succumb to neoliberal forces. (DIPF/Orig.)

Los factores que inciden en el proceso de desarrollo de los territorios rurales y que explican el éxito o el fracaso de las estrategias impulsadas desde abajo (bottom-up) o inducidas desde arriba (top-down), han preocupado desde hace varias décadas a los analistas, que observan las limitaciones de los enfoques del “desarrollo territorial rural” para aprehender la complejidad de dicho proceso. Habiéndose centrado, sobre todo, en el ámbito de las políticas públicas y sus efectos en el desarrollo de los territorios rurales, los analistas del desarrollo han visto la necesidad de apoyarse en otras perspectivas que capten las dinámicas que acontecen en el ámbito de la sociedad civil local, tanto en lo que se refiere a las relaciones entre los diversos actores socioeconómicos e institucionales presentes en el territorio, como a su interacción con los organismos públicos encargados de implementar dichas políticas. El objetivo general de esta tesis doctoral ha sido analizar las dinámicas sociales que surgen en espacios naturales sometidos a políticas de gestión y regulación, mostrando el grado de influencia que tienen en la aplicación de esas políticas las diversas redes en que se organizan las poblaciones locales. De la investigación empírica realizada y de su integración en el marco teórico utilizado, hemos podido extraer resultados referidos a la realidad concreta y localizada de la REBISE que muestran cómo es que conciliar los objetivos de la “conservación” y el “desarrollo” en territorios poblados por comunidades locales estrechamente vinculadas a espacios naturales, exige abordar de forma integral los problemas ambientales, sociales y económicos. Tratar de alcanzar esos objetivos con políticas sectoriales conduce al fracaso de los programas de protección, ya que sólo se logran objetivos parciales y limitados. Por muy elevado que sea el valor ecológico de este tipo de espacios naturales y por muy alta que sea la protección que reciban por parte de los organismos internacionales (como ocurre con las “reservas de la biosfera” del programa MaB de la UNESCO), “conservar” estas áreas naturales no puede lograrse sin contar con la colaboración de las poblaciones locales. Esto exige combinar estrategias top-down y bottom-up buscando establecer sinergias entre los responsables públicos y los grupos sociales presentes en el territorio. De nuestra investigación se deduce la necesidad de empoderar a las comunidades locales para inducir en ellos un capital social tipo bridging dirigido a la construcción de un gran pacto territorial que trascienda los intereses particulares de cada grupo y que persiga el interés general del territorio en pro de la conservación de los recursos naturales y de la mejora del bienestar y calidad de vida de las familias que residen allí. Si no se hace así, continuarán promoviéndose proyectos “balsámicos” que paliarán a corto plazo algunos de los problemas de las poblaciones locales, pero que las mantendrán en el estancamiento y la pobreza.

Extractivism mineral is considered an activity highly degrading, due to the large volume of material that he moves in the form of ore and residues. The vast majority of mining companies do not show any technology or economically viable application that will allow the recycling of mineral residue, these being launched in areas receiving located the "open skies" degrade the environment. In Rio Grande do Norte to the production of ceramic red restricts their activities to the production of products such as: solid bricks, ceramic blocks, tiles, among others. Seeking to unite experiences and technical information that favor sustainable development, with important benefits to the construction sector and civil society in general, the present work studies the incorporation of the residue of scheelite in ceramic matrix kaolinitic, coming from the municipality of Boa Saúde - RN, in percentage of 5 %, 10 %, 20 %, 30% 40% and 50 %, by evaluating its microstructure, physical properties and formulation. The raw materials were characterized through the trials of X ray fluorescence, Diffraction of X rays, Differential Thermal Analysis and Termogravimetric Analysis. The samples were formed and fired at temperatures of 850o, 900o, 1000o, 1050o, 1100o, 1150o and 1200 oC, with isotherm of 1 hour and heating rate of 10 oC/min. Assays were performed technological of loss to fire, Water Absorption, Apparent Porosity, Apparent Density, Mass Loss in Fire and Bending Resistance; in addition to the Scanning Electron Microscopy, analyzing their physical and mechanical properties. The use of residue of scheelite in ceramic mass kaolinitic provided a final product with technological properties that meet the technical standards for the production of bricks and roofing tiles, with the percentage of 20% of waste that showed the best results
