La intervención urbanística del Estado es insustituible. En primer lugar porque el capital privado no está dispuesto a asumir el riesgo de depreciación virtual inherente a la provisión de bienes públicos. Tampoco ha alcanzado los niveles de acumulación previa que de manera individual estén en capacidad de reemplazar los esfuerzos colectivos que se deben movilizar para tal efecto. Es por ello que estratégicamente el capital privado ha seducido al público con la idea de la eficiencia de las alianzas público-privadas y la gobernanza. En segundo lugar porque el mercado inmobiliario residencial formal es un mercado segmentado e imperfecto en el que el poder de mercado de los estructuradores urbanos y metropolitanos alcanza niveles cuasi-monopólicos. Por tanto, y siguiendo a Commons, la regulación y el control de la oferta inmobiliaria residencial incide positivamente en la ampliación de la libertad en la producción y en la elección de localización de las familias que habitan en las metrópolis. Un orden menos segregado que el perseverante se torna posible. Este trabajo se ocupa de analizar, desde una perspectiva teórica pluridisciplinar como la economía institucional urbana, las posibilidades e instrumentos con que se cuenta para alcanzar tal orden.

La propuesta es demostrar cómo el mercado inmobiliario informal en los asentamientos consolidados del Área Metropolitana de Buenos Aires puede ser entendido a partir del prisma de las redes sociales, organizaciones barriales y relaciones familiares de reciprocidad y cómo este mercado modifi ca, a su vez, dichas relaciones sociales, e incluso introduce nuevas reagrupaciones, no exentas de conflictos.

Los instrumentos de la reforma urbana se han concebido para disciplinar el funcionamiento de los mercados inmobiliarios. Este artículo trata sobre uno de estos instrumentos, el reajuste de tierras. En la primera parte se esbozan, de manera sucinta, algunos rasgos de las formaciones sociales y territoriales del Japón y de Colombia con relación a la propiedad y el uso del suelo urbano. En la segunda presentamos tres experiencias en el empleo del reajuste tierras, comenzando por la restauración posguerra de Nagoya por ser, según nuestro parecer, la más emblemática y original de las múltiples que se pueden encontrar en el Japón. Las otras dos corresponden al proceso de reconstrucción posterremoto de la ciudad de Armenia en Colombia: una de ellas fracasada y otra exitosa.-----The instruments of the Urban Reform have been conceived to discipline the operation of the real estate markets. This work deals with on one these instruments, the Land Readjustment. In the first part they are outlined, of way succinct, some social and territorial characteristics of the formation of Japan and Colombia in relation to the property and the use of the urban land. In second we displayed three experiences in the use of the readjustment land, beginning by the one of the restoration postwar period of Nagoya to be, according to ours to seem, most emblematic and original of the manifold that can be found in Japan. The other two correspond to the reconstruction process post-earthquake of the city of Armenia in Colombia: one of them failed and another successful one.

Using a unique neighborhood crime dataset for Bogotá in 2011, this study uses a spatial econometric approach and examines the role of socioeconomic and agglomeration variables in explaining the variance of crime. It uses two different types of crime, violent crime represented in homicides and property crime represented in residential burglaries. These two types of crime are then measured in non-standard crime statistics that are created as the area incidence for each crime in the neighborhood. The existence of crime hotspots in Bogotá has been shown in most of the literature, and using these non-standard crime statistics at this neighborhood level some hotspots arise again, thus validating the use of a spatial approach for these new crime statistics. The final specification includes socioeconomic, agglomeration, land-use and visual aspect variables that are then included in a SARAR model an estimated by the procedure devised by Kelejian and Prucha (2009). The resulting coefficients and marginal effects show the relevance of these crime hotspots which is similar with most previous studies. However, socioeconomic variables are significant and show the importance of age, and education. Agglomeration variables are significant and thus more densely populated areas are correlated with more crime. Interestingly, both types of crimes do not have the same significant covariates. Education and young male population have a different sign for homicide and residential burglaries. Inequality matters for homicides while higher real estate valuation matters for residential burglaries. Finally, density impacts positively both crimes.

En el presente estudio de caso se hace un análisis de los principales efectos socio-espaciales y económicos que tuvieron intervenciones públicas dirigidas a recuperar el centro de Bogotá, en el territorio específico del Barrio Las Cruces, durante los años 2002-2014. Para lograrlo, en un primer momento se hace un análisis conceptual de las relaciones existentes entre intervenciones urbanas y los efectos que estas producen en lo urbano y lo local; en un segundo se identifican los antecedentes que sirvieron para intervenir el barrio, y las intervenciones públicas que llevadas a cabo en éste durante el 2002 – 2014; y en un el tercero se analizan los efectos y las relaciones que tuvieron dichas intervenciones sobre las variables social, espacial y económica del barrio durante el periodo estudiado. Con el fin de verificar si la política de rehabilitación con la que se viene interviniendo dicha zona es coherente con las realidades locales.

El presente estudio de caso tiene como propósito analizar la relación entre la dinámica inmobiliaria y el comportamiento del precio del suelo en la UPZ N° 13 Los Cedros entre los años 2000 y 2012. Esta investigación parte de la importancia de entender y explicar las causas generales, coyunturales y particulares por las que el precio del suelo en las ciudades es cambiante y hace que exista una dinámica inmobiliaria encargada de gestionar el mercado de tierras en un determinado sector, llevándolo a una transformación urbanística. Por último, se analiza cómo dos intervenciones comerciales influyen en el comportamiento del precio del suelo, con la finalidad de identificar qué efectos positivos o negativos producen en la zona aledaña a ellas.

We propose and estimate a financial distress model that explicitly accounts for the interactions or spill-over effects between financial institutions, through the use of a spatial continuity matrix that is build from financial network data of inter bank transactions. Such setup of the financial distress model allows for the empirical validation of the importance of network externalities in determining financial distress, in addition to institution specific and macroeconomic covariates. The relevance of such specification is that it incorporates simultaneously micro-prudential factors (Basel 2) as well as macro-prudential and systemic factors (Basel 3) as determinants of financial distress. Results indicate network externalities are an important determinant of financial health of a financial institutions. The parameter that measures the effect of network externalities is both economically and statistical significant and its inclusion as a risk factor reduces the importance of the firm specific variables such as the size or degree of leverage of the financial institution. In addition we analyze the policy implications of the network factor model for capital requirements and deposit insurance pricing.

Esta tesis doctoral examina las repercusiones de la llamada "Gran Depresión" de finales del siglo XIX sobre la sociedad rural catalana a partir del análisis del que puede ser visto como uno de los síntomas más característicos de cualquier crisis agraria: la pérdida de derechos de propiedad sobre la tierra o sobre otros inmuebles de carácter rural como consecuencia de reclamaciones de deudas, promovidas por particulares o por el Estado, que culminaron en subasta pública. El trabajo ha sido dividido en dos secciones. En la primera se analiza la desposesión causada por procedimientos ejecutivos impulsados por la Administración de Hacienda por impuestos impagados. En la segunda se ha estudiado la actividad judicial que concluyó en subasta pública de bienes inmuebles, y se han mostrado sus relaciones con la situación agraria, especialmente en los sectores del trigo y de la vid.

Os diferentes paradigmas que definem o "conceito de cidade", fruto das alterações impostas pela evolução do pensamento cientifico-filosófico e da sociedade civil, contribuem para o surgimento de inúmeras preocupações urbanísticas, levando os políticos e urbanistas a equacionar medidas de intervenção urbana necessárias ao desenvolvimento e crescimento sustentável das cidades.

Esta dissertação é muito mais do que um trabalho sobre ajardinamento de edifícios, pois pretende-se que seja uma ferramenta de ajuda em benefício da transformação de milhares de metros quadrados, das coberturas e das fachadas, muitas vezes negligenciados, em espaços verdes públicos beneficiando, não somente, os promotores imobiliários mas, acima de tudo os seus ocupantes e usufrutuários, que desta forma podem tirar partido de novos espaços de estar, ao ar livre. Enquanto a cidade, ao nível térreo, apresenta um aumento de tráfego rodoviário, com inegável poluição e confusão, é possível, desta forma, usufruir de um espaço aberto. Esta dissertação procura estudar os edifícios que já integram o elemento vegetal no seu conceito e que sejam um sucesso na forma como usam o elemento vegetal, de modo a divulgar as técnicas de construção, entender as decisões dos projectistas e o impacto nos utilizadores que habitam e usufruem dos espaços – Análise-Pós-Ocupação. Esta dissertação pretende demonstrar o quanto é importante que as cidades apresentem espaços verdes para uso da população. As zonas verdes existentes nas cidades são inequivocamente um importante indicador da qualidade ambiental existente nessas mesmas cidades. As coberturas e fachadas verdes arrefecem os edifícios, capturam e filtram as águas da chuva, proporcionam habitat à vida selvagem, reduzem o efeito de estufa das cidades, proporcionam uma preciosidade estética, uma experiência recreativa e por vezes comida, para os habitantes das cidades. Pretende-se assim, focar os benefícios humanos, sociais e naturais que se obtêm ao introduzir vegetação nas paredes, terraços, pátios e coberturas dos edifícios. Assim foi considerado útil usar uma metodologia para também analisar o tipo de espécies usadas nos estudos de caso, e determinar a necessidade de uma ferramenta para que a selecção vegetal respeite critérios de biodiversidade e melhor adaptabilidade aos ecossistemas locais, sabendo de antemão que não podem nem pretendem substituir os habitats naturais, que as cidades também podem e devem apresentar.

Uma particularidade muito própria da realidade portuguesa, que é a elevadíssima percentagem de proprietários da sua própria habitação, cuja origem está no quase desaparecimento do mercado de arrendamento motivado por decisões políticas que enviesaram as mais elementares regras da livre iniciativa de que resultou o desinteresse dos investidores por este mercado, levou-nos a estudar e a caracterizar o mercado da habitação em Portugal, sua evolução recente e perspetivas futuras, conclusões que aliás não se afastam do propósito de posterior resolução do Conselho de Ministros no sentido de uma dinamização do mercado de arrendamento.

Este artículo versa sobre los impuestos municipales y metropolitanos a la transferencia de dominio de bienes inmuebles en el contexto ecuatoriano como parte de la tributación local, y examina con un enfoque teórico los elementos cardinales de esta específica imposición, así como de aspectos formales y de gestión, a remolque del marco normativo vigente. En esta línea se exponen algunas inconsistencias del régimen jurídico de la materia con el correlativo planteamiento de varios supuestos que podrían considerarse para la depuración del régimen en cuestión.

Sectoral shifts, such as shrinkage of low labour productivity and the low-wage construction sector, can lead to apparent increased aggregate average labour productivity and average wages, especially when capital intensity differs across sectors. For 11 main sectors and 13 manufacturing sub-sectors, we quantify the compositional effects on productivity, wages and unit labour costs (ULCs) based and real effective exchange rates (REER), for 24 EU countries. Compositional effects are greatest in Ireland, where the pharmaceutical sector drives the growth of output and productivity, but other sectors have suffered greatly and have not yet recovered. Our new ULC-REER measurements, which are free from compositional effects, correlate well with export performance. Among the countries facing the most severe external adjustment challenges, Lithuania, Portugal and Ireland have been the most successful based on five indicators, and Latvia, Estonia and Greece the least successful. There is evidence of downward wage flexibility in some countries, but wage cuts have corrected just a small fraction of pre-crisis wage rises and came with massive reductions in employment even in the business sector excluding construction and real estate, highlighting the difficulty of adjusting wages downward.

As a background document for Bruegel Policy Contribution 2012/11 ‘Compositional effects on productivity, labour cost and export adjustment’, this working paper presents detailed results for 24 EU countries on: • The sectoral changes in the economy; • The unit labour costs (ULC) based real effective exchange rate (REER) and its main components; • Export performance. • The ULC-REERs are calculated: • For the total economy, the business sector (excluding agriculture, construction and real estate activities), and some main sectors; • Using both actual aggregates and fixed-weight aggregates, as the latter are free from the impacts of compositional changes; • Against 30 trading partners and against three subsets of trading partners: euro-area, non-euro area EU, non-EU.

FOREWORD Welcome to this West Africa Built Environment Research (WABER) conference taking place here in Ghana. Thank you for coming and welcome to Accra. The main aims of the WABER conference are: to help young researchers and early-career scholars in West Africa to develop their research work and skills through constructive face-to-face interaction with experienced academics; to provide a platform for networking and collaborative work among senior built environment academics in West Africa; and to serve as a vehicle for developing the field of construction management and economics in Africa. Waber 2009 The WABER event in 2009 was held at the British Council in Accra, Ghana on 2-3 June. The event was a resounding success. It attracted participation from 32 researchers, from 12 different institutions, who presented their work to an audience of approximately 100 people. Each presenter received immediate and constructive feedback from an international panel. The event was opened by Professor K.K. Adarkwa, Vice Chancellor of KNUST, Kumasi, Ghana, with several senior academics and researchers from universities, polytechnics, and other institutions in Ghana and Nigeria in attendance. There was also a significant level of attendance by senior construction practitioners in Ghana. Thank you to the School of Construction Management and Engineering, University of Reading, UK for funding the inaugural event in 2009. We are also grateful to all of you who helped to make the event a success and to those of you who have joined us here today to build upon the success and legacy of WABER 2009. Waber 2010 This year, we have 60+ peer-reviewed papers and presentations on topics relating to Building services and maintenance, Construction costs, Construction design and technology, Construction education, Construction finance, Construction procurement, Contract administration, Contract management, Contractor development, Decision support systems, Dispute resolution, Economic development, Energy efficiency, Environment and sustainability, Health and safety, Human resources, Information technology, Marketing, Materials science, Organisation strategy and business performance, Productivity, Project management, Quantity surveying, Real estate and planning, Solar energy systems, Supply chain management and Urban development. We hope that these papers will generate interest among delagates and stimulate discussion here and beyond the conference into the wider community of academia and industry. The delegates at this conference come from 10 different countries. This provides a rich international and multicultural blend and a perfect platform for networking and developing collaborations. This year we are blessed to have three high profile keynote speakers in the persons of Professor George Ofori (National University of Singapore), Dr Roine Leiringer (University of Reading, UK) and Professor Will Hughes (University of Reading, UK). We are also thankful to Dr Chris Harty (University of Reading, UK) who is facilitating the Research Skills Workshop on ‘Writing a scientific article’.
