In this study, we revisited the phylogeography of the three of major DENV-3 genotypes and estimated its rate of evolution, based on the analysis of the envelope (E) gene of 200 strains isolated from 31 different countries around the world over a time period of 50 years (1956-2006). Our phylogenetic analysis revealed a geographical subdivision of DENV-3 population in several country-specific clades. Migration patterns of the main DENV-3 genotypes showed that genotype I was mainly circumspect to the maritime portion of Southeast-Asia and South Pacific, genotype 11 stayed within continental areas in South-East Asia, while genotype III spread across Asia, East Africa and into the Americas. No evidence for rampant co-circulation of distinct genotypes in a single locality was found, suggesting that some factors, other than geographic proximity, may limit the continual dispersion and reintroduction of new DENV-3 variants. Estimates of the evolutionary rate revealed no significant differences among major DENV-3 genotypes. The mean evolutionary rate of DENV-3 in areas with long-term endemic transmissions (i.e., Indonesia and Thailand) was similar to that observed in the Americas, which have been experiencing a more recent dengue spread. We estimated the origin of DENV-3 virus around 1890, and the emergence of current diversity of main DENV-3 genotypes between the middle 1960s and the middle 1970s, coinciding with human population growth, urbanization, and massive human movement, and with the description of the first cases of DENV-3 hemorrhagic fever in Asia. This article compares the efficiency of induced polarization (IP) and resistivity in characterizing a contamination plume due to landfill leakage in a typical tropical environment. The resistivity survey revealed denser electrical current flow that induced lower resistivity values due to the high ionic content. The increased ionic concentration diminished the distance of the ionic charges close to the membrane, causing a decrease in the IP phenomena. In addition, the self-potential (SP) method was used to characterize the preferential flow direction of the area. The SP method proved to be effective at determining the flow direction; it is also fast and economical. In this study, the resistivity results were better correlated with the presence of contamination (lower resistivity) than the IP (lower chargeability) data.

Objectives: Human papillomavirus (HPV) infection is a major risk factor for cervical disease. Using baseline data from the HIV-infected cohort of Evandro Chagas Clinical Research Institute at Fiocruz, Rio de Janeiro, Brazil, factors associated with an increased prevalence of HPV were assessed. Methods: Samples from 634 HIV-infected women were tested for the presence of HPV infection using hybrid capture 11 and polymerase chain reaction. Prevalence ratios (PR) were estimated using Poisson regression analysis with robust variance. Results: The overall prevalence of HPV infection was 48%, of which 94% were infected with a high-risk HPV. In multivariate analysis, factors independently associated with infection with high-risk HPV type were: younger age (<30 years of age; PR 1.5, 95% confidence interval (CI) 1.1-2.1), current or prior drug use (PR 1.3, 95% CI 1.0-1.6), self-reported history of HPV infection (PR 1.2, 95% CI 0.96-1.6), condom use in the last sexual intercourse (PR 1.3, 95% CI 1.1-1.7), and nadir CD4+ T-cell count <100 cells/mm(3) (PR 1.6, 95% CI 1.2-2.1). Conclusions: The estimated prevalence of high-risk HPV-infection among HIV-infected women from Rio de Janeiro, Brazil, was high. Close monitoring of HPV-related effects is warranted in all HIV-infected women, in particular those of younger age and advanced immunosuppression. The study aimed at getting a grass root opinion on poverty and why Ghana is still poor after 50 years of independence in spite of her richness in natural resources, second largest producer of cocoa in the word and appreciable stable political environment. The opinions of the ordinary people in the Bia district and their observed living conditions was analysed in line with theoretical basis of the study and previous studies to justify the stance that poverty should be considered as an abuse of human rights. It was concluded based on position of informants and previous data available that though many factors have been raised by previous scholars as the cause of poverty, the actions and inactions of both internal and external power-holders is the main source of poverty in Ghana. It was proposed that for poverty to be reduced in a sustainable way there should be strong civil society groups and active citizens through civic education to hold power-holders accountable. Until the actions and inactions of power-holders which have subjected many Ghanaians into intergenerational poverty are seen as human rights abuse, the rights of many Ghanaians would be constantly abused. This will eventually defeat the promotion of human rights culture in Ghana.

Background. High quality maternal health care is an important tool to reduce maternal and neonatal mortality. Services offered should be evidence based and adapted to the local setting. This qualitative descriptive study explored the perspectives and experiences of midwives, assistant physicians and medical doctors on the content and quality of maternal health care in rural Vietnam. Method. The study was performed in a rural district in northern Vietnam. Four focus group discussions with health care professionals at primary health care level were conducted. The data was analysed using qualitative manifest and latent content analysis. Result. Two main themes emerged: "Contextual conditions for maternal health care" and "Balancing between possibilities and constraints". Contextual conditions influenced both pregnant women's use of maternal health care and health care professionals' performance. The study participants stated that women's uses of maternal health care were influenced by economical constraints and cultural norms that impeded their autonomy in relation to childbearing. Structural constraints within the health care system included inadequate financing of the primary health care, resulting in lack of human resources, professional re-training and adequate equipment. Conclusion. Contextual conditions strongly influenced the performance and interaction between pregnant women and health care professionals within antenatal care and delivery care in a rural district of Vietnam. Although Vietnam is performing comparatively well in terms of low maternal and child mortality figures, this study revealed midwives' and other health care professionals' perceived difficulties in their daily work. It seemed maternal health care was under-resourced in terms of staff, equipment and continuing education activities. The cultural setting in Vietnam constituting a strong patriarchal society and prevailing Confucian norms limits women's autonomy and reduce their possibility to make independent decisions about their own reproductive health. This issue should be further addressed by policy-makers. Strategies to reduce inequities in maternal health care for pregnant women are needed. The quality of client-provider interaction and management of pregnancy may be strengthened by education, human resources, re-training and provision of essential equipment.

Drinking water utilities in urban areas are focused on finding smart solutions facing new challenges in their real-time operation because of limited water resources, intensive energy requirements, a growing population, a costly and ageing infrastructure, increasingly stringent regulations, and increased attention towards the environmental impact of water use. Such challenges force water managers to monitor and control not only water supply and distribution, but also consumer demand. This paper presents and discusses novel methodologies and procedures towards an integrated water resource management system based on advanced ICT technologies of automation and telecommunications for largely improving the efficiency of drinking water networks (DWN) in terms of water use, energy consumption, water loss minimization, and water quality guarantees. In particular, the paper addresses the first results of the European project EFFINET (FP7-ICT2011-8-318556) devoted to the monitoring and control of the DWN in Barcelona (Spain). Results are split in two levels according to different management objectives: (i) the monitoring level is concerned with all the aspects involved in the observation of the current state of a system and the detection/diagnosis of abnormal situations. It is achieved through sensors and communications technology, together with mathematical models; (ii) the control level is concerned with computing the best suitable and admissible control strategies for network actuators as to optimize a given set of operational goals related to the performance of the overall system. This level covers the network control (optimal management of water and energy) and the demand management (smart metering, efficient supply). The consideration of the Barcelona DWN as the case study will allow to prove the general applicability of the proposed integrated ICT solutions and their effectiveness in the management of DWN, with considerable savings of electricity costs and reduced water loss while ensuring the high European standards of water quality to citizens.

O objetivo do presente trabalho foi verificar o impacto da privatização na Gestão de Recursos Humanos da Companhia Siderúrgica Nacional - CSN. Para tanto, comparou-se as Políticas de Recursos Humanos da cada Subsistema - Procura, Desenvolvimento, Manutenção, Aplicação e Pesquisa - em três fases distintas da empresa: na fase estatal ou histórica, na fase de transição ou preparatória para a privatização e, finalmente, na fase privada ou atual. o primeiro capítulo compreende a história das estatais brasileiras desde o início da intervenção do Estado na economia até o movimento inverso e atual de redução do Estado através da política de privatização. Já o segundo capítulo traz um estudo detalhado sobre a Administração de Recursos Humanos. O terceiro capítulo apresenta um estudo geral da CSN. O quarto e último capítulo compreende um estudo específico da Gestão de Recursos Humanos da empresa nas três fases distintas acima mencionadas. Dentre as principais medidas tomadas pela administração da CSN que maiS afetaram os recursos humanos da empresa, encontram-se: a redução do quadro de pessoal e a terceirização das atividades operacionais da Gestão de Recursos Humanos, tais como: Recrutamento, Seleção e Treinamento (entre as mais importantes), permanecendo sob a responsabilidade do Stalf de RH da CSN apenas as atividades mais estratégicas. A recuperação da CSN só foi possível a partir da obtenção de autonomia administrativa e política. A gestão da CSN era até então prejudicada pelo excesso de normas, assim como pela sua utilização como instrumento de política pública, que muitas vezes levava ao sacrificio de seus interesses empresariais. Concluiu-se que as grandes transformações, inclusive de melhoria da eficiência da CSN, ocorreram antes mesmo da sua venda, durante o período de recuperação e preparação da empresa para a privatização.

Este estudo tem por finalidade identificar perspectiva dos profissionais de Recursos Humanos a correlação entre as competências gerenciais e a relação construída entre líderes de diferentes níveis hierárquicos e suas equipes diretas, bem como o impacto na percepção da pressão e do estresse pelas suas respectivas equipes. Um dos desafios que gerentes e outros líderes encontram é como manter um time motivado e mobilizado em um ambiente de pressão crescente, seja decorrente de uma expansão ou uma retração do seu mercado. No primeiro capítulo e no segundo capítulos fazemos a introdução e a definição do Problema, os objetivos e delimitações do estudo. No terceiro capítulo caminhamos pela história do trabalho, da organização e do homem, buscando fundamentar no tempo a jornada em busca do equilíbrio trabalho e trabalhador, o lugar do homem na construção desta história e alguns importantes pensadores da gestão de pessoas. Este capítulo abre portas para entendermos o capítulo seguinte, no qual estudamos o estresse e, em particular, o estresse ocupacional. Mostramos, ainda, a diferença entre pressão – que está no ambiente externo- e estresse, que deriva da percepção do indivíduo. O interesse neste tema é decorrente da constatação prática de que a pressão aumenta em tempos de retração do mercado, mas também aumenta em períodos em o mercado está aquecido. Logo, se houver uma correlação entre como uma equipe ou um liderado ‘percebe’ o seu líder, essa informação poderá ser útil para a Gestão de Pessoas. Aprofundamos o conceito de Suporte Social, a rede que protege o colaborador nem contextos de alta pressão e demos maior ênfase ao papel do líder como importante fonte deste suporte. No quinto capítulo analisamos o tema conflito por ser um dos temas que mais impactam o estresse ocupacional. As relações de trabalho são, por sua natureza, relações de longo prazo, o que faz do manejo adequado do conflito no ambiente de trabalho um assunto relevante na agenda do gerente. Entretanto, seu manejo adequado depende tanto do diagnóstico correto, bem como da relação de confiança construída pelo líder. Embora cientes de que parte significativa dos conflitos está relacionada às estruturas e estratégias corporativas, propositalmente dirigimos nossa atenção aos gerentes e líderes que compõem a massa de liderança dessas organizações visando provocar idéias que possam contribuir para a melhoria das relações e dos resultados. No sexto capitulo apresentamos a Metodologia e no último capítulo apresentamos e discutimos o resultado da pesquisa realizada com profissionais de Recursos Humanos de grandes empresas, buscando, através do olhar do RH, uma percepção sobre as lideranças de cada empresa e a comparação entre líderes com maior ou menor capacidade de negociação junto à sua equipe. O estudo usou uma grade flexível suportada por um questionário semi-estruturado e os dados foram tratados usando a metodologia da Análise de Conteúdo sem que fosse necessário um tratamento estatístico devido ao tamanho da amostra. O estudo apontou para a necessidade de uma exploração mais profunda do tema uma vez que a literatura e os resultados iniciais demonstraram um importante papel da chefia direta na percepção grupal do estresse e no clima organizacional. Ao concluir o trabalho a pesquisa oferece algumas ponderações sobre o papel das lideranças e o papel das corporações na equalização de equipes que vivem sob pressão constante.

A questão do Equilíbrio Competitivo é um tema importante da economia dos esportes profissionais nos Estados Unidos e na Europa. Muitas pesquisas foram feitas para estabelecer os critérios mais relevantes para avaliar a competitividade das ligas profissionais de futebol. Esta pesquisa analisou a relevância do Equilíbrio Competitivo como determinante da competitividade comparando o Brasileirão Série A com as nove principais ligas na Europa (Bélgica, Inglaterra, Alemanha, Holanda, França, Itália, Portugal, Escócia e Espanha). A competitividade é a capacidade de uma empresa (um clube) ou de uma indústria de enfrentar a concorrência efetiva ou potencial. A medida da competitividade deve levar em consideração uma série de fatores importantes como a qualidade e a relação qualidade/preço, a gestão de recursos humanos e a organização empresarial. Esse trabalho visa demonstrar que, apesar da incerteza do resultado ter sido considerado por muito tempo como um fator positivo de atratividade/interesse dos fãs nos esportes, um campeonato equilibrado poderia ter um efeito insignificante, para não dizer desprezível sobre a competitividade das ligas de futebol a longo prazo. Os resultados mostraram que o aumento do Equilíbrio Competitivo pode ser relevante para os campeonatos mais fracos (Bélgica, Holanda, Portugal, Escócia), mas nao dos cincos melhores (Alemanha, Espanha, França, Inglaterra, Itália). Consequentemente, o Equilíbrio Competitivo deve ser contemplado como uma variável desprezível quanto à competitividade das ligas de futebol, apesar do interesse crescente pelo conceito na literatura. Baseado principalmente em pesquisas de Dell'Osso e Symanski (1991) e de Oughton e Michie (2004), o índice HHI (Herfindahl-Hirschman) tem sido utilizado para determinar o nível de concentração de 11 ligas de futebol estudadas. Uma revisão da literatura sobre administração de futebol e esportes foi realizada.

O objetivo do presente trabalho foi verificar o impacto da privatização no ambiente de trabalho, relações interpessoais e perfil profissional dos empregados da Embratel. Para tanto, estudou-se a trajetória da empresa no contexto de estatal, a transição e processo de consolidação como empresa privada de um segmento altamente competitivo. O pnmelro capítulo apresenta a história das comunicações no Brasil, as implicações político-econômicas, o surgimento e desenvolvimento da Embratel. O segundo capítulo estuda cultura organizacional e sua importância na viabilização da gestão de recursos humanos. O terceiro capítulo analisa as formações grupais e as relações interpessoais no ambiente de trabalho. O quarto capítulo investiga as novas políticas de recursos humanos e os elementos que constituem o perfil profissional demandado pelo mercado. O capítulo cinco estuda clima organizacional e interfaces com a motivação e satisfação no trabalho. O sexto capítulo analisa a gestão de recursos humanos na Embratel ao longo de sua existência como estatal e a partir da privatização. O sétimo capítulo apresenta e analisa a pesquisa de clima organizacional realizada na empresa em 2000. Dentre os principais aspectos estudados verifica-se: a Embratel iniciou seu processo de modernização antes da privatização e essa veio acelerar e apresentar novos rumos para a empresa. Sua gestão era até então prejudicada pelo excesso de normas e atendimento a interesses políticos, o que lhe conferia pouca agilidade. A relação do empregado com a empresa se modificou. A nova visão e as modernas políticas de recursos humanos hoje oferecem suporte para a efetivação das mudanças desejadas e necessárias, mas também exige alto grau de adaptabilidade de todos.

Drawing upon Brazilian experience, this research explores some of the key issues to be addressed in using e-government technical cooperation designed to enhance service provision of Patent Offices in developing countries. While the development of software applications is often seen merely as a technical engineering exercise, localization and adaptation are context bounded matters that are characterized by many entanglements of human and non-humans. In this work, technical, legal and policy implications of technical cooperation are also discussed in a complex and dynamic implementation environment characterized by the influence of powerful hidden agendas associated with the arena of intellectual property (IP), which are shaped by recent technological, economic and social developments in our current knowledge-based economy. This research employs two different theoretical lenses to examine the same case, which consists of transfer of a Patent Management System (PMS) from the European Patent Office (EPO) to the Brazilian Patent Office that is locally named ‘Instituto Nacional da Propriedade Industrial’ (INPI). Fundamentally, we have opted for a multi-paper thesis comprising an introduction, three scientific articles and a concluding chapter that discusses and compares the insights obtained from each article. The first article is dedicated to present an extensive literature review on e-government and technology transfer. This review allowed the proposition on an integrative meta-model of e-government technology transfer, which is named E-government Transfer Model (ETM). Subsequently, in the second article, we present Actor-Network Theory (ANT) as a framework for understanding the processes of transferring e-government technologies from Patent Offices in developed countries to Patent Offices in developing countries. Overall, ANT is seen as having a potentially wide area of application and being a promising theoretical vehicle in IS research to carry out a social analysis of messy and heterogeneous processes that drive technical change. Drawing particularly on the works of Bruno Latour, Michel Callon and John Law, this work applies this theory to a longitudinal study of the management information systems supporting the Brazilian Patent Office restructuration plan that involved the implementation of a European Patent Management System in Brazil. Based upon the ANT elements, we follow the actors to identify and understand patterns of group formation associated with the technical cooperation between the Brazilian Patent Office (INPI) and the European Patent Office (EPO). Therefore, this research explores the intricate relationships and interactions between human and non-human actors in their attempts to construct various network alliances, thereby demonstrating that technologies embodies compromise. Finally, the third article applies ETM model as a heuristic frame to examine the same case previously studied from an ANT perspective. We have found evidence that ETM has strong heuristic qualities that can guide practitioners who are engaged in the transfer of e-government systems from developed to developing countries. The successful implementation of e-government projects in developing countries is important to stimulate economic growth and, as a result, we need to understand the processes through which such projects are being implemented and succeed. Here, we attempt to improve understanding on the development and stabilization of a complex social-technical system in the arena of intellectual property. Our preliminary findings suggest that e-government technology transfer is an inherently political process and that successful outcomes require continuous incremental actions and improvisations to address the ongoing issues as they emerge.

This work has goal of analyzing the practices of Human Resources in the per missionary enterprises of urban transportation, by bus, in the metropolitan region of de Natal, based on the standard person of the National Program of Quality 2004 and points if they are able to take part as prize-winning in this standard. Also this work aims, through a theoretical evolution of people management and its current practices, the history of the National prize Quality and its main standards, the importance of the urban transportation, its characteristics and the system itself in the metropolitan region of Natal. The research was carried out in 11 enterprises that operated in the area, with several dimensions and forms of management. The research variations were based on the standard person of the 2004 NPQ that deals with the system of work, preparation and development and life quality. In the statistical treatment, discriminated and exploiting analyses were applied. The main obtained results through the research, we can verify an administrative centralization in managers and owners hands; that 45% of the enterprises don t have a Human Resources Department, however, on the other hand, they practice some human Resources politics, indicated by the variations; as to the items system of work, 55% of the enterprises are able; preparing and development, 43%

The reality of water resources management in semiarid regions, such as the Seridó region, has been shaped by a complex chain involving social-cultural, political, economic and environmental aspects, covering different spheres of activity - from local to federal. Because water is a scarce element, the most rational way pointed out by our recent history has been to move towards an increasing emphasis on the need for a truly rational, integrated, sustainable and participatory water resources management, supported by legislation and by a network of institutions that could materialize it. In this sense, despite all the advances in the formulation of public policies in water resources, which ones have indeed lead to significant changes that have occurred or are underway in semiarid regions such as Seridó? What factors may be preventing the realization of the desires rationality embedded in the framers of water policies intents? How to properly manage water resources if the current actors who promote their management and the political, human, cultural and institutional processes that intervene in this management, show strong traces of unsustainability? The research methodology adopted in this paper led to a breakdown of the traditional approach to water resource management, to integrate it into other areas of knowledge, especially to political science and public administration, catalyzed by the concept of "sustainable development". From a broad, interdisciplinary literature review, an exhaustive characterization of the river basin Seridó, a set of interviews with key people in the public administration acting in the region, a series of diagnoses and a set of propositions were made in order to correct the direction of current public policies for the region. From the point of view of public policies, it is in the deployment phase, not in its formulation, which lies a major problem of the lack of significant progress in water management. The lack of coordination between government programs are well characterized, as well as the lack of efficiency and effectiveness of their actions. The causes of this secular model are also discussed, including political factors and social relations of production, which led to a stalemate difficult, but of possible solution. It can be perceived there is a scenario of progressive deterioration of natural resources of the fragile ecosystem and a network of environmental and social consequences difficult to reverse, the result of a persistent and inertial sociopolitical culture, whose main factors reinforce itself. The work leads towards a characterization of the water resources management also from the perspective of environmental, institutional, political and human sustainability , the latter being identified, particularly as investment in the development of people as autonomous beings - not based in ideological directives of any kind - in the emancipation of the traditional figure of the poor man of the hinterland" to the "catalyst for change" responsible for their own decisions or omissions, based upon an education for free-thinking that brings each one as co-responsible epicenter of (self-) sustainable changes in their midst
