Enchanted by Sources. Henry Biaudet, Liisi Karttunen and Finnish Historical Research in Rome in the Early Twentieth Century This study traces the scholarly endeavours of Henry Biaudet (1870 1915) and Liisi Karttunen (1880 1957) and "La mission historique finlandaise à Rome" which they founded in 1909. They are forgotten in Finnish historiography, but remain internationally renowned for their contribution to the nunciature studies. By investigating their historical work on the Counter- Reformation era, their roles in the scientific communities of Helsinki and Rome as well as the intersection of politics and science in their scholarly practices the study explores the nature of historical research in general at the turn of the twentieth century. The work covers fields such as historiography, university history and the political use of history. Methodologically the research is based on the analysis and contextualization of published and unpublished sources (e.g. correspondences, university records, scholarly publications and reviews in academic journals). Henry Biaudet criticized the previous research on the Nordic Counter-Reformation for its narrow national scope and sources. He sought out a new approach, including the use of sources in archives all over Europe and the inclusion of the Catholic viewpoint. Accordingly, Biaudet and Karttunen searched for records in archives in Southern Europe. Their unorthodox interpretations were denounced in Finland since the picture they gave of late sixteenth-century Sweden was too different from the national narrative. Moreover, Finnish national identity was firmly rooted in Protestantism, and questioning the benevolence of the Reformation and its main actors was considered as an attack not only against historical truth but also national values. The comparison between Biaudet s and Karttunen s arguments and the accepted narrative in Finland shows how traditional interpretations of the Nordic Reformation were influenced by the Lutheran ethos and European anticlerical rhetoric. Historians have recently paid substantial attention to the political use of history, usually focusing on politicized constructions of the national past. This study shows how research that met the criteria of modern historiography also served political purposes. Conducting research in an international community of historians and publishing ambitious scholarly studies that interested an international audience were ways to create a positive image of Finland abroad. These were not uniquely Finnish ideas but rather ideas shared by the international community of historians in Rome. In this context, scientific pursuits were given a clear political meaning. This enhances our understanding of nineteenth-century historiography being firmly rooted between science and politics.

Administrative sciences are fragmented into a number of subfields; the most important dividing line separating public administration and business administration. We argue, however, that it is useful to cross these borders in theory building and empirical analysis. Therefore, we focus in this paper on the comparison of municipal amalgamations and corporate mergers. More specifically, we examine how findings in research on corporate mergers could enlighten the scarce analysis of municipal amalgamations. The analysis of corporate mergers shows that the motives range from rational reasoning to empire building, that the decision-making is plagued by uncertainty, group-thinking and politics, and finally, that the post-merger integration processes are often characterized by cultural confrontation, identitybuilding challenges, and resistance. We explain how – with due caution – similar phenomena can also be detected and analyzed in the context of municipal amalgamations and develop specific propositions for future research in this area.

In Finland the organising of defence is undergoing vast restructuring. Recent legislation has redefined the central tasks of the Finnish Defence Forces. At the same time, international security cooperation, economic pressures and new administrative paradigms have steered the military towards new ways of organising. National defence is not just politics and principles; to a large extent it is also enacted in day-to-day life in organisations. The lens through which these realities of defence are analysed in this study is gender. How is the security sector – and national defence as part of it – organised in the changing security environment? What is the new division of labour between different societal actors in the face of security challenges? What happens ‘at work’ within the military and the defence sector more broadly? How does gender affect the way in which defence is organised and understood, and how do the changes in the organising of security affect gender relations? The thesis searches for answers to these questions in the context of two organisational settings in the male-dominated defence sector. The case study on a Finnish peacekeeping unit in the Balkans opens a critical view on men’s social practices and the everyday life of crisis management organisations. In the second case study, reorganising of provisioning in the Finnish Defence Forces turns out to be a complicated process where different power relations and social divisions intermingle. Tallberg’s extensive ethnographic fieldwork in the two focal organisations has produced a detailed set of data that lays the basis for critical analysis and policy development in terms of defence organising, cooperation around peace and security issues, and gender equality in organisations. Observations and results are provided for understanding social networks, militarisation, authority relations, care, public-private partnerships, personnel policies, career planning, and humour.

The thesis focuses on one of the most dominant articulations of the relation between geographical place and development, clusters - internationally competing place-bound economic system of production in related industries. The dominant articulation of cluster discourse represents the subnational region as a system of production, and as a means for competitiveness for Western countries. Its reproduction in theories has become one of the most prolific exports of economic geography to other disciplines and for policymaking. By analysing cluster discourse the thesis traces how the languages and processes of globalization have over time altered the understandings of the relation between geographical place and the economy. It shows how in its latest incarnation of the cluster discourse, the language of mainstream economics is combined with ‘softer’ elements (e.g. community, learning, creativity) in the economic geographic discourse. This is typical for the idea of soft capitalism, wherein it is assumed that economic success emanates from soft characteristics, such as knowledge, learning and creativity, rather than straightforward technological or cost advantages. A reoccurring critique against the dominant understanding of the relationship between competitiveness and regions, as articulated in cluster discourse, has pinpointed the perspective’s inability to reconcile the respective and reciprocal roles of local standard of living with firm competitiveness. The thesis traces how such critique is increasingly appropriated through the fusion of the economic, social and cultural landscape into the language of capitalism. It shows how cluster discourse has appropriated its critique, by focusing on creativity, with its strong associations to arts, individual artists and the cultural sphere in general, while predominantly creating its meaning in relation to competitiveness. The thesis consists of six essays that each outlines the development of the cluster discourse. The essays show how meaning systems and strategies are created, accepted and naturalized in cluster discourse, how this affects individuals, the economic landscape and society at large, as well as showing which understandings are marginalized in the process. The thesis argues that clusters are a) inseparable from ideology and politics and b) they are the result of purposeful social practice. It calls for increased reflexivity within corporate and economic geographic research on clusters, and underlines the importance of placing issues of power at the centre of analysis.

For the past two centuries, nationalism has been among the most influential legitimizing principles of political organization. According to its simple definition, nationalism is a principle or a way of thinking and acting which holds that the world is divided into nations, and that national and political units should be congruent. Nationalism can thus be divided into two aspects: internal and external. Internally, the political units, i.e., states, should be made up of only one nation. Externally each nation-state should be sovereign. Transnational national governance of rights of national minorities violates both these principles. This study explores the formation, operation, and effectiveness of the European post-Cold War minorities system. The study identifies two basic approaches to minority rights: security and justice. These approaches have been used to legitimize international minority politics and they also inform the practice of transnational governance. The security approach is based on the recognition that the norm of national self-determination cannot be fulfilled in all relevant cases, and so minority rights are offered as a compensation to the dissatisfied national groups, reducing their aspiration to challenge the status quo. From the justice perspective, minority rights are justified as a compensatory strategy against discrimination caused by majority nation-building. The research concludes that the post-Cold War minorities system was justified on the basis of a particular version of the security approach, according to which only Eastern European minority situations are threatening because of the ethnic variant of nationalism that exists in that region. This security frame was essential in internationalising minority issues and justifying the swift development of norms and institutions to deal with these issues. However, from the justice perspective this approach is problematic, since it justified double standards in European minority politics. Even though majority nation-building is often detrimental to minorities also in Western Europe, Western countries can treat their minorities more or less however they choose. One of the main contributions of this thesis is the detailed investigation of the operation of the post-Cold War minorities system. For the first decade since its creation in the early 1990s, the system operated mainly through its security track, which is based on the field activities of the OSCE that are supported by the EU. The study shows how the effectiveness of this track was based on inter-organizational cooperation in which various transnational actors compensate for each other s weaknesses. After the enlargement of the EU and dissolution of the membership conditionality this track, which was limited to Eastern Europe from the start, has become increasingly ineffective. Since the EU enlargement, the focus minorities system has shifted more and more towards its legal track, which is based on the Framework Convention for the Protection of National Minorities (Council of Europe). The study presents in detail how a network of like-minded representatives of governments, international organizations, and independent experts was able strengthen the framework convention s (originally weak) monitoring system considerably. The development of the legal track allows for a more universal and consistent, justice-based approach to minority rights in contemporary Europe, but the nationalist principle of organization still severely hinders the materialization of this possibility.

Tutkimuksessa tarkastellaan sitä, miten perheellisistä naisministereistä kirjoitetaan ja millaisia representaatioita nämä kirjoitukset heistä tuottavat. Tarkasteltaviksi on valittu kolme mediakohua herättänyttä tapausta. Ensimmäinen näistä on viestintäministeri Suvi Lindénin päätös jatkaa ministerin tehtävässään lapsen adoptoimisesta huolimatta vuonna 2007. Toinen tarkasteltava mediakohu syntyi vuonna 2008, kun opetusministeri Sari Sarkomaa päätti erota tehtävästään perhesyihin vedoten. Kolmas tapaus on ympäristöministeri Paula Lehtomäen päätös olla lähtemättä tavoittelemaan keskustan puheenjohtajuutta ja sen mahdollisesti mukanaan tuomaa pääministerin paikkaa. Kaikki kolme tapausta herättivät laajaa keskustelua tasa-arvon toteutumisesta politiikassa. Menestyneiden poliitikkonaisten uran ja yksityiselämän yhteensovittamisen teemaa on käsitelty paljon eri joukkotiedotusvälineissä ja journalismin eri genreissä. Naistenlehdet ovat olleet yksi keskeinen paikka, missä naisten kamppailua kahden ristiriitaisena pidetyn maailman välillä on saatu seurata. Tässä tutkimuksessa on keskitytty tarkastelemaan sitä, miten aihetta on käsitelty uutisjournalismissa ja nimenomaan sanomalehdissä. Uutisia, pääkirjoituksia, mielipidekirjoituksia ja muita lehdessä ilmestyneitä juttuja sisältävä aineisto on kerätty Helsingin Sanomista, Ilta-Sanomista ja Iltalehdestä. Aihetta lähestytään feministisen mediatutkimuksen näkökulmasta. Työssä nojaudutaan sosiaalisen konstruktionismin ja representaatioteorian ajatuksiin. Teoreettisena viitekehyksenä on feministinen teoria sukupuolesta sosiaalisena konstruktiona. Teorian keskeinen ajatus on se, että sukupuoli ei ole pysyvä ja muuttumaton, vaan jatkuvasti sosiaalisessa vuorovaikutuksessa, erityisesti kielenkäytössä rakentuva ja muuttuva. Media on yksi keskeinen yhteiskunnallinen instituutio, jossa sukupuolen määrittelykamppailua käydään. Analyysimetodina tutkimuksessa on diskurssianalyysiä lähellä oleva tekstianalyysi. Tutkimusaineiston analyysi osoittaa, että media käsittelee naispoliitikkojen kohdalla enemmän näiden yksityiselämään liittyviä kysymyksiä, erityisesti perheen ja poliittisen uran yhteensovittamista. Politiikan huippupaikoilla toimiessaankin naiset ovat ensisijaisesti naisia ja äitejä ja vasta toissijaisesti poliitikkoja. Yksityisen piiriin kuuluvien velvollisuuksien täyttäminen näyttäytyy analyysin perusteella edellytykseltä sille, että heidän osallistumisensa politiikkaan katsotaan sopivaksi. This study aims at identifying the existing and potential resources, as well as recognizing the hinderances, for community-based ecotourism development in the Taita Hills in south-eastern Kenya. The indigenous mountain rain forests on the hills are rich in biodiversity, but severely degraded because of encroachment caused by the dynamics of increased population, socio-politics and economics. The research problems are based on the hypothesis that there is no tourism in the Taita Hills generating income for the local economy and high population density combined with poverty creates a need for alternative employment opportunities as well as for sustainable ways of forest resource management. The data for this study was gathered during two field trips in Kenya, in January-February 2004 and 2005, as a part of the Taita Project within the Department of Geography at the University of Helsinki. The qualitative methods used consist of RRA and PRA techniques, in-depth interviews, a structured questionnaire and literature analysis as well as attendance on excursions and a workshop with conservation experts and officials. Four case areas in the Taita Hills are studied. The study concludes that alternative livelihoods are needed among the Taita Hills´ rural population and community-based ecotourism is seen as a way of bringing financial benefits for households as well as reviving the fading cultural traditions and indigenous knowledge about forest use. The governmental policies, district level development plans and some NGOs support ecotourism development. The Forest Act 2005 forms base for local participation in forest management. The unique natural features, the welcoming Taita-culture and the location in the coastal tourism circle favour Taita Hills. However, this kind of development has its risks, such as too rapid change of sorest usage level and the exposure of communities to an ecotourism treadmill process. The costbenefit ration of marketing for hard ecotourists is generally low and the tourism infrastructure needs upgrading in the Taita Hills. More tight collaboration is important between the different level stakeholders working for conservation and development. Community-based ecotourism in Taita Hills, when carefully planned and managed, could be one opportunity for Kenya to diversify its tourism product supply and for forestadjacent communities to gain tangible benefits on a sustainable basis from forests.

Resumen: En este trabajo, sostenemos que América Latina está atravesando un ciclo de protesta ambiental, como resultado de dos fuerzas opuestas. Por un lado, el aumento del apetito global por los recursos naturales –alimentos, fibras, minerales, energía– ha intensificado la presión sobre el ambiente en la región. Tras décadas de globalización neoliberal, las empresas transnacionales son actores clave en estos procesos. Por otro lado, la sociedad civil y los movimientos sociales están bien organizados y son muy activos en términos de la respuesta a los riesgos sociales y ambientales derivados de los mismos, tanto en términos de los recursos materiales como de los discursivos de que disponen. Nuestro análisis se sitúa en la confluencia de tres perspectivas teóricas: la teoría de los sistemas mundiales, la política contenciosa y la resistencia a las tecnologías.

Resumen: Se plantea, en primer lugar, el estado de la cuestión de la índole de la Filosofía Política como filosofía práctica, desde sus inicios en la tradición clásica griega hasta la actualidad. En el pensamiento griego se destaca Aristóteles con la justificación del ejercicio de la racionalidad práctica en los asuntos políticos. En la modernidad la filosofía práctica sale de escena, privándosela de legitimidad epistemológica. Por último, se valora una interesante propuesta en el pensamiento alemán del siglo XX por rehabilitar la filosofía práctica en clave aristotélica. Frente al estado de la cuestión se retoma a Aristóteles desde la lectura tomasiana de lo político y de la Filosofía Política. Su propósito ha sido el de salvar la verdad y la certeza de la Filosofía Política, la posibilidad de juicios de verdad y falsedad en el orden moral y político y, en especial, afirmar su validez normativa como saber filosófico, analizando la comunidad política en esa posibilidad de ser considerada como objeto-científico- filosófico-práctico-moral.

La identificación del candidato con un producto comercial ha dado origen a una resistencia de parte de los partidos de marcada tradición ideológica y de variados ambientes culturales que ven en, lo que se ha denominado, la comercialización de la política y de las campañas un peligro para el proceso democrático. Encontramos que más allá de identificar a un candidato con un jabón, las técnicas utilizadas para elaborar los mensajes políticos no pueden ser minusvaloradas porque se utilicen en el campo comercial, sino que lo importante es establecer y respetar los contenidos de cada ámbito. Sin zanjar la cuestión, sobre el impacto que los medios de comunicación tienen en la vida democrática, este estudio intenta señalar que la personalización es parte esencial del proceso de comunicación política que genera cualquier campaña electoral. Para ello describe los factores que intervienen en la construcción del mensaje personalizado. Estudio este que debe abordarse teniendo en cuenta que el nuevo formato, a través del cual se trasmiten los mensajes políticos, es mediático y esencialmente audiovisual.

Apresenta e discute os dados obtidos em uma pesquisa sobre a participação da mulher na política brasileira a partir da Lei de Cotas. Estuda a questão das cotas como ação afirmativa e a sua votação no legislativo brasileiro como resultado de discussões e embates nacionais e internacionais que constataram a falta ou a pouca participação da mulher na política. Aborda a conquista da cidadania feminina, a dívida da sociedade para com elas e a conquista do voto feminino no Brasil. Apresenta a trajetória do feminismo brasileiro na ditadura militar, destacando-o como um movimento de caráter mais político, que lutava contra o regime ditatorial.

Getúlio Vargas governou o Brasil por duas vezes: de 1930 a 1945, e de 1951 a 1954, ano de sua morte. Norteada por uma concepção centralizadora, a Era Vargas caracterizou-se pelo desenvolvimento econômico, o nacionalismo, o controle sobre os trabalhadores e sobre os sindicatos, o planejamento estatal, a legislação social, os investimentos públicos e, sobretudo, pelo papel atribuído ao Estado como agente econômico. Do ponto de vista político, foi marcada pela precariedade das liberdades públicas, pela fraqueza da participação, por entraves à organização e à institucionalização política. Apropriando-se, à sua maneira, de intervenções políticas que se operavam no plano internacional, a Era Vargas imprimiu ao Brasil conotações autoritárias, populistas e populares, e produziu um modelo econômico e institucional cuja durabilidade foi surpreendente. Neste trabalho procuramos tratar a trajetória da relação entre a ação política e o pensamento intelectual, utilizando-se do elemento histórico para alertar sobre a fraqueza da hipótese que supõe uma bipolarização entre o intelectual isolado e aquele integrado ao contexto político. Destacamos que a “simbiose necessária” entre políticos e intelectuais é resultado da demanda de certo momento histórico no qual os últimos assumem seu papel político e se transformam nos “intérpretes dos anseios da sociedade”.

Tracking the evolution of research in waste recycling science (WRS) can be valuable for environmental agencies, as well as for recycling businesses. Maps of science are visual, easily readable representations of the cognitive structure of a branch of science, a particular area of research or the global spectrum of scientific production. They are generally built upon evidence collected from reliable sources of information, such as patent and scientific publication databases. This study uses the methodology developed by Rafols et al. (2010) to make a “double overlay map” of WRS upon a basemap reflecting the cognitive structure of all journal-published science, for the years 2005 and 2010. The analysis has taken into account the cognitive areas where WRS articles are published and the areas from where it takes its intellectual nourishing, paying special attention to the growing trends of the key areas. Interpretation of results lead to the conclusion that extraction of energy from waste will probably be an important research topic in the future, along with developments in general chemistry and chemical engineering oriented to the recovery of valuable materials from waste. Agricultural and material sciences, together with the combined economics, politics and geography field, are areas with which WRS shows a relevant and ever increasing cognitive relationship.

The dissertation presents a political and economic history of the federal government's program to commercialize photovoltaic energy for terrestrial use. Chapter 1 is a detailed history of the program. Chapter 2 is a brief review of the Congressional roll call voting literature. Chapter 3 develops PV benefit measures at the state and Congressional district level necessary for an econometric analysis of PV roll call voting. Chapter 4 presents the econometric analysis.
Because PV power was considerably more expensive than conventional power, the program was designed to make PV a significant power source in the long term, emphasizing research and development, although sizeable amounts have been spent for procurement (direct government purchases and indirectly through tax credits). The decentralized R and D program pursued alternative approaches in parallel, with subsequent funding dependent on earlier progress. Funding rose rapidly in the 1970s before shrinking in the 1980s. Tax credits were introduced in 1978, with the last of the credits due to expire this year.
Major issues in the program have been the appropriate magnitude of demonstrations and government procurement, whether decentralized, residential use or centralized utility generation would first be economic, the role of storage in PV, and the role of PV in a utility's generation mix.
Roll call voting on solar energy (all votes analyzed occurred from 1975-1980) was influenced in a cross-sectional sense by all the influences predicted: party and ideology, local economic benefits of the technology, local PV federal spending and manufacturing, and appropriations committee membership. The cross-sectional results for ideology are consistent with the strongly ideological character of solar energy politics and the timing of funding increases and decreases discussed in Chapter 1. Local PV spending and manufacturing was less significant than ideology or the economic benefits of the technology. Because time series analysis of the votes was not possible, it is not possible to test the role of economic benefits to the nation as a whole.

O envelhecimento populacional no Brasil sobreleva a necessidade de organização de serviços de saúde, sendo a estimulação do autocuidado uma estratégia privilegiada para orientar programas de promoção da saúde para pessoas idosas. Face à busca das mais variadas formas de viver bem, abrem-se fronteiras possibilitando o surgimento de modelos de envelhecimento saudável. Partindo do pressuposto de que as pessoas possuem uma dimensão imaginativa no acrescentar qualidade aos anos de vida, delimitou-se como objeto de estudo o imaginário de um grupo da terceira idade na construção das ações de autocuidado. Objetivos: descrever a poética sobre as ações de autocuidado construídas por um grupo de pessoas idosas; e analisar os significados (conceitos/confetos) atribuídos por essas pessoas ao envelhecer. Utilizou-se como marco referencial a Teoria de Promoção da Saúde de Nola Pender. Trata-se de pesquisa descritiva, qualitativa, considerando o paradigma naturalista. Foi aplicado o método sociopoético por meio do dispositivo analítico Grupo Pesquisador, composto por 11 idosos participantes da Unati da Universidade do Estado do Rio de Janeiro, que desenvolveram a investigação no período de outubro a dezembro de 2008, mediante as técnicas de pesquisa: Dinâmica de Corpo como Território Mínimo e a Vivência de Lugares Geomíticos. Foram questões norteadoras do estudo, respectivamente: Como vocês se cuidam para o caminho do bom envelhecer? E Como é o autocuidado para o envelhecer saudável se ele for um lugar geomítico?. Os dados produzidos foram submetidos à análise categorial, dos estudos sociopoéticos. No estudo filosófico, observou-se haver coexistência da autoimagem realista revelando que os idosos estão mais aptos aos desafios da vida, pois seu comportamento é coerente com a ideia que faz de si, além de intenções, aspirações e tendências. O classificatório ressaltou as dicotomias das ações de autocuidado tendo: O Autocuidado através dos Limites e Possibilidades; e Transcender para Experienciar o Dom do Envelhecer; O transversal revelou O Autocuidado como Reconhecimento das Necessidades de Saúde, enquanto no surreal sobrelevam-se Aceitar o Novo para um Renascer Saudável; Perseverança para Conviver com o Envelhecimento; e Procurar Assistência pode Desvelar Temores para a Finitude do Viver. Conclui-se que a compreensão do imaginário dos sujeitos de pesquisa mediada pela teoria de Pender permitiu identificar fatores que influenciam e motivam o autocuidado para comportamentos saudáveis. Assim, o grupo vislumbra para seu futuro uma imagem de envelhecer mais dinâmica, adotando para si próprio um viver mais autônomo, ativo e bem-sucedido. À contribuição do estudo, propõe-se aos enfermeiros a apropriação de conceitos teóricos como forma de traduzir a realidade e demonstrar alternativas viáveis de ações de cuidado/saúde, bem como a utilização das práticas de dinâmicas de criatividade e sensibilidade nas atividades assistenciais.
