The current economic crisis has rushed even more the economists’ concerns to identify new directions for the sustainable development of the society. In this context, the human capital is crystallised as the key variable of the creative economy and of the knowledge-based society. As such, we have directed the research underlying this paper to identifying the most eloquent indicators of human capital to meet the demands of the knowledge-based society and sustainable development as well as towards achieving a comprehensive analysis of the human capital in the EU countries, respectively of a comparative analysis: Romania - Portugal. To carry out this paper, the methodology used is based on the interdisciplinary triangulation involving approaches from the perspective of human resource management, economy and economic statistics. The research techniques used consist of the content analysis and investigation of secondary data of international organisations accredited in the field of this research, such as: the United Nation Development Programme - Human Development Reports, World Bank - World Development Reports, International Labour Organisation, Eurostat, European Commission’s Eurobarometer surveys and reports on human capital. The research results emphasise both similarities and differences between the two countries under the comparative analysis and the main directions in which one has to invest for the development of human capital.

In developed countries, civil infrastructures are one of the most significant investments of governments, corporations, and individuals. Among these, transportation infrastructures, including highways, bridges, airports, and ports, are of huge importance, both economical and social. Most developed countries have built a fairly complete network of highways to fit their needs. As a result, the required investment in building new highways has diminished during the last decade, and should be further reduced in the following years. On the other hand, significant structural deteriorations have been detected in transportation networks, and a huge investment is necessary to keep these infrastructures safe and serviceable. Due to the significant importance of bridges in the serviceability of highway networks, maintenance of these structures plays a major role. In this paper, recent progress in probabilistic maintenance and optimization strategies for deteriorating civil infrastructures with emphasis on bridges is summarized. A novel model including interaction between structural safety analysis,through the safety index, and visual inspections and non destructive tests, through the condition index, is presented. Single objective optimization techniques leading to maintenance strategies associated with minimum expected cumulative cost and acceptable levels of condition and safety are presented. Furthermore, multi-objective optimization is used to simultaneously consider several performance indicators such as safety, condition, and cumulative cost. Realistic examples of the application of some of these techniques and strategies are also presented.

The transition process between information and knowledge is faster and so the inputs that influence social and political practises. The dissemination of information is now determinant in terms of territorial competitiveness and both public and private sector take large benefits when the data-information- knowledge value chain repeats itself trough space and time. Mankind depends nowadays on the creation and diffusion of good and reliable information. Speed is also important and the greater the speed, the faster the opportunities for global markets. Information must be an input for knowledge and obviously for decision. So, the power of information is unquestionable. This paper focuses on concepts like information, knowledge and other, more geographical and tries to explain how territories change from real to virtual. Knowledge society appears on an evolutional context in which information dissemination is wider and technological potential overwrites traditional notions of Geography. To understand the mutations over the territories, the causes and the consequences emerges the Geography of the Knowledge Society, a new discipline inside Geography with a special concern about modern society and socio-economical developing models.

Since the middle of the first decade of this century, several authors have announced the dawn of a new Age, following the Information/ Knowledge Age (1970-2005?). We are certainly living in a Shift Age (Houle, 2007), but no standard designation has been broadly adopted so far, and others, such as Conceptual Age (Pink, 2005) or Social Age (Azua, 2009), are only some of the proposals to name current times. Due to the amount of information available nowadays, meaning making and understanding seem to be common features of this new age of change; change related to (i) how individuals and organizations engage with each other, to (ii) the way we deal with technology, to (iii) how we engage and communicate within communities to create meaning, i.e., also social networking-driven changes. The Web 2.0 and the social networks have strongly altered the way we learn, live, work and, of course, communicate. Within all the possible dimensions we could address this change, we chose to focus on language – a taken-for-granted communication tool, used, translated and recreated in personal and geographical variants, by the many users and authors of the social networks and other online communities and platforms. In this paper, we discuss how the Web 2.0, and specifically social networks, have contributed to changes in the communication process and, in bi- or multilingual environments, to the evolution and freeware use of the so called “international language”: English. Next, we discuss some of the impacts and challenges of this language diversity in international communication in the shift age of understanding and social networking, focusing on specialized networks. Then we point out some skills and strategies to avoid babelization and to build meaningful and effective content in mono or multilingual networks, through the use of common and shared concepts and designations in social network environments. For this purpose, we propose a social and collaborative approach to terminology management, as a shared, strategic and sense making tool for specialized communication in Web 2.0 environments.

RESUMO - Face ao interesse crescente sobre os efeitos na saúde resultantes das alterações climáticas em curso, particularmente no que concerne aos fenómenos meteorológicos extremos, o presente trabalho visa sistematizar os conhecimentos científicos baseados na evidência já existentes, relativamente a esses efeitos na saúde, actuais e projectados, particularizando os desafios que tal situação apresenta para os serviços de saúde da Região de Lisboa e Vale do Tejo. São analisados os principais aspectos relativos aos potenciais efeitos das alterações climáticas na saúde dos indivíduos e das populações da Região, identificados os grupos populacionais mais em risco e realçados os aspectos que podem potenciar possíveis desigualdades em saúde. Termina-se com um enquadramento de orientações práticas sobre acções específicas que podem ser tomadas agora, a diferentes níveis, para preparar os serviços de saúde da Região em ordem à protecção dos cidadãos dos efeitos na saúde resultantes das alterações climáticas, sabendo-se que os efeitos adversos são largamente preveníveis. O presente trabalho deve suscitar uma reflexão sobre o impacto das alterações climáticas na saúde da população da Região, com as consequências que daí podem advir para os serviços de saúde, designadamente em termos do aumento da afluência dos cidadãos que, sendo mais vulneráveis, poderão adoecer e/ou ver agravadas situações de saúde pré- -existentes no decurso de fenómenos meteorológicos extremos súbitos.--------------------------ABSTRACT – Given the growing interest in the health effects from climate change, namely in what extreme weather events are concerned, this article aims to systematize the already existing evidencebased scientific knowledge concerning those actual and forecasted effects. This health services challenge is focused on the Region of Lisboa e Vale do Tejo. The main issues concerning the potential effects on individuals and populations of the Region are analyzed, the most at risk population groups are identified and the issues leading to health inequalities are highlighted. A framework about practical guidelines concerning specific actions to be taken at different levels is presented in order to prepare Region health services to protect citizens from health effects of climate changes, as it is known that adverse health effects are largely preventable. Introduction: bronchial asthma is a chronic disease that affects a high percentage of adolescents, with a significant restriction of daily activities, and is a cause of school absenteeism. The relationships between adolescents and asthma disease in school were assessed, with a view to improving knowledge about the asthmatic adolescent. Methods: a survey was conducted in the Lisbon metropolitan area, covering urban (Lisbon) and rural (Lourinh˜a ) zones and including 1879 students and 81 teachers from the 7th to 9th high school years. The study groups were asthmatic students, their peers, and teachers. A self-administered questionnaire was applied to collect information. The results were compared with a reference group of 91 asthmatic students attending our Department of Immunoallergy-Hospital Dona Estefânia. Cotinine urinary measurements were made in a sample of asthmatics and a control group. Results: the prevalence of current asthma among students was 10%. Estimates of asthma annual burden among 7th to 9th year students from Lisbon and Lourinh˜a high schools included 4,307 days missed from school, 4,148 medical consultations and a minimum of 351 hospital emergency care and 80 hospital admissions. Exposure to passive smoking was not significantly different between asthmatic students and theirs peers. Cotinine urinary measurements did not discriminate between exposed and non-exposed individuals. Cigarette smoking was almost as common among adolescent asthmatics (5.4%) as it was in non-asthmatic subjects (6.7%). However, 55% of asthmatics mentioned active and passive smoking as an asthma exacerbating factor. Asthmatic students, theirs peers and teachers showed a deficient knowledge about asthma (mean group scores: 17.6; 14.2 and 17.7 of a possible 30), particularly in the areas related to asthma recognition and its management. Asthmatics attending our Allergy Department had the highest scores. All groups showed tolerance in the sense of a positive and understanding attitude toward a person with asthma. However, traditional beliefs about asthma disease (dependence, inferiority...) were confirmed. A positive correlation between knowledge levels and tolerance attitudes was found. Conclusion: in view of the dimension of the asthma problem in adolescence and its social and economic impact, it is justifiable to assess the need for the implementation of asthma education programs in schools in order to improve asthma management by the adolescents and their schools.

No âmbito do Mestrado em Educação Pré-Escolar e Ensino do 1º Ciclo do Ensino Básico e da Prática Pedagógica Supervisionada, realizada em contexto de Creche, foi desenvolvido o presente relatório de estágio de qualificação profissional na Educação Pré-Escolar. A prática educativa sustentou-se num quadro teórico-concetual de referência, com vista à construção de saberes para a Educação de Infância, pelo compromisso e responsabilização progressiva da ação docente, tendo sido encarado como um momento de singular importância. Desta forma, este documento procura ilustrar o processo de desenvolvimento de competências profissionais pela estudante para este nível de educação. Nesta linha de pensamento, importa referenciar a metodologia de investigação-ação, que fundamentou a prática pedagógica da estudante ao longo das várias etapas do processo educativo: Observação, Planificação, Ação, Avaliação, Comunicação e Articulação. Assim, apoiada em estratégias e atitudes investigativas e reflexivas, esta metodologia potenciou a transformação, melhoria e adequação das suas práticas. O contexto de formação assumiu-se, portanto, como um lugar privilegiado de articulação entre teoria e prática, onde o processo de ensino e aprendizagem ficou pautado por intencionalidades educativas com vista ao desenvolvimento integral de cada criança, bem como pela construção de saberes e competências profissionais pela estagiária, elencadas nos Decretos-Lei n.º 240 e 241 de 2001. Tomando em consideração o processo desenvolvido, importa realçar a importância de uma formação profissional ao longo da vida, de modo a potenciar o desenvolvimento de uma atitude perante a Educação cada vez mais crítica, problematizadora, indagadora, reflexiva e investigativa, em prol do desenvolvimento holístico de cada criança.

A aprendizagem da leitura e da escrita consiste num dos maiores desafios que as crianças têm de enfrentar no início da sua escolarização. Conseguir vencer esse desafio dá-lhes a oportunidade de se tornarem cidadãos livres, autónomos e informados (Silva, 2003). Contudo, o ato de ler pode tornar-se um desafio árduo de atingir, com muitas dificuldades pelo meio, podendo exigir bastante sensibilidade, conhecimento, informação e até arte por parte de quem ensina. Sabemos que a informação não chega a todos os alunos da mesma forma. Uns necessitam de mais tempo para aprender, mais oportunidades, outras estratégias. Este trabalho teve como objetivo principal encontrar um conjunto de estratégias que fossem ao encontro das necessidades educativas de uma aluna com oito anos de idade que revela grandes dificuldades na aquisição desta competência. Numa primeira fase da intervenção foram aplicadas provas diagnósticas para aferir as aquisições que a aluna já tinha feito de modo a delinear uma intervenção eficaz e motivadora que fosse ao encontro das suas necessidades. A intervenção baseou-se na aplicação de um método multissensorial que trabalhasse todos os mecanismos inerentes ao ato de ler. Esperava-se que com esta intervenção a aluna lesse e escrevesse pequenas frases, tendo adquirido a base para o desenvolvimento da leitura. Os resultados obtidos foram positivos, sendo que os fonemas trabalhados foram adquiridos, tendo chegado a aluna ao fim da intervenção a ler frases simples

In this paper, three approaches for the assessment of credibility in a web environment will be presented, namely the checklists model, the cognitive authority model and the contextual model. This theoretical framework was used to conduct a study about the assessment of web resources credibility among a sample of 195 students, from elementary and secondary schools in a municipality in Oporto district (Portugal). The practices that young people and children claim to use regarding the use of criteria for web resources selection will be presented. In addition, these results will be discussed and compared with the perceptions that these respondents have demonstrated for the use of criteria to establish or assess authorship, originality, or information resources structure. These results will be also discussed and compared with the perceptions that these respondents have demonstrated for the elements that make up each of these criteria.
