The purpose of this work is to discuss the pedagogy of Landless Worker’s Movement through the analysis of the main pedagogical elements present in the Municipal Elementary School Construindo o Caminho. The school which is ruled by the movement has different functioning and organization from those usually found in offi cial schools, highlighting educational categories as: union between teaching and work, and democratic administration shared by students, teachers, other workers and community.

Estudo sobre o entorno do mercado municipal de São Paulo

A city is a place, is a housing, is the birthing place of economics. A city is made of routes, is made of people, by people and must also be structured for people. However, with the consolidation of a neoliberal economic system where ownership and economic generation prevail over the citizen's rights and the needs of those who have less, the city becomes a space of buying, exchange and increasingly commercial. The city of São Paulo is part of this context and is the result of the transformation process driven by real estate speculation, and the presented study area, the surroundings of the Municipal Market of São Paulo, is a new area in transformation. This work has the goal to bring a historical perspective and current status of the locality, with their revitalization projects, landscape changes and changes in housing, audience and resident citizens

Gestão ambiental no contexto municipal: o projeto “município verdeazul” em Magda-São Paulo

El presente trabajo tiene como objetivo una presentación de políticas públicas ambientales, teniendo como foco el Proyecto “Municipio VerdeAzul” (PMVA), lanzado por la Secretaria de Medio Ambiente del Estado de São Paulo en 2007, que tiene como característica la descentralización y comparte la gestión ambiental con los municipios. De esta manera, como estudio de caso fue realizado un análisis del desarrollo y de los resultados del municipio de Magda-São Paulo en la aplicación de ese proyecto en el año 2010. Para eso, se utilizó una metodología basada, inicialmente en la revisión bibliográfica sobre los temas envueltos, seguida del levantamiento de datos oficiales colectados en trabajo de campo y en sitios de órganos públicos, bien como entrevistas con dirigentes municipales para la realización del análisis e interpretación de esos dados. La investigación permitió concluir que el municipio de Magda obtuvo buenos resultados a partir de la participación en el PMVA, que se presenta como una política pública ambiental estratégica, avanzando en la perspectiva de actuación del poder municipal en la gestión del medioambiente

Políticas culturais, participação e educação: o caso da rede Arte Cultura Rio Claro - SP (2008-2012)

No atual momento as redes sociais, fazendo uso dos meios digitais/virtuais e partindo para ações no real/presencial, têm tido cada vez mais papel político importante nas transformações das relações humanas. Nestas redes há compartilhamentos de diversas informações, documentos e materiais com conteúdos que auxiliam na formação, assimilação e aprendizagem tanto pelos participantes diretos destas redes quanto pelos demais sujeitos e cidadãos influenciados pelas ideais elaboradas a partir destas redes. Este projeto pretende estudar a rede “Arte Cultura Rio Claro” no período 2008 a 2012 tendo como foco a realização da I Conferência Municipal de Política Cultural e as lutas pela criação do Conselho Municipal de Política Cultural. O trabalho abordará: as trocas e compartilhamentos entre os integrantes desta rede, a realização de encontros, reuniões, fóruns; o recebimento do Prêmio do Ministério da Cultura como ‘Articulação da Rede’ e a realização do Projeto “Tuxáua”; a realização das pré-conferências e 1ª Conferência Municipal de Política Cultural; a criação do Conselho Municipal de Política Cultural; entre outros. O objetivo do projeto é avaliar a rede como processo participativo, mostrando a relevância da política cultural para a educação não-formal de uma comunidade, principalmente por conta das pautas desta rede trazerem tanto a importância de valorizar a diversidade cultural, quanto a importância da participação cidadã nas decisões políticas

A política nacional de resíduos sólidos e o plano diretor municipal de Rio Claro/SP: o uso como instrumento para a gestão urbano-ambiental municipal

Due to the large economic development associated with the growing consumerist lifestyle of our capitalist society, the problem of uncontrolled solid waste generation worsens, which one is considered to be one of the main responsible factors for environmental degradation. As a case study and in order to solve the problem of large generation of municipal solid waste, this work aims to study the “plano diretor” of Rio Claro city, São Paulo. The “plano diretor” is a municipal law that provides guidelines for the administration of the city, which include guidelines for the management of solid waste generated in the city. The guidelines required in order to write the “plano diretor” are provided by the national law “estatuto da cidade”, providing information for the planning and development of the cities, as well as the management of the urban environment. However, only the “estatuto da cidade” does not provide enough instructions for creating management plans in order to solve the many problems from the urban environment. Thus, studies have been done about urban and environmental management, to understand how municipal management plans should be structured. As a form of seeking information that can complement the “plano diretor” to the creation of policies for managing solid waste of the city, the “Política Nacional de Resíduos Sólidos”(PNRS) emerges in 2010 as a document which provides principles, objectives and guidelines to create plans for Solid Waste Management at the national, state, regional and municipal levels. Therefore, it was possible to make a joint analysis of the “plano diretor” of Rio Claro with the PNRS to identify what is already done within the municipality about the solid waste management, and identify which aspects are most significant in the municipal solid waste management that the national policy provides. A política educacional do PT na Prefeitura Municipal de São Paulo (1989-1992): formulação e institucionalização

It was investigated how the conceptions of PT for the educational area defended in national meetings of the party have configured as policies in the City Hall of São Paulo during 1989-1992. It was made an analysis of official documents and measures adopted by the Municipal Education Secretariat. Then, it could be concluded that the priorities of implementation of the PT proposal entitled popular public school were based on four categories: Democratization of Management; New Quality of Teaching; Movement of Adult and Youth Literacy (MOVA) and Democratization Access.

A gestão democrática da educação: expectativas da escola sobre a participação da família

The objective of this study was to verify the importance of family involvement as an element of democratic school management challenging legislation, intellectual discourse and the perspective of school staff. For this purpose, we analyzed the information obtained by means of instrument PDESchool applied in the public schools of a medium-sized city in the state of São Paulo. We found that the school teams identify school / family interaction as an important factor in the work to be developed, although families show little involvement in the management of school units.

Participação política no Brasil: ação coletiva e interfaces socioestatais

Essa coletânea reúne alguns trabalhos apresentados e discutidos no “Encontro internacional participação, democracia e políticas públicas: aproximando agendas e agentes”, realizado na Faculdade de Ciências e Letras da Unesp de Araraquara em abril de 2013. O encontro foi organizado pelo Grupo de Pesquisa Participação, Democracia e Políticas Públicas, formado por docentes e pesquisadores ligados ao Departamento de Antropologia, Política e Filosofia e também ao Departamento de Administração Pública desta faculdade. A proposta do encontro partiu do diagnóstico de ambos os departamentos da necessidade de se ampliar os debates que relacionem as temáticas da participação, das políticas públicas e da democracia no Brasil e na América Latina, no atual contexto de insuficiência das instituições políticas calcadas no âmbito da democracia liberal e de uma notória “crise da representação”. O livro foi dividido em três partes, “Ação coletiva e institucionalização: interfaces socioestatais”, que trata dos processos de institucionalização dos movimentos sociais; “Instituições participativas da teoria à implementação: dilemas e desafios”, sobre estratégias de governança; e “Participação como política e a política da participação: difusão, impactos, poder”, sobre políticas públicas e o trabalho das ONGs nas ações governamentais.

Plano Munucipal de saúde: análise do instrumento de gestão

Among planning instruments used by manager instances of Brazilian Health System it pointed the Health Municipal Plan (PMS) that should be built collectively showing political intentions, directresses, priorities, objectives, goals framework, estimative of resources and need costs to get the goals of the health sector. The aim of this work was to analyze the plans in relation to attendance of legal requirements which manage the Brazilian Health System, its constitution and showing of essential items. The study included three municipalities form São Paulo State. It was used the documental analysis as research technique. Near all plans showed an analysis of situation with detailed descriptions of general situation of municipality, and only one of them realized critical analysis of their epidemiological data; the financial income applied on health was decrypted by only one municipality. About programming, all municipalities described the main problems and its solutions. Although they had goals framework, the question about cost estimative to get the goals was not approached. Any municipality showed an annual review, being one of them delayed over than two years. It was observed no participation of Municipal Health Council on elaboration and review of plans. It was concluded that there was a deficiency in the plans analyzed. It’s necessary to execute continuing education with managers in relation to importance of systematic elaboration of plans and to incentive the promotion of active participation of Municipal Health Council promotion of aiming to became true the social control of health actions.
