Na actual conjuntura económica portuguesa tem-se registado uma evolução crescente de situações de sobreendividamento ou de insolvência dos agregados familiares. Associada a esta tendência, surge a preocupação, por parte dos decisores, em encontrar formas de intervenção, mais ou menos ajustadas, face aos problemas verificados. Contudo, esta problemática exige uma actuação integrada, que contemple medidas direccionadas não apenas para a intervenção mas também para a prevenção deste tipo de situações na sociedade portuguesa. Pretendemos, com a apresentação deste modelo, propor um vasto conjunto de medidas, entre as quais se conta a educação financeira, que conduzam a uma dupla actuação face à problemática do sobreendividamento (preventiva e de tratamento), atendendo aos antecedentes, de natureza diversa, que podem estar na sua origem. Este modelo será alvo de uma reflexão e análise, com vista a identificar a pertinência da sua aplicação ao actual panorama sócio-económico português.

Cu2ZnSnSe4 (CZTSe) is a p-type semiconductor with a high absorption coefficient, 104 to 105 cm-1, and is being seen as a possible replacement for Cu(In,Ga)Se2 in thin film solar cells. Yet, there are some fundamental properties of CZTSe that are not well known, one of them is its band gap. In order to resolve its correct value it is necessary to improve the growth conditions to ensure that single phase crystalline thin films are obtained. One of the problems encountered when growing CZTSe is the loss of Sn through evaporation of SnSe. Stoichiometric films are then difficult to obtain and usually there are other phases present. One possible way to overcome this problem is to increase the pressure of growth of CZTSe. This can be done by introducing an atmosphere of an inert gas like Ar or N2. In this work we report the results of morphological, structural and optical studies of the properties of CZTSe thin films grown by selenization of DC magnetron sputtered metallic layers under different Ar pressures. The films are analysed by SEM/EDS, Raman scattering and XRD.

Renewable energy sources (RES) have unique characteristics that grant them preference in energy and environmental policies. However, considering that the renewable resources are barely controllable and sometimes unpredictable, some challenges are faced when integrating high shares of renewable sources in power systems. In order to mitigate this problem, this paper presents a decision-making methodology regarding renewable investments. The model computes the optimal renewable generation mix from different available technologies (hydro, wind and photovoltaic) that integrates a given share of renewable sources, minimizing residual demand variability, therefore stabilizing the thermal power generation. The model also includes a spatial optimization of wind farms in order to identify the best distribution of wind capacity. This methodology is applied to the Portuguese power system.
Impact of a price-maker pumped storage hydro unit on the integration of wind energy in power systems

The increasing integration of larger amounts of wind energy into power systems raises important operational issues, such as the balance between power generation and demand. The pumped storage hydro (PSH) units are one possible solution to mitigate this problem, once they can store the excess of energy in the periods of higher generation and lower demand. However, the behaviour of a PSH unit may differ considerably from the expected in terms of wind power integration when it operates in a liberalized electricity market under a price-maker context. In this regard, this paper models and computes the optimal PSH weekly scheduling in a price-taker and price-maker scenarios, either when the PSH unit operates in standalone and integrated in a portfolio of other generation assets. Results show that the price-maker standalone PSH will integrate less wind power in comparison with the price-taker situation. Moreover, when the PSH unit is integrated in a portfolio with a base load power plant, the role of the price elasticity of demand may completely change the operational profile of the PSH unit. A construction project is a group of discernible tasks or activities that are conduct-ed in a coordinated effort to accomplish one or more objectives. Construction projects re-quire varying levels of cost, time and other resources. To plan and schedule a construction project, activities must be defined sufficiently. The level of detail determines the number of activities contained within the project plan and schedule. So, finding feasible schedules which efficiently use scarce resources is a challenging task within project management. In this context, the well-known Resource Constrained Project Scheduling Problem (RCPSP) has been studied during the last decades. In the RCPSP the activities of a project have to be scheduled such that the makespan of the project is minimized. So, the technological precedence constraints have to be observed as well as limitations of the renewable resources required to accomplish the activities. Once started, an activity may not be interrupted. This problem has been extended to a more realistic model, the multi-mode resource con-strained project scheduling problem (MRCPSP), where each activity can be performed in one out of several modes. Each mode of an activity represents an alternative way of combining different levels of resource requirements with a related duration. Each renewable resource has a limited availability for the entire project such as manpower and machines. This paper presents a hybrid genetic algorithm for the multi-mode resource-constrained pro-ject scheduling problem, in which multiple execution modes are available for each of the ac-tivities of the project. The objective function is the minimization of the construction project completion time. To solve the problem, is applied a two-level genetic algorithm, which makes use of two separate levels and extend the parameterized schedule generation scheme. It is evaluated the quality of the schedules and presents detailed comparative computational re-sults for the MRCPSP, which reveal that this approach is a competitive algorithm.

OBJECTIVE To describe the lack of access and continuity of health care in adults.METHODS A cross-sectional population-based study was performed on a sample of 12,402 adults aged 20 to 59 years in urban areas of 100 municipalities of 23 states in the five Brazilian geopolitical regions. Barriers to the access and continuity of health care and were investigated based on receiving, needing and seeking health care (hospitalization and accident/emergency care in the last 12 months; care provided by a doctor, by other health professional or home care in the last three months). Based on the results obtained by the description of the sample, a projection is provided for adults living in Brazilian urban areas.RESULTS The highest prevalence of lack of access to health services and to provision of care by health professionals was for hospitalization (3.0%), whilst the lowest prevalence was for care provided by a doctor (1.1%). The lack of access to care provided by other health professionals was 2.0%; to accident and emergency services, 2.1%; and to home care, 2.9%. As for prevalences, the greatest absolute lack of access occurred in emergency care (more than 360,000 adults). The main reasons were structural and organizational problems, such as unavailability of hospital beds, of health professionals, of appointments for the type of care needed and charges made for care.CONCLUSIONS The universal right to health care in Brazil has not yet been achieved. These projections can help health care management in scaling the efforts needed to overcome this problem, such as expanding the infrastructure of health services and the workforce.

Informal learning is becoming more and more important: Nowadays people learn more this way, through the Internet, than in schools or normal trainings. But they don’t get any certificateswhich attest this fact. So they can't show the employer or teacher etc. that they have learned something. TRAILER project aim is to solve this problem by developing a special tool for managing of all competences and skills acquired through informal learning experiences. Both from the perspective of the user and the perspective of an institution or a company. We’ll present the IT tool to show how people can make their informal learning outcomes visible. TRAILER helps users to gather all information about process and outcomes of their informal learning. Users can share this with friends, colleagues or their employees, teachers and so on. They can create an interactive e-portfolio which can be attached to their CV, cover letter or Knowledge Management system etc. After the presentation of the tool we will discuss possible areas and fields to use this tool. Also we would like to discuss all possible use of the tool by the participants and another needs in this area. Moreover we want to discuss other problems in informal learning process, ways to solve the problems and discuss other ideas of different IT tools which could help in informal learning process. During the discussion we’ll use an interactive respond system which can be used on mobile devices: it makes possible for participants to share their opinions individually before knowing another persons' opinion.

The evolution of new technology and its increasing use, have for some years been making the existence of informal learning more and more transparent, especially among young and older adults in both Higher Education and workplace contexts. However, the nature of formal and non-formal, course-based, approaches to learning has made it hard to accommodate these informal processes satisfactorily, and although technology bring us near to the solution, it has not yet achieved. TRAILER project aims to address this problem by developing a tool for the management of competences and skills acquired through informal learning experiences, both from the perspective of the user and the institution or company. This paper describes the research and development main lines of this project.

Num mercado cada vez mais competitivo, torna-se fundamental para as empresas produzirem mais com menos recursos, aumentando a eficiência interna, através da otimização dos seus processos. Neste contexto aparece o Lean Manufacturing, metodologia que tem como objetivo criar valor para os stakeholders, através da eliminação de desperdício na cadeia de valor. Este projeto descreve a análise e a formulação de soluções do processo de produção de um Módulo de Serviço, produto que faz parte do sistema elétrico de um elevador. Para análise do problema utilizamos técnicas e ferramentas lean, tais como, o value stream mapping (VSM), o diagrama de processo e o diagrama de spaghetti. Para formulação do problema usamos o value stream design (VSD), a metodologia 5S, o sistema Kanban e a criação de fluxo contínuo, através do conceito takt time, do sistema Pull, da definição do processo pacemaker, da programação nivelada (Heijunka), do conceito pitch time e da caixa de nivelamento (Heijunka Box). Com este projeto pretendemos demonstrar que a implementação de um fluxo unitário de peças através da filosofia Lean Manufacturing, acrescenta qualidade ao produto, cria flexibilidade, aumenta a produtividade, liberta áreas de produção, aumenta a segurança, reduz o custo com o stock e aumenta a motivação organizacional.

O presente trabalho foi realizado com o intuito de resolver o problema de alocação de vigilantes a exames do Instituto Superior de Engenharia do Porto, no departamento de Engenharia Mecânica. O modelo apresentado faz a atribuição das vigilâncias de uma forma hierárquica, utilizando vários critérios, desde a regência da unidade curricular até à simples vigilância. Devido ao facto de estar implementado informaticamente, apresenta reduzidos tempos na formulação e obtenção de uma solução, o que o torna uma boa ferramenta para a criação de cenários alternativos. Em suma, o modelo proposto neste trabalho apresenta soluções de melhor qualidade, em que a distribuição de afetações é proporcional entre os docentes, e o seu tempo de obtenção é muito reduzido em comparação com a alternativa atual.
