The availability of electricity is fundamental to modern society. It is at the top of the list of critical infrastructures and its interruption can have severe consequences. This highly important system is now evolving to become more reliable, efficient, and clean. This evolving infrastructure has become known as the smart grid; and these future smart grid systems will rely heavily on ICT. This infrastructure will require many servers and due to the nature of the grid, many of these systems will be geographically diverse requiring communication links. At the heart of this ICT infrastructure will be security. At each level of the smart grid from smart metering right through to remote sensing and control networks, security will be a key factor for system design consideration. With an increased number of ICT systems in place the security risk also increases. In this paper the authors discuss the changing nature of security in relation to the smart grid by looking at the move from legacy systems to more modern smart grid systems. The potential planes of attack for future smart grid systems are identified, and the general anatomy of a cyber-attack is presented. The authors then introduce the various threat levels of different types of attack and the mitigation techniques that could be put in place for each. Finally, the authors' introduce a Phasor Measurement Unit (PMU) communication system (operated by the authors) that can be used as a test-bed for some of the proposed future security research.

Objectives. To conduct a prospective evaluation to determine the utility of the BTA stat test in the detection of upper tract transitional cell carcinoma (UTTCC). Monitoring for UTTCC currently relies on invasive procedures such as upper tract imaging, ureteral washing cytology (UWC) and/or ureteroscopy, or voided urine cytology (VUC). The BTA stat test is a sensitive qualitative immunoassay that detects human complement factor H-related protein in voided urine.

Methods. A total of 81 patients participated, 27 with histopathologically confirmed UTTCC, 26 with upper tract calculi, and 28 with microscopic hematuria but no evidence of urologic disease. Voided specimens collected before surgery or treatment were tested with the BTA stat test and VUC. UWC was performed in specimens collected by a ureteral catheter.

Results. The BTA stat test was significantly more sensitive and specific than VUC or UWC. The overall sensitivity for each was 82%, 11%, and 48%; the specificity was 89%, 54%, and 33%. The positive predictive value for the BTA stat test was 79% and the negative predictive value was 91%, both the highest of the three tests.

Conclusions. The BTA stat test was superior to VUC and UWC in the detection of UTTCC. These results may support the adoption of a less aggressive follow-up policy when monitoring for UTTCC when the BTA stat result is negative. If cystoscopy is negative and the BTA stat test is positive, upper tract investigations should be expedited and, if the bladder is in place, bladder biopsies performed. In order to address road safety effectively, it is essential to understand all the factors, which
attribute to the occurrence of a road collision. This is achieved through road safety
assessment measures, which are primarily based on historical crash data. Recent advances
in uncertain reasoning technology have led to the development of robust machine learning
techniques, which are suitable for investigating road traffic collision data. These techniques
include supervised learning (e.g. SVM) and unsupervised learning (e.g. Cluster Analysis).
This study extends upon previous research work, carried out in Coll et al. [3], which
proposed a non-linear aggregation framework for identifying temporal and spatial hotspots.
The results from Coll et al. [3] identified Lisburn area as the hotspot, in terms of road safety,
in Northern Ireland. This study aims to use Cluster Analysis, to investigate and highlight any
hidden patterns associated with collisions that occurred in Lisburn area, which in turn, will
provide more clarity in the causation factors so that appropriate countermeasures can be put
in place.

In recent years, social exclusion has gained the attention of governments around the world. This paper reports on a qualitative study involving 27 young men aged 14-19 years experiencing particular forms of exclusion in the context of Northern Irish society. The study used a focus group methodology to elicit their views with the aim of exploring both emotional and psychological needs and the structural factors that may contribute to their experiences of social exclusion. The findings reveal a range of unmet social and psychological needs, the impact of sectarianism and segregation, and a paucity of support systems in place. The paper concludes by making recommendations about how policy-makers and practitioners could find more imaginative ways of engaging such vulnerable young men to reduce social exclusion.

The City of Cairo's experienced a major shift in its urban planning attitude and practice since the mid 1970s which mostly validated elements of economic planning while neutralizing its social aspects. This ad hoc approach escalated conflict in planning politics over the control of space between tiers of the planning institution and the locals leading to rigorous planning actions among major stakeholders such as eviction and control of spaces. The article examines how institutional claims over space reassembled alternative definitions of quality of life in one of Cairo's oldest quarters, and how ambitious planning schemes were mostly driven by entrepreneurial rather than societal. Based on first-hand interviews and visuals, the article aims to reveal the local's struggle to survive such interventions with attention to their daily negotiations in place.

Inner city developments are a common feature within many urban environments. Where these construction sites are not managed effectively, they can negatively impact their surrounding community. The aim of this paper is to identify and document, in an urban context, the numerous issues encounter and subsequent strategies adopted by on-site contractors and local people, in the mitigation of factors which negatively impact their surrounding community. The objectives in achieving this aim are to identify what effect, if any, an urban construction site has on its surrounding environment, the issues and resulting strategies adopted by contractors on the factors identified, and also what measures are put in place to minimise such disturbances to the local community. In order to meet the requirements, a mixed methodology is adopted culminating in a literature review, case study analysis, contractor and community interviews, concluding in the development of two specific questions for both perspectives in question. The data is assessed using severity indices based on mean testing in the development of key findings. The results indicate that the main forms of disturbance to the local community from an urban development include noise, dust and traffic congestion. With respect to a contractor on-site, the key issues include damaging surrounding buildings, noise control and off-site parking. The resulting strategies identified in the mitigation of such issues include the implementation of noise and dust containment measures and minimising disruption to local infrastructure. It is envisaged that the results of this study will provide contractors operating in such environments, with the required information which can assist in minimising disruption and therefore, avoiding disputes with the local community members. By consulting with and surveying those most affected, this research will illustrate to on-site management, the difficulties faced by those who accommodate such developments within their living environment.

The West has failed to properly integrate Russia into its worldview since 1991, and there is an obvious vacuum of ideas for how to deal with it. The default reaction is to fall back on the Cold War paradigm - sanctions, containment, and hopes of Russian regime change.

This is folly. There’s no knowing how long it will take for Russia to change tack, if it ever does; nothing guarantees that a new regime in Russia would be any more pro-Western. There’s also apparently no idea how to handle Russia in the meantime, especially while it remains a crucial part of crises like those in Iran and Syria.

Ukraine has shown that the placeholder post-Cold War order Europe and Russia inherited urgently needs replacing. With a ceasefire in place at last, the search for an alternative is on. The Geneva talks in April this year could be its basis; but nothing truly transformative will be achieved until the US, EU, Russia and Ukraine all recognise the need for compromise.

This paper provides a comparative analysis of working class consumer credit in Britain and France from the early twentieth century through to the 1980s. It indicates a number of similarities between the two nations in the earlier part of the period: in particular, in the operation of doorstep credit systems. For the British case study, we explore consumer finance offered by credit drapers (sometimes known as tallymen) whilst in France the paper explores a similar system that functioned in the coalmining communities around the city of Lens. Both methods operated on highly socialised relationships that established the trust on which credit was offered and long-term creditor/borrower relationships established. In the second part of the paper, we analyse the different trajectories taken in post-war France and Britain in this area of working class credit. In France this form of socialized credit gradually dwindled due to factors such as ‘Bancarisation’, which saw the major banks emerge as modern bureaucratized providers of credit for workers and their families. In contrast, in Britain the tallymen (and other related forms of doorstep credit providers) were offered a new lease of life in the 1960s and 1970s. This was a period during which British credit providers utilised multiple methods to evade the hire purchase controls put in place by post-war governments. Thus, whilst the British experience was one of fragmented consumer loan types (including the continuation of doorstep credit), the French experience (like elsewhere in Europe) was one of greater consolidation. The paper concludes by reflecting on the role of these developments in the creation of differential experiences of credit inclusion/exclusion in the two nations and the impact of this on financial inequality.

Despite a focus in the UK on providing sustainable housing in recent years, it is unlikely that targets set to reduce resource consumption in housing will be achieved without a greater focus on human behaviour. It is necessary to understand the actions of people occupying dwellings, as it is invariably the occupants rather than the buildings that decided whether or not to consume resources. In this paper the authors present a pilot study where 53 social housing tenant households in Northern Ireland were interviewed to ascertain their perceptions of Climate Change, their current behaviours and their willingness to reduce energy and water consumption in the home. The intention was to explore links between perceptions and reported behaviour as well as perceptions and willingness to reduce resource consumption. Results show that 77% of tenants believed Climate Change to be an important issue; 57% accepted that it is up to the individual to take responsibility for tackling Climate Change; and demonstrated a strong desire to make a difference to reduce their impact. The researchers identified both passive (devices) and active (behaviours) resource savings currently in place and established where further resource reduction was feasible based on tenants' willingness to alter their behaviours.

This paper examines the position of planning practices operated under precise guidelines for displaying modernity. Cultivating the spatial qualities of Cairo since the 1970s has unveiled centralised ideologies and systems of governance and economic incentives. I present a discussion of the wounds that result from the inadequate upgrading ventures in Cairo, which I argue, created scars as enduring evidence of unattainable planning methods and processes that undermined its locales. In this process, the paper focuses on the consequences of eviction rather than the planning methods in one of the city’s traditional districts. Empirical work is based on interdisciplinary research, public media reports and archival maps that document actions and procedures put in place to alter the visual, urban, and demographic characteristics of Cairo’s older neighbourhoods against a backdrop of decay to shift towards a global spectacular. The paper builds a conversation about the power and fate these spaces were subject to during hostile transformations that ended with their being disused. Their existence became associated with sores on the souls of its ex-inhabitants, as outward signs of inward scars showcasing a lack of equality and social justice in a context where it was much needed.

Without human beings, and human activities, hazards can strike but disasters cannot occur, they are not just natural phenomena but a social event (Van Der Zon, 2005). The rapid demand for reconstruction after disastrous events can result in the impacts of projects not being carefully considered from the outset and the opportunity to improve long-term physical and social community structures being neglected. The events that struck Banda Aceh in 2004 have been described as
a story of ‘two tsunamis’, the first being the natural hazard that struck and the second being the destruction of social structures that occurred as a result of unplanned, unregulated and uncoordinated response (Syukrizal et al, 2009). Measures must be in place to ensure that, while aiming to meet reconstruction
needs as rapidly as possible, the risk of re-occurring disaster impacts are reduced through both the physical structures and the capacity of the community who inhabit them. The paper explores issues facing reconstruction in a post-disaster scenario, drawing on the connections between physical and social reconstruction in order to address long term recovery solutions. It draws on a study of relevant literature and a six week pilot study spent in Haiti exploring the progress of recovery in the Haitian capital and the limitations still restricting reconstruction efforts. The study highlights the need for recovery management strategies that recognise the link between social and physical reconstruction and the significance of community based initiatives that see local residents driving recovery in terms of debris handling and rebuilding. It demonstrates how a community driven approach to physical reconstruction could also address the social impacts of events that, in the case of places such as Haiti, are still dramatically restricting recovery efforts.

Com a realização deste trabalho pretendemos apurar as Respostas Curriculares e Educativas disponibilizadas entre 1997 e 2007 às crianças com síndrome X Frágil, no concelho de Alandroal. Foi privilegiada uma abordagem metodológica qualitativa, que recorre à análise de conteúdos de documentos presentes nos processos dos cinco alunos sinalizados e também a actas dos conselhos de docentes e de turma. Depois de analisados os resultados, constatou-se que o tipo de respostas curriculares e/ou educativas mais utilizadas para esta população, assentou numa dimensão predominantemente pedagógica, mas também se salientam as dimensões terapêutica e curricular. Para tal, registou-se o recurso a espaços físicos, à legislação, a recursos didácticos e humanos, bem como a parcerias que se estabeleceram dentro e fora do concelho do Alandroal. As estratégias mais utilizadas para cada aluno em particular mereceram também a nossa atenção; ABSTRACT: The aim of this study was to find out the "curricular/educational" responses that were in-place to meet the needs of the students with Fragile X syndrome, in the Alandroal’s county, between 1997/2007. A qualitative methodological approach has been preferred, consisting on the analysis of the documents present in the student’s individual processes (which have been referred for special education) and also in some minutes of the teacher’s council meetings and class council. Results have shown that the most used response within this population was mainly connected to the pedagogic dimension, but also it was also based on the therapeutic and curricular dimensions. So, it has been used resources related to physical spaces, legislation, human and didactic, as well as to partnerships inside and outside Alandroal’s county. Specific strategies used on particular students did also have our special attention.

No processo de transição para o ensino superior, o jovem é confrontado com novas experiências como o restabelecimento de relações mais íntimas, a autonomização em relação à família e contactos sociais mais alargado. A infecção pelo Vírus da Imunodeficiência Humana (VHI) e Síndrome da Imunodeficiência Adquirida (SIDA) representa um dos maiores problemas sócio-sanitários a nível mundial pelo que nesta fase de transição devemos promover comportamentos saudáveis através da educação para a saúde. São objectivos do estudo: Caracterizar as fontes de informação/conhecimentos a que recorrem os estudantes do ensino superior para esclarecimentos na área da SIDA; Identificar o nível de conhecimentos em relação à infecção VIH/sida; Classificar as estratégias da educação para a saúde já aplicadas, recursos utilizados e avaliação efectuada; analisar os aspectos psicológicos face à percepção da educação para a saúde. Participaram 2002 estudantes (60.7% raparigas) com idades entre os 17 a 68 anos, (M=21.76 ± 4.43), dos primeiros e últimos anos do ensino superior das zonas Norte e Centro do país. O protocolo de recolha de informação inclui dados pessoais e académicos, a escala de fontes de informação/conhecimentos sobre SIDA, escala de avaliação de educação para a saúde na área da SIDA construídas para o efeito, escala de saúde e relacionamento, medidas de motivação para pôr em prática comportamentos preventivos relativos à SIDA, escala de eficácia percepcionada dos comportamentos preventivos da SIDA e escala de comportamentos preventivos. Os estudantes recorrem maioritariamente à leitura de material informativo para obter informações/conhecimentos sobre SIDA. Cerca de 37% tem boa informação/conhecimentos sobre SIDA sendo os jovens até aos 25 anos e os que frequentam cursos na área da saúde que apresentam índices mais elevados. São os alunos do primeiro ano e da área da saúde que apresentam melhor percepção na avaliação da educação para a saúde, embora 36.4% da amostra avaliasse como inadequada a educação para a saúde na área da SIDA. Verificamos que existem várias formas de efectuar educação para a saúde direccionada para o jovem, mas nem todas apresentam o mesmo grau de eficácia, pois como observamos a mudança de comportamentos e atitudes dos jovens, tendem a valorizar mais a informação fornecida pela comunicação social. Pensamos que são necessárias alterações nos modelos de Educação para a saúde no âmbito do VIH/sida, pois estas não estão a revelar um nível de eficácia satisfatório. Por outro lado, não há em Portugal, uma Educação para a Saúde estruturada e organizada que motive os jovens à mudança de comportamentos, pois apesar de muitos deles terem conhecimentos, não alteram os comportamentos de risco.

O presente trabalho situa a investigação em torno do marketing, particularmente do branding, territorial numa perspectiva holística e consubstanciadora de comportamentos, identidade e desenvolvimento territorial. Nesse âmbito, focaliza-se na problemática da amplitude e heterogeneidade de actores com capacidade de impacte na construção e transmissão da marca territorial e na necessidade da sua contemplação nos pressupostos de branding para a sustentação efectiva das marcas territoriais. A tese defendida advoga a relevância de empreender marcas territoriais assentes na colaboração e integração dos stakeholders no processo construtivo, de forma a potenciar a relação directa entre o branding, a identidade e comportamento territorial e aumentar o output da marca. Nesse sentido, essa orientação é consubstanciada sob a edificação conceptual de Stakeholders Based Branding e procede-se à exploração e aferição de contributos para o seu desenvolvimento e modelização. Empiricamente e tendo por base uma abordagem descritiva e exploratória, a investigação orienta-se a um trabalho de natureza qualitativa e interpretativa que estuda, neste âmbito e através da metodologia de Grounded Theory, 6 casos de estudo de municípios portugueses, através de 48 entrevistas em profundidade realizadas a líderes políticos e stakeholders territoriais e dados secundários. Os resultados obtidos em campo demonstram a relação entre a integração de stakeholders e o sentimento de branding e imagem territorial, reiterando que quanto mais envolvidos os stakeholders se sentem no processo construtivo da marca territorial, mais tendem a assumir a sua auto-imputação e que os territórios com posturas mais colaborativas na construção de branding são os que tendem a possuir auto-imagens e imagens públicas mais positivas. Paralelamente permitem aferir um conjunto de factores impulsores, implementados e/ou idealizados, tidos como relevantes para promover uma orientação de Stakeholders Based Branding, nos respectivos territórios. Do percurso investigativo emana um constructo de Stakeholders Based Branding, com carácter indutivo, respeitando os pressupostos da Grounded Theory e assente na modelização e constituição de proposições teóricas que visam contribuir para orientar a construção de marcas territoriais alicerçadas na integração e colaboração de stakeholders.
