The work presented here is about aspects of the constitutional extension in which is the public civil action with the objective of verifying its aptitute in tutelaging subjective situations derived from fundamental rights, especially right to health assistance. Thus, it offers a clear analysis of the practical functioning of most aspects of the public civil action (lawsuit), with philosophical foundation and necessary doctrinaire to your comphehension. How it once was (history), how it could be (reform suggestion), how it is (current interpretation of the law) and how it should be (critic analysis of the microsystem of collective tutelaging of rights, its perspectives, as well as the efficacy of the public cilvil action about accomplishment of the right to health as supraindividual right). The objective is to analyse the main version of the theme (for instance: the impacts caused to the dissociation of the Procurations theory), so that it can be extracted the philosophy and the general theory, of the public civil action and collective tutelaging in general, pragmatically applicable to study purposes. With this theorical fountain, the reader will be in a more solid position, not only being able to understand the subtilities of the public civil action, but mainly being able to recognize its faults and present solid reform proposals and improvement. It is know that the Juridical Power (Procuration) does not allow any more inactivity about negating accession to health in its collective dimension (lato sensu: spread, collective stricto sensu and homogeneous individuals), being imputed to it novel usage that consolidates in the assumption of the role instrument set aside to be used by all with organized instancy of solution to collective conflicts in large sense. This happens, overall, because of the current justice politization, understood as juridical activism, connected to the struggle between the groups defending their interests and the acceptance of the constitution about solidifying the public politics of quality health

As can be inferred by the title of its study The constitutional principle of sustainable development and the utilization of hidrical resources in the oil industry the transcribed pages are dedicated to the approach of the mentioned subjects which, despite being apparently different, will be shown intrinsically connected as goes by the study. The superation of this first step by the reader will lead to an important perception of the title: that the situation requires, urgently, a defined posture, a complete conduct change and, therefore, a modification of the paradigms currently establisheds. To brake barriers, modifying what is lived by, is the ultimate goal. For that, there is no unique path, linear, but there were broached the development themes, the hidrical resources theme and oil and natural gas industry at the necessary points to achieve, by the end, a comprehension for the Brazilian Federal Republic goals in the search for the application of these juridical norms. The ones whom lay down over this study shall notice that, more than a simple approach over these themes (which are still less worked and searched in Brazil), the heavy critic of an instituted and pacifically accepted reality, directly offensive of the constitutional principles. The debate evolves from punctual and specific aspects, it gains life, flies, searching how the juridical order equalizes the economic model to the environment defense. Standing by the possibility of conciliation among constitutional principles, the remodeling of an economic segment is defended, aligning it to the sustainable limits. Development, sustainable, becomes means and goals to the implementation of liberty, capacitating everyone to achieve their goals of life, their libertments, fruit of the inherent antagonism of the Constitution the sustainable development offers, while an axiological vector, a new reality to the economic order, turning it into a motriz element to the fortification of constitutional normative force and for the national development

La poésie occupe, à l école, une place réduite et, la plupart du temps, est reléguée à des dates commémoratives ou, quand utilisée, sert de pretexte à l étude de la grammaire et du vocabulaire. Cette thèse a comme objectif de réfléchir sur l importance de l enseignement de La littérature, et plus spécialement, celui de la poésie dans l enseignement secondaire. A comme principal objectif de montrer la place de la poésie dans l'enseignement secondairepour la formation socio-linguistique, cognitive et affective dês élèves. De plus, tente de démystifier l' idée qu'il est impossible de lire de La littérature et, en particuler, de la poésie, avec des adolescents.Il s agit de proposer des projets afin de travailler de manière adéquate la lecture de poésies en salle de classe par le biais de stratégies productives de lectures littéraires comme celles qui promeuvent la rencontre entre le lecteur et le texte. Pour cela, nous avons réalisé une expérience dans une école publique de l état Du Rio Grande do Norte, dans la commune de Natal, avec des élèves adolescents âgés de 14 à 18 ans. L' expérience a consisté en douze cours de lecture de poésies. Nous avons utilisé, comme instruments de collectes de données, des entrevues, des cahiers de classe et des questionnaires. Les références théoriques adoptées consistent en une bibliographie qui fait référence aux études d esthétique de La réception et de la coopération interprétative comme l ont formulées Jauss (1979), Iser (1996) et Eco (2002); la conception de lecteur et le processus de lecture selon Smith (1989); le socio-interactionnisme de Vigotski (1999; 2000); la médiation (lecture par degré ou scaffolding), de Graves et Graves (1995); la psychologie de l adolescence de Becker (1999), Carvajal (2001) e Gutierra(2003). Les résultats montrent l importance de la présence du médiateur dans La formation du lecteur, sachant qu en plus de contribuer et de potentialiser l intéraction entre le texte et le lecteur, l adhésion des élèves est améliorée. L expérience de vivre la poésie en salle de classe avec dês adolescents sujets de cette recherche, a prouvé qu il est possible, dans l enseignement secondaire, et malgré les difficultés, de réaliser um travail avec la poésie

The focus of this thesis is the discussion of stories from the fairy tales genre in reading classes of Children´s Literature. Its main purpose is to investigate the argumentative action in the mediation pedagogic process.The evidence from this study is that the argumentative action is a fundamental component of teacher´s mediation as far as story discussion is concerned. The concept of mediation in this thesis comes from principles of interacionist Psychology articulated with THE theory of argumentation. It is understood that argumentative action is a process that objectives to obtain and to intensify the interlocuter´s adhesion through speech. The analysis of the story discussion activity is based on Psycholinguistic, particularly on the study of prevision ability; on the Theory of reception with special reference to the theory of the aesthetic effect, which considers the reader´s reactions and reader´s replies to the text; and on sociocognitive conflict study highlighting conflicts modalities brought up by the discussion of texts. The corpus analysed is composed by discussion episodes of stories from reading classes of Children´s Literature realized through participative observation.The subjects were children aged five-six years old from a public pre-school located in Natal-RN, Brazil. The study highlights mediation acts of argumentative nature such as direct question; illustrations from the book; rereading that were used by the teacher-researcher in story discussion. Among its conclusions it is revealed that argumentative action in stories discussion favors and intensifies the agreement of children´s to the activity. It increases the interaction between text and reader; it favours children´s organization and explicitation of their thoughts. Ce travail se propose de discuter, dans les domaines de la linguistique appliquée, focalisés dans l enseignement-apprentissage de la langue maternelle, les processus didactique-pédagogique avec lesquels se construisent, interactivement, et s organisent les pratiques de lecture et d écoute du genre roman, en tant qu objet enseigné, dans le contexte du cours de langue portugaise. On cherche ici, spécifiquement, à décrire et à interpréter les différentes manières utilisées par l enseignante pour apprendre la lecture et l écoute du roman Le Petit Prince, d Antoine de Saint-Exupéry, et, par conséquent, la réception de ce genre du discours par les apprenants, résultat des échanges interactifs entre l enseignante et les apprenants pris dans le processus de transposition de savoirs à propos de ce genre. La condition d existence de ces échanges se trouve dans les procédures didactiques de l enseignant lorsqu il propose aux apprenants des activités de la lecture et de l écoute des textes. Dans ce contexte, le corpus dont nous nous occupons se constitue des enregistrements en vidéo, audio et prises de notes dans les carnets de classe des cours de Portugais, pour la période scolaire de 2005, avec un groupe de 5ème année de la formation fondamentale d une école publique fédérale de Belém (PA). Du point de vue théorique-methodologique, nous nous inspirons des contributions de Moita-Lopes (2003) et Geertz (2006), surtout à ce qui concerne la conception et les procédures de constitution et traitement des données selon les présupposés de la recherche ethnographique. Encore du point de vue théorique et pour ce qui concerne l analyse des données, nous utilisons les contributions de Bakhtin (2003), sur les études énonciatif-discoursifs sous une conception dialogique du langage, les contributions issues des domaines des études appliquées et des études en didactiques de langues, dans la section de Psychologie et Sciences de l Éducation de l Université de Genève, coordonnée par Schneuwly, Dolz et ses collaborateurs (2000, 2001, 2002, 2004 et 2005) envisageant la construction de l objet enseigné par moyen d instruments didactiques, et, finalement, Rojo (2001 et 2002), et sa discussion sur l apprentissage des capacités de lecture essentielles à la formation du lecteur et producteur à l école. L analyse des données obtenues nous a permis de relever la façon utilisée par le professeur pour enseigner le genre roman, mettant en relief l apprentissage de la lecture par les apprenants à travers les instruments didactiques capables de le faire devenir l objet enseigné

Notable mathematics teacher, Lewis Carroll, pseudonym of Charles Lutwidge Dodgson (1832-1898), made the mixture of mathematics with literature a ludic environment for learning that discipline. Author of Alice s Adventures In Wonderland and its sequel Alice Through The Looking Glass, he eventually created a real and complex universe which uses what we call the logic of the nonsense as an element to motivate the development of mathematical thinking of the reader, taking it as well, learn by establishing a link between the concrete (mathematics) and the imaginary (their universe). In order to investigate and discuss the educational potential of their works and state some elements that can contribute to a decentralized math education from the traditional method of following the models and decorate formulas, we visited his works based on the studies of archeology of knowledge (FOUCAULT, 2007), the rational thought and symbolic thinking (VERGANI, 2003) and about the importance of stories and narratives to the development of human cognition (FARIAS, 2006). Through a descriptive, analytical study, we used the literary construction and presented part of our study in form of a mathematical novel, to give the mathematical school a particular charm, without depriving it of its basics properties as discipline and content. Our study showed how the works of Carroll have a strong didactic element that can deploy in various activities of study and teaching for mathematics classes

This study addresses issues related to the mathematical knowledge and practices of the workers of carcinoculture (shrimp farming), associating such knowledge and practices to the conceptual aspects and the academic mathematical language. Our central aim was to investigate and discuss such knowledge and practices in order to contribute towards having the members of this group reflect upon their own working practices. The investigation took as reference the ethnographic research approach during observations and interviews, as well as the analysis and interpretation of the existing cultural aspects on the use of Mathematics in the shrimp farmers daily activities, thus composing the four chapters of this dissertation. Initially, the local-regional context was set in the area where the workers of the shrimp farm reside, also describing our methodological options. After that, the kind of work that was carried out is explained through a brief history of the shrimp-farming activity, including a short discussion on the environmental impacts that result as a consequence of shrimp-farming. We then discuss some theoretical and practical aspects of the Ethnomathematics while field of study and research. At that moment, we make a reflection upon the different kinds of Mathematics, especially stressing the kind of Mathematics being taught in Schools and that being put to practice by identifiable cultural groups. With that in mind, we show the investigated knowledge and practices e some possible systematizations accomplished during the study. In the end, we point out some conclusive propositions based on the implications of our study towards the development of an educational process within the local communities, considering a possible use of the results and conclusions of this study in the classroom activities

The rational construction necessary to systematize scientific knowledge in physics, introduces difficulties of understanding in some of its concepts. One of these concepts which exemplify properly this difficulty in learning or teaching is entropy. This thesis propose the construction of a didactic route which constitute itself a historical and epistemological course to entropy, intending to contribute for teaching this concept as well as other physics concepts. The basic assumption to build this route is that through the historical review of the development of this concept in the way suggested by Bachelard s (1884-1962) epistemology it is possible to make subjects, to be taught and learned, more meaningful. Initially I composed a brief biographical note to give the reader an idea about the issues, interests and reflections, related to science, and how I dealt with them in my private and professional life, as well as the role they played to lead me to write this thesis. The strategy to construct the route to entropy was to split the usual contents of basic thermodynamics in three moments in a way they can constitute epistemological units , which can be identified by the way of thinking in the corresponding moments of scientific knowledge production: a technical and empiricist moment, a rationalist and positivist moment and a post-positivist rationalist one. The transition between each moment is characterized by a rupture with the former way of thinking; however the progress in the construction of knowledge in the area is evident. As the final part of this work I present an analysis based on elements of Bachelard s epistemology that are present in each moment. This analysis is the basic component of the didactic route that I propose myself to build. The way I made this route guide to entropy could contribute to the construction of other didactic routes in physics and other sciences, in a way to unveil hidden meanings and as a tool to humanize scientific knowledge.

Nous avons pris comme point de départ le préssuposé que en exerçant ses practiques de lecture en salle de classe, les professeurs récuperent des signes de ses expériences socioculturelles par rapport à la lecture, construites au long de ses trajectoires. Indépendemment de sa discipline scolaire, la mémoire de ces expériences interviennent certainement, de manière positive ou négative, dans la médiation de la formation de l élève lecteur. C est donc, par l articulation entre les perspectives de ses études qui parlent sur l histoire de la lecture, narratives (auto)biographiques et formation du professeur que je prétends récupérer et reconstruire, par les narratives de lectures racontées par les professeurs de différentes disciplines scolaires, les processus d appropriation de la lecture en considérant ses tactiques d accès et d utilisation des matériels écrits en circulation dans les groupes sociaux auxquels ils appartennaient. Pour ça ce travail s inquérit : Quels models de lectures émergent dans les narratives de professeurs de différentes disciplines scolaires ? Comment se manifestent-elles les représentations sur sa performance pour la formation de l élève lecteur ? L objectif central est d inférer les rapports existants entre des expériences de lecture et la médiation dans la formation de lecteurs. Douze professeurs de l éducation de base des écoles de la ville de Belém y ont participé. Le corpus est constitué par les transcriptions de deux genres d instruments: douze interviews narratives et deux groupes de débats. Les analyses montrent deux grandes fases de la rencontre avec la lecture : une antérieure à l école et l autre à partir de l école. Ces fases montrent des pratiques et des représentations de lecture hétérogènes différenciés par rapport à ses aspects fonctionnaux. Elles revellent encore que la formation du lecteur professeur et élève se lie, d abord, à la constitution culturelle de l homme, marquée, fondamentalement, par son interlocution avec l autre. La famille, l école et le lieu de travail se présentent comme des espaces qui impriment des marques profondes dans le rapport avec la lecture. Malgré ça, le même matériel écrit, un fois mis en scène le lu dans ces espaces n ont pas de significat coincidents pour les différentes personnes qui s en approprient. Cette raison montre la possibilité de la construction d une histoire de la lecture, basée pas exclusivement à la description des matériels lus pendant le cours de leurs vies, mais surtout, sur les indicateurs de ses différentes manières de lire. Cette trajectoire exerce de cette façon une forte influence sur la prise de décision et les manifestations du travail du professeur en situation de salle de classe. Comme ça on peut conclure, premièrement, que les représentations et pratiques de lecture se sont constitués et se sont (re)configurés dans des différentes formes, concepts, temps et espaces, dans un entrecroisement de différents discours. Deuxièmement que la reflexion sur les mémoires de lecture a resulté un nouveau regard des participants sur son travail de professeur et a confirmé l hipothèse selon laquelle la production des narratives autoréférencées offre, à qui les narre, la possibilité de transformation des représentations du sujet avec lui-même, avec l autre et avec le monde, ce qui démontre l importance de la recherche (auto)biographique comme méthode d investigation en éducation et sa contribuition pour la formation des formateurs de lecteurs dans des différents domaines de la connaissance , comme territoires constitutifs du sujet et de ses pratiques sociales, à l école et ailleurs

Plongés dans le temps présent, les dessins humoristiques, par la capacité de représenter, de suggérer et de communiquer une idée, marquent présence à l école et dans la salle de classe. Caractérisés par l utilisation d éléments comiques, satiriques et irôniques, outre la nature persuasive, ces dessins possibilitent le lecteur de faire une lecture critique des événements sociaux et politiques de notre société. En tant que langage visuel, structuré dans les formes verbale et icônique, de même que par le caractère analogique de représentation, les dessins humoristiques constituent un excellent recours pédagogique. Toutefois, ils sont longtemps restés inaperçus par l école et, seul récemment, ils sont devenus objet d investigation de la part des historiens. Dans ce sens, nous nous sommes proposés, dans cette étude, à analyser l utilisation de ces dessins par les professeurs d histoire des écoles publiques nommées Centros Paraibanos de Educação Solidária (CEPES), de João Pessoa, capitale de l Etat de Paraíba, en vue d appréhender et de discuter la façon dont ces professeurs font usage de ces dessins dans leur pratique pédagogique. Par le moyen des actions des professeurs, conçues comme des arts de faire, selon Certeau, et par l identification des usages qui se caractérisent comme des tactiques, nous avons essayé de percevoir comment se réalise le rapport humour et histoire, en salle de classe. La systématisation, la catégorisation et la narration des pratiques pédagogiques observées ont été réalisées par l analyse des questionnaires et des interviews appliqués aux professeurs et élèves, ainsi qu à l observation des classes. Notre recherche s est fondée sur les théories de Roger Chartier et Michel de Certeau, dont les concepts de représentation et d appropriation, d usages et de tactiques nous ont aidé à comprendre la forme par laquelle les sujets incorporés au quotidien de la salle de classe se sont appropriés de la dimension imagétique à travers l humour. A partir des concepts d usage et d appropriation nous avons identifié dans les actions et les parlers, la façon dont les dessins humoristiques sont travaillés par les professeurs. La presente tesis doctoral tiene como objeto de estudio la visión epistemológica de Paulo Freire y como punto central su comprensión del acto pedagógico como un acto gnoseológico e sus consecuencias para la praxis docente. La tesis original afirma, que en la obra de Freire hay una comprensión sobre el conocimiento ubicando el acto pedagógico como una situación gnoseológica, comprensión esta, indispensable a una praxis educacional libertadora. Para identificar esa comprensión, la presente investigación de carácter bibliográfica y cualitativa fue realizada a partir de indicaciones del propio Paulo Freire sobre el acto de leer/estudiar y del abordaje hermenéutico de Hans-Georg Gadamer, utilizando el diálogo con los textos del autor, buscando los sentidos capaces de responder a las cuestiones desarrolladas en la tesis. El trabajo presenta, además de una pre-comprensión del tema, los resultados de los ejercicios dialógicos mantenidos con los textos de Freire sobre el conocimiento y la educación como situación gnoseológica. Oportunamente fueron construidos mapas conceptuales de los hallados de la autora, para una mejor visualización espacial del lector, así como de los diálogos con tres estudiosos del pensamiento de Paulo Freire. El pensamiento de Freire sobre el conocimiento y la educación como situación gnoseológica abarca las siguientes dimensiones, aparte de la dimensión epistemológica propiamente dicha: dimensión históricofilosófica; dimensión político-ideológica; dimensión comunicativa y dialógica; dimensión ética y estética; dimensión pedagógico-cultural; y dimensión institucional y de gestión. La comprensión por el educador de esas dimensiones bien como sobre el Ciclo de Enseñar y Aprender pueden contribuir de modo significativo para una praxis docente capaz de recorrer el camino del diálogo problematizador, aquel que puede tornar el acto pedagógico un acto verdaderamente gnoseológico, capaz de auxiliar hombres y mujeres en su proceso de humanización

This dissertation sutdies the mediative function in the planning of literary text reading classes of Portuguese. Its main central focus proposes that planning favors the pedagogical reading work of literary texts in the teaching of Portuguese, for they are regarded as one of the mediative elements the teaching-learning process. It also allows for its subjects to rethink the practice, theorizing it. As a theoretical basis the studies on participative planning are used, especially the studies concerning dialogic planning. The language/literature teaching perspective adopted in this work is guided by the socio-interactive conception of language, in a way that reading is seen as a comprehensive and interactive activity. Given the research process, the analysis of the reading process involved the Reader s Response, once that this theory considers the role of the reader and her/his interaction with the text. The study is grounded upon the following research question: which role(s) does the pedagogical planning play as a mediator of the reading teaching-learning process? The main objective of this dissertation is to investigate the pedagogical planning activity as a mediative instrument in the practice of reading in the Portuguese classes. The study is constituted of three stages, the third being emphasized (2002/2005) in which the direction of the participative action-research was used, as a way of acknowledging the pedagogical role in the teaching plan, as an instrument capable of rendering reorganization in the teaching-learning process of reading classes. We have as participants teachers of Portuguese in the elementary school (Ensino Fundamental, 3º ciclo), besides other segments of public schools, in the city of Pau dos Ferros RN, in which the previous studies were developed. The results point to the relevance in the role of the teacher, as a more experienced reader, in developing of pedagogical strategies that may come to favor the teaching of reading, having in the pedagogical sphere an instrument of theoretical reflection and sistematization of activities to be implemented in the classroom. The conclusions highlight the class plan as the mediative instrument to be incorporated and internalized into the teaching practice, amplifying and modifying the teacher s intervention forms, favoring, thus, her/his pedagogical mediation

Monoculture of mind This idea, presented by Vandana Shiva, reflects the phase that we have experienced in the world: a notion of civilization that, since many decades, characterized by a technocratic big trend, has been shown as dominant and hegemonic. Based on a thinking and acting, felling and whishing standardization, this wave ends implying in what can be called of humanity‟s crisis at civilizational process. Destruction of simpler and more harmonious lifestyles with nature, human relations increasingly distant, values embrittlement, as respect, goodness and love, are some consequences of that behavioral homogenization. In the other hand, appears an archipelago of cultural and cognitive resistance against this devastating wave. Edgar Morin and Ceiça Almeida refer to this archipelago as a South Thought , what is not just a geographic question. Report, therefore, to some places, peoples, island that keep ancient costumes and knowledge, orally transmitted, for instance, from elders to younger, or vice versa, in an almost constant flow. Particular ways of experiencing the world around themselves, the men, animals, plants, rocks, or even not alive beings, masters or enchanted, spiritual guides. Next to a logic of sensitive, as Claude Levi-Strauss proposes, this reading, which is a more attentive, observer and wiser posture of surroundings, is based on touching, smelling, eating, seeing, and, I would add, felling. In light of this, I try to expatiate about certain experiences that I had the pleasure of living in some of these islands of resistance. Public investments in the development of innovation in the country, either through the rigging of public universities, either through public announcements of the promotion, increased dramatically in recent years. To analyze the efficiency and effectiveness of the use of public resources is especially in times of austerity, essential for the development of a country. In this context, this research aims to identify the influence of public investments to promote innovation in the degree of maturity of innovative companies in the state of the RN. Another goal is to identify the regional influence from the installation site - capital or countryside, in the performance of the companies studied in the degree of innovation. The theoretical basis of the understanding of the scope of the concept of innovation and its determination for the purposes of this study. Typology, degree of innovation, evaluation methodologies and mechanisms to support innovation : Still on the theme of innovation additional concepts that help the reader to a greater understanding, such as are presented. Following is approached conceptualization of the triple helix, highlighting the concepts advocated by Etzkowitz and Leydesdorff, Salomon and Silva and Ipiranga, Freitas and Paiva, among others. With regard to methodological aspects, we propose a descriptive, exploratory and explanatory research quantitative and qualitative approach with the target audience group of companies served by INOVA PRO- NAGI design - multi-institutional action from a public resource called FINEP promotes the development of innovative companies in the State of Rio Grande do Norte - in 2013. The research should provide reflection and understanding of the influence of public investment in innovation, which by means of qualitative predictive variables associated with quantitative method to explain which variables are significant variations in the degree of maturity of enterprises studied

Objetivou-se, com o trabalho, avaliar dois métodos de estimativa da área foliar, em plantas de laranja Pêra, pela análise da imagem digital obtida com scanner e câmera fotográfica digital. Para determinar a área das folhas, um grupo de discos foi colocado sobre um leitor de scanner, sendo que a imagem obtida foi armazenada. Os mesmos grupos de discos foram fixados sobre cartolina branca e fotografados com câmera fotográfica digital. As imagens obtidas da câmera fotográfica e do scanner foram processadas utilizando ferramentas de um editor de imagem que permite a contagem de pixels de determinada cor, no caso verde. Para a comparação dos métodos, os discos foram submetidos a integrador óptico de área foliar modelo LICOR-3100, utilizando os mesmos agrupamentos. Foram coletadas 20 folhas (cinco em cada quadrante da planta) por parcela de um experimento para comparação de fertilizantes comerciais e doses de zinco, aplicados via foliar, em plantas de sete anos de idade. O experimento foi composto de sete tratamentos e quatro repetições, num total de 28 parcelas. Os dois métodos apresentaram alta correlação com a área estimada pelo integrador óptico de área, considerado como método de referência. O método da análise da imagem obtida com câmera fotográfica, na resolução de 5.0 megapixel, foi mais precisa quando comparada à área estimada pelo integrador óptico de área.
