Using water quality management programs is a necessary and inevitable way for preservation and sustainable use of water resources. One of the important issues in determining the quality of water in rivers is designing effective quality control networks, so that the measured quality variables in these stations are, as far as possible, indicative of overall changes in water quality. One of the methods to achieve this goal is increasing the number of quality monitoring stations and sampling instances. Since this will dramatically increase the annual cost of monitoring, deciding on which stations and parameters are the most important ones, along with increasing the instances of sampling, in a way that shows maximum change in the system under study can affect the future decision-making processes for optimizing the efficacy of extant monitoring network, removing or adding new stations or parameters and decreasing or increasing sampling instances. This end, the efficiency of multivariate statistical procedures was studied in this thesis. Multivariate statistical procedure, with regard to its features, can be used as a practical and useful method in recognizing and analyzing rivers’ pollution and consequently in understanding, reasoning, controlling, and correct decision-making in water quality management. This research was carried out using multivariate statistical techniques for analyzing the quality of water and monitoring the variables affecting its quality in Gharasou river, in Ardabil province in northwest of Iran. During a year, 28 physical and chemical parameters were sampled in 11 stations. The results of these measurements were analyzed by multivariate procedures such as: Cluster Analysis (CA), Principal Component Analysis (PCA), Factor Analysis (FA), and Discriminant Analysis (DA). Based on the findings from cluster analysis, principal component analysis, and factor analysis the stations were divided into three groups of highly polluted (HP), moderately polluted (MP), and less polluted (LP) stations Thus, this study illustrates the usefulness of multivariate statistical techniques for analysis and interpretation of complex data sets, and in water quality assessment, identification of pollution sources/factors and understanding spatial variations in water quality for effective river water quality management. This study also shows the effectiveness of these techniques for getting better information about the water quality and design of monitoring network for effective management of water resources. Therefore, based on the results, Gharasou river water quality monitoring program was developed and presented.

Climate change and carbon (C) sequestration are a major focus of research in the twenty-first century. Globally, soils store about 300 times the amount of C that is released per annum through the burning of fossil fuels (Schulze and Freibauer 2005). Land clearing and introduction of agricultural systems have led to rapid declines in soil C reserves. The recent introduction of conservation agricultural practices has not led to a reversing of the decline in soil C content, although it has minimized the rate of decline (Baker et al. 2007; Hulugalle and Scott 2008). Lal (2003) estimated the quantum of C pools in the atmosphere, terrestrial ecosystems, and oceans and reported a “missing C” component in the world C budget. Though not proven yet, this could be linked to C losses through runoff and soil erosion (Lal 2005) and a lack of C accounting in inland water bodies (Cole et al. 2007). Land management practices to minimize the microbial respiration and soil organic C (SOC) decline such as minimum tillage or no tillage were extensively studied in the past, and the soil erosion and runoff studies monitoring those management systems focused on other nutrients such as nitrogen (N) and phosphorus (P).

Fault tolerance allows a system to remain operational to some degree when some of its components fail. One of the most common fault tolerance mechanisms consists on logging the system state periodically, and recovering the system to a consistent state in the event of a failure. This paper describes a general fault tolerance logging-based mechanism, which can be layered over deterministic systems. Our proposal describes how a logging mechanism can recover the underlying system to a consistent state, even if an action or set of actions were interrupted mid-way, due to a server crash. We also propose different methods of storing the logging information, and describe how to deploy a fault tolerant master-slave cluster for information replication. We adapt our model to a previously proposed framework, which provided common relational features, like transactions with atomic, consistent, isolated and durable properties, to NoSQL database management systems.

ISO 9000 is a family of international standards for quality management, applicable to all sizes of company, whether public or private.Management Systems ISO 9000 quality make up the human side, administrative and operating companies. By integrating these three aspects, the organization takes full advantage of all its resources, making results more efficiently, reducing administrative and operating expenses.With globalization and opening markets this has become a competitive advantage by providing further confidence and evidence to all customers, subcontractors, personnel and other stakeholders that the organization is committed to establishing, maintaining and improving levels acceptable quality products and services.Another advantage of quality systems is the clear definition of policies and functions, the staff is utilized according to their ability and focus on real customer needs.It should be mentioned that to achieve these benefits, it is necessary that management of the organization, is committed to the development of its quality system and to allocate financial and human resources to do so. These resources are minimal compared with the benefits you can achieve.

Este artigo condensa um conjunto de reflexões baseadas em factos relacionados com a gestão da qualidade nas Instituições de Ensino Superior (IES). São identificados factores internos e externos favoráveis à melhoria da qualidade dos serviços prestados por estas organizações, bem como algumas das barreiras que se lhe opõem. Relativamente às abordagens da qualidade, nestas organizações são consideradas: de um lado as que resultam da Supervisão do Estado e do outro as que estão associadas a sistemas de natureza voluntária, designadas aqui por Abordagem Qualidade, em que sobressai a Certificação baseada na norma ISO 9001 e os sistemas de Gestão pela Qualidade Total (GQT) também designados de Excelência Organizacional. São identificadas algumas das insuficiências dos modelos assentes na Supervisão do Estado e defendida a importância de atender ao conjunto de “boas práticas” já existentes, ao invés de abordagens que tratam desta problemática numa perspectiva ab initio, sem contemplar o conhecimento acumulado neste domínio da gestão das organizações.

O contexto actual vivido pelas Instituições de Ensino Superior tem requerido a adopção de sistemas de Contabilidade de Gestão mais precisos face às crescentes necessidades de informação de custos e de gestão. Deste modo, o principal propósito deste trabalho de investigação é estudar os recentes desenvolvimentos dos sistemas de Contabilidade de Gestão, enfatizando o Custeio baseado nas Actividades (ABC) como o modelo mais apropriado para responder a estas exigências informativas. Esta abordagem é complementada com a realização de um estudo de caso na Universidade de Évora, onde é aplicado empiricamente o ABC, sendo o mesmo apresentado como proposta de modelo na Contabilidade de Gestão destas organizações. Esta dissertação apresenta uma análise crítica e comparativa entre os distintos sistemas de custos tradicionais e a contabilidade por actividades, sendo ainda destacadas as potencialidades da metodologia ABC como plataforma para implementação de outros sistemas de informação baseados nas actividades, nomeadamente ao nível da gestão, do orçamento, dos preços de transferência e da gestão da qualidade total. Neste âmbito, com recurso a vários estudos de caso, são descritas as propriedades, as limitações e os resultados que mais se evidenciam pela implementação do sistema ABC nestas entidades. Os principais resultados desta investigação permitem concluir que embora os sistemas de custeio tradicionais apresentem um substrato conceptual totalmente válido, o sistema ABC evidencia uma estrutura conceptual mais credível, capaz de produzir informação mais precisa de apoio à tomada de decisão. No entanto, há algumas reservas que lhe são apontadas, em especial, no que respeita à relevância, utilidade e praticabilidade do método, e insuficiente documentação sobre os resultados obtidos. Pela aplicação empírica do sistema ABC na Universidade de Évora, conclui-se que a informação disponibilizada por este modelo é relevante, facilitadora e influencia o processo de tomada de decisão da sua gestão, e responde às exigências contabilísticas e de prestação de contas do POC-Educação e de outras entidades externas. ABSTRACT; The present context of Institutions of Higher Education has required adoption of more accurate Management Accounting systems due to increasing needs for information about costs and management. Thus, the main propose of this research is to study the recent developments of the Management Accounting systems, emphasizing the Activity-based Costing (ABC) as the most appropriate model that addresses these information requirements. This approach has been enriched through a case study at the University of Évora, where the ABC methodology was applied empirically, and presented as a proposed model of Management Accounting of these organizations. This dissertation presents a critical and comparative analysis between the traditional cost systems and the ABC, pointing out the potentialities of this methodology as a platform for implementation of other information systems based on activities, namely, with regard to management, budget, transfer pricing and total quality management. ln this context and supported by some case studies, the main properties, limitations and results of the implementation of the ABC system in these institutions have been described. The main results of this research indicate that although the traditional cost systems present a total valid conceptual structure, the ABC system provide a more credible conceptual structure, which is able to produce a more accurate information base for decision-making. However, there are some reservations that are considered, namely the relevance, utility, practicability, and insufficient documentation with regard to the obtained results. The empirical application of the ABC system at the University of Évora makes it possible to conclude that the information provided through the use of this model is relevant in terms of its influence in the decision-making process, and provides the answers to the accounting requirements of Education-POC and other external entities. Atualmente, as organizações tendem a desenvolverem-se com o objetivo de se tornarem mais eficazes e eficientes. Neste contexto, esta investigação visa propor um modelo que permita calcular os Custos da Qualidade (CQ) na manutenção e sustentação dos Sistemas de Armas da Força Aérea (FA), contribuindo para a melhoria contínua do Sistema de Gestão da Qualidade e Aeronavegabilidade (SGQA). Assim, neste estudo é avaliada a utilização do modelo “Prevenção, Avaliação e Falhas” (PAF) para o cálculo dos CQ no SGQA, a forma como os Sistemas de Informação (SI) podem contribuir para este cálculo e qual a estrutura do sistema que deverá integrar e operacionalizar este modelo. Esta investigação desenvolve-se mediante um raciocínio hipotético-dedutivo, utilizando uma estratégia qualitativa aplicada num estudo de caso ao SA Epsilon Tb-30. Após apresentar um enquadramento teórico, são testadas as hipóteses identificadas através de análise documental e entrevistas a elementos com funções-chave neste âmbito. Verifica-se então a possibilidade de utilizar o modelo PAF para o cálculo dos CQ no SGQA. Contudo, é necessário adaptar os SI e os processos do sistema para a sua operacionalização. Finalmente, é proposto um plano para implementação do modelo de CQ, assim como são apresentadas algumas recomendações para o seu desenvolvimento. Abstract: Nowadays, the organizations tend to self-develop in order to increase their efficiency and effectiveness. In this context, this study has the purpose to propose a Quality Cost (CQ) model within the scope of maintenance and sustainability of Portuguese Air Force (FA) weapon systems, contributing to the continuous improvement of its Airworthiness and Quality Management System (SGQA). Therefore, throughout this study is evaluated the implementation of Prevention, Appraisal and Failure (PAF) model for CQ calculation, how the Information Systems (SI) can contribute for this calculus and what SGQA structure should integrate and operationalize this model. In this investigation is used a hypothetical-deductive reasoning, through a qualitative strategy applied to a case study in Epsilon TB-30 aircraft. After presenting an initial theoretical study, the raised hypotheses are tested through the relevant document analysis and interviews with elements in key functions within this scope. With this study it’s shown the possibility to use PAF model to calculate CQ of the SGQA. However, it’s necessary to adapt the SI and the system processes to get the operationalization of this model. Finally, an implementation plan of the evaluated CQ model is proposed, and some recommendations are made for its future development.

This dissertation investigates customer behavior modeling in service outsourcing and revenue management in the service sector (i.e., airline and hotel industries). In particular, it focuses on a common theme of improving firms’ strategic decisions through the understanding of customer preferences. Decisions concerning degrees of outsourcing, such as firms’ capacity choices, are important to performance outcomes. These choices are especially important in high-customer-contact services (e.g., airline industry) because of the characteristics of services: simultaneity of consumption and production, and intangibility and perishability of the offering. Essay 1 estimates how outsourcing affects customer choices and market share in the airline industry, and consequently the revenue implications from outsourcing. However, outsourcing decisions are typically endogenous. A firm may choose whether to outsource or not based on what a firm expects to be the best outcome. Essay 2 contributes to the literature by proposing a structural model which could capture a firm’s profit-maximizing decision-making behavior in a market. This makes possible the prediction of consequences (i.e., performance outcomes) of future strategic moves. Another emerging area in service operations management is revenue management. Choice-based revenue systems incorporate discrete choice models into traditional revenue management algorithms. To successfully implement a choice-based revenue system, it is necessary to estimate customer preferences as a valid input to optimization algorithms. The third essay investigates how to estimate customer preferences when part of the market is consistently unobserved. This issue is especially prominent in choice-based revenue management systems. Normally a firm only has its own observed purchases, while those customers who purchase from competitors or do not make purchases are unobserved. Most current estimation procedures depend on unrealistic assumptions about customer arriving. This study proposes a new estimation methodology, which does not require any prior knowledge about the customer arrival process and allows for arbitrary demand distributions. Compared with previous methods, this model performs superior when the true demand is highly variable.

Nowadays, Power grids are critical infrastructures on which everything else relies, and their correct behavior is of the highest priority. New smart devices are being deployed to be able to manage and control power grids more efficiently and avoid instability. However, the deployment of such smart devices like Phasor Measurement Units (PMU) and Phasor Data Concentrators (PDC), open new opportunities for cyber attackers to exploit network vulnerabilities. If a PDC is compromised, all data coming from PMUs to that PDC is lost, reducing network observability. Our approach to solve this problem is to develop an Intrusion detection System (IDS) in a Software-defined network (SDN). allowing the IDS system to detect compromised devices and use that information as an input for a self-healing SDN controller, which redirects the data of the PMUs to a new, uncompromised PDC, maintaining the maximum possible network observability at every moment. During this research, we have successfully implemented Self-healing in an example network with an SDN controller based on Ryu controller. We have also assessed intrinsic vulnerabilities of Wide Area Management Systems (WAMS) and SCADA networks, and developed some rules for the Intrusion Detection system which specifically protect vulnerabilities of these networks. The integration of the IDS and the SDN controller was also successful. \\To achieve this goal, the first steps will be to implement an existing Self-healing SDN controller and assess intrinsic vulnerabilities of Wide Area Measurement Systems (WAMS) and SCADA networks. After that, we will integrate the Ryu controller with Snort, and create the Snort rules that are specific for SCADA or WAMS systems and protocols.

Regulated Transformer Rectifier Units contain several power electronic boards to facilitate AC to DC power conversion. As these units become smaller, the number of devices on each board increases while their distance from each other decreases, making active cooling essential to maintaining reliable operation. Although it is widely accepted that liquid is a far superior heat transfer medium to air, the latter is still capable of yielding low device operating temperatures with proper heat sink and airflow design. The purpose of this study is to describe the models and methods used to design and build the thermal management system for one of the power electronic boards in a compact, high power regulated transformer rectifier unit. Maximum device temperature, available pressure drop and manufacturability were assessed when selecting the final design for testing. Once constructed, the thermal management system’s performance was experimentally verified at three different power levels.

Soil tillage with chisel ploughing is the conventional soil management system in chestnut stands for fruit production in Northern Portugal. A study was developed to assess the effects of three soil management systems on in situ soil N mineralization dynamics, tree nutrition status and fruit productivity, in a 50-yr old chestnut stand. The treatments were: conventional tillage with a chisel ploughing twice a year (CT), no-tillage with rainfed improved pasture with leguminous and grasses plants (NIP), and no-tillage with spontaneous herbaceous vegetation - natural pasture (NP). The CT treatment showed a strong increase of the soil N mineral concentration following soil disturbance by tillage, but the cumulative net N mineralized along the year was significantly lower (51.8 kg ha-1) than in the NIP (85.1 kg ha-1) treatment. The NP treatment (65.9 kg ha-1) did not cause a reduction in the soil N mineralization when compared to the CT treatment. The mineralization rate (g mineralized N kg-1 total N) in 2004 was about 26, 30 and 38 in the treatments CT, NP and NIP, respectively. Treatments showed different soil N dynamics, the proportion of mineralized NO3--N being lower in the NP (10-48%) than in CT and NIP treatments (53-74%). Our study indicates that no-tillage systems improve the tree nutrition status and enhance productivity

A Administração Pública tem sido alvo de uma reflexão sistemática, que pretende encontrar políticas de gestão que consigam solucionar os problemas de performance dos serviços públicos, evidenciando as suas potencialidades e procurando responder aos desafios com que se confrontam na atualidade. O fenómeno da globalização está na origem de acelerados ciclos de mudança que exigem das organizações urna gestão mais cativa e objetiva, alicerçada em métodos de gestão moderna que vão de encontro às exigências do mundo atual. Eficiência e eficácia dos serviços públicos são, mais do que nunca, duas imposições de uma sociedade crítica e carente de qualidade. A melhoria da performance do serviço público, mais do que urna necessidade, é uma exigência. Como responder a este desafio? Regra geral, os serviços públicos possuem urna fraca cultura de gestão estratégica, o que justifica parte da dificuldade que sentem em transformar a estratégia em objetivos operacionais, de forma a estabelecer ações que visem a obtenção de resultados, definindo medidas para a sua monitorização. O Balanced Scorecard (BSC) poderá contribuir para a implementação de uma cultura de gestão estratégica no Sector Público. A formulação dos objetivos estratégicos, das metas e dos indicadores, para cada uma das perspetivas subjacentes a esta metodologia, permite às organizações efetuarem uma gestão mais adequada dos sistemas que são objeto da sua acão. Este trabalho, partindo da identificação dos ajustamentos que é necessário efetuar ao modelo original de BSC de Kaplan e Norton, propõe um BSC adequado às Instituições de Ensino Superior Público (IESP) em geral e à Universidade de Évora em particular, assumindo-se que esse BSC poderá constituir uma importante ferramenta de gestão estratégica, essencial na avaliação e gestão da performance organizacional. ABSTRACT: The Public Administration has been the target of a systematic reflexion, who wish to find management policies that can resolve the performance problems on public services, showing their potential and aim to respond to the challenges they are facing today. The phenomenon of globalization is the cause of accelerated cycles of change that require organizations a more active and objective management, based on modern management methods that meet the demands of today’s world. Efficiency and effectiveness of public services are more than ever, two charges of a society criticism and lacking in quality. Improving the performance of public service, rather than a necessity is a requirement. How to respond to this challenge? Generally, the public services have a weak culture of strategic management, which explains part of the difficulty they feel in turning the strategy into operational objectives in order to establish measures aimed at achieving results, defining measures for its monitoring. The Balanced Scorecard can contribute to the implementation of a culture of strategic management in the Public Sector. The formulation of strategic objectives, targets and indicators for each of the perspectives that underlie this methodology enables organizations to make better management systems that are the subject of its action. This work, leaving from the identification of the adjustments that is necessary to effectuate to an original model of BSC of Kaplan and Norton, proposes a BSC appropriate to the Institutions of Superior Public Teaching (IESP) in general and to the University of Évora in individual, when are assumed that this BSC will be able to constitute an important tool of strategic, essential management in the evaluation and management of the organizational performance.

O presente estudo foi realizado durante um ano em viveiro de produção de peixes, com a finalidade de avaliar o efeito da qualidade da água na comunidade planctônica em função do manejo adotado. Maiores densidades de Euglenophyceae, Chlorophyceae e Cyanobacteria estiveram associadas aos elevados teores de nitrato (1 a 210 mg.L-1). Densidades de Cyanobacteria acima de 90 ind.m³ × 10³ (85,5%) ocorreram quando as concentrações de nitrato estiveram ao redor de 210 mg.L-1, fósforo total menor que 106 mg.L-1 e temperatura acima de 25 °C. Elevada densidade de Rotifera também esteve associada às altas densidades de Cyanobacteria (dezembro). Dentre os organismos zooplanctônicos, os Rotifera foram os mais abundantes e somente Trichocerca sp. foi constante em todos os pontos amostrados. Dentre os Cladocera, a espécie mais representativa foi Diaphanosoma birgei, variando de 4 a 342 ind.L-1 (0,7 e 2,4%) durante o período de estudo. Os resultados mostram que qualidade da água e o manejo empregado neste viveiro apresentaram influência direta na população planctônica, em função da baixa profundidade e constante carga de nutrientes que são incorporados no viveiro por meio de alimentos, fertilizantes e fezes de peixes, que contribuem para o aparecimento de organismos planctônicos não desejáveis.

Purpose: The purpose of this paper is to present the application of logical framework analysis (LFA) for implementing continuous quality improvement (CQI) across multiple settings in a tertiary care hospital. Design/methodology/approach: This study adopts a multiple case study approach. LFA is implemented within three diverse settings, namely, intensive care unit, surgical ward, and acute in-patient psychiatric ward. First, problem trees are developed in order to determine the root causes of quality issues, specific to the three settings. Second, objective trees are formed suggesting solutions to the quality issues. Third, project plan template using logical framework (LOGFRAME) is created for each setting. Findings: This study shows substantial improvement in quality across the three settings. LFA proved to be effective to analyse quality issues and suggest improvement measures objectively. Research limitations/implications: This paper applies LFA in specific, albeit, diverse settings in one hospital. For validation purposes, it would be ideal to analyse in other settings within the same hospital, as well as in several hospitals. It also adopts a bottom-up approach when this can be triangulated with other sources of data. Practical implications: LFA enables top management to obtain an integrated view of performance. It also provides a basis for further quantitative research on quality management through the identification of key performance indicators and facilitates the development of a business case for improvement. Originality/value: LFA is a novel approach for the implementation of CQI programs. Although LFA has been used extensively for project development to source funds from development banks, its application in quality improvement within healthcare projects is scant.

Legumes are bee-pollinated, but to a different extent. The importance of the plant– pollinator interplay (PPI), in flowering crops such as legumes lies in a combination of the importance of pollination for the production service and breeding strategies, plus the increasing urgency in mitigating the decline of pollinators through the development and implementation of conservation measures. To realize the full potential of the PPI, a multidisciplinary approach is required. This article assembles an international team of genebank managers, geneticists, plant breeders, experts on environmental governance and agro-ecology, and comprises several sections. The contributions in these sections outline both the state of the art of knowledge in the field and the novel aspects under development, and encompass a range of reviews, opinions and perspectives. The first three sections explore the role of PPI in legume breeding strategies. PPI based approaches to crop improvement can make it possible to adapt and re-design breeding strategies to meet both goals of: (1) optimal productivity, based on an efficient use of pollinators, and (2) biodiversity conservation. The next section deals with entomological aspects and focuses on the protection of the “pest control service” and pollinators in legume crops. The final section addresses general approaches to encourage the synergybetweenfoodproductionandpollinationservicesatfarmerfieldlevel.Twobasic approaches are proposed: (a) Farming with Alternative Pollinators and (b) Crop Design System.
