Cloud computing realizes the long-held dream of converting computing capability into a type of utility. It has the potential to fundamentally change the landscape of the IT industry and our way of life. However, as cloud computing expanding substantially in both scale and scope, ensuring its sustainable growth is a critical problem. Service providers have long been suffering from high operational costs. Especially the costs associated with the skyrocketing power consumption of large data centers. In the meantime, while efficient power/energy utilization is indispensable for the sustainable growth of cloud computing, service providers must also satisfy a user's quality of service (QoS) requirements. This problem becomes even more challenging considering the increasingly stringent power/energy and QoS constraints, as well as other factors such as the highly dynamic, heterogeneous, and distributed nature of the computing infrastructures, etc. In this dissertation, we study the problem of delay-sensitive cloud service scheduling for the sustainable development of cloud computing. We first focus our research on the development of scheduling methods for delay-sensitive cloud services on a single server with the goal of maximizing a service provider's profit. We then extend our study to scheduling cloud services in distributed environments. In particular, we develop a queue-based model and derive efficient request dispatching and processing decisions in a multi-electricity-market environment to improve the profits for service providers. We next study a problem of multi-tier service scheduling. By carefully assigning sub deadlines to the service tiers, our approach can significantly improve resource usage efficiencies with statistically guaranteed QoS. Finally, we study the power conscious resource provision problem for service requests with different QoS requirements. By properly sharing computing resources among different requests, our method statistically guarantees all QoS requirements with a minimized number of powered-on servers and thus the power consumptions. The significance of our research is that it is one part of the integrated effort from both industry and academia to ensure the sustainable growth of cloud computing as it continues to evolve and change our society profoundly.

Uptake of anthropogenic CO2 by the oceans is altering seawater chemistry with potentially serious consequences for coral reef ecosystems due to the reduction of seawater pH and aragonite saturation state (omega arag). The objectives of this long-term study were to investigate the viability of two ecologically important reef-building coral species, massive Porites sp. and Stylophora pistilata, exposed to high pCO2(or low pH) conditions and to observe possible changes in physiologically related parameters as well as skeletal isotopic composition. Fragments of Porites sp. and S. pistilata were kept for 6-14 months under controlled aquarium conditions characterized by normal and elevated pCO2 conditions, corresponding to pHTvalues of 8.09, 7.49, and 7.19, respectively. In contrast with shorter, and therefore more transient experiments, the long experimental timescale achieved in this study ensures complete equilibration and steady state with the experimental environment and guarantees that the data provide insights into viable and stably growing corals. During the experiments, all coral fragments survived and added new skeleton, even at seawater omega arag <1, implying that the coral skeleton is formed by mechanisms under strong biological control. Measurements of boron (B), carbon (C) and oxygen (O) isotopic composition of skeleton, C isotopic composition of coral tissue and symbiont zooxanthellae, along with physiological data (such as skeletal growth, tissue biomass, zooxanthellae cell density and chlorophyll concentration) allow for a direct comparison with corals living under normal conditions and sampled simultaneously. Skeletal growth and zooxanthellae density were found to decrease, whereas coral tissue biomass (measured as protein concentration) and zooxanthellae chlorophyll concentrations increased under high pCO2 (low pH) conditions. Both species showed similar trends of delta11B depletion and delta18O enrichment under reduced pH, whereas the delta13C results imply species-specific metabolic response to high pCO2 conditions. The skeletal delta11B values plot above seawater delta11B vs. pH borate fractionation curves calculated using either the theoretically derived deltaB value of 1.0194 (Kakihana et al., Bull. Chem. Soc. Jpn. 50(1977), 158) or the empirical deltaB value of 1.0272 (Klochko et al., EPSL 248 (2006), 261). However, the effective deltaB must be greater than 1.0200 in order to yield calculated coral skeletal delta11B values for pH conditions where omega arag >1. The delta11B vs. pH offset from the literature seawater delta11B vs. pH fractionation curves suggests a change in the ratio of skeletal material laid down during dark and light calcification and/or an internal pH regulation, presumably controlled by ion-transport enzymes. Finally, seawater pH significantly influences skeletal delta13C and delta18O. This must be taken into consideration when reconstructing paleo-environmental conditions from coral skeleton

This article deals with several international instruments which provide legal guarantees for media diversity, which is essential for the promotion of cultural diversity. Based on several articles of the Convention of cultural diversity, the General Comment of the Committee on Economic, Social and Cultural Rights No. 21 on the right to take part in cultural life, as well as the work of the UN Independent Expert on Cultural Rights, this article aims to identify legal tools for the establishing of measures promoting cultural diversity in the media. This article looks at the case study of Honduran Garifuna community radios. It emphasizes the importance of taking into account the economic aspects of cultural and communicational rights.

The article examines developments in the marketisation and privatisation of the English National Health Service, primarily since 1997. It explores the use of competition and contracting out in ancillary services and the levering into public services of private finance for capital developments through the Private Finance Initiative. A substantial part of the article examines the repeated restructuring of the health service as a market in clinical services, initially as an internal market but subsequently as a market increasing opened up to private sector involvement. Some of the implications of market processes for NHS staff and for increased privatisation are discussed. The article examines one episode of popular resistance to these developments, namely the movement of opposition to the 2011 health and social care legislative proposals. The article concludes with a discussion of the implications of these system reforms for the founding principles of the NHS and the sustainability of the service.

Guaranteed under the Federal Constitution of 1988, Brazilian social security covers rights relating to health, social welfare and social care. The Continuous Cash Benefit Programme (BPC) was approved as part of social care policy and is regulated under the Social Care Act (Ley Orgánica de Asistencia Social) of 1993. This benefit guarantees a minimum monthly income for persons with disabilities and for older adults. Certain requirements must be satisfied in order to obtain the assistance: medical and social assessment of disabled persons, a minimum age of 65 years for older adults, and, in both cases, the value of per capita income for the nuclear family in question, which must be lower than a quarter of the minimum wage. Regulation of the BPC has incorporated advances and setbacks in terms of legislation and implementation. In this framework, this article presents a theoretical reflection, an analysis of the legislation on the matter, and some reflections on the challenges that it poses for social workers.

Este trabalho pretende refletir o papel da gestão de pessoas, estudando ações e atitudes que podem fazer a diferença no desempenho da organização no mercado de trabalho. Especialmente nas organizações pequenas com menos de dez funcionários, onde as relações entre as pessoas são mais próximas e os resultados são mensurados mais facilmente pelo gestor atento ao clima organizacional. Buscamos pensar no clima dentro da organização, como fator decisório para o sucesso e prosperidade da pequena organização. A pesquisa se deu em cinco pequenas empresas nos municípios Pernambucanos de Escada e Jaboatão dos Guararapes. Todas com menos de dez funcionários que vivem na busca da consolidação diante do mercado competitivo. O clima organizacional quando descrito como satisfatório garante o comprometimento pleno de todos os funcionários de uma empresa? Veremos que há muitos fatores envolvidos nas relações entre líderes e liderados e a prosperidade da empresa. / This work intends to consider the role of people management, studying actions and attitudes that can make a difference in organization performance in the job market. Especially, in small organizations with fewer than ten employees, while relations between people are closer and the results are more easily measured by the manager on alert to organizational climate. We seek to think about the climate inside the organization, as a factor making for success and prosperity of the small organization. The research was prepared in five small businesses of the cities of “Escada” and “Jaboatão dos Guararapes” in the state of Pernambuco. All with less than ten employees that live in search of the consolidation on the competitive market. The organization climate when described as satisfactory guarantees the full commitment of all the employees of a company? We will see that there are many factors involved in the relations between leaders and subordinates and prosperity of the company.

As políticas de saúde e o direito à saúde em Portugal sofreram profundas transformações nas últimas décadas, muito contribuíram para estas transformações a crise económica e financeira mundial e a influência de políticas neoliberais. O interesse por esta temática surge de uma prática profissional num Gabinete do Cidadão do Serviço Nacional de Saúde e, pela falta de debate e posicionamento público dos Assistentes Sociais sobre as competências do Gabinete do Cidadão e, do papel dos Assistentes Sociais nesse serviço. Com este trabalho, pretende-se contextualizar: as principais transformações nas políticas de saúde e suas repercussões no direito à saúde nos últimos anos; analisar as alterações legislativas que ocorrem entre a criação do Gabinete do Utente e o Gabinete do Cidadão; analisar o trabalho que os Assistentes Sociais têm vindo a desenvolver no âmbito das competências do Gabinete do Cidadão e do direito à saúde. A investigação de cariz exploratório e qualitativo contou com os contributos de Assistentes Sociais que trabalham em Gabinetes do Cidadão da região norte do país e, que participaram através de inquérito por questionário. Da investigação efetuada concluiu-se que o Gabinete do Cidadão apenas garante o direito a reclamar e não o direito à saúde. As possibilidades que se abrem ao trabalho do Assistente Social no Gabinete do Cidadão, em prol da efetivação do direito à saúde parte do trabalho coletivo. As competências e habilidades do Serviço Social devem ter o intuito de promover a consciência crítica dos indivíduos. / Health policies and the right to health in Portugal underwent profound changes in recent decades, greatly contributed to these transformations the global economic and financial crisis and the influence of neoliberal policies. The interest in this subject arises from a professional practice in the Gabinete do Cidadão National Health Service, and by the lack of public debate and placement of Social Workers on the powers of the Gabinete do Cidadão and the role of social workers in this service. This work aims to contextualize: major changes in health policies and their impact on the right to health in recent years; consider legislative changes that occur between the creation of the Gabinete do Utente and the Gabinete do Cidadão; analyze the work that Social Workers have been developing within the competence of the Gabinete do Cidadão and the right to health. The exploratory research and qualitative nature featured contributions from Social Workers who work in Gabinetes do Cidadão of the northern region of the country, who participated via questionnaire survey. Research conducted it was concluded that the Gabinete do Cidadão only guarantees the right to complain and not the right to health. The possibilities that open to the Social Work Assistant in the Gabinete do Cidadão, for the sake of ensuring the right to health of the collective work. The skills and abilities of Social Work must have in order to promote critical awareness of individuals.

O contexto demográfico e epidemiológico hodierno traz à luz a fulcral relevância dos cuidados paliativos de qualidade acessíveis para todos. Pela importância que o serviço social assume na defesa da garantia dos direitos humanos, com uma ação direta nestes cuidados, o presente estudo pretendeu analisar os cuidados paliativos na perspectiva de assistentes sociais, tendo em conta o atual contexto das políticas sociais e de saúde. Optou-se por uma investigação quanti e qualitativa, através de um inquérito por questionário dirigido a todas as unidades/equipas de cuidados paliativos identificadas no território nacional (Portugal Continental e Regiões Autónomas), com assistentes sociais. A amostra foi constituida por 17 profissionais de serviço social, na sua maioria mulheres (94,1%), com idades entre os 25 e os 57 anos, a exercer a profissão há 5,5 anos, em média, na área dos cuidados paliativos. Os resultados do estudo mostram-nos que os assistentes sociais estão inseridos em 86,36% das unidades/equipas, sendo estas maioritamente de natureza pública. Os profissionais mais frequentes na constituição das equipas são o médico, enfermeiro, assistente social e psicólogo. Todos ou quase todos têm formação específica na área, tendo a maioria apoio para formação continuada. As condições de trabalho atuais foram alvo de uma avaliação desfavorável por parte da amostra. Estes profissionais perspectivam o acesso a estes cuidados como sendo pouco equitativos, apontam a falta quer de estruturas que cubram geograficamente todo o país, quer de recursos humanos adequados, não esquecendo a ausência de regulamentação da atividade laboral dos profissionais nos cuidados paliativos. É exigido ao assistente social uma intervenção baseada no cumprimento de objetivos que apresentem resultados rápidos, o que tem vindo a dificultar uma intervenção eficaz desde a admissão até ao encaminhamento do doente para continuidade de cuidados. A presente investigação oferece um contributo para a produção de conhecimento capaz de evidenciar as transformações que têm vindo a ocorrer na prática dos profissionais permitindo contribuir para a reflexão sobre os contextos e processos de intervenção, assim como sobre a promoção do direito aos cuidados paliativos de qualidade em Portugal. / The current demographic and epidemiological context highlights the crucial importance of quality palliative care accessible for all. The importance that social work assumes in the defense of human rights guarantees, with a direct action on these care, this study aims to analyze the palliative care from the perspective of social workers, taking into account the current context of social and health policies. We chosed a quantitative and qualitative research through a questionnaire addressed to the universe of the palliative care institutions identified in the national territory (Portugal’s mainland and the Autonomous Regions), with social workers. The sample has 17 social work professionals, mostly women (94.1%), aged between 25 and 57 years. They work as a social worker for 5.5 years on average in the area of care palliative. The results of the study show us that social workers are included in 86.36% of the units / teams, wich are mostly public services. The most frequent professionals in the teams are the doctor, nurse, social worker and psychologist. All or almost all have specific training in the area, and the majority has institutional support for continuing training. Current conditions of work have received an unfavorable evaluation by the participants. The inquired considered access to palliative care as being inequitable, or point to a lack of structures that geographically cover the whole country, whether adequate human resources, not to mention the lack of regulation of the activity of professionals working in palliative care. An intervention based on the achievement of goals that have quick results, which have been a difficulty for an effective intervention from the admission to the referral of the patient for continuity of care is required of the social worker. This research offers a contribution to knowledge production, able to highlight the changes that have taken place in professional practice, allowing to contribute to the reflection about the contexts and processes of intervention as well as on the promotion of the right to quality palliative care of in Portugal.

The recent years have witnessed increased development of small, autonomous fixed-wing Unmanned Aerial Vehicles (UAVs). In order to unlock widespread applicability of these platforms, they need to be capable of operating under a variety of environmental conditions. Due to their small size, low weight, and low speeds, they require the capability of coping with wind speeds that are approaching or even faster than the nominal airspeed. In this thesis, a nonlinear-geometric guidance strategy is presented, addressing this problem. More broadly, a methodology is proposed for the high-level control of non-holonomic unicycle-like vehicles in the presence of strong flowfields (e.g. winds, underwater currents) which may outreach the maximum vehicle speed. The proposed strategy guarantees convergence to a safe and stable vehicle configuration with respect to the flowfield, while preserving some tracking performance with respect to the target path. As an alternative approach, an algorithm based on Model Predictive Control (MPC) is developed, and a comparison between advantages and disadvantages of both approaches is drawn. Evaluations in simulations and a challenging real-world flight experiment in very windy conditions confirm the feasibility of the proposed guidance approach.

Shearing is a fast and inexpensive method to cut sheet metal that has been used since the beginning of the industrialism. Consequently, published experimental studies of shearing can be found from over a century back in time. Recent studies, however, are due to the availability of low cost digital computation power, mostly based on finite element simulations that guarantees quick results. Still, for validation of models and simulations, accurate experimental data is a requisite. When applicable, 2D models are in general desirable over 3D models because of advantages like low computation time and easy model formulation. Shearing of sheet metal with parallel tools is successfully modelled in 2D with a plane strain approximation, but with angled tools the approximation is less obvious. Therefore, plane strain approximations for shearing with angled tools were evaluated by shear experiments of high accuracy. Tool angle, tool clearance, and clamping of the sheet were varied in the experiments. The results showed that the measured forces in shearing with angled tools can be approximately calculated using force measurements from shearing with parallel tools. Shearing energy was introduced as a quantifiable measure of suitable tool clearance range. The effects of the shearing parameters on forces were in agreement with previous studies. Based on the agreement between calculations and experiments, analysis based on a plane strain assumption is considered applicable for angled tools with a small (up to 2 degrees) rake angle.

Deployment of low power basestations within cellular networks can potentially increase both capacity and coverage. However, such deployments require efficient resource allocation schemes for managing interference from the low power and macro basestations that are located within each other’s transmission range. In this dissertation, we propose novel and efficient dynamic resource allocation algorithms in the frequency, time and space domains. We show that the proposed algorithms perform better than the current state-of-art resource management algorithms. In the first part of the dissertation, we propose an interference management solution in the frequency domain. We introduce a distributed frequency allocation scheme that shares frequencies between macro and low power pico basestations, and guarantees a minimum average throughput to users. The scheme seeks to minimize the total number of frequencies needed to honor the minimum throughput requirements. We evaluate our scheme using detailed simulations and show that it performs on par with the centralized optimum allocation. Moreover, our proposed scheme outperforms a static frequency reuse scheme and the centralized optimal partitioning between the macro and picos. In the second part of the dissertation, we propose a time domain solution to the interference problem. We consider the problem of maximizing the alpha-fairness utility over heterogeneous wireless networks (HetNets) by jointly optimizing user association, wherein each user is associated to any one transmission point (TP) in the network, and activation fractions of all TPs. Activation fraction of a TP is the fraction of the frame duration for which it is active, and together these fractions influence the interference seen in the network. To address this joint optimization problem which we show is NP-hard, we propose an alternating optimization based approach wherein the activation fractions and the user association are optimized in an alternating manner. The subproblem of determining the optimal activation fractions is solved using a provably convergent auxiliary function method. On the other hand, the subproblem of determining the user association is solved via a simple combinatorial algorithm. Meaningful performance guarantees are derived in either case. Simulation results over a practical HetNet topology reveal the superior performance of the proposed algorithms and underscore the significant benefits of the joint optimization. In the final part of the dissertation, we propose a space domain solution to the interference problem. We consider the problem of maximizing system utility by optimizing over the set of user and TP pairs in each subframe, where each user can be served by multiple TPs. To address this optimization problem which is NP-hard, we propose a solution scheme based on difference of submodular function optimization approach. We evaluate our scheme using detailed simulations and show that it performs on par with a much more computationally demanding difference of convex function optimization scheme. Moreover, the proposed scheme performs within a reasonable percentage of the optimal solution. We further demonstrate the advantage of the proposed scheme by studying its performance with variation in different network topology parameters.

El presente trabajo representa un análisis situacional a la política pública departamental de juventud de Antioquia “PEDJ 2006-2015” en desarrollo de la “línea de acción 5. vinculación de los jóvenes al mundo laboral” en la ciudad de Medellín para el período 2006-2014. Como seguimiento a una estrategia que propicia una adecuada inserción de los jóvenes en el ámbito socioeconómico. Esta población presenta restricciones para completar un óptimo proceso de acumulación de capital humano y social que le permita insertarse en el mercado laboral en condiciones favorables. El objetivo principal consiste en analizar la inclusión de los Jóvenes al mundo laboral y otros actores sociales vinculados a la implementación y ejecución de la Política pública de juventud de Antioquia, como estrategia que garantice el tránsito de los jóvenes al mundo laboral y productivo en condiciones de calidad, estabilidad, y protección especial en los aspectos que se requieran. Las líneas de acción se enmarcan en las dimensiones de capital social, educación y mercado laboral e inserción productiva.
