O presente trabalho de investigação está intitulado de “Análise de Funções de Chefe da Secção de Recursos Logísticos e Financeiros na Guarda Nacional Republicana” e desenvolveu-se na área da Gestão de Recursos Humanos. Deste modo, pretendeu-se descrever a função do chefe de uma Secção de Recursos Logísticos e Financeiros da Guarda Nacional Republicana. Para a condução da presente investigação, adotou-se o método hipotético-dedutivo, de forma a responder à pergunta de partida, às perguntas derivadas e às hipóteses de investigação. Deste modo, a referida investigação desenvolveu-se através de três fases: exploratória, analítica e conclusiva. Para operacionalizar a investigação procedeu-se à análise documental e à realização de entrevistas e de inquéritos por questionário. Apresentou-se como produto final do presente trabalho de investigação a descrição da função do chefe de uma Secção de Recursos Logísticos e Financeiros, sendo constituída pelos meios utilizados no desempenho da função, pela descrição das tarefas desempenhadas pelo chefe de uma Secção de Recursos Logísticos e Financeiros e pelo perfil de exigências da função em análise. Em suma, a função do chefe de uma Secção de Recursos Logísticos e Financeiros é resolver os problemas e colaborar nos assuntos logístico-financeiros da Unidade de forma a não obstaculizar a ação de comando do Comandante da sua Unidade, permitindo o alcance dos objetivos operacionais deste. O chefe da Secção de Recursos Logísticos e Financeiros é, ainda, o responsável por planear e executar o orçamento da Unidade.

Uma análise que interliga a questão das dotações (da diferença com os rácios, dos métodos e dos fatores a ter em conta) com a gestão de recursos humanos (a necessidade de um plano estratégico de recursos humanos na saúde) e os discursos de acessibilidade e acesso universal a cuidados de enfermagem. Três prismas que convergem na necessidade de se prestar atenção e ter em conta, portanto a recentrar nas questões da equidade e da responsabilidade.

El siguiente trabajo de grado propone un modelo simplificado de gobierno y gestión de las tecnologías de información en las pequeñas y medianas empresas de servicios en Colombia, a partir de la selección e integración de procesos enunciados por algunos de los marcos de trabajo y buenas prácticas de TI que gozan de un reconocimiento generalizado -- En concreto, se han tomado elementos de COBIT 5, ISO/IEC 20000, ITIL V3, CMMI 1.3, PMBOK 5 e ISO/IEC 27000 -- Para el diseño del modelo propuesto se han identificado cada uno de los procesos dispuestos por los diferentes marcos de referencia -- Acto seguido se ha procedido a identificar todos los procesos comunes entre los diferentes modelos de gestión, seleccionando aquellos que se consideran imprescindibles en la generación de valor y evitando aquellos que complejizaran la gestión para el foco de nuestro alcance -- Los procesos identificados y seleccionados fueron agrupados bajo áreas de proceso, las cuales, a su vez, describen subprocesos que tienen un propósito declarado y unas estrategias de gestión y actividades propuestas, que seguidas, satisfacen el objetivo establecido para cada uno de los subprocesos, y en conjunto, suponen un modelo de gobierno de TI adecuado para las pequeñas y medianas empresas prestadoras de servicios en Colombia

Invasive insects that successfully establish in introduced areas can significantly alter natural communities. These pests require specific establishment criteria (e.g. host suitability) that, when known, can help quantify potential damage to infested areas. Emerald ash borer (Agrilus planipennis [Coleoptera: Buprestidae]) is an invasive phloem-feeding pest which is responsible for the death of millions of ash trees (Fraxinus spp. L.). Over 200 surviving ash trees were previously identified in the Huron-Clinton Metroparks located in southeast Michigan. Trees were assessed over a four year period and a hierarchical cluster analysis was performed on dieback, vigor, and presence of signs and symptoms, in order to place trees into one of three tolerance groups. The clustering of trees with different responses to emerald ash borer attack suggests that there are different tolerance levels in North American ash trees in southeastern Michigan, and these groups were designated as apparently tolerant, not tolerant and intermediate tolerance. Adult landing rates and evidence of adult emergence were significantly lower in the apparently tolerant group compared with the not tolerant group, but larval survival from eggs placed on trees did not differ between tolerance groups. Therefore, it appears that apparently tolerant trees survive because they are less attractive to adult beetles which results in fewer eggs being laid on them. Trees in the apparently tolerant group remained of higher vigor over the four years of the study. North American ash may survive the emerald ash borer epidemic due to natural variation and inherent resistance regardless of the lack of co-evolutionary history with emerald ash borer.

Credible spatial information characterizing the structure and site quality of forests is critical to sustainable forest management and planning, especially given the increasing demands and threats to forest products and services. Forest managers and planners are required to evaluate forest conditions over a broad range of scales, contingent on operational or reporting requirements. Traditionally, forest inventory estimates are generated via a design-based approach that involves generalizing sample plot measurements to characterize an unknown population across a larger area of interest. However, field plot measurements are costly and as a consequence spatial coverage is limited. Remote sensing technologies have shown remarkable success in augmenting limited sample plot data to generate stand- and landscape-level spatial predictions of forest inventory attributes. Further enhancement of forest inventory approaches that couple field measurements with cutting edge remotely sensed and geospatial datasets are essential to sustainable forest management. We evaluated a novel Random Forest based k Nearest Neighbors (RF-kNN) imputation approach to couple remote sensing and geospatial data with field inventory collected by different sampling methods to generate forest inventory information across large spatial extents. The forest inventory data collected by the FIA program of US Forest Service was integrated with optical remote sensing and other geospatial datasets to produce biomass distribution maps for a part of the Lake States and species-specific site index maps for the entire Lake State. Targeting small-area application of the state-of-art remote sensing, LiDAR (light detection and ranging) data was integrated with the field data collected by an inexpensive method, called variable plot sampling, in the Ford Forest of Michigan Tech to derive standing volume map in a cost-effective way. The outputs of the RF-kNN imputation were compared with independent validation datasets and extant map products based on different sampling and modeling strategies. The RF-kNN modeling approach was found to be very effective, especially for large-area estimation, and produced results statistically equivalent to the field observations or the estimates derived from secondary data sources. The models are useful to resource managers for operational and strategic purposes.

The federally endangered Karner blue butterfly (Lycaeides melissa samuelis Nabokov) persists in rare oak/pine grassland communities spanning across the Great Lakes region, relying on host plant wild blue lupine (Lupinus perennis). Conservation efforts since 1992 have led to the development of several programs that restore and monitor habitat. This study aims to evaluate Karner blue habitat selection in the state of Wisconsin and develop high-resolution tools for use in conservation efforts. Spatial predictive models developed during this study accurately predicted potential habitat across state properties based on soils and canopy cover, and identified ~51-100% of Karner blue occurrences based on lupine and shrub/tree cover, and focal nectar plant abundance. When evaluated relative to American bison (Bison bison), Karner blues and lupine were more likely to occur in areas of low disturbance, but aggregated where bison were recently present in areas of moderate/high disturbance. Lupine C:N ratio increased relative to cover of shrubs/trees and focal nectar plant abundance and decreased relative to cover of groundlitter. Karner blue density increased with lupine C:N ratio, decreased with nitrogen content, and was not related to phenolic levels. We strongly suggest that areas of different soil textures must be managed differently and that maintenance techniques should generate a mix of shrubs/tree cover (10-45%), groundlitter cover (~10-40%), >5% cover of lupine, and establish an abundance of focal nectar plants. This study provides unique tools for use in conservation and should aid in focusing management efforts and recovery of this species.

Purpose – The focus of this research is to find out a meaningful relationship between adopting sustainability practices and some of the characteristics of institutions of higher education (IHE). IHE can be considered as the best place to promote sustainability and develop the culture of sustainability in society. Thus, this research is conducted to help developing sustainability in IHE which have significant direct and indirect impact on society and the environment. Design/methodology/approach – First, the sustainability letter grades were derived from “Greenreportcard.org” which have been produced based on an evaluation of each school in nine main categories including: Administration, Climate Change & Energy, Food & Recycling, etc. In the next step, the characteristics of IHE as explanatory variables were chosen from “The Integrated Postsecondary Education Data System” (IPEDS) and respective database was implemented in STATA Software. Finally, the “ordered-Probit Model” is used through STATA to analyze the impact of some IHE’s factor on adopting sustainability practices on campus. Finding - The results of this analysis indicate that variables related to “Financial support” category are the most influential factors in determining the sustainability status of the university. “The university features” with two significant variables for “Selectivity” and “Top 50 LA” can be classified as the second influential category in this table, although the “Student influence” is also eligible to be ranked as the second important factor. Finally, the “Location feature” of university was determined with the least influential impact on the sustainability of campuses. Originality/value – Understanding the factors which influence adopting sustainability practices in IHE is an important issue to develop more effective sustainability’s methods and policies.

This phenomenological study explored Black male law enforcement officers’ perspectives of how racial profiling shaped their decisions to explore and commit to a law enforcement career. Criterion and snow ball sampling was used to obtain the 17 participants for this study. Super’s (1990) archway model was used as the theoretical framework. The archway model “is designed to bring out the segmented but unified and developmental nature of career development, to highlight the segments, and to make their origin clear” (Super, 1990, p. 201). Interview data were analyzed using inductive, deductive, and comparative analyses. Three themes emerged from the inductive analysis of the data: (a) color and/or race does matter, (b) putting on the badge, and (c) too black to be blue and too blue to be black. The deductive analysis used a priori coding that was based on Super’s (1990) archway model. The deductive analysis revealed the participants’ career exploration was influenced by their knowledge of racial profiling and how others view them. The comparative analysis between the inductive themes and deductive findings found the theme “color and/or race does matter” was present in the relationships between and within all segments of Super’s (1990) model. The comparative analysis also revealed an expanded notion of self-concept for Black males – marginalized and/or oppressed individuals. Self-concepts, “such as self-efficacy, self-esteem, and role self-concepts, being combinations of traits ascribed to oneself” (Super, 1990, p. 202) do not completely address the self-concept of marginalized and/or oppressed individuals. The self-concept of marginalized and/or oppressed individuals is self-efficacy, self-esteem, traits ascribed to oneself expanded by their awareness of how others view them. (DuBois, 1995; Freire, 1970; Sheared, 1990; Super, 1990; Young, 1990). Ultimately, self-concept is utilized to make career and life decisions. Current human resource policies and practices do not take into consideration that negative police contact could be the result of racial profiling. Current human resource hiring guidelines penalize individuals who have had negative police contact. Therefore, racial profiling is a discriminatory act that can effectively circumvent U.S. Equal Employment Opportunities Commission laws and serve as a boundary mechanism to employment (Rocco & Gallagher, 2004).

The Chihuahua desert is one of the most biologically diverse ecosystems in the world, but suffers serious degradation because of changes in fire regimes resulting in large catastrophic fires. My study was conducted in the Sierra La Mojonera (SLM) natural protected area in Mexico. The purpose of this study was to implement the use of FARSITE fire modeling as a fire management tool to develop an integrated fire management plan at SLM. Firebreaks proved to detain 100% of wildfire outbreaks. The rosetophilous scrub experienced the fastest rate of fire spread and lowland creosote bush scrub experienced the slowest rate of fire spread. March experienced the fastest rate of fire spread, while September experienced the slowest rate of fire spread. The results of my study provide a tool for wildfire management through the use geospatial technologies and, in particular, FARSITE fire modeling in SLM and Mexico.

As part of ongoing studies concerned with the small-scale fisheries of the South of Portugal, experimental fishing was carried out with monofilament gillnets and small hook longlines within the same area. Sixty-two species were caught, of which 20 were common to both gears. Pronounced differences in terms of the relative importance of different species in the catches were observed. Size selection patterns also differed, with highly overlapped hook catch distributions and few species showing evidence for size selectivity. In contrast, strong selectivity was characteristic of species which tend to be "wedged" in gillnets. Whereas smaller stretched mesh sizes (particularly 40 and 50 mm) caught significant numbers of illegal sized fish, this was minimal in the longlines. Some implications for management are discussed.

Hasta hace casi una década, la guerra contra el terrorismo fue una lucha solitaria de los Estados. Actualmente y debido a las implicaciones globales de este fenómeno, las acciones contra este flagelo han adquirido connotación internacional. Gran parte de los países miembros de las Naciones Unidas han acogido esta guerra –contra un enemigo común, pero indefinido- como un compromiso político en favor de la paz y seguridad internacional. La producción constante de instrumentos internacionales que condenan el terrorismo y que exigen tomar medidas para combatirlo, demuestran que esa intención política originaria se ha decantado en el ordenamiento internacional como una obligación autónoma, de carácter consuetudinario; que hace que actualmente no haya país en el mundo que pueda excusarse de combatir al terrorismo (interno o transnacional) independientemente de las justificaciones que se puedan aludir para el no cumplimiento.

Como resultado de la Misión Empresarial Caribe realizada por la Escuela de Administración de la Universidad del Rosario en abril de 2016, se realizó el presente documento donde se plantea una propuesta de mejora para el proceso de empaque de BanaFruts S.A.S. mediante el uso de teorías administrativas enfocadas a la gestión de calidad del producto como: Teoría de Restricciones, Kaizen y Cero defectos. La propuesta consiste en tener un proceso de control de calidad mucho menos repetitivo y más eficiente a lo largo del empaque del producto, donde solo los operarios de desmane se deberán encargar de definir cuáles bananos cumplen o no con las especificaciones de DOLE en esa etapa y además se aseguren de cumplir con nuevos límites de saturación de los frutos en las piscinas. Éstos se encontrarán en donde se alcanza el 90% de la capacidad de cada tanque. Para el de desmane estará a una altura de 0.54m; y para el de saneo estará a una altura de 0.49m. Así se actuará der manera preventiva y no reactiva como sucede actualmente, garantizando que los bananos no se lastimen y se reduzca el exceso de revisión a lo largo del proceso. Este cambio de gestión de calidad permitirá en primera instancia que los trabajadores en etapas diferentes a las de desmane se enfoquen en una sola tarea y no tengan que volver a verificar los aspectos de calidad del producto, seguido de un aumento de productividad en el procesamiento de los bananos por parte de éstos. Adicionalmente, se hace énfasis en la importancia de la mejora continua del proceso en general para asegurar un incremento gradual en la productividad. Para esto se propone un nuevo modelo de gestión de los recursos humanos donde los operarios serán más proactivos, tendrán una mayor participación en la identificación y solución de problemas y se encargarán de llevar a cabo sus labores de manera más eficiente. En este sentido, las acciones a tomar serán: seleccionar, organizar, limpiar y estandarizar. Finalmente, hay que estandarizar el proceso, es decir que debe existir una revisión continua para no permitir que los errores se repitan. Todas estas acciones estarán a cargo de un equipo líder llamado “Equipo BanaFruts”. Éste tendrá la responsabilidad de acompañar a los trabajadores en la realización de las actividades mencionadas y medir sus resultados.

It is well known that human resources play a valuable role in a sustainable organizational development. Indeed, this work will focus on the development of a decision support system to assess workers’ satisfaction based on factors related to human resources management practices. The framework is built on top of a Logic Programming approach to Knowledge Representation and Reasoning, complemented with a Case Based approach to computing. The proposed solution is unique in itself, once it caters for the explicit treatment of incomplete, unknown, or even self-contradictory information, either in terms of a qualitative or quantitative setting. Furthermore, clustering methods based on similarity analysis among cases were used to distinguish and aggregate collections of historical data or knowledge in order to reduce the search space, therefore enhancing the cases retrieval and the overall computational process.
