Fisheries is important to Nigeria agricultural economy because it provides employment for fisherfolks (men and women fishers, fishmongers (fish traders), fish processors and fish farmers. It also supplies protein to the diet of Nigerians and it is equally a viable source of foreign exchange earning to the government.The estimated Nigeria population of 120 million consumes about 1.2million metric tones of fish and fish products annual. This justified the important role fisheries could play in nigerian diet considering that Nigeria has vast inland waters that cover an estimated total surface area of 199,580km super(2) and equally vast sea area of 25,000km super(2). In these waters the author claimed that there are diverse fish resources that are of economic importance in both inland and seawaters. FDF (2000) also estimated that the current annual yield of both inland and seawater put together is about 418,069,3 metric tones from artisanal fisheries and 23,720 metric tones from aquaculture. The shortage between the annual consumption level of 1.2million metric tones and annual yield of 418,069,3 metric tones is made available through importation. It is therefore of concern that given the level of current fish yield from the various fisheries resources the demand still exceeds supply. One wonders whether the production inadequacy is due to poor management of available fisheries resources or that improved fisheries technology that could aid increased production was not efficiently transferred to fish farmers. To answer these questions one need to examine the past and present extension policy in Nigeria as they affect dissemination of fisheries technologies

250 years ago, in Hamburg a herring polar migration theory was published as part of the "Nachrichten von Island, Grönland und der Straße Davis" from the literary remains of the mayor Dr. Johann Anderson. Based on various sources and capable to answer to the herring questions of the time, this one-stock-migration theory became international hypothesis during the following tenth of years. It still is classified as remarkable because some actual ideas on herring migration were thought already 250 years ago. Abstract DE: In Hamburg wurde vor 250 Jahren eine Polarstamm-Theorie zur Heringswanderung als Teil der Nachrichten von Island, Grönland und der Strasse Davis aus dem Nachlass des Bürgermeisters Dr. Johann Anderson veröffentlicht. Aufbauend auf unterschiedliche Quellen und in der Lage, die damaligen Fragen um den Hering zu beantworten, wurde diese Ein-Stamm-Theorie zur heringswanderung über Jahrzehnte internationale Lehrmeinung. Sie wird auch heute noch als bemerkenswert eingestuft. Denn sie enthielt vor 250 Jahren schon Gedankengänge, die noch aktuell sind.

Due to the greenhouse effect,a long term warming of the atmosphere is expected. For most people the last relative mild winters and the previous two hot summers are clear signals for such a climatic change. Changes in species compositions and the sudden arrival of southern species in the North Sea are explained as consequences of the greenhouse effect. Comparing the situation in the last decades an attempt is made in this article to show the natural variability in the occurrence and to give an answer to the above question.

For some time now, the Latino voice has been gradually gaining strength in American politics, particularly in such states as California, Florida, Illinois, New York, and Texas, where large numbers of Latino immigrants have settled and large numbers of electoral votes are at stake. Yet the issues public officials in these states espouse and the laws they enact often do not coincide with the interests and preferences of Latinos. The fact that Latinos in California and elsewhere have not been able to influence the political agenda in a way that is commensurate with their numbers may reflect their failure to participate fully in the political process by first registering to vote and then consistently turning out on election day to cast their ballots.

To understand Latino voting behavior, I first examine Latino political participation in California during the ten general elections of the 1980s and 1990s, seeking to understand what percentage of the eligible Latino population registers to vote, with what political party they register, how many registered Latinos to go the polls on election day, and what factors might increase their participation in politics. To ensure that my findings are not unique to California, I also consider Latino voter registration and turnout in Texas for the five general elections of the 1990s and compare these results with my California findings.

I offer a new approach to studying Latino political participation in which I rely on county-level aggregate data, rather than on individual survey data, and employ the ecological inference method of generalized bounds. I calculate and compare Latino and white voting-age populations, registration rates, turnout rates, and party affiliation rates for California's fifty-eight counties. Then, in a secondary grouped logit analysis, I consider the factors that influence these Latino and white registration, turnout, and party affiliation rates.

I find that California Latinos register and turn out at substantially lower rates than do whites and that these rates are more volatile than those of whites. I find that Latino registration is motivated predominantly by age and education, with older and more educated Latinos being more likely to register. Motor voter legislation, which was passed to ease and simplify the registration process, has not encouraged Latino registration . I find that turnout among California's Latino voters is influenced primarily by issues, income, educational attainment, and the size of the Spanish-speaking communities in which they reside. Although language skills may be an obstacle to political participation for an individual, the number of Spanish-speaking households in a community does not encourage or discourage registration but may encourage turnout, suggesting that cultural and linguistic assimilation may not be the entire answer.

With regard to party identification, I find that Democrats can expect a steady Latino political identification rate between 50 and 60 percent, while Republicans attract 20 to 30 percent of Latino registrants. I find that education and income are the dominant factors in determining Latino political party identification, which appears to be no more volatile than that of the larger electorate.

Next, when I consider registration and turnout in Texas, I find that Latino registration rates are nearly equal to those of whites but that Texas Latino turnout rates are volatile and substantially lower than those of whites.

Low turnout rates among Latinos and the volatility of these rates may explain why Latinos in California and Texas have had little influence on the political agenda even though their numbers are large and increasing. Simply put, the voices of Latinos are little heard in the halls of government because they do not turn out consistently to cast their votes on election day.

While these findings suggest that there may not be any short-term or quick fixes to Latino participation, they also suggest that Latinos should be encouraged to participate more fully in the political process and that additional education may be one means of achieving this goal. Candidates should speak more directly to the issues that concern Latinos. Political parties should view Latinos as crossover voters rather than as potential converts. In other words, if Latinos were "a sleeping giant," they may now be a still-drowsy leviathan waiting to be wooed by either party's persuasive political messages and relevant issues.

The visual system is a remarkable platform that evolved to solve difficult computational problems such as detection, recognition, and classification of objects. Of great interest is the face-processing network, a sub-system buried deep in the temporal lobe, dedicated for analyzing specific type of objects (faces). In this thesis, I focus on the problem of face detection by the face-processing network. Insights obtained from years of developing computer-vision algorithms to solve this task have suggested that it may be efficiently and effectively solved by detection and integration of local contrast features. Does the brain use a similar strategy? To answer this question, I embark on a journey that takes me through the development and optimization of dedicated tools for targeting and perturbing deep brain structures. Data collected using MR-guided electrophysiology in early face-processing regions was found to have strong selectivity for contrast features, similar to ones used by artificial systems. While individual cells were tuned for only a small subset of features, the population as a whole encoded the full spectrum of features that are predictive to the presence of a face in an image. Together with additional evidence, my results suggest a possible computational mechanism for face detection in early face processing regions. To move from correlation to causation, I focus on adopting an emergent technology for perturbing brain activity using light: optogenetics. While this technique has the potential to overcome problems associated with the de-facto way of brain stimulation (electrical microstimulation), many open questions remain about its applicability and effectiveness for perturbing the non-human primate (NHP) brain. In a set of experiments, I use viral vectors to deliver genetically encoded optogenetic constructs to the frontal eye field and faceselective regions in NHP and examine their effects side-by-side with electrical microstimulation to assess their effectiveness in perturbing neural activity as well as behavior. Results suggest that cells are robustly and strongly modulated upon light delivery and that such perturbation can modulate and even initiate motor behavior, thus, paving the way for future explorations that may apply these tools to study connectivity and information flow in the face processing network.

In this work we chiefly deal with two broad classes of problems in computational materials science, determining the doping mechanism in a semiconductor and developing an extreme condition equation of state. While solving certain aspects of these questions is well-trodden ground, both require extending the reach of existing methods to fully answer them. Here we choose to build upon the framework of density functional theory (DFT) which provides an efficient means to investigate a system from a quantum mechanics description.

Zinc Phosphide (Zn3P2) could be the basis for cheap and highly efficient solar cells. Its use in this regard is limited by the difficulty in n-type doping the material. In an effort to understand the mechanism behind this, the energetics and electronic structure of intrinsic point defects in zinc phosphide are studied using generalized Kohn-Sham theory and utilizing the Heyd, Scuseria, and Ernzerhof (HSE) hybrid functional for exchange and correlation. Novel 'perturbation extrapolation' is utilized to extend the use of the computationally expensive HSE functional to this large-scale defect system. According to calculations, the formation energy of charged phosphorus interstitial defects are very low in n-type Zn3P2 and act as 'electron sinks', nullifying the desired doping and lowering the fermi-level back towards the p-type regime. Going forward, this insight provides clues to fabricating useful zinc phosphide based devices. In addition, the methodology developed for this work can be applied to further doping studies in other systems.

Accurate determination of high pressure and temperature equations of state is fundamental in a variety of fields. However, it is often very difficult to cover a wide range of temperatures and pressures in an laboratory setting. Here we develop methods to determine a multi-phase equation of state for Ta through computation. The typical means of investigating thermodynamic properties is via ’classical’ molecular dynamics where the atomic motion is calculated from Newtonian mechanics with the electronic effects abstracted away into an interatomic potential function. For our purposes, a ’first principles’ approach such as DFT is useful as a classical potential is typically valid for only a portion of the phase diagram (i.e. whatever part it has been fit to). Furthermore, for extremes of temperature and pressure quantum effects become critical to accurately capture an equation of state and are very hard to capture in even complex model potentials. This requires extending the inherently zero temperature DFT to predict the finite temperature response of the system. Statistical modelling and thermodynamic integration is used to extend our results over all phases, as well as phase-coexistence regions which are at the limits of typical DFT validity. We deliver the most comprehensive and accurate equation of state that has been done for Ta. This work also lends insights that can be applied to further equation of state work in many other materials.

A presente tese tem por objetivo defender, sob a visão do direito civil-constitucional e da função promocional do direito, a inter-relação entre os direitos de posse, propriedade e do meio ambiente e a possibilidade de uma ponderação harmoniosa em caso de desequilíbrio entre esses direitos. Utiliza-se para tanto a dimensão analítica, empírica e normativa. A dimensão analítica tem por objetivo investigar os conceitos jurídicos envolvidos na pesquisa, especialmente em relação à propriedade e à sua função socioambiental. A relação entre tais conceitos sobressai através da análise da função socioambiental da propriedade, da posse enfatizando-se os aspectos da legislação ambiental. O direito fundamental ao meio ambiente é estudado como direito e dever de todos conforme disposto no art. 225 da Constituição de 1988, e, nesse ponto, diretamente eficaz nas relações interprivadas. Aborda-se, na dimensão empírica e normativa essencialmente aspectos práticos, com foco na jurisprudência, especialmente do Supremo Tribunal Federal (STF) e do Superior Tribunal de Justiça (STJ). A ponderação harmoniosa entre a propriedade, a posse e o meio ambiente, busca o equilíbrio na efetivação desses direitos, inclusive mediante a aplicação dos princípios do direito econômico. Por meio da ponderação, é possível alcançar, de forma mais eficiente do que o modelo tradicional de subsunção, uma resposta adequada e fundamentada para os casos difíceis, especialmente na efetivação e na restauração do equilíbrio entre a posse, a propriedade e o meio ambiente quando esses princípios, no caso concreto, colidem uns com os outros. Sobretudo, pretende-se concretizar os direitos fundamentais segundo exigências do pós-positivismo, por meio da aproximação entre o Direito e a Ética, com o fim de se alcançar a Justiça para o caso concreto.

There is a growing interest in taking advantage of possible patterns and structures in data so as to extract the desired information and overcome the curse of dimensionality. In a wide range of applications, including computer vision, machine learning, medical imaging, and social networks, the signal that gives rise to the observations can be modeled to be approximately sparse and exploiting this fact can be very beneficial. This has led to an immense interest in the problem of efficiently reconstructing a sparse signal from limited linear observations. More recently, low-rank approximation techniques have become prominent tools to approach problems arising in machine learning, system identification and quantum tomography.

In sparse and low-rank estimation problems, the challenge is the inherent intractability of the objective function, and one needs efficient methods to capture the low-dimensionality of these models. Convex optimization is often a promising tool to attack such problems. An intractable problem with a combinatorial objective can often be "relaxed" to obtain a tractable but almost as powerful convex optimization problem. This dissertation studies convex optimization techniques that can take advantage of low-dimensional representations of the underlying high-dimensional data. We provide provable guarantees that ensure that the proposed algorithms will succeed under reasonable conditions, and answer questions of the following flavor:

  • For a given number of measurements, can we reliably estimate the true signal?
  • If so, how good is the reconstruction as a function of the model parameters?

More specifically, i) Focusing on linear inverse problems, we generalize the classical error bounds known for the least-squares technique to the lasso formulation, which incorporates the signal model. ii) We show that intuitive convex approaches do not perform as well as expected when it comes to signals that have multiple low-dimensional structures simultaneously. iii) Finally, we propose convex relaxations for the graph clustering problem and give sharp performance guarantees for a family of graphs arising from the so-called stochastic block model. We pay particular attention to the following aspects. For i) and ii), we aim to provide a general geometric framework, in which the results on sparse and low-rank estimation can be obtained as special cases. For i) and iii), we investigate the precise performance characterization, which yields the right constants in our bounds and the true dependence between the problem parameters.

The ennoblement of human resources has become a prime issue in the philosophy of sustainable aquaculture development in the new millennium.Being the planners, designers, conductors and philosophers of sustainable aquaculture, human beings always demand their further improvement at level best from their current positions to bring supreme success in the sector. As sustainable aquaculture is socio-economic –cum-environmental in concept, its operation and management requires constant interplay of various human knowledge for ensuring its smooth direction and for achieving its goal. So, the arrangement of different types and levels of training and education are the great need for the development of personnel involved in sustainable aquaculture route and also for growing awareness of environmental issues. The modus operandi of training and education has to be changed systematically to answer the calls of the needs of the new millennium. In the developing and developed countries where aquaculture plays a vital role in promoting production of aquatic organisms, alleviating of poverty, ensuring environmental compatibility, replenishing and improving the natural stocks, increasing socio-economic upliftment through integrated development approach, developing and managing the aquatic resources, maintaining gene banks and preserving the diversity of fish stocks, it has been already proved that Human resources development (HRD) is inevitable to bring sustainable aquaculture and plays a great role in the flourishment of the system . Different types and levels of training of personnel required for sustainable aquaculture in the new millennium are brought forward in the study. The importance of human resources development (HRD) through specialized training to the personnel is also depicted.

A noncommutative 2-torus is one of the main toy models of noncommutative geometry, and a noncommutative n-torus is a straightforward generalization of it. In 1980, Pimsner and Voiculescu in [17] described a 6-term exact sequence, which allows for the computation of the K-theory of noncommutative tori. It follows that both even and odd K-groups of n-dimensional noncommutative tori are free abelian groups on 2n-1 generators. In 1981, the Powers-Rieffel projector was described [19], which, together with the class of identity, generates the even K-theory of noncommutative 2-tori. In 1984, Elliott [10] computed trace and Chern character on these K-groups. According to Rieffel [20], the odd K-theory of a noncommutative n-torus coincides with the group of connected components of the elements of the algebra. In particular, generators of K-theory can be chosen to be invertible elements of the algebra. In Chapter 1, we derive an explicit formula for the First nontrivial generator of the odd K-theory of noncommutative tori. This gives the full set of generators for the odd K-theory of noncommutative 3-tori and 4-tori.

In Chapter 2, we apply the graded-commutative framework of differential geometry to the polynomial subalgebra of the noncommutative torus algebra. We use the framework of differential geometry described in [27], [14], [25], [26]. In order to apply this framework to noncommutative torus, the notion of the graded-commutative algebra has to be generalized: the "signs" should be allowed to take values in U(1), rather than just {-1,1}. Such generalization is well-known (see, e.g., [8] in the context of linear algebra). We reformulate relevant results of [27], [14], [25], [26] using this extended notion of sign. We show how this framework can be used to construct differential operators, differential forms, and jet spaces on noncommutative tori. Then, we compare the constructed differential forms to the ones, obtained from the spectral triple of the noncommutative torus. Sections 2.1-2.3 recall the basic notions from [27], [14], [25], [26], with the required change of the notion of "sign". In Section 2.4, we apply these notions to the polynomial subalgebra of the noncommutative torus algebra. This polynomial subalgebra is similar to a free graded-commutative algebra. We show that, when restricted to the polynomial subalgebra, Connes construction of differential forms gives the same answer as the one obtained from the graded-commutative differential geometry. One may try to extend these notions to the smooth noncommutative torus algebra, but this was not done in this work.

A reconstruction of the Beilinson-Bloch regulator (for curves) via Fredholm modules was given by Eugene Ha in [12]. However, the proof in [12] contains a critical gap; in Chapter 3, we close this gap. More specifically, we do this by obtaining some technical results, and by proving Property 4 of Section 3.7 (see Theorem 3.9.4), which implies that such reformulation is, indeed, possible. The main motivation for this reformulation is the longer-term goal of finding possible analogs of the second K-group (in the context of algebraic geometry and K-theory of rings) and of the regulators for noncommutative spaces. This work should be seen as a necessary preliminary step for that purpose.

For the convenience of the reader, we also give a short description of the results from [12], as well as some background material on central extensions and Connes-Karoubi character.

En los últimos años, alcanzar la Economía Verde parece ser la aspiración perseguida por la sociedad, dado que representa un paso decisivo para lograr el Desarrollo Sostenible y con ello una ciudad sostenible. Sin embargo, las ciudades de todo el mundo han experimentado cambios en su fisonomía debido a los continuos procesos de urbanización que han fomentado un crecimiento desmedido de las mismas, además de generar una serie de efectos negativos que las alejan del camino hacia la sostenibilidad. De tal manera, que a medida que dicho crecimiento aumenta, cada vez son menores las áreas verdes localizadas en las periferias de las ciudades. Para responder a estos problemas asociados al crecimiento urbano y, por ende, al consumo de tierra, se han diseñado diversos instrumentos entre los que destaca la práctica de los Anillos Verdes, siendo el estudio de dicha práctica el objetivo de este trabajo. Con el fin de tener una amplia visión de la implementación de la práctica de los Anillos Verdes, en primer lugar, se describen de manera general algunos casos a nivel internacional, para, a continuación, profundizar en algunas de las principales prácticas europeas y españolas, confirmando, de este modo, que representan una práctica muy extendida en Europa, mientras que en España todavía se encuentran en un estado emergente.
