Esse trabalho dá continuidade a estudos anteriores e visa contribuir para o avanço da ainda embrionária teoria varejista. Conseguimos desenvolver e operacionalizar os conceitos de área de influência, demanda de mercado e fatia de mercado, e analisar os resultados desses indicadores para os 27 supermercados de São Paulo, que participaram de nossa extensa pesquisa empírica. Um processo de modelagem econométrica foi conduzido, resultando em um modelo de regressão múltipla que satisfatoriamente explica e prevê área de influência como função de três variáveis: tamanho da loja, densidade populacional e disponibilidade de transporte coletivo. Apoiado em rigorosa metodologia de previsão de mercado, o estudo também revela estimativas de mercado que substancialmente diferem dos valores que vem sendo publicados na mídia especializada do setor. Nossa estimativa da demanda de mercado para o setor 'supermercados' no Brasil, em 2002, chega a superar R$ 100 bilhões, enquanto que nossa projeção da concentração das 5 maiores empresas no setor é de apenas 25%.

Since the last decade of the past century and further, there have been increased, polemic discussions in Brazil that are also occurring simultaneously in the rest of the world: the sustainability of public pension systems. The Brazilian system, which is denominated as the General Regimen of Social Welfare and was established in a distribution regimen, is becoming a growing source of expenditures for the Federal Government and is contributing to the increasing of its fiscal deficit. This situation started to decline after the promulgation of the Federal Constitution in 1988, in which actions had been established reflecting the feeling of ¿social debt¿ existing in the country by that time after years of economic growth without yield redistribution. Thus, benevolent rules had been instituted that provided an assistancialist character to the program, making it unsustainable when it is seen by the internationally accepted premise of the pension system as social insurance with perpetual duration. In consequence, there was an explosive growth of the financial needs of the system reaching the equivalent of 1.63% of the Gross Domestic Product in 2005. In this sense, many arguments in favor of revision and reforms in the current model had solidified, resulting, in 1998, in some changes in the contribution rules of the diverse sectors of society, as well as in the concession of benefit rules. However, such changes had not obtained significant effects since the main source of the imbalance, which is essentially structural, was not attacked. Therefore, this research seeks to diagnose some of the most structural points in the current public pension system in Brazil and evaluate what can be done in terms of reforms to turn the program into balance again and in restore harmony with its conceptual objectives.

This research aimed at evaluating the efficiency of a specific model of operational auditing, created to audit municipal health systems, which are part of the Sistema Único de Saúde in the State of Rio de Janeiro, the AOSMS. Thus, it attempted to find out whether they represent a valid method of auditing the performance of SUS in the State of Rio de Janeiro based on the isolated or combined utilization of efficiency and efficacy criteria, and to finalize, how the AOSMS may contribute to the improvement of the municipal management of SUS. The study is based on two references axes, as follows: criteria and paradigms of operational auditing according to what International Organization of Supreme Audit Institutions (INTOSAI) understands about this methodology and the evaluation method of health services proposed by Avedis Donabedian, based on the triad structure, process and result. The work consisted initially in verifying compatibility and evaluating potential of the parameters that constitute the AOSMS with the adopted references, in the light of the basic principles that inform the Brazilian Sistema Único de Saúde and afterwards in the submission of these parameters to the analytic categories created in this study with the intent of checking its adequacy and pertinacity to analyze public health systems. In order to reach its objective the research used the case study strategy of the TCE-RJ experience of holding operational audit in 39 municipal health systems in the State of Rio de Janeiro developed between 2000 and 2007. The result confirmed the hypothesis of the study and revealed how the AOSMS, considered as a valid methodology for its finality, may contribute for the improvement of the municipal management of SUS, reaffirming the potential of operational auditing to proceed with the evaluation of the performance of the Sistema Único de Saúde in the angle of external control, considering however that its application in Brazil, because of the external control model constitutionally adopted, must pass through due sociological reduction2.

The rapid growth of urban areas has a significant impact on traffic and transportation systems. New management policies and planning strategies are clearly necessary to cope with the more than ever limited capacity of existing road networks. The concept of Intelligent Transportation System (ITS) arises in this scenario; rather than attempting to increase road capacity by means of physical modifications to the infrastructure, the premise of ITS relies on the use of advanced communication and computer technologies to handle today’s traffic and transportation facilities. Influencing users’ behaviour patterns is a challenge that has stimulated much research in the ITS field, where human factors start gaining great importance to modelling, simulating, and assessing such an innovative approach. This work is aimed at using Multi-agent Systems (MAS) to represent the traffic and transportation systems in the light of the new performance measures brought about by ITS technologies. Agent features have good potentialities to represent those components of a system that are geographically and functionally distributed, such as most components in traffic and transportation. A BDI (beliefs, desires, and intentions) architecture is presented as an alternative to traditional models used to represent the driver behaviour within microscopic simulation allowing for an explicit representation of users’ mental states. Basic concepts of ITS and MAS are presented, as well as some application examples related to the subject. This has motivated the extension of an existing microscopic simulation framework to incorporate MAS features to enhance the representation of drivers. This way demand is generated from a population of agents as the result of their decisions on route and departure time, on a daily basis. The extended simulation model that now supports the interaction of BDI driver agents was effectively implemented, and different experiments were performed to test this approach in commuter scenarios. MAS provides a process-driven approach that fosters the easy construction of modular, robust, and scalable models, characteristics that lack in former result-driven approaches. Its abstraction premises allow for a closer association between the model and its practical implementation. Uncertainty and variability are addressed in a straightforward manner, as an easier representation of humanlike behaviours within the driver structure is provided by cognitive architectures, such as the BDI approach used in this work. This way MAS extends microscopic simulation of traffic to better address the complexity inherent in ITS technologies.

A tese se dedica à discussão da relação de reciprocidade entre federalismo e políticas sociais no Brasil, analisando os sistemas de políticas públicas nas áreas da saúde, assistência social e educação. A tese se apóia na literatura internacional sobre federalismo e Estado de Bem-Estar Social para construir um referencial teórico que analisa os sistemas de políticas públicas como uma matriz, que aprofunda o compartilhamento federativo, com base na negociação intergovernamental. Argumenta-se que esse modelo resulta da interação entre o desenho institucional produzido pela Constituição de 1988 e as diretrizes de universalização de políticas sociais implementadas, por meio de ações federais, a partir da segunda metade da década de 1990. Com esse estudo,pretende-se propor uma nova abordagem sobre o federalismo brasileiro, alternativa à dicotomia entre centralização e descentralização que predomina na literatura nacional; além de chamar atenção para a figura dos sistemas de políticas públicas enquanto arranjos institucionais que permitem a combinação de nacionalização de políticas sociais, com fortalecimento da negociação federativa.

O trabalho tem por objetivo analisar a importância da fiscalização do serviço público como instrumento de gestão e política pública. Para tanto, propõe-se estudar o Sistema de Transporte Coletivo Urbano da Cidade de São Paulo, a partir do modelo instituído através da Lei nº 13.241/01, assim como toda a estrutura jurídica e elementos característicos presentes nessa forma de delegação. Sem a preocupação de esgotar o tema, com base na doutrina, o trabalho pretende abordar os principais conceitos que envolvem a prestação de serviços públicos, o dever legal de fiscalização e a estrutura legal da prestação dos serviços de transporte coletivo. E, a partir disso, verificar se o sistema de transporte municipal possui instrumentos jurídicos adequados á fiscalização dos serviços delegados. Além disso, busca-se avaliar se isso é suficiente para a prestação de um “serviço adequado”, ou seja, se os instrumentos de fiscalização utilizados, por si só, são efetivamente capazes de garantir as condições de regularidade, continuidade, eficiência, segurança, atualidade, generalidade, cortesia na prestação e modicidade das tarifas, conforme preceitua a lei. Em síntese, entende-se que o ordenamento jurídico dispõe de diversos mecanismos que permitem a fiscalização dos serviços públicos. Ademais, que encontra-se juridicamente adequado o modelo de fiscalização adotado pelo Município de São Paulo, para o sistema de transporte público. Todavia, apesar de ser correto, o modelo ainda necessita de melhorias, tanto no que diz respeito às obrigações estabelecidas nos contratos de concessão e permissão em vigor (e respectivos regulamentos, como é o caso do RESAM – Regulamento de Sanções e Multas), quanto na sua operação e, principalmente, na sua fiscalização. Por fim, o trabalho aponta que, tanto a regulação, quanto a fiscalização ou até mesmo a gestão, quando realizadas de forma inadequada, fomentam a prestação de um serviço público com má qualidade, ou seja, inferior à esperada pela população.

A mobilidade urbana é uma das políticas públicas que mais afetam a qualidade de vida das pessoas. As manifestações populares de junho de 2013 reivindicaram contra o aumento da tarifa de ônibus na cidade e a favor da melhoria da qualidade do serviço prestado. Este artigo tem como objetivo apresentar as oportunidades de reformulação da atual política de mobilidade urbana do Município de São Paulo, focando na revisão dos contratos de delegação dos serviços prestados. Para tanto, é apresentado o contexto histórico da formulação da política pública de mobilidade urbana do Município de São Paulo até os dias de hoje.

Este trabalho objetiva verificar o impacto na renda gerado pelo programa de subsídio tarifário para passageiros de transporte intermunicipal da região metropolitana do Estado do Rio de Janeiro (RMRJ), denominado Programa Bilhete Único Intermunicipal (BUI). Para cálculo do impacto foi utilizada a arrecadação do ICMS do comércio varejista como “proxy” da renda. O método para cálculo do impacto foi o de diferença de diferença (DD) para três definições distintas de grupos de tratamento e controle, considerando o período de janeiro de 2006 a janeiro de 2010 como pré-intervenção e fevereiro de 2010 a dezembro de 2014 como pós-intervenção. A primeira definição comparou a evolução de arrecadação do tributo entre os municípios participantes do programa e os municípios fluminenses situados na região limítrofe à RMRJ como grupo de controle. O segundo exercício manteve o mesmo grupo de controle, porém utilizou apenas os municípios sujeitos à intervenção situados a mais de 30 km de distância da capital Rio de Janeiro como grupo de tratamento. Por fim, como teste de robustez, os grupos de tratamento e controle foram selecionados utilizando o método de pareamento (matching). Através de três variações do modelo de DD para cada definição, foi possível encontrar resultados de impacto positivos na arrecadação de ICMS do comércio varejista para os municípios participantes do programa, em especial para os segundo e terceiro exercícios, o que sugere um aumento na renda de seus habitantes após a introdução do Bilhete Único.

De acordo com a literatura empírica, há fortes evidências de que, após o controle de características socioeconômicas dos alunos, a qualidade dos professores é o fator mais importante para explicar o desempenho do aluno em testes padronizados. No entanto, não há consenso sobre como sistemas públicos de ensino podem melhorar a qualidade dos professores. Será que o pagamento de salários mais elevados a professores da rede pública impactam a qualidade dos professores nas escolas públicas? O Governo Federal brasileiro introduziu, em 2009, piso salarial nacional para os professores de escolas públicas, provocando um perceptível aumento exógeno dos salários dos professores municipais. O principal objetivo desta tese é avaliar os impactos de curto prazo da elevação linear e incondicional do salário do professor na qualidade da educação. Devido à ausência de dados secundários sobre o valor do salário-base de professores entre 2008 e 2013, tivemos que realizar um levantamento com as Secretarias Municipais de Educação para reunir informação sobre a estrutura da carreira docente e sobre os salários-bases nesse período. Com base em nossa pesquisa de campo, o primeiro capítulo investiga a conformidade dos sistemas municipais de ensino ao piso salarial nacional para professores de redes públicas. Encontramos que fatores não observáveis/observados são determinantes para explicar a variabilidade salarial verificada entre os municípios e o cumprimento da lei, o que embasa nossa estratégia de identificação com base em métodos de diferença em diferenças, combinados com pareamento com base em escore de propensão. O segundo capítulo centra-se na estimativa do impacto da elevação dos salários dos professores sobre a proficiência dos alunos de 5º ano do ensino fundamental municipal. De acordo com estes resultados, o aumento salarial incondicional não gerou uma expansão da proficiência escolar dos alunos, pelo menos no curto prazo. Embora não tenham sido detectados impactos na aprendizagem dos alunos, alguns mecanismos de transmissão do aumento salarial para melhores resultados educacionais podem já ter sido ativados. Assim, o principal objetivo do terceiro capítulo é avaliar o impacto dos aumentos de salário sobre a qualidade dos professores atuais e dos potenciais futuros professores. Avaliamos o impacto de aumentos de salário sobre o desempenho dos professores no ENADE, uma proxy de sua qualidade, e sobre a atratividade dos cursos de ensino superior associados à carreira docente. Essa atratividade é medida por meio da qualidade dos que entram nos respectivos cursos superiores, de acordo com seu desempenho no Enem. Neste último capítulo, aplicamos modelo de Tripla-Diferenças visando controlar dois tipos de potenciais fatores de confusão: (i) mudanças no desempenho dos professores (potenciais futuros professores) entre grupos de municípios, que foram submetidos ao tratamento e os que não foram tratados, que nada têm a ver com a política; e (ii) as alterações no desempenho de todos os professores (alunos) que vivem no município em que houve a elevação salarial devido à introdução da lei. As estimativas obtidas indicam que a elevação salarial gerou efeitos leves sobre a qualidade dos professores e sobre a atratividade dos cursos relacionados à carreira docente.

This dissertation is an attempt to understand how families with an income of up to three minimum wages and living in different Areas of Demographic Expansion (AEDs) of Natal municipality specifically in the districts of Igapó and Salinas (North Administrative Zone of the city), Ponta Negra (South Administrative Zone), Santos Reis, Praia do Meio, Areia Preta and Mãe Luíza (East Administrative Zone) and Felipe Camarão (West Administrative Zone) solve their problems of urban mobility. It is, therefore, a reflection upon the mobility needs of poor urban households as expressed in terms of origin-destiny displacements for specific movements (house-work, house-school, house-shopping, house-healthcare and house-leisure), all of which being analyzed within the relationship between public transportation and poverty spaces of the city. In order to develop the study, theoretical aspects and themes related to the production of the urban space, to social and spatial segregation, to urban mobility and to transportation were confronted with the collected data referring to the urban population previously selected. One of the research main findings is the crucial role mobility plays in the social differentiation of such people living in Natal and that any policy for the improvement of their living conditions must take mobility issues into account

The study made in this thesis analyzes the new form of work organization at the urban collective transportation sector, so called Altemative Transportation which is a new form of public transportation that appears in the Brazilian urban context by the mid ninety' s, this work is made by independent or sub-contracted workers, usually organized in cooperatives . It reflects the investigation of new forms of precarious work, unformal which has been expanding in the urban transportation sector. Thus, discusses non regulation of the services sector problem the ways of survival of exc1uded workers from the formal work market mainly afier the capital productive restructure. It has as privileged area of investigation, the sector policy of urban transportation that make field of the main nets of political articulations that define the dynamic of the urban space. It is known that the urban collective transportation allows the access to the production, circulation and general consumption being necessary to the mobility of the resident population, mainly to those with low purchasing capacity. It becomes a field of empirical investigation at the Belem municipal, located at the Amazonic region - north Brazil. The main points dealed on this research start from concrete relations from the daily life of workers that deve1op their activity on the altemative transport mediated with theoretical references needed for understanding and interpretation of the studied reality. The investigation strategies were built from the abstract (theorical knowledge produced for the reality analyze) in concrete by the investigation quantitative-qualitative from this area of urban policy, making up possible the formation of a references chart to the analyses of the studied subject. Rescue his historicity, from characterization of the urban space of the metropolitan region of Belem passing true the forms of organization and urban services performances while essential production and reproduction element of the social relations. Identifies the main individuals that historically have been participating in the construction of the municipality transport policy and the ways of expression of the local political strength relations. Outstand the State paper on the net of established relations near the local power, as well as outstand the importance of social sciences in the understanding of urban policies in the transportation area, trying to bring input to the academicals -scientific debate .The above e1ected and mentioned points in this study are crucial for a critical reflection of the transportation policies. This research work is focused to show the changes in educational administration from the agreements between the Mossoró / RN and the Ayrton Senna Institute IAS, for education provision. Nowadays, the partnership policy is a constitutive element of the reform of the Brazilian State, which dropped its action on social policies and to strengthen its regulatory role, encouraging private participation in planning, preparation and implementation of public policies, new printing setting the political-social. In this context, the 10 Note Management Programme, developed by the IAS, is part of the neoliberal logic of modernization of public school systems, focusing on results and developing strategies for control and regulation of schools work and its efficiency, effectiveness and greater productivity. The 10 Note focuses on two dimensions: the management of learning and teaching in networking, in a managerial perspective to overcome the culture of failure (expressed as age-grade, dropout and repetition rates in) and implantation of culture of success (as measured in the improvement of the indices). To understanding the process, we have delimited as the object of study, the process of implementing them mentioned program in the city, which its objective is to analyze implications for the school community from the perspective of democratic management, adopting the dimensions of autonomy and participation in institutional processes as a criterion of analysis. From a methodological point of view, the survey was conducted from a literature review and documentary about educational policy developed in the country since the 1990´s, seeking to understand, in a dialectical perspective, the political dimensions of teaching, training and performance of the subjects involved in the school work. Besides the empirical observation, it was also used semi-structured interviews with a methodological tool for gathering information and opinions about the partnership and the implementation of the 10 Note Management Program in the county. The interviewee participants were ex-former education managers, coordinators, school managers, secretaries and teachers. Regarding the dimensions inside the analysis (autonomy and participation), the research led to the conclusion: that GEED, under the guidance of IAS promoted regulation of school autonomy, set up the selection process for exercising the office of school administration and system awards to schools, pupils and teachers, subject to results, there is mismatch between the managerial logic and the democratic management principles, that the ideological discourse of modernization of municipal management coexists with traditional practices, centralizing patronage, which ignores the democratic participation in the school decisions processes, the goals of the partnership were partially achieved, since that the city has improved over the approval and dropouts, although the approval of the Education Municipal Plan of the rules institutional (administrative, financial and educational) and the creation of the Councils observed that the school community participation is still limited, not being characterized as a coordinated intervention, capable of promoting the transformation and improvement its quality in the county. In the same way, the orientation of networking is a limit to the autonomy of schools, given the external definition of goals and strategies to be adopted, along with pressure exerted through the accountability of each school community for their achievements

Descriptive study aimed to analyze the quality of life (QOL) of patients with venous ulcers (UV) outpatient clinic of a university hospital in Natal / RN. The aim of the study population was composed of 50 patients with UV treated at the cardiology clinic of a university teaching hospital at the tertiary level. The study was approved by the Ethics Committee of the Federal University of Rio Grande do Norte (Protocol 279/09). Data collection was performed over a period of two months by the very a masters degree and an academic nursing through the application of a form concerning the socio-demographic, clinical, and health care, and the instruments WHOQOL and WHOQOL - old. The data were analyzed with SPSS 15.0, using descriptive and inferential statistics presented in the form of tables, charts and graphs. Of the surveyed, female predominance, age range 59 years, Catholic, low education, married, with up to 03 children, not working, retired, or with occupations requiring long periods in one position, wage income of up to 02 minimum wages, inadequate sleep, patients with chronic venous insufficiency and other chronic diseases such as diabetes and hypertension, were taking medications for treatment, being a minority to IVC. In patients with predominant only one injury, time of injury up to five years, inadequate rest, pain, edema and lesions colonized. The assistance the UV patients began treatment of the injury until four months after the onset of the ulcer, and services primary health care most wanted, access to angiologist by reference form, commuted by public transportation, received support regarding the treatment of injuries. The topical product most used in the lesion was healing, and few were using compression therapy. respondents suffer discrimination in society, showed changes in quality of life after the occurrence of ulcer in relation to leisure, pain, restriction of social / school / transportation; barring employment / financial / social ladder; Physical appearance / discrimination and restriction of domestic activity. These changes were related to the time of injury and found that the more chronic injury is the most negative changes occur in their QV (ρ = 0.000). Analyzing the characteristics of QV measured by the WHOQOL-bref, we found for the two general questions they are dissatisfied with their health (ρ = 0.023) and all areas have significant difference compared with the worst QV have the injury of more than 5 years (ρ = 0.000). The QV measured by the WHOQOL-old, we found that these patients had no changes from the time of injury. We conclude that the QV of patients with UV was considered unsatisfactory when compared to the time of injury on more than 5 years which shows that the quality of life worsens with time the chronic UV.

Increased competition in the market of urban transport, characteristic of the Brazilian cities from years 90, has required actions of the managing agencies to ensure the universality of service, enhancing efficiency and consumer welfare. It grows in the Brazilian municipalities, the need to adopt a systematic performance evaluation in terms of management system of indicators and targets appropriate to the regulatory context, which has the purpose of evaluating the accomplishment and compliance by dealers, of the services granted during the contract period, marked by increasingly long periods. The introduction of an index operational performance in permission contracts/concession in urban buses is intended to establish a regulatory performance, giving the contract a pro-competitive feature and to allow the managing agency the systematic and continuous monitoring of the performance of the delegated service to avoid major deviations from desired performance. A performance assessment model of public transportation companies by bus, and applicable to the case of Natal is proposed. Sought to add the particularities found in the transport system in order to assess the performance of enterprises, contribute to improving the service quality to the population and enable decision-makers a detailed knowledge of the behavior of the licensees
