Este artigo apresenta ao leitor a súmula de uma pesquisa realizada em 2000 e 2001, com cinco diretores do Ensino Fundamental Público de Rio Claro. Realizou-se entrevistas das quais extraiu-se dados referentes às representações dos diretores com relação à violência e às ações adotadas nas escolas desses sujeitos, para se amenizar a problemática. A análise dos dados conduziu ao conhecimento de um quadro precário nas escolas selecionadas, onde a prática da exclusão ainda é muito empregada.

After a long period of military dictatorship, the Brazilian people, following the redemocratization in the late 1980s, experimented the possibility of electing their political representatives. This experience of democracy and citizenship included in the electoral process, now, appear as one of the main challenges to make the Brazilian public schools more democratic and participative, through the election of school managers. The purpose of this paper is to discuss the historical aspects of the process of electing representatives in Brazil and the possibilities of direct elections for school managers. At first recovering the struggle of the Brazilian society in search of an effective political participation and, subsequently, pointing out the limits and possibilities of the introduction of direct elections for school managers as a mechanism to consolidate a more democratic school.

This article discusses the preservation of cultural heritage, particularly the historical and architectural, in small municipalities in São Paulo State, in particular the Central Administrative Region. It pointed out that urban planning and master plans may represent an opportunity for such municipalities definitely incorporate preservation, locally. It also presents a small survey of considerations of national heritage at the municipal level and by CONDEPHAAT and IPHAN.

Although physical education is regulated by law and recognized as a mandatory component of basic education class, which includes high school, there are many reports that these classes do not actually happen. Such evidence shows the situation experienced by the author of this study, which brought this research to the attention. Therefore, the objective was to investigate and understand the perspective of students, physical education teachers, principals and coordinators forward their ideas to this reality, about the high school physical education in private schools. The research made use of qualitative approach, guided by an exploratory study. The technique was undertaken to collect the questionnaire with open and closed questions, involving 263 students enrolled in high school of four schools in two cities in the state of Sao Paulo and also the director, coordinator and professor of physical education of each one of these institutions, resulting in 12 education professionals. The categories of analysis were defined as: 1. Regarding physical education in high school, 2. The occurrence of physical rducation in high school, 3. Content and dynamic strategies developed in class 4. Student participation in class. The results show that despite, although some schools have physical education classes, there are still many students who do not take them. This reveals a double challenge to the area, which is: although it is essential that such a curriculum component is included in the grades (respecting the regional law legal system) that is not enough students that actually participate in it. As teachers, coordinators and directors recognize the importance of effective physical education, there are numerous of factors that deserve consideration to better understand this reality. The Urban Plans are technical and politician tools and their elaboration must have citizen involvement. Thus, several aspects must be taken into account while preparing it including both technical and communitarian urban development besides environmental and sanitation features. The paper aim is to present the applied techniques and to discuss the results obtained from physical and environmental diagnostic made to prepare Rio Claro and Iracemápolis Urban Plans. From the presented experiences it was possible to identify adequate technical proceedings as well as to verify general problems that can emerge during Urban Plan diagnostic phase.

The paper analyzes the implementation of the new regulatory framework of urban policy in Brazil, synthesized by the Constitution of 1988 and its subsequent regulations by the Statute of the City (Federal Law No. 10.257/2001). The empirical analysis focuses on three medium-sized cities in the state of São Paulo (Piracicaba, Bauru and Rio Claro), and addresses three complementary dimensions. First: interprets the participatory processes that resulted in the new Master Plan. Second, analyzes the crisis of the developmental model for understanding the transformations experienced by the Brazilian urban network, through which the medium-sized cities took on increasing economic relevance. Third: examines the inclusion and regulation of Special Zones of Social Interest (ZEIS) and how this instrument has been used in dealing with urban problems and the housing deficit. Apart from normative considerations, the study aims to assess the actual contribution of the City Statute in the democratization of urban management.

The hegemonic version of democracy is based on Schumpeter’s approach, a legacy of liberal pluralism that reduces the formation of legitimate majorities through representation. Nevertheless, the democratization of authoritarian countries has provided innovative experiences of civil society in new participatory formats. At the institutional level, the Statute of the City regulated the chapter of the Urban Policy of the Federal Constitution of 1988. It advocates participatory formats of public policies in urban management “through public participation and representative associations”. The construction of this agenda is the result of institutional imposition and it reflects the government decisions and civil society demands. This paper analyzes the participation, its ability to share decisions, and to what extent these participatory formats depend on governments for the implementation of new paradigms of urban management. The approach combines theoretical and empirical analysis of development processes of Master Plans normatively guided by the City Statute. The empirical basis is formed by three medium-sized cities in Sao Paulo state: Piracicaba, Bauru and Rio Claro.
