The authors investigated various life history aspects of 19 rockfish species (Sebastes chlorostictus, S. constellatus, S. dalli, S. elongatus, S. ensifer, S. entomelas, S. flavidus, S. goodei, S. hopkinsi, S. levis, S. melanostomus, S. miniatus, S. ovalis, S. paucispinis, S. rosaceus, S. rosenblatti, S. rufus, s. saxicola, S. semicinctus) from the southern California Bight. These aspects included depth distribution, age-length relationships (of 7 species), length-weight relationships, size at first maturity, spawning season, and fecundity. Growth rates of female S. elongatus, S. hopkinsi, S. ova/is, S. saxicola, and S. semicinctus were higher than male conspecifics. Multiple spawning per season was found in 12 species. Generally, most species spawned between late winter and early summer, though there was some spawning within the genus throughout the year. Spawning season duration ranged from 2 (S. flavidus) to 10 months (S. paucispinis). Spawning seasons tended to start earlier in the year and be of longer duration in the southern California Bight, compared to published data on central California conspecifics. Males matured at a smaller length in 7 of the 17 species studied. Maximum fecundities ranged from 18,000 (S. dalll) to about 2,680,000 (S. levis). (PDF file contains 44 pages.)

This laboratory guide presents taxonomic information on eggs and larvae of fishes of the Northeast Pacific Ocean (north of California) and the eastern Bering Sea. Included are early-life-history series, illustrations, and comparative descriptions of 232 species expected to spawn here, out of a total 627 species known to occur in marine waters of this area. Meristic and general life-history data are included, as well as diagnostic characters to help identify eggs and larvae. Most of this information has been gleaned from literature, with the addition of 200 previously unpublished illustrations. (PDF file contains 654 pages.)

This study aims to reconstruct the history of shore whaling in the southeastern United States, emphasizing statistics on the catch of right whales, Eubalaena glacialis, the preferred targets. The earliest record of whaling in North Carolina is of a proposed voyage from New York in 1667. Early settlers on the Outer Banks utilized whale strandings by trying out the blubber of carcasses that came ashore, and some whale oil was exported from the 1660s onward. New England whalemen whaled along the North Carolina coast during the 1720s, and possibly earlier. As some of the whalemen from the northern colonies moved to Nortb Carolina, a shore-based whale fishery developed. This activity apparently continued without interruption until the War of Independence in 1776, and continued or was reestablished after the war. The methods and techniques of the North Carolina shore whalers changed slowly: as late as the 1890s they used a drogue at the end of the harpoon line and refrained from staying fast to the harpooned whale, they seldom employed harpoon guns, and then only during the waning years of the fishery. The whaling season extended from late December to May, most successfully between February and May. Whalers believed they were intercepting whales migrating north along the coast. Although some whaling occurred as far north as Cape Hatteras, it centered on the outer coasts of Core, Shackleford, and Bogue banks, particularly near Cape Lookout. The capture of whales other than right whales was a rare event. The number of boat crews probably remained fairly stable during much of the 19th century, with some increase in effort in the late 1870s and early 1880s when numbers of boat crews reached 12 to 18. Then by the late 1880s and 1890s only about 6 crews were active. North Carolina whaling had become desultory by the early 1900s, and ended completely in 1917. Judging by export and tax records, some ocean-going vessels made good catches off this coast in about 1715-30, including an estimated 13 whales in 1719, 15 in one year during the early 1720s, 5-6 in a three-year period of the mid to late 1720s, 8 by one ship's crew in 1727, 17 by one group of whalers in 1728-29, and 8-9 by two boats working from Ocracoke prior to 1730. It is impossible to know how representative these fragmentary records are for the period as a whole. The Carolina coast declined in importance as a cruising ground for pelagic whalers by the 1740s or 1750s. Thereafter, shore whaling probably accounted for most of the (poorly documented) catch. Lifetime catches by individual whalemen on Shackleford Banks suggest that the average annual catch was at least one to two whales during 1830·80, perhaps about four during the late 1870s and early 1880s, and declining to about one by the late 1880s. Data are insufficient to estimate the hunting loss rate in the Outer Banks whale fishery. North Carolina is the only state south of New Jersey known to have had a long and well established shore whaling industry. Some whaling took place in Chesapeake Bay and along the coast of Virginia during the late 17th and early 18th centuries, but it is poorly documented. Most of the rigbt whales taken off South Carolina, Georgia, and northern Florida during the 19th century were killed by pelagic whalers. Florida is the only southeastern state with evidence of an aboriginal (pre-contact) whale fishery. Right whale calves may have been among the aboriginal whalers' principal targets. Adult steelhead (Oncorhynchus mykiss irideus) scales were analyzed from eight fall-run, two spring-run, and one winter-run stocks within the Klamath-Trinity River system, from 1981 through 1983, to provide basic information on age, growth, and life history. The higher degree of half-pounder occurrence of upper Klamath River steelhead stocks (86.7 to 100%) compared to Trinity River steelhead stocks (32.0 to 80.0%) was the major life history difference noted in scale analysis. Early life history was similar for all areas sampled with most juveniles (86.4%) remaining in freshwater during the first two years of life before migrating to sea. Repeat spawning ranged from 17.6 to 47.9% for fall-run, 40.0 to 63.6% for spring-run, and 31.1% for winter-run steelhead. Mean length of adults at first spawning was inversely related to percent half-pounder occurrence in each stock. Ages of returning spawners, back calculated lengths at various life stages, and growth information are presented. (PDF contains 22 pages)

To improve the cod stocks in the Baltic Sea, a number of regulations have recently been established by the International Baltic Sea Fisheries Commission (IBSFC) and the European Commission. According to these, fishermen are obliged to use nets with escape windows (BACOMA nets) with a mesh size of the escape window of 120 mm until end of September 2003. These nets however, retain only fish much larger than the legal minimum landing size would al-low. Due to the present stock structure only few of such large fish are however existent. As a consequence fishermen use a legal alternative net. This is a conventional trawl with a cod-end of 130 mm diamond-shaped meshes (IBSFC-rules of 1st April 2002), to be increased to 140 mm on 1st September 2003, according to the mentioned IBSFC-rule. Due legal alterations of the net by the fishermen (e.g. use of extra stiff net material) these nets have acquired extremely low selective properties, i. e. they catch very small fish and produce great amounts of discards. Due to the increase of the minimum landing size from 35 to 38 cm for cod in the Baltic, the amount of discards has even increased since the beginning of 2003. Experiments have now been carried out with the BACOMAnet on German and Swedish commercial and research vessels since arguments were brought forward that the BACOMA net was not yet sufficiently tested on commercial vessels. The results of all experiments conducted so far, are compiled and evaluated here. As a result of the Swedish, Danish and German initiative and research the European Commission reacted upon this in June 2003 and rejected the increase of the diamond-meshed non-BACOMA net from 130 mm to 140mm in September 2003. To protect the cod stocks in the Baltic Sea more effectively the use of traditional diamond meshed cod-ends with-out escape window are prohibited in community waters without derogation, becoming effective 1st of September 2003. To enable more effective and simplified control of the bottom trawl fishery in the Baltic Sea the principle of a ”One-Net-Rule“ is enforced. This is going to be the BACOMA net, with the meshes of the escape window being 110 mm for the time being. The description of the BACOMA net as given in the IBSFC-rules no.10 (revision of the 28th session, Berlin 2002) concentrates on the cod-end and the escape window but only to a less extent on the design and mesh-composition of the remaining parts of the net, such as belly and funnel and many details. Thus, the present description is not complete and leaves, according to fishermen, ample opportunity for manipulation. An initiative has been started in Germany with joint effort from scientists and the fishery to better describe the entire net and to produce a proposal for a more comprehensive description, leaving less space for manipulation. A proposal in this direction is given here and shall be seen as a starting point for a discussion and development towards an internationally uniform net, which is agreed amongst the fishery, scientists and politicians. The Baltic Sea fishery is invited to comment on this proposal, and recommendations for further improvement and specifications are welcomed. Once the design is agreed by the Baltic Fishermen Association, it shall be proposed to the IBSFC and European Commission via the Baltic Fishermen Association.

Elkhorn Slough was first exposed to direct tidal forcing from the waters of Monterey Bay with the construction of Moss Landing Harbor in 1946. Elkhorn Slough is located mid-way between Santa Cruz and Monterey close to the head of Monterey Submarine Canyon. It follows a 10 km circuitous path inland from its entrance at Moss Landing Harbor. Today, Elkhorn Slough is a habitat and sanctuary for a wide variety of marine mammals, fish, and seabirds. The Slough also serves as a sink and pathway for various nutrients and pollutants. These attributes are directly or indirectly affected by its circulation and physical properties. Currents, tides and physical properties of Elkhorn Slough have been observed on an irregular basis since 1970. Based on these observations, the physical characteristics of Elkhorn Slough are examined and summarized. Elkhorn Slough is an ebb-dominated estuary and, as a result, the rise and fall of the tides is asymmetric. The fact that lower low water always follows higher high water and the tidal asymmetry produces ebb currents that are stronger than flooding currents. The presence of extensive mud flats and Salicornia marsh contribute to tidal distortion. Tidal distortion also produces several shallow water constituents including the M3, M4, and M6 overtides and the 2MK3 and MK3 compound tides. Tidal elevations and currents are approximately in quadrature; thus, the tides in Elkhorn Slough have some of the characters of a standing wave system. The temperature and salinity of lower Elkhorn Slough waters reflect, to a large extent, the influence of Monterey Bay waters, whereas the temperature and salinity of the waters of the upper Slough (>5 km from the mouth) are more sensitive to local processes. During the summer, temperature and salinity are higher in the upper slough due to local heating and evaporation. Maximum tidal currents in Elkhorn Slough have increased from approximately 75 to 120 cm/s over the past 30 years. This increase in current speed is primarily due to the change in tidal prism which has increased from approximately 2.5 to 6.2 x 106 m3 between 1956 and 1993. The increase in tidal prism is the result of both 3 rapid man-made changes to the Slough, and the continuing process of tidal erosion. Because of the increase in the tidal prism, the currents in Elkhorn Slough exhibit positive feedback, a process with uncertain consequences. [PDF contains 55 pages]

Para isso foi designada uma comissão composta por seis deputados. O projeto continha 272 artigos influenciados pelas ideias do Iluminismo, no tocante à soberania nacional e ao liberalismo econômico. Por limitar o poder do Monarca D. Pedro I o projeto foi rejeitado com a dissolução da Assembleia em 12 de novembro de 1823.

Lake Chad is a very large, shallow eutrophic lake shared by Chad, Nigeria, Niger and Cameroun. It supplies approximately 13% of Nigeria's inland fish. It however lies in an unstable ecological environment characterised by intermittent period of rainfall and drought. This creates a very large draw down area. Consequently, the fisheries are affected by the oscillation in the size of lake due to the drought. Other factors affecting the volume of water are the numerous dams on the inflow rivers. The fishery is also subjected to intense overfishing and may be affected by pollution and other land use practices. The paper discusses changes that took place over the years as a result of the factors of drought, effect of dams on the inflow rivers. Previous records of fish production, species composition and distribution, the status of the fish stocks, their sizes are compared with more recent data. Suggestion for a national exploitation of the lake based on habitat improvement, increasing the volume of the water in the lake through controlled use of the influent rivers as well as reduction in overfishing are made

Esta tese tem como objeto a regulação política da sexualidade no âmbito da família por saberes e instituições médicas brasileiras (1838-1940). Orienta-se pelo interesse em analisar continuidades e descontinuidades na construção de objetos, estratégias e táticas políticas direcionados para a regulação higiênica e eugênica do casamento e da sexualidade infantil. De inspiração foucaultiana, inscreve-se no campo da história dos saberes e está subsidiada por um conjunto heterogêneo de documentos (teses, artigos de periódicos, livros, anais etc.) circunscritos, majoritariamente, ao campo da medicina. Analisa a constituição de uma defesa higiênica dos casamentos no pensamento médico novecentista, voltada para remanejamentos das figuras de esposa e marido na nova configuração de família que começava a se esboçar no Brasil, contrastando-a com a regulação católica da moral sexual colonial. Em seguida, descreve a visibilidade higiênica que a medicina dará a infância no século XIX, problematizando especificamente o interesse pelo tema da masturbação, que articula simultaneamente a família, centrada na figura da mãe, e a escola na convocação de zelar pela criança. Partindo das contradições sociais que se apresentaram na construção do projeto liberal nacional a partir da década de 1870, discute a apropriação do discurso da degenerescência pelo saber médico-psiquiátrico brasileiro, que propiciou uma leitura da brasilidade marcada pelo excesso sexual e pela condição degenerada da miscigenação, a fim de pensar as condições de possibilidade para a emergência do projeto de eugenia matrimonial institucionalizado nas primeiras décadas do século XX e toma como táticas a campanha pela compulsoriedade do exame pré-nupcial, o combate aos casamentos consanguíneos, o controle do contágio venéreo e o aconselhamento sexual dos casais. Analisa a campanha de educação sexual, cuja pretensão de instituir uma sciencia sexual no Brasil, de legitimidade controversa, tinha como horizonte viabilizar uma profilaxia sexual que mitigasse a produção da criminalidade, das perversões sexuais e das doenças nervosas, bem como os desajustes familiares, a partir da fabricação de um novo objeto, qual seja, a sexualidade infantil, no qual incidirá uma nova pedagogia. Nesse particular, aponta particularidades discursivas da difusão das idéias freudianas entre higienistas brasileiros. Finalmente, sinaliza a constituição da higiene mental da criança como um novo domínio para a psiquiatria brasileira, que tomou a intensa circulação afetiva intrafamiliar como ponto de ancoragem para um projeto de normalização social, ainda centrado na eugenia, mas já atravessado por uma psicologia da adaptação.

The aim of this short article is to trace the history of limnology in Sicily, from the end of the last century up to the present, and pay a little homage to a scientist to whom limnology is deeply indebted: G.E. Hutchinson. Due to its insular and climatic conditions, Sicily is characterised by a drainage network formed by numerous short, torrent-like rivers, and by a few small, natural lakes. The geological characteristics of the island strongly condition the quality of these small waterbodies which generally have surface areas of less than 0.2 km super(2). The earliest observations on Sicilian lentic waters go back more than a century; in particular, at the end of the 19th century, some of the issues regarding the natural lakes had already been brought into focus. Subsequent studies on natural waterbodies concentrated on the geomorphology of landslide lakes or lakes created by the dissolution of the gypsum tableland. However, many of the waterbodies no longer exist because of land reclamation which took place up to the first half of the 1950s. During the last 35 years, there has been a notable increase in limnological publications. In addition, these studies show a more careful and integrated approach to the limnological aspects of waterbodies, compared with the early studies.

O atendimento às demandas de determinada parcela da população que vive nas chamadas Regiões Metropolitanas no Brasil tem apresentado acentuada dificuldade em obter resultados satisfatórios, na medida em que estes espaços territoriais estejam situados em diferentes jurisdições político-territoriais. Tais dificuldades têm origem, sobretudo, na necessidade da composição de arranjos governamentais que possam atuar de forma conjunta e coordenada, abrangendo Estados e Municípios envolvidos nesta dinâmica metropolitana, e que abrange aspectos fiscais, sociais, ambientais e jurídicos. O presente trabalho analisa este último aspecto, sobretudo, em relação à questão das competências constitucionais dos entes envolvidos e o papel a ser desempenhado por cada um na regulação do solo urbano, um dos aspectos mais relevantes em relação ao tema metropolitano. Se a dependência de um eventual acordo entre os entes federativos tem se mostrado raro na história federativa brasileira, tal fato não pode constituir-se em um fator impeditivo do alcance dos direitos fundamentais estabelecidos pela Constituição Federal, principalmente levando-se em consideração que uma regulação adequada do solo urbano em uma perspectiva regional (metropolitana) é uma meio fundamental para o alcance de vários direitos, como moradia, meio ambiente equilibrado. Identificando o Estado-Membro como figura principal deste mister, por meio de uma interpretação sistemática e teleológica da Constituição, e reconhecendo o cenário de constitucionalização do direito administrativo atual bem como da chamada crise da lei, verifica-se que este ente federativo pode e deve assumir plenamente suas competências, elaborando um estudo técnico de planejamento regional, não necessariamente aprovado por lei formal, e vinculante para os Municípios.
