Does European integration influence national social policies? What is the use of EU laws, orientations and guidelines? Based on a systematic comparison of ten national cases, including both old and new member states, representing all families of welfare regimes, this volume explores and specifies the mechanisms through which the EU plays a role in domestic social policy changes. It focuses on where, when and how national actors use the tools and resources offered by the process of European integration to support them in the national welfare reforms they are engaged in. The comprehensive research design and the systematic comparisons provide a unique opportunity to fully grasp the mechanisms of domestic welfare state change within the context of the European Union multilevel political system. This book proposes both a new step within the Europeanization and the welfare state literatures. It confirms the idea that Europe matters in a differential way since EU social policy will be selectively used by domestic political actors in accordance with their political preferences. It provides a clear explanation of why no EU-induced social policy change can occur without an overall support offered by key domestic decision-makers. (Résumé éditeur)

The great recession of 2008/2009 has had a huge impact on unemployment and public finances in most advanced countries, and these impacts were magnified in the southern Euro area countries by the sovereign debt crisis of 2010/2011. The fiscal consolidation imposed by the European Union on highly indebted countries was based on the assumptions of the so-called expansionary austerity. However, the reality so far shows proof to the contrary, and the results of this paper support the opposing view of a self- defeating austerity. Based on the input-output relations of the productive system, an unemployment rate/budget balance trade-off equation is derived, as well as the impact of a strong fiscal consolidation based on social transfers and the notion of neutral budget balance. An application to the Portuguese case confirms the huge costs of a strong fiscal consolidation, both in terms of unemployment and social policy regress, and it allows one to conclude that too much consolidation in one year makes consolidation more difficult in the following year.

In this paper we use the Portuguese component of the European Union Statistics on Income and Living Conditions {EU-SILC) to develop a measure of consistent poverty in Portugal. It is widely agreed that being poor does not simply mean not having enough monetary resources. It also reflects a lack of access to the resources required to enjoy a minimum standard of living and participation in the society one belor]gs to. The coexistence of material deprivation and monetary poverty leads to the con'cept of consistent poverty. The assessment of material deprivation and the identification of the households and individuals living in consistent poverty could become essential parts of the national anti-poverty strategy and crucial instruments in the definition of the target groups in social policy.

Challenging masculinity in CSR disclosures:silencing of women’s voices in Tanzania’s mining industry
Resumo:
This paper presents a feminist analysis of corporate social responsibility (CSR) in a male-dominated industry within a developing country context. It seeks to raise awareness of the silencing of women’s voices in CSR reports produced by mining companies in Tanzania. Tanzania is one of the poorest countries in Africa, and women are often marginalised in employment and social policy considerations. Drawing on work by Hélène Cixous, a post-structuralist/radical feminist scholar, the paper challenges the masculinity of CSR discourses that have repeatedly masked the voices and concerns of ‘other’ marginalised social groups, notably women. Using interpretative ethnographic case studies, the paper provides much-needed empirical evidence to show how gender imbalances remain prevalent in the Tanzanian mining sector. This evidence draws attention to the dynamics faced by many women working in or living around mining areas in Tanzania. The paper argues that CSR, a discourse enmeshed with the patriarchal logic of the contemporary capitalist system, is entangled with tensions, class conflicts and struggles which need to be unpacked and acknowledged. The paper considers the possibility of policy reforms in order to promote gender balance in the Tanzanian mining sector and create a platform for women’s concerns to be voiced.

AND INTEGRATION IN THE LABOUR MARKET OF THE GYPSY IN PORTUGAL AND SPAIN Abstract: The research carried out is on employability and inclusion in the Community Portuguese Gypsy labor market. From this point of view, the investigation lies with the developed process of social integration in recent decades where it questions the Action Plans for Inclusion of Roma communities and their impact on the socio-professional life of the community Gypsy. For this purpose, a comparative study between Portugal and Spain regarding the process of social integration of Roma will be held. Recent studies of the Portuguese Institute of Administration and Marketing (IPAM), indicate that employment is more difficult to achieve for disable people and Roma people (the blind lead the table with 71.6 percent, followed by 47%). One of the main obstacles that has been seen in relation to the insertion in the labor market is a result of the problem of institutional discrimination (direct or indirect), reluctance by the very entities responsible for implementing the development of employment programs. Because of the importance of citizenship in the social integration process, carried out the empirical part dedicated to the associative movement in Portugal and Spain, in order to understand what their involvement in the definition of social policy and respective priorities in relation to employment and defense of human rights. In the context of understanding, a qualitative research will be developed, using the application survey of leaders / representatives of NGOs Roma in both countries, with respect to participation / representation of the same in the definition of social intervention strategies taking into account national social policy and the guidelines of the European Union as example, the national Strategy for the Integration of Roma Community.

In the context of an action sociology sought to know the public policies in the social sector in preparation or implemented by the municipality of Mafra and simultaneously realize the influence that interaction and the degree of agreement of the different social actors involved in the development of the social project city, play in the process of implementation of the same, thus contributing to the success of social action plan scheduled for the territory, or, conversely, hindering its implementation. Community participation has been considered strategic in order to achieve effectiveness in political, economical, social, educational and cultural change processes as a mean of guarantying effectiveness, quality and sustainability in social policy. Accordingly, this participation must be stimulated and promoted through national legislation since it has traditionally and historically been imposed and undemocratic. Education, as an essentially human act, is a first order instrument that societies must take advantage of in order to develop and stimulate democratic participation. Therefore, education may represent a new culture: one of democratic participation as a fundamental way to empower and develop a Peace culture.

This thesis studies how commercial practice is developing with artificial intelligence (AI) technologies and discusses some normative concepts in EU consumer law. The author analyses the phenomenon of 'algorithmic business', which defines the increasing use of data-driven AI in marketing organisations for the optimisation of a range of consumer-related tasks. The phenomenon is orienting business-consumer relations towards some general trends that influence power and behaviors of consumers. These developments are not taking place in a legal vacuum, but against the background of a normative system aimed at maintaining fairness and balance in market transactions. The author assesses current developments in commercial practices in the context of EU consumer law, which is specifically aimed at regulating commercial practices. The analysis is critical by design and without neglecting concrete practices tries to look at the big picture. The thesis consists of nine chapters divided in three thematic parts. The first part discusses the deployment of AI in marketing organisations, a brief history, the technical foundations, and their modes of integration in business organisations. In the second part, a selected number of socio-technical developments in commercial practice are analysed. The following are addressed: the monitoring and analysis of consumers’ behaviour based on data; the personalisation of commercial offers and customer experience; the use of information on consumers’ psychology and emotions, the mediation through marketing conversational applications. The third part assesses these developments in the context of EU consumer law and of the broader policy debate concerning consumer protection in the algorithmic society. In particular, two normative concepts underlying the EU fairness standard are analysed: manipulation, as a substantive regulatory standard that limits commercial behaviours in order to protect consumers’ informed and free choices and vulnerability, as a concept of social policy that portrays people who are more exposed to marketing practices.
