This case study examines NETmundial, the Global Multistakeholder Meeting on the Future of Internet Governance, which was held in Sao Paulo, Brazil on April 23 and 24 of 2014. The meeting was convened by 1net, a coalition of stakeholder groups involved in Internet governance discussions, in partnership with the Brazilian Internet Steering Committee (CGI.br), in response to revelations of mass surveillance of communications by the United States. It sought to develop a set of universally acceptable Internet governance principles as well as a way forward for the evolution of the Internet governance system, which together could serve as a framework for the governance and use of the Internet. It convened 930 participants from 110 different countries, representing civil society, the private sector, academia, the technical community, governments and intergovernmental organizations, as well as over 1000 remote participants from 23 countries around the globe. It also employed a content contribution platform that sought to crowd source inputs from stakeholders for the production of the outcome document. The meeting served as a demonstration of the multistakeholder process in action: in the production of the outcome document, stakeholders with a diverse range of backgrounds and interests collectively negotiated the inclusion or exclusion of highly sensitive and complex issues. Moderating effect of allocentrism on the pay referent comparison-pay level satisfaction relationship

Pay referent comparisons (comparisons of one's salary to that of others) such as other-inside (salary of other people in the organisation), other-outside (the market rate), and cost-of- living, have been shown to influence pay level satisfaction. Bordia and Blau (1998) identified family as another referent that had a significant effect on pay level satisfaction in a sample of public and private sector employees in India. The finding was interpreted in view of the importance of family in collectivistic cultures. In the study reported here, the moderating influence of an individual differences variable, allocentrism-idiocentrism (the individual level conceptualisation of collectivism-individualism) on pay referent comparison-pay level satisfaction relationship was investigated. A sample of 146 employees from three public sector organisations in India participated in the study. In line with the predictions, results showed that after controlling for age, tenure, and pay level, pay referent comparisons explained more variance in pay level satisfaction for allocentrics than for idiocentrics. Family and pay level were stronger explanatory variables of pay level satisfaction for allocentrics and idiocentrics, respectively, while cost of living was a significant explanatory variable for both sub-groups.

We conducted a national survey of Australian hospitals to assess their use of telehealth. Information was sought from the 814 hospitals with 10 or more beds, excluding the small number that provided only day surgery and seven for which we could not identify a contact person. A total of 564 replies were received (a 69% response rate). Nationally, nearly half (49%) reported that they were engaged in some telehealth activity. However, there was a significant difference across jurisdictions. Hospitals in the public sector were significantly more likely to report the use of telehealth than those in the private sector (62% vs 14%). Hospital remoteness was measured according to the Accessibility/Remoteness Index of Australia (ARIA). The highest levels of use were reported by hospitals in 'very remote' and 'remote' areas (90% and 88%, respectively), with moderate levels of use in 'moderately accessible' and 'accessible' areas (67% and 52%, respectively) and the lowest level of use in 'highly accessible' areas (35%). This trend was significant.

Delayering and the flattening of organizational hierarchies was a widespread trend through the 1990s. Peters (1992) in the USA promoted flattening as an organizational strategy and Keuning and Opheij (1994) promoted the prescriptions in Europe. Despite these strategies and apparent structural changes, the number and ratio of managers appears to have grown. This paradox of managerial downsizing has not been adequately probed in the literature. The predominant explanation, that there has been a 'myth of managerial downsizing', is associated with Gordon (1996). However, this debate has been shaped by the US experience and data. There is a need to reassess the dynamics of the 1990s in relation to other economies. This article focuses on a semi-peripheral economy, that of Australia. A study of the population of firms over time is necessary in order to resolve the issues. The article utilizes a comprehensive range of data, including several national surveys and a longitudinal database of all larger private-sector firms in Australia during the 1990s. The results indicate that the 'myth of managerial downsizing' must be rejected. There were dramatic effects on managers through the course of the 1990s in larger Australian firms. The dynamics of the process are analysed, tracking 4,153 firms across the decade and the paradox explained. The theoretical implications are discussed.

Notwithstanding the increasingly fragmented organizational relationships within Colombo's urban governance system, the cooperative nature of stakeholder relationships lends a high level of coherence to the overall system. Since 1995, Colombo's solid waste management system has been characterized by the increased role of the private sector, community-based organizations and NGOs. Whilst the increasingly fragmented nature of this system exhibits some deeply ingrained problems, there are also a number of positives associated with the increased role of civil society actors and, in particular, the informal sector. Reforming regulatory frameworks so as to integrate some of the social norms that are integral to the lives of the majority of urban residents will contribute to regulatory frameworks being considerably more enforceable than is currently the case. Such reform requires that institutional and regulatory frameworks need to be flexible enough to adapt to the changing social, political and economic context. In the Colombo case, effective cooperation between public sector and civil society stakeholders illustrates that adaptive institutional arrangements grounded in pragmatism are feasible. The challenge that arises is to translate these institutional arrangements into adaptive regulatory frameworks - something that would require a significant mind shift on the part of planners and urban managers.

Background Relatively little international work has examined whether mental health resource allocation matches need. This study aimed to determine whether adult mental health resources in Australia are being distributed equitably. Method Individual measures of need were extrapolated to Australian Areas, and Area-based proxies of need were considered. Particular attention was paid to the prevalence of mental health problems, since this is arguably the most objective measure of need. The extent to which these measures predicted public sector, private sector and total adult mental health expenditure at an Area level was examined. Results In the public sector, 41.6% of expenditure variation was explained by the prevalence of affective disorders, personality disorders, cognitive impairment and psychosis, as well as the Area's level of economic resources and State/Territory effects. In the private sector, 72.4% of expenditure variation was explained by service use and State/Territory effects (with an alternative model incorporating service use and State/Territory supply of private psychiatrists explaining 69.4% of expenditure variation). A relatively high proportion (58.7%) of total expenditure variation could be explained by service utilisation and State/Territory effects. Conclusions For services to be delivered equitably, the majority of variation in expenditure would have to be accounted for by appropriate measures of need. The best model for public sector expenditure included an appropriate measure of need but had relatively poor explanatory power. The models for private sector and total expenditure had greater explanatory power, but relied on less appropriate measures of need. It is concluded that mental health services in Australia are not yet being delivered equitably.

The paper presents a spreadsheet-based multiple account framework for cost-benefit analysis which incorporates all the usual concerns of cost-benefit analysts such as shadow-pricing to account for market failure. distribution of net benefits. sensitivity and risk analysis, cost of public funds, and environmental effects. The approach is generalizable to a wide range of projects and situations and offers a number of advantages to both analysts and decision-makers, including transparency, a check on internal consistency, and a detailed summary of project net benefits disaggregated by stakeholder group. Of particular importance is the ease with which this framework allows for a project to be evaluated from alternative decision-making perspectives and under alternative policy scenarios where the trade-offs among the project's stakeholders can readily be identified and quantified. Analysis of the equity premium puzzle has focused on private sector capital markets. The object of this paper is to consider the welfare and policy implications of each of the broad classes of explanations of the equity premium puzzle. As would be expected, the greater the deviation from the first-best outcome implied by a given explanation of the equity premium puzzle, the more interventionist are the implied policy conclusions. Nevertheless, even explanations of the equity premium puzzle consistent with a general consumption-based asset pricing model have important welfare and policy implications.

However, in pursuing the broad initiative there is a danger that some of the smaller components can get lost, and this is probably what has happened to telehealth. There appear to be a number of steps required if telehealth in Australia is to keep up the pace of development that occurred in the 1990s, as we move into what is now being called the era of e-health, involving broadband Internet health service delivery. This area is changing extremely rapidly and is increasingly migrating away from the public sector in Australia, where most of the developmental work has occurred, and into the private sector. Many of the issues that require consideration within the domain of e-health in Australia are also relevant to other countries. E-health will significantly change the way that health-care is practised in future, and it is clear that it is the human factors that are more difficult to overcome, rather than the technological ones.

O tema desta pesquisa é a Qualidade de Vida no Trabalho dos funcionários públicos da Secretaria de Saúde de Barra Mansa/RJ. Trata-se de um estudo de caso de natureza quanti-qualitativa, exploratória e descritiva que tem como objetivos compreender o que é a QVT na ótica do funcionário público, verificar que percepções ele possui acerca de sua própria QVT e, a partir daí, compreender se na esfera pública é possível construir um novo sentido para a QVT que se aproxime de um compromisso com a coletividade e com a vida. O modelo de QVT de Walton, a análise dos instrumentos de onze outras pesquisas realizadas em diversas instituições brasileiras e a coleta de sete depoimentos dos sujeitos pesquisados, acerca de suas histórias profissionais, suas impressões gerais sobre a QVT, orientaram a elaboração do instrumento utilizado nesta pesquisa. Coletaram-se 205 questionários válidos quantidade suficiente para a utilização da análise fatorial como método estatístico, por meio do software SPSS , além de mais dois depoimentos, em entrevistas abertas, os quais, somados aos sete já obtidos por ocasião da preparação do instrumento de pesquisa, foram utilizados na análise qualitativa que também se fez. Os principais resultados encontrados apontam que a QVT dos funcionários públicos pesquisados é de razoável a boa e que eles associam QVT a uma série de aspectos objetivos e subjetivos da vida no trabalho. Muitos deles estão presentes no modelo de Walton, porém emergiram alguns que vão além do que o modelo abrange. É exatamente nesta lacuna que parece ser possível construir novos sentidos para a QVT que a aproximam de um compromisso com a coletividade e com a vida, numa lógica diferente daquela individualista e instrumental que marcam sua origem no setor privado. A partir daí se abre a possibilidade de se pensar em políticas públicas participativas.

Este trabalho discorre sobre o processo de implantação da TV digital interativa no Brasil, tendo como estudo de caso o estado do Maranhão e foca as possibilidades de inclusão social e digital em regiões com fragilidades de prestação de serviços públicos como Previdência Social, atendimento médico, bancário e de ensino a distância. Para tanto, aborda políticas públicas que conduziram ao SBTVD Sistema Brasileiro de Televisão Digital no país. O estudo apresenta as discussões na esfera pública e privada com a participação de organizações reconhecidamente qualificadas dentro e fora do país. Mostra também o complexo processo de articulação governamental com entidades da indústria eletroeletrônica e de grupos de telecomunicações privados instalados no Brasil, bem como a resistência de radiodifusores do setor privado em adotar o modelo proposto pelo Decreto 5.820/06 que prevê distribuição e acesso gratuito da população a serviços públicos essenciais por meio da televisão aberta. As consequências refletidas na permanência do atraso e baixo desenvolvimento do estado do Maranhão abrem possibilidades de superação com os novos programas disponibilizados pela Secretaria de Inclusão Digital (SID), do Ministério das Comunicações para responder à enorme demanda que priva regiões do Brasil como o Maranhão de desenvolvimento social e inclusão digital.

Este trabalho é estimulado pela reflexão sobre a recepção da comunicação mercadológica televisiva por pessoas com deficiência visual, assim como sobre a percepção quanto às iniciativas do governo e das empresas em prol da inclusão. O estudo busca, com base na Teoria das Mediações, que é estudada por teóricos dos Estudos de Recepção, entender de que forma as pessoas com deficiência visual interagem com as diferentes categorias de comerciais de televisão, a partir de seus valores, percepções de mundo e condições em que se encontram. Deste modo, observa-se ainda o nível de sentimento de pertencimento das pessoas com deficiência visual quanto à preocupação do governo e das empresas em causas sociais. Os procedimentos que dirigem a investigação caracterizam-se por uma reflexão a partir de dados decorrentes de pesquisa bibliográfica, articulada a uma pesquisa de campo de natureza qualitativa. O trabalho conclui que a percepção das pessoas com deficiência visual se distancia do que está sendo proposto, feito e aparentemente sendo bem divulgado em prol da inclusão; bem como, observa a necessidade de aprimoramento da conscientização da sociedade, e consequentemente dos comunicadores, sobre a importância da aproximação entre as pessoas com deficiência visual e a comunicação mercadológica televisiva. Nesta percepção, o trabalho apresenta sugestões no âmbito comunicacional que poderiam tornar as causas sociais realmente expressivas na vida das pessoas com deficiência visual.

A história da fundação e desenvolvimento de uma instituição educacional, não pode ser desvinculada dos acontecimentos do país, sobretudo se ocorrida no último meio século, período ímpar na história, em que o ensino superior se expandiu de forma acelerada, sobretudo o privado. Este estudo do ensino superior brasileiro, contemplando a história da Universidade Guarulhos, tem como pano de fundo a história de vida de seu fundador e atual Chanceler Antonio Veronezi, como método de investigação qualitativa, construído por meio de entrevistas autobiográficas. Identificando nas narrativas momentos marcantes da história da educação brasileira, foram eles contextualizados no aspecto político, econômico e social. As transformações do processo de industrialização foram também pesquisadas procurando apresentar o desenvolvimento da própria cidade de Guarulhos, geradora da demanda por ensino superior desde a década de 1970 mantida até o momento. A trajetória educacional, a entrada no setor de educação, o desenvolvimento de habilidades de gestão e a transformação do professor do ensino médio em um dos mais importantes empresários e representante do setor, dotam de sentido as questões suscitadas, que poderão ser respondidas por pesquisadores da história, da pedagogia, da linguística ou da administração, entre as quais: a democratização do acesso, a qualidade do ensino superior, as representações sociais dos gestores e a mercantilização do setor.
