A presente tese teve como objetivo explicar a dinâmica político-institucional que produziu um quadro de relações intergovernamentais polarizado na política de saúde no âmbito do SUS ao final da década de 1990. Tal polarização ocorreu em virtude da presença simultânea de expressivo grau de municipalização e elevada capacidade indutiva e regulatória do Ministério da Saúde. As abordagens anteriores presentes na literatura sobre a descentralização do SUS produziam explicações parciais em virtude de apontarem como fatores explicativos da polarização um conjunto de razões específicas, em especial o escopo expressivamente descentralizador da Constituição de 1988, as preferências municipalistas do Movimento da Reforma Sanitária, o conteúdo das normas operacionais, o legado centralizador da trajetória da política de saúde no Brasil, a agenda centralizadora das reformas econômicas realizadas a partir da implementação do Plano Real, entre outros. Com base no arcabouço teórico do NeoInstitucionalismo Histórico, essa tese propõe uma abordagem que integra os diversos fatores condicionantes do jogo federativo setorial em torno de uma explicação sequencial das decisões que marcaram a trajetória da descentralização do SUS. Nessa abordagem, a trajetória das relações intergovernamentais é o resultado cumulativo de uma longa cadeia de decisões tomadas em contextos singulares que marcaram os governos Collor, Itamar e FHC, onde a escolha de um governo afetou o leque de opções disponíveis ao governo seguinte, deixando-lhe menos margem de mudança. Nessa lógica, a polarização federativa é vista como o produto não intencional de uma sequência de decisões que, acumuladas ao longo da década, concentraram poder, atribuições e recursos na União e nos municípios.

Esse trabalho tenta analisar a atuação do Ministério do Trabalho através da articulação de seus ministros com outras áreas da burocracia estatal, durante o governo Castelo Branco, para, por um lado, reprimir e expurgar opiniões contrárias ao regime ditatorial e, por outro, promover uma nova política para os trabalhadores, o “novo trabalhismo”. O termo condensava a ideia da área econômica de ‘democratizar’ as oportunidades, ampliando as atribuições dos sindicatos, deslocando o seu foco das reivindicações salariais para o desenvolvimento, em associação com o governo, de projetos e programas de investimentos nos setores sociais de produtividade indireta. Para implementar a proposta, cada ministro teve que lidar com as pressões advindas do processo de alteração da política trabalhista e articular os seus interesses pessoais com as atribuições da pasta. Arnaldo Sussekind resistiu às demandas para o fim da estabilidade, alterou a Lei de Greve, permitiu o fracionamento do 13º salário e abriu espaço para a implantação da política salarial. Ao mesmo tempo promoveu uma massiva intervenção nos sindicatos, cujos processos permitem conhecer melhor o interior da burocracia estatal, perceber os argumentos utilizados para afastar as diretorias das entidades e questionar a tomada de decisões dentro do ministério sob o novo contexto social pós-golpe. Walter Peracchi Barcelos utilizou a pasta como trampolim político, propondo e executando ações repressivas que lhe garantiam vantagens políticas e negligenciando projetos da área econômica, como o Fundo de Garantia por Tempo de Serviço, que ameaçavam importantes conquistas dos trabalhadores. Por fim, Luiz Gonzaga do Nascimento e Silva reformulou o Banco Nacional da Habitação e unificou a previdência, ações que permitiram a transferência de atribuições e recursos do Estado para a iniciativa privada. A pesquisa, portanto, sustenta que o Ministério do Trabalho, após o golpe, perdeu poder político dentro do governo por permitir a transferência de suas atribuições para camadas da elite empresarial e para os militares, forçando os sindicatos a modificarem seus canais de diálogo e suas reivindicações para se adaptarem ao novo contexto.

Este trabalho tem como objetivo explorar como a governança de TI tem implicações no atendimento ao cidadão por meio de serviços de governo disponibilizados em dispositivos móveis, conhecido como m-government. Foi estudada a forma como os órgãos envolvidos no desenvolvimento de aplicativos para o cidadão se organizam, tanto em termos da legislação que define suas competências quanto em termos da dinâmica deste desenvolvimento, por meio de entrevistas com atores de papel relevante neste cenário. Também foi realizada a análise da governança de m-government no Estado usando uma matriz de arranjos de governança. A conclusão foi que a governança que a legislação indica que se pretende para o Estado, como políticas emanadas de um órgão central, ainda está em estágio embrionário e que por enquanto as Secretarias e órgãos praticam m-government para atender objetivos que são específicos de suas pastas, indicando que há um longo caminho para se alcançar o objetivo de um governo único para um cidadão único

O presente trabalho visou identificar as percepções dos profissionais de TI, em uma empresa de petróleo brasileira, sobre o tema Governança de TI. Para isso, foi utilizada a Teoria da Representação Social (TRS), mais especificamente a Teoria do Núcleo Central inaugurada por Jean-Claude Abric. Para proceder às investigações foi utilizado um questionário online, que incluiu um teste de evocação de palavras, visando à interpretação do núcleo central da representação social. Ao todo, foram consideradas as respostas de 140 profissionais da área de TI da empresa pesquisada que responderam ao questionário. A partir do teste de evocação de palavras, foi identificada a representação social de Governança de TI, por meio da construção do quadrante de Vergés, sendo os cálculos realizados em planilhas eletrônicas com posterior confirmação pelo software EVOC. Os elementos identificados no núcleo central, responsáveis por consolidar a visão consensual do grupo, foram Controle, Estratégia, Alinhamento, Gestão, e Planejamento. Os três primeiros elementos encontram sólido respaldo na literatura sobre Governança de TI, já que os profissionais de TI tem a visão de que a Governança de TI é responsável pelo controle da área de TI, garantindo seu contínuo alinhamento à estratégia da organização. Já os elementos Gestão e Planejamento parecem estar ligados às especificidades e características mais operacionais do modelo de Governança de TI implantado na empresa pesquisada, sugerindo uma falta de clareza na distinção entre os conceitos Gestão e Governança de TI. Em relação aos elementos periféricos, foram encontradas as expressões Decisão, Diretrizes e Padronização. Alguns elementos como Decisão, Direção e Responsabilidades, de acordo com a literatura, apresentam relevância para o conceito de Governança de TI, mas não foram identificados no núcleo central. Adicionalmente, não foi indicada qualquer expressão relacionada a mecanismos de relacionamento, os quais, de acordo com a Academia, são elementos fundamentais e necessários a uma efetiva Governança de TI. Também não foram identificados outros elementos destacados pela literatura, como a noção de que a Governança de TI é responsável por garantir que os investimento em TI gerem valor, gerenciar o desempenho da TI e gerir os riscos existentes pelo uso de TI na organização. Compreender a representação social de Governança de TI pode ajudar a explicar o comportamento da organização analisada em relação a diversos aspectos da Governança de TI, permitindo a identificação de oportunidades de melhoria do modelo atualmente adotado.

O presente trabalho tem por objetivo estudar a governança das águas brasileiras, especialmente seu funcionamento em situações de escassez hídrica. Com este propósito, após a apresentação da crise hídrica da região Sudeste do Brasil, que colocou à prova o aparato institucional e regulatório das águas nacionais, examina-se o regime de competências constitucionais em matéria de meio ambiente e de águas e as peculiaridades afetas ao Sistema Nacional de Gerenciamento de Recursos Hídricos. Por fim, de forma propositiva, são elencadas medidas que buscam auxiliar no aperfeiçoamento da governança das águas e do enfrentamento da crise hídrica.

Nessa tese, é buscado um maior entendimento sobre a importância das funções operacionais nas startups francesas. Uma grande flexibilidade das tarefas a ser coberta e uma gestão horizontal caracterizam as startups. Desse jeito, não é muito comum para as empresas recentemente criadas como as startups ter uma politica clara de recursos humanos. Na verdade, cada participante na start-up pode ser levado a pensar de forma diferente em termos de vendas desenvolvimento de negócios, comercialização, marketing, tecnologia ou desenvolvimento de produto. Essa tese não vai explorar cada uma dessas tarefas. Mas vai procurar para identifcar a percepção sobre a alocação ótima de recursos para cada função chave da nova empresa. Qualquer seja o setor de mercado em consideração ou o estágio de amadurecimento da startup, funções chaves que são percebidas como sendo a base para start-ups bem sucedidas são pesquisa & desenvolvimento e comercialização. Funções de liderança não são tão importantes. Somente a startup focada na tecnologia tem uma "função de chefe executivo" com maior importância do que as startups médias. Além disso, empreendedores em série, bem sucedidos ou não, focam predominantemente aspectos relacionados ao marketing e à captação de recursos em detrimento de aspectos ligados à gestão do negócio. No final, os empresários, muitas vezes tem um preconceito ao respeito da sua formação acadêmica porque ele sobrestimam funções que eles pensam poder fazer em comparação das funções que eles são capazes de fazer. Nessa tese, intent-se demonstrar a relação entre as funções ocupadas por um sócio e as ações que ele possui na startup. Essa relação depende do número de sócios (conhecido como acionistas), o tipo de sócios (acionistas principais ou acionistas segundarias) e o impacto na administração corporativa a respeito da distribuição do capital próprio.

Customer participation has been studied for decades; however, it gained a postmodern perspective around the year 2000. Customers have become co-creators of personalized experiences, moving from the audience to the stage. In the educational context, students must take responsibility for their learning process and participate in the production of the service. This changing is providing opportunities and challenges for higher education institutions (HEIs) to redefine their relationship with stakeholders, especially with students. This study is based on the service dominant logic (SDL) perspective because students are assumed to take the role of co-creators of knowledge in the educational setting. The research uses adapted frameworks and concepts applied in organizational, knowledge-intensive business services (KIBS) and also medical studies to advance the understanding of value co-creation in the HEI context. The current study addresses a lack of research in the higher education context focusing on defining students’ participation and students’ empowerment in higher education context. An empirical investigation was developed with traditional schools in Brazil. This investigation allowed the description of the constructs in the specific context. The description of student participation in HEIs context reflects the relevance of three dimensions – information sharing, personal interaction and responsible behavior. In the Brazilian context, responsible behavior is the weakest dimension in the construct, because the responsibilities are unbalanced between students and professors. The main reasons identified for this unbalanced relation were cultural issues and local regulation. Student empowerment was described as composed by four dimensions – meaningfulness, competence, impact and choice; however, one of them – choice – was identified as the weakest dimension, facing cultural and bureaucratic barriers for implementation in the Brazilian educational context. Moreover, interviewees spontaneously cited the idea of trust in the faculty as an important antecedent of student participation that must be considered when analyzing student participation and empowerment mechanisms. An additional contribution was the proposal of a theory-based framework for understanding the service dominant logic perspective in the HEI context, in which student participation and student empowerment were explored as mechanisms leading to positive student behavior toward institution.

This paper examines, through case studies, the organization of the production process of architectural projects in architecture offices in the city of Natal, specifically in relation to building projects. The specifics of the design process in architecture, the production of the project in a professional field in Natal, are studied in light of theories of design and its production process. The survey, in its different phases, was conducted between March 2010 and September 2012 and aimed to identify, understand, and analyze comparatively, by mapping the design process, the organization of production of building projects in two offices in Natal, checking as well the relationships of their agents during the process. The project was based on desk research and exploration, adopting, for both, data collection tools such as forms, questionnaires, and interviews. With the specific aim of mapping the design process, we adopted a technique that allows obtaining the information directly from employee agents involved in the production process. The technique consisted of registering information by completing daily, during or at the end of the workday, an individual virtual agenda, in which all agent collaborators described the tasks performed. The data collected allowed for the identification of the organizational structure of the office, its hierarchy, the responsibilities of agents, as well as the tasks performed by them during the two months of monitoring at each office. The research findings were based on analyses of data collected in the two offices and on comparative studies between the results of these analyses. The end result was a diagnostic evaluation that considered the level of organization and elaborated this perspective, as well as proposed solutions aimed at improving both the organization of the process and the relationships between the agents under the lens analyzed

The current National Policy for Social Assistance (PNAS) is the instrument that regulates the organization and procedures of social-welfare actions. Developed and approved in 2004 since the Unified Social Assistance System (ITS) was crated in 2003, it reaffirms the democratic principles of the Social Assistance Organic Law (LOAS) focusing on the universalization of social rights and equality of rights when accessing the social-welfare system. In the SUAS point of view, the PNAS highlights the information, monitoring and evaluation fields for being the best way to assure the regulation, organization and control by the Federal Government paying attention to the principles of decentralization and participation. This political-institutional rearrangement occurs through the pact among all the three federal entities. The pact deals with the implementation of the task. It says that it has to be shared between the federal autonomous entities, established by dividing responsibilities. To the cities, considered as the smallest territorial unit of the federation and closer to the population, was given the primary responsibility, which is to feed and maintain the database of SUAS NETWORK and identify families living in situations of social vulnerability. In addition to these responsibilities, the cities that have full autonomy in the management of their actions, have the responsibility to organize the basic social protection and the special social protection, that using the Center of Social Assistance Reference (CRAS) and the Center of Specialized Social Assistance Reference (CREAS), are responsible for the provision of programs, projects and services that strengthen the family and community; that promote people who are able to enjoy the benefits of the Continuing benefit of Provisions (BPC) and transfer of incomes; that hold the infringed rights on its territory; that maximize the protective role of families and strengthen its users organization. In Mossoró/RN, city classified as autonomous in the social assistance management, has five units of CRAS that, for being public utilities, are considered the main units of basic social protection, since they are responsible for the connection between the other institutions that compose the network of local social protection. Also known as Family House, the CRAS, among other programs and services, offers the Integral Attention to Families Program (PAIF), Juvenile ProJovem Program, socio-educational coexistence services programs, as well as sending people to other public policies and social-welfare services network, provides information, among others. In this large field, social workers are highlighted as keys to implement the policy of social assistance within the city, followed by psychologists and educators. They should be effective public employees, as a solution to ensure that the provision of the services are to be continued, provided to the population living around the units. However, what we can find here is inattention to the standard rules of social assistance, which not only undermines the quality of programs and services, but also the consolidation of policy on welfare as public policy of social rights

One of the agreements assumed at the conference of the United Nations for the Environments and Development which took place in Rio de Janeiro in 1992; through Global Agenda 21, was that the signatory countries would create a national Politics of sustainable development, by means of their national Agenda 21. Demonstrating the relevance of municipal districts and the local communities, during the definitions of new development standards compromised to the transformation of the society, socia1ly and environmentally well-balanced world, it was also agreed on that places under the responsibilities of the municipal districts would promote their own local Agenda 21. We need to point out though that the government has the prerogative and the responsibly of facilitating the population participation process in the construction of national and local Agenda. This made it possible again, to plan the scheming process directly towards the insertion of population participation at the different levels, involving the entire local sectors while establishing a new local partnership through the local municipal government. Thus, we decide to verify the participation of the population in the construction of their local Agenda 21, choosing for the study case Parnamirim municipality from RN. The question which originated the objectives and analysis was formulated on the following terms: Up to which stage was the process of population participation effective in the elaboration of Parnamirims's local Agenda 21? Based on this uneasiness, it was defined as the general objective, the verification of population participation process during the elaboration of Parnamirims's local Agenda 21, aiming at its effectiveness as well as specific objectives; to identify the population representivity, the construction of the local AG 21 in order to identify on which level is the participation based, to verify the strategies used in order to promote the process participation, to identify the motives guiding those involved in the construction of the local Agenda 21. This case study at Parnamirim municipal district demonstrated that there was effective population participation as far as the local Agenda 21 is concerned

Brazilian law passes through a crisis of effectiveness commonly attributed to the extravagance of fundamental rights and public shortage. However, public finances are not dogmatically structured to solve the conflicts around the limitations of public spending. There are ethical conditioning factors, like morality, proportionality and impartiality, however, these principles act separately, while the problem of public shortage is holistic. Also, the subjectivity of politics discretionary in the definition of public spending, which is supported in an indeterminate concept of public interest, needs material orientation about the destination of public funds, making it vulnerable to ideological manipulation, resulting in real process of catching rights. Not even the judicial activism (such as influx of constitutionalism) is shown legally appropriate. The Reserve of Possible, also presents basic ethical failure. Understanding the formation of public shortage is therefore essential for understanding the crisis of effectiveness of state responsibilities, given the significant expansion of the state duty of protection, which does not find legal technique of defense of the established interests. The premise of argument, then, part of the possibility of deducting minimal model ethical of desire to spend (public interest) according to objective parameters of the normative system. Public spending has always been treated disdainfully by the Brazilian doctrine, according to the legal character accessory assigned to the monetary cost. Nonetheless, it is the meeting point between economics and law, or is in the marrow of the problem of public shortage. Expensive Subjects to modernity, as the effectiveness of fundamental rights, pass necessarily an ethical legal system of public spending. From the ethical principles deducted from the planning, only the democratic principle guides the public spending through the approval of public spending in the complex budget process. In other words, there is an ethical distancing of economic reality in relation to state responsibilities. From the dogmatic belief of insufficiency, public spending is evaluated ethically, according to the foundations of modern constitutionalism, in search of possible of the financial reserve, certain that the ethics of public economy is a sine qua non condition for legal ethics.

The purpose of this study is to understand what are the matrix elements in which everyday activities of social author/authors, actor/actors and actress/actresses are embedded, in order to carry out the Escola da Ponte s political and pedagogic process (PPP). Thus, the object of this study is to reflect on an experience developed in a public school supported by the Portuguese State within the scenario of institutions that are committed to building up a school of the people by investing in democratization and community participation in their management process. The methodological course of action was targeted at the presuppositions of qualitative research (WOODS, 1999; BURGESS, 1997; MILLS, 1982; OLIVEIRA, 1998; BOGDAN and BIKLEN, 1994; MACEDO, 2000; CASAL, 1996; GEERTZ, 2000), with data collected from random word association (MACHADO and CARVALHO, 2003), the discourse of the interviewed (KAUFMANN, 1996; SILVA, 2006; 2002), observation notes and documents (ELIAS, 1997). Based on a multiple reference and theoretical framework, the investigation revealed elements that are construed as the raw material and pillars supporting the bridge of a school of the people, as well as the self-organization of the school community which emerges as a dimension that binds together all the elements and brings new arrangements into the school dynamics by moving from the individual to the society (DUPUY, 1990). Along this line, the central argument is that in the short and long run the public school quality does not spring from macro educational policies, nor from ephemeral mass-production programs, projects or governmental policies, but from the intent of the professionals working there in becoming authors and characters in the process of building up and carrying out the PPP. The Project has been conceived in the light of the needs and intentionality of the community whose support comes from the participation and social control held by the students families and the community s power to force to action public administration central agencies aiming at having the State fulfill its responsibilities

This work articulates a discussion about the role of the Non-Governmental Organizations (NGOs) in the social policies scenario, privileging the basic education directed to the poor in Brazil, in the period from 1992 to 2002. It is a relevant theme, particularly due to the importance of the NGOs in both the national and international scope actions. The study assumes that the NGOs are instruments of control (social control) that filter the social demands towards the State, specially regarding the basic education directed to the poor. It also discusses the process of acknowledgement e expansion of the NGOs as a result of the political and economic conjuncture leading to the State reform, which had an impact on the field of social policies. A close examination of these complex relations was only possible through the understanding of the third sector establishment, having the NGOs as the main means. In this movement, relevant information of the reality are considered in order to delimit the extents of this phenomenon, with a brief reference to its origins, to the marks of its conjunctural relations, registering the multiple faces of these Organizations and the constutive elements of the debate among different visions regarding the third sector, having the NGOs as a part of its composition. With this approach, documents and publications by the NGOs and the government are researched. Based on this material, the purposes announced by these organizations are analyzed, considering the Brazilian social, political and economic conjuncture. The State of Maranhão has been chosen as an example of this context, due to the high levels of poverty and low school performance, and also given that a great many NGOs actions are more and more being held in that location in order to promote social policies. It has been concluded that the NGOs help strengthen the theses that show the decrease in the State responsibilities on free, public and quality education, and that such principle is being negotiated through the partners actions

The present work, based on the methodological principles of the Comprehensive Discourse Analysis, aimed, through the speech of twelve newly arrived students at the Pedagogy course of the Federal University of Rio Grande do Norte, to understand the moment students start university. It also aimed to analyze the relationship between the schools they were coming from and university entrance as well as the relationship between university and their new students. In the first part of the work, which focused on school knowledge, a comprehensive listening of the speeches of the students led primarily to a distinction, established by the students, between public and private schools, a distinction especially based on the view of superiority of private schools against public ones. The abovementioned interpretation is found in the discussion of the structural duality of Brazilian education which, historically, offers different pedagogical appliances among students of more priviledged social classes and those who come from lower levels of society. The overcome of this duality, aspired by the Brazilian Constitution of 1988, was stopped by the advent of a new economic model neoliberalism, which reinforced the differences between public and private when it prioritized the market on the economic, political and social relations, including educational projects. Impoverishment of public institutions and pauperization of the work of professors affected also the relationship between teachers and studens at the current institution. This is how the teacher becomes the greatest villain at the public management system. All of these references concerning differences in the quality of teaching at public and private schools, expressed by the students interviewed, however, were centered in the preparation for the entrance exam, called vestibular, thus showing a view that the relationship between the student and the school he came from is of a propedeutic kind and even so, reduced to a preparation for an entrance exam. In the second part of the work, which analyzed the relationship between newly arrived students and their university, it was noticed that the latter represents a whole new world. This world is seen as the change at the student´s social statute for now he is grown, takes more responsibilities and is socially respected. This change of attitude established by society and the discovery of a new world which requires more independence from the students, creates in them feelings of pride and fear and they feel insecure when it comes to making decision in the campus because now their decisions deliver a greater load of responsibility. This is when students understand they need to develop autonomy, which is seen, in this work, as the capacity to make conscious decisions. Nevertheless students expressed an understanding of autonomy as something that comes as a gift for those who enter university and not as a process that is constructed from social experiences. For these students, the need to be autonomous refers to the relationships with their teachers and the search for information. This search, however, is also related, according to interviews, to public school financial cuts, which penalize university, and to the lack of employers

The health transition experienced in Brazilian health care model requires a metamorphosis in human and society, placing new demands on health and education. The Faculty of Science, Culture and Extension of Rio Grande do Norte (Facex), aware of their responsibilities to the Health System, which brings the principle of comprehensiveness as its structural axis, dared to implement a course of nursing in complex thinking and Experiential Pedagogy Humanescente with curriculum inter / transdisciplinary. For deployment of proprosta was not enough to reform thinking of educators, there was a need corporalizar new teaching practices that are aimed at the integral formation of human beings. In this context, emerged the workshop on Human Education autopoietic, self-forming area of the educator, where he developed an Action Research Existential (PA-E) which enabled experience, describe and analyze how the human autopoietic educators could contribute to the practice educational humanescente transdisciplinary curriculum project. Were worked out in meetings, knowledge necessary to practice the transdisciplinary 1st Meeting - learn to create; 2nd Meeting - learn to recognize the laws of nature with emphasis on complexity theory, 3rd Meeting - learn to organize, 4th meeting - namely autoestruturar themselves; 5th Meeting - know how to choose, 6th Meeting - knowing innovate 7th Meeting - namely exchange. Next an autobiographical perspective, we chose the metaphorical possibility to narrate the ways and strategies covered by the author and apprentice in the company of the Little Prince de Saint-Exupery, in search of a sensible pedagogical practice complex, which promotes re-enchant transdisicplinar education. The route involved five methodological connections: a literature review which relate to training for care in undergraduate nursing: the study of learning processes that drive the formation humanopoiética, emphasizing the relationship that involves the complexity and embodiment in the educational process transdisciplinary, highlighting the analysis of what is to learn from the findings of biosciences and recent cognitive theories of Maturana and Varela, the description of the interdisciplinary curriculum of the nursing course of Facex and Training Workshop, Human autopoietic, with emphasis on Experiential Education Humanescente; the report of seven meetings of the Workshops (cocoon), recording the experiences and listening to educators (luminescent butterflies), the final reflections with learning opportunized. Experientiality lived through, the expressions and words, educators say the influence of workshops for their teaching practices, highlighting it as a space for selforganizing, creating, learning and enchantment, and can identify the workshop as a place of transformation necessary for deployment an interdisciplinary curriculum. The knowledge emerging from the study indicate the need for permanent spaces of self, in which the educator learns from its body, between cognitive processes and vital, and in the experiences of their formative process the opportunity to act on the dimensions of knowing and being
