The contribution of buildings towards total worldwide energy consumption in developed countries is between 20% and 40%. Heating Ventilation and Air Conditioning (HVAC), and more specifically Air Handling Units (AHUs) energy consumption accounts on average for 40% of a typical medical device manufacturing or pharmaceutical facility’s energy consumption. Studies have indicated that 20 – 30% energy savings are achievable by recommissioning HVAC systems, and more specifically AHU operations, to rectify faulty operation. Automated Fault Detection and Diagnosis (AFDD) is a process concerned with potentially partially or fully automating the commissioning process through the detection of faults. An expert system is a knowledge-based system, which employs Artificial Intelligence (AI) methods to replicate the knowledge of a human subject matter expert, in a particular field, such as engineering, medicine, finance and marketing, to name a few. This thesis details the research and development work undertaken in the development and testing of a new AFDD expert system for AHUs which can be installed in minimal set up time on a large cross section of AHU types in a building management system vendor neutral manner. Both simulated and extensive field testing was undertaken against a widely available and industry known expert set of rules known as the Air Handling Unit Performance Assessment Rules (APAR) (and a later more developed version known as APAR_extended) in order to prove its effectiveness. Specifically, in tests against a dataset of 52 simulated faults, this new AFDD expert system identified all 52 derived issues whereas the APAR ruleset identified just 10. In tests using actual field data from 5 operating AHUs in 4 manufacturing facilities, the newly developed AFDD expert system for AHUs was shown to identify four individual fault case categories that the APAR method did not, as well as showing improvements made in the area of fault diagnosis.

This paper presents novel collaboration methods implemented using a centralized client/server product development integration architecture, and a decentralized peer-to-peer network for smaller and larger companies using open source solutions. The product development integration architecture has been developed for the integration of disparate technologies and software systems for the benefit of collaborative work teams in design and manufacturing. This will facilitate the communication of early design and product development within a distributed and collaborative environment. The novelty of this work is the introduction of an‘out-of-box’ concept which provides a standard framework and deploys this utilizing a proprietary state-of-the-art product lifecycle management system (PLM). The term ‘out-of-box’ means to modify the product development and business processes to suit the technologies rather than vice versa. The key business benefits of adopting such an approach are a rapidly reconfigurable network and minimal requirements for software customization to avoid systems instability

This deliverable comprises the general description of the RAGE project public website – referred also as the RAGE website, accessible at http://www.rageproject.eu. The RAGE website main objectives are to raise awareness about the project activities as well as to incentivise engagement from targeted stakeholder communities. It integrates social media networks such as Twitter, Google+ and LinkedIn and has been developed using Wordpress as Content Management System (CMS). The RAGE website is constantly monitored for content management and technical support purposes.

Assessment of the quality of the marine environment forms an important part of the new 1992 OSPAR Convention for the Protection of the Marine Environment of the North-East Atlantic that was ratified and entered into force on 25 March 1998. In the ministerial statement at the signing of the Convention it was agreed that the first assessment (Quality Status Report, QSR) for all Convention waters should be produced for the year 2000. To oversee this charge a new Environmental Assessment and Monitoring Committee (ASMO) was established and a junior group under this committee, to implement necessary actions, the Assessment Co-ordination Group (ACG). Because of the wide geographical diversity and varying levels of information available in different parts of the Convention area it was decided to produce five regional reports for: I The Arctic; II The North Sea; III The Celtic seas; IV The Bay of Biscay and Iberian Coast; V The Wider Atlantic, which will be synthesised in a holistic QSR for the year 2000. The report for the North Sea will largely be an update of QSR 1993 and forms the third cycle of a developing management system for the North Sea. This paper will present the procedures that have been adopted to implement the QSRs, and outlines the guidelines that have been developed for their structure, format, design and publication.

Para ello, se analiza y contextualiza la web semántica desde una perspectiva general para posteriormente analizar las principales iniciativas que trabajan con lo audiovisual: Proyecto MuNCH, Proyecto S5T, Semantic Television y VideoActive.

The purpose of this article is to give a report about a research related with the conditions of inclusion of students with disability in a Chilean university. This research is a quantitative, descriptive and cross-sectional study. To collect the data required, a survey was developed, which was applied to 38 students with disability. The main results reveal a high retention rate of students, who exhibit a positive perception of their inclusion in their university life and also a high level of satisfaction with most of the services provided. Seven out of ten students surveyed recognize having received some sort of education care from their programs to pursue their studies. However, there still exists a lack of connection between the current initiatives developed at the university to support the enrollment and permanence of students. Added to this fact, there is a lack of protocols and training for teachers and staff. In this study it is proposed that the university must establish a management system that defines objectives, strategies and actions that contribute to improve inclusion of people with disabilities.

Power system islanding can improve the continuity of power supply. Synchronous islanded operation enables the islanded system to remain in phase with the main power system while not electrically connected, so avoiding out-of-synchronism re-closure. Specific consideration is required for the multiple-set scenario. In this paper a suitable island management system is proposed, with the emphasis being on maximum island flexibility by allowing passive islanding transitions to occur, facilitated by intelligent control. These transitions include: island detection, identification, fragmentation, merging and return-to-mains. It can be challenging to detect these transitions while maintaining syn-chronous islanded operation. The performance of this control system in the presence of a variable wind power in-feed is also examined. A Mathworks SimPowerSystems simulation is used to investigate the performance of the island management system. The benefit and requirements for energy storage, com-munications and distribution system protection for this application are considered.

The two environmental management system (EMS) standards EMAS and ISO 14001 have been available in Europe for the last 15 years. ISO 14001 has been taken up at a much larger scale but many firms in the German automotive and engineering industry have certified their EMSs according to both standards. Two research questions are addressed: (i) What explains why companies adopt both EMAS and ISO 14001? (ii) Are EMAS and ISO 14001 complements or substitutes? Based on 21 interviews with industrial and institutional representatives, this study finds that, first, the two standards are adopted for completely different reasons: while ISO 14001 is often done as a response to external pressure, EMAS tends to be motivated internally. Second, it is argued that EMAS and ISO 14001 are likely in a situation of direct competition at present which may well turn into complementarity in the future.

Good performance characterizes project success and value for money. However, performance problems are not uncommon in project management. Incentivization is generally recognized as a strategy of addressing performance problems. This chapter aims to explore incentive mechanisms and their impact on project performance. It is mainly based on the use of incentives in construction and engineering projects. The same principles apply to project management in other industry sectors. Incentivization can be used in such performance areas as time, cost, quality, safety and environment. A client has different ways of incentivizing his contractor’s performance, e.g. (1) a single incentive or multiple incentives; and (2) incentives or disincentives or a combination of both. The establishment of incentive mechanisms proves to have a significant potential for relationship development, process enhancement and performance improvement. In order to ensure the success of incentive mechanisms, both contractors and clients need to make extra efforts. As a result, a link is developed among incentive mechanisms, project management system and project performance.

Highway structures such as bridges are subject to continuous degradation primarily due to ageing and environmental factors. A rational transport policy requires the monitoring of this transport infrastructure to provide adequate maintenance and guarantee the required levels of transport service and safety. In Europe, this is now a legal requirement - a European Directive requires all member states of the European Union to implement a Bridge Management System. However, the process is expensive, requiring the installation of sensing equipment and data acquisition electronics on the bridge. This paper investigates the use of an instrumented vehicle fitted with accelerometers on its axles to monitor the dynamic behaviour of bridges as an indicator of its structural condition. This approach eliminates the need for any on-site installation of measurement equipment. A simplified half-car vehicle-bridge interaction model is used in theoretical simulations to test the possibility of extracting the dynamic parameters of the bridge from the spectra of the vehicle accelerations. The effect of vehicle speed, vehicle mass and bridge span length on the detection of the bridge dynamic parameters are investigated. The algorithm is highly sensitive to the condition of the road profile and simulations are carried out for both smooth and rough profiles

Li-ion batteries have been widely used in the EVs, and the battery thermal management is a key but challenging part of the battery management system. For EV batteries, only the battery surface temperature can be measured in real-time. However, it is the battery internal temperature that directly affects the battery performance, and large temperature difference may exist between surface and internal temperatures, especially in high power demand applications. In this paper, an online battery internal temperature estimation method is proposed based on a novel simplified thermoelectric model. The battery thermal behaviour is first described by a simplified thermal model, and battery electrical behaviour by an electric model. Then, these two models are interrelated to capture the interactions between battery thermal and electrical behaviours, thus offer a comprehensive description of the battery behaviour that is useful for battery management. Finally, based on the developed model, the battery internal temperature is estimated using an extended Kalman filter. The experimental results confirm the efficacy of the proposed method, and it can be used for online internal temperature estimation which is a key indicator for better real-time battery thermal management.

Num mundo cada vez mais industrializado e consumista, com assimetrias territoriais várias, a defesa dos valores ambientais assume uma progressiva importância, uma vez que a qualidade de vida passa também pela qualidade ambiental. Como os produtos gerados pelo consumo devem ter o confinamento correto em função das suas diversas componentes, a gestão do processo de deposição, recolha e transporte de RSU, fica mais complexa, à medida que a população e a área se diversifica e expande, como acontece em alguns territórios rurais, agravando os custos e os impactos ambientais induzidos, se não for equacionada uma solução simultaneamente eficaz e eficiente. Paralelamente urge a satisfação dos residentes e dos restantes utilizadores enquanto usuários desses territórios. Por este motivo, nos últimos anos, as autarquias têm vindo a estudar essas soluções nas suas áreas de jurisdição, tentando com as ações realizadas, respeitar não só os critérios de proteção ambiental, mas também as necessidades das pessoas. Neste trabalho apresentam-se algumas variáveis identificadas, como resultados de um estudo de caso aplicado a um município rural, Anadia, onde se evidencia a ausência de sensibilização e a carência de meios e processos que podem comprometer as metas ambientais e sociais desejadas. In a world, progressively more industrialized and consumer, with several territorial disparities, the protection of environmental values assumes an increasingly importance, since the quality of life also involves environmental quality. As the products generated by the consumption must have a correct confinement in its various components, the management of the deposition process, collection and transportation of municipal solid waste, is more complex, as the population and the area expand, as happens in some rural territories, increasing the cost and environmental impacts induced, if not equated a solution both effective and efficient. At the same time it is very important to increase the satisfaction of residents, visitors and tourists visiting these areas. For this reason, in the last years, the municipalities have been studying these solutions in their areas of jurisdiction. That is why they try to respect not only the criteria of environmental protection, but also the needs of people and fulfilled actions whose variables we shall try to present as a case study applied to a rural municipality, Anadia, where we show up that the absence of awareness and the lack of means and processes can compromise the desired environmental and social goals

O projecto de sequenciação do genoma humano veio abrir caminho para o surgimento de novas áreas transdisciplinares de investigação, como a biologia computacional, a bioinformática e a bioestatística. Um dos resultados emergentes desde advento foi a tecnologia de DNA microarrays, que permite o estudo do perfil da expressão de milhares de genes, quando sujeitos a perturbações externas. Apesar de ser uma tecnologia relativamente consolidada, continua a apresentar um conjunto vasto de desafios, nomeadamente do ponto de vista computacional e dos sistemas de informação. São exemplos a optimização dos procedimentos de tratamento de dados bem como o desenvolvimento de metodologias de interpretação semi-automática dos resultados. O principal objectivo deste trabalho consistiu em explorar novas soluções técnicas para agilizar os procedimentos de armazenamento, partilha e análise de dados de experiências de microarrays. Com esta finalidade, realizou-se uma análise de requisitos associados às principais etapas da execução de uma experiência, tendo sido identificados os principais défices, propostas estratégias de melhoramento e apresentadas novas soluções. Ao nível da gestão de dados laboratoriais, é proposto um LIMS (Laboratory Information Management System) que possibilita a gestão de todos os dados gerados e dos procedimentos realizados. Este sistema integra ainda uma solução que permite a partilha de experiências, de forma a promover a participação colaborativa de vários investigadores num mesmo projecto, mesmo usando LIMS distintos. No contexto da análise de dados, é apresentado um modelo que facilita a integração de algoritmos de processamento e de análise de experiências no sistema desenvolvido. Por fim, é proposta uma solução para facilitar a interpretação biológica de um conjunto de genes diferencialmente expressos, através de ferramentas que integram informação existente em diversas bases de dados biomédicas.

O objetivo principal desta tese de doutoramento é o de identificar as tecnologias da comunicação que as Instituições de Ensino Superior Públicas Portuguesas usam no suporte à aprendizagem e caracterizar esse uso em relação à perspetiva institucional. O contexto e os objetivos específicos da investigação são apresentados, seguidos pela descrição do enquadramento conceptual, que inclui a revisão da literatura especializada e os grupos e projetos de investigação com trabalho mais relevante para este estudo. As questões de investigação são identificadas e discutidas, e é proposto um modelo de análise original baseado em dois conceitos principais - o conceito de enquadramento institucional e o conceito de uso, que serviu de base às diversas fases da investigação. Descreve-se e justifica-se a metodologia de investigação que foi adoptada, incluindo o questionário online usado na recolha de dados (Novembro de 2010 – Fevereiro de 2011), assim como os métodos adotados no processamento dos dados. A apresentação e discussão dos resultados concentra-se nas questões de investigação e na abordagem de investigação adotada. Os resultados mostram que as práticas tradicionais de disseminação de materiais e de comunicação entre os docentes e os alunos estão a migrar para o ambiente online através do uso das plataformas de gestão de aprendizagem e das tecnologias que suportam a comunicação interpessoal; e que o uso da Web 2.0 e dos ambientes 3D é limitado. Os resultados sugerem a necessidade de aprofundar a investigação sobre a formação de docentes, especialmente no uso efetivo das tecnologias da comunicação no suporte a novas abordagens às práticas de ensino e aprendizagem.

ENQUADRAMENTO: A avaliação da qualidade dos serviços de saúde, a crescente melhoria do desempenho dos profissionais, e a monitorização sistemática das atividades desenvolvidas pelas instituições de saúde, potenciam a qualidade dos cuidados prestados. A intervenção dos enfermeiros e dos restantes profissionais de saúde é imprescindível na promoção desta qualidade conforme defendem os diversos modelos da sua gestão. Para a generalidade destes, considera-se que a supervisão clínica em enfermagem e a formação dos profissionais são ferramentas de eleição para a promoção da excelência clínica. OBJETIVO: Analisar as principais dimensões a considerar num processo de supervisão e formação para a avaliação e acreditação da qualidade duma instituição hospitalar, numa perspetiva ecológica. MÉTODO: Trata-se de um estudo de caso que abrange uma unidade de cuidados de um hospital. Para a colheita de dados recorreu-se a um conjunto de técnicas e instrumentos, entre as quais a observação participante, entrevistas semiestruturadas e um questionário, aplicados aos enfermeiros dessa unidade. A informação obtida foi submetida à análise qualitativa e quantitativa, com recurso aos programas NUD*IST QSR N6 e SPSS 17, respetivamente. RESULTADOS E DISCUSSÃO: Os resultados obtidos permitiram caracterizar quatro dimensões: i) Processos de qualidade; ii) Práticas supervisivas; iii) Formação em contexto de trabalho; e iv) Relações interpessoais. A partir destas compreendeu-se que a acreditação deve ser um processo contínuo e documentado da análise das atividades de enfermagem, visando a realização de mudanças nos processos de gestão, na orientação das atividades de aperfeiçoamento dos recursos humanos, na pesquisa de respostas às dificuldades no ato de cuidar enfrentadas e identificadas, e nas atividades administrativas ligadas às modificações de processos assistenciais e de gestão. O cruzamento dos dados com os referenciais teóricos veio corroborar a importância da implementação de um processo de gestão de qualidade para os cuidados de enfermagem, num hospital, onde são decisivos os processos supervisivos e formativos, assim como se tornou emergente atender-se às relações interpessoais nas equipas.
