La discriminación por aspecto físico, y más en particular, el trato diferenciado hacia personas cuyos rasgos remiten a un origen entendido como indígena o no-europeo, constituye un problema escasamente tratado en los estudios de la desigualdad en la Argentina. Esta carencia, sumada a la falta de una articulación en las explicaciones de estos mecanismos relacionados con las desigualdades derivadas de las condiciones de clase, con frecuencia opacan el estudio del fenómeno profundizando sus efectos de invisibilidad. En este sentido, se mantienen ocultas las dificultades que afrontan quienes poseen estos rasgos para sobreponerse a prejuicios que reeditan cotidianamente principios racistas que asocian los rasgos nativos con la delincuencia, la falta de capacidades y saberes y, en términos generales, con la inferioridad socialmente entendida. En este artículo se investiga la incidencia del trato desigual basado en el aspecto físico -en particular, en el color de piel- sobre los logros laborales en una muestra de 2.500 personas de grandes centros urbanos de la Argentina en el año 2007. La discriminación por rasgos físicos, como efecto de la persistencia de principios operativos basados en la racialización de las interacciones sociales, pone de manifiesto la continuidad de principios jerárquicos, simbólicos y materiales que obstruyen la posibilidad de una mayor igualdad en el desarrollo cotidiano de las condiciones de vida de las personas

This article reports on an action research to support the urban community of Cap Excellence in Guadaloupe in its local sustainable development project. After summarizing the terms of the debate around sustainable development, and presenting the region, the search will be put back into the context of a more general approach of territorial* intelligence (TI). The limits of a local Agenda 21 in the form of a 'programmed action plan' is the chance to enhance the concept of TI with that of territorial assemblage. Our study area is the natural reserve of the Grand Cul-de-Sac Marin of Guadeloupe, the second largest biosphere reserve designated by UNESCO in the archipelago of the Petites Antilles, more specifically the implementation of the Taonaba project, whose goal is to launch an ecotourism visitors' centre, operational at the end of 2012. Based on the analysis of a large amount of data, the article describes an evaluation tool for territorial assemblages for participative territorial governance. Our results were presented to local government officials in the Urban Sustainable Development Forum, which our group organised from 2 to 4 April 2012, in the district of Abymes/Pointe-à-Pitre

En el artículo nos planteamos los cambios que desde los años 1990 ha sufrido la producción de algodón en la Provincia del Chaco -principal referente nacional del cultivo- y cómo estos fueron modificando la estructura de vida de los agentes históricamente vinculados, en especial, los trabajadores y los minifundistas hoy prácticamente excluidos de dicho proceso. Entre los numerosos cambios, los más relevantes son los vinculados al proceso de tecnificación, a la desarticulación en el territorio de cadenas de valor agregado y a la diversificación hacia otros cultivos como las oleaginosas y, notoriamente, al avance del cultivo de soja sobre hectáreas antes destinadas al algodón. Como consecuencia de dichos procesos de cambio, se evidencia la imposibilidad -por parte de los minifundistas- de sostener una producción rentable, la pérdida de numerosas fuentes de trabajo directas e indirectas, el aumento de la pobreza, la emigración hacia los cordones periféricos urbanos (Gran Resistencia, Gran Rosario) y el deterioro de las condiciones laborales de quienes aún permanecen dentro del sistema productivo algodonero. Las políticas públicas, tanto locales como nacionales, también son un punto de interés en el análisis puesto que tienen gran repercusión en el actual estado de la situación

Upper Pliocene and Pleistocene abundance fluctuations of the radiolarian Cycladophora davisiana (Ehrenberg) davisiana (Petrushevskaya) are documented from North Atlantic (Site 609) and Labrador Sea (Site 646B) to provide the first long-term correlation of its abundance fluctuations to oxygen isotope stages 1-114. Also examined are temporal and regional fluctuations in abundances C. d. davisiana and the global dispersal routes of the species. The first occurrence of C. d. davisiana in the eastern North Atlantic Ocean (Site 609) occurred between 2.586 and 2.435 Ma (oxygen isotope stages 109.66-102.19). During the early Matuyama Chron, prior to oxygen isotope stage 63, C. d. davisiana abundances were less than 1% and never greater than 12%, while abundances of greater than 5% are found in stages 65.71-73, 74, and 83-84. The initial major abundance peak (35.7%) of C. d. davisiana was noted near the stage 63/62 boundary. Abundance peaks of greater than 15%, between oxygen isotope stages 35 and 63, are limited to stages 63.02, 58.07, 55.07-54.26, and 50.76-50.22. These represent the only such abundance peaks detected during the first c. 1.5 million years of the species within the North Atlantic. The character of C. d. davisiana abundance fluctuations in Site 609 changes after oxygen isotope stage 35; average abundances are greater (7.7% vs. 4.3%) and abundance maxima of more than 15% are more frequent. Many, but not all, peak abundances of C. d. davisiana occur in glacial stages (e.g., 8, 14, 18, 20, 26, 30, 34, 50, 54, and 58). Increased abundances of the species are also noted in weak interglacial stages (e.g., stages 3, 23, 39, and 41), and significant cool periods of robust interglacial periods (e.g., late stage 11). Sample spacing is adequate in some stages to note some rapid changes in abundance near stage transitions (e.g., stages 4/5, 25/26, 62/63). The sample density in Holes 609 and 611 and the upper portion of 646B is sufficient to detect a synchroneity of many abundance maxima and minima among sites. Some abundance peaks are undetected in one or more of the two holes, warranting further sampling to obtain a more accurate record of regional abundance fluctuations. Prior to stage 36, few ages of Hole 611 peaks are the same as those in the more precisely dated Hole 609. The highest abundances of C. d. davisiana were noted in Labrador Sea Hole 646B where the earliest known occurrence of the species is documented (3.08-2.99 Ma). C. d. davisiana is inferred to have evolved in the Labrador Sea (or Arctic), and migrated next through the Arctic into the North Pacific (2.62-2.64 Ma, stage 114) before migrating into the Norwegian Sea (2.63-2.53 Ma) and North Atlantic (2.59-2.44 Ma, stages 109-102). Additional migration of C. d. dauisiana into the southern South Atlantic (Site 704) occurred much later (2.06 Ma, stage 83).

The Advanced Land Observation System (ALOS) Phased-Array Synthetic-Aperture Radar (PALSAR) is an L-band frequency (1.27 GHz) radar capable of continental-scale interferometric observations of ice sheet motion. Here, we show that PALSAR data yield excellent measurements of ice motion compared to C-band (5.6 GHz) radar data because of greater temporal coherence over snow and firn. We compare PALSAR velocities from year 2006 in Pine Island Bay, West Antarctica with those spanning years 1974 to 2007. Between 1996 and 2007, Pine Island Glacier sped up 42% and ungrounded over most of its ice plain. Smith Glacier accelerated 83% and ungrounded as well. Their largest speed up are recorded in 2007. Thwaites Glacier is not accelerating but widening with time and its eastern ice shelf doubled its speed. Total ice discharge from these glaciers increased 30% in 12 yr and the net mass loss increased 170% from 39 ± 15 Gt/yr to 105 ± 27 Gt/yr. Longer-term velocity changes suggest only a moderate loss in the 1970s. As the glaciers unground into the deeper, smoother beds inland, the mass loss from this region will grow considerably larger in years to come.

Paleogene calcareous nannofossils from split spoon cores recovered from five wells along the Coastal Plain of New Jersey and Maryland have been analyzed in order to provide onshore information complementary to that derived from the offshore DSDP Site 605 (upper continental rise off New Jersey). Hiatuses are more numerous and of greater extent in the onshore sections, but the major ones correlate well with those noted in the offshore section. At one site at least (Leggett Well), sedimentation may well have been continuous across the Cretaceous/Tertiary boundary, as it is believed to have been at DSDP Site 605. These various correlations are discussed elsewhere in a companion paper (Olsson and Wise, this volume). Important differences in nannofossil assemblages are noted between the onshore (shelf paleoenvironment) and offshore (slope-rise paleoenvironment) sections. Lithostromation simplex, not present offshore, is consistently present onshore and seems to be confined to the Eocene shelf sediments of this region. The same relationship holds for the zonal marker, Rhabdosphaera gladius Locker. The Rhomboaster-Tribrachiatus plexus is more diverse and better preserved in the onshore sections, where the lowermost Eocene Zone CP9 is well represented. Differential preservation is postulated to account for two morphotypes of Tribrachiatus bramlettei (Brönnimann and Stradner). Type A is represented at DSDP Site 605 by individuals with short, stubby arms, but these forms are not present in the equivalent onshore sections. There they are replaced by the Type B morphotypes, which exhibit a similar basic construction but possess much longer, more delicate arms.

1. Identifying plant communities that are resistant to climate change will be critical for developing accurate, wide-scale vegetation change predictions. Most northern plant communities, especially tundra, have shown strong responses to experimental and observed warming. 2. Experimental warming is a key tool for understanding vegetation responses to climate change. We used open-top chambers to passively warm an evergreen-shrub heath by 1.0-1.3 °C for 15 years at Alexandra Fiord, Nunavut, Canada (79 °N). In 1996, 2000 and 2007, we measured height, plant composition and abundance with a point-intercept method. 3. Experimental warming did not strongly affect vascular plant cover, canopy height or species diversity, but it did increase bryophyte cover by 6.3% and decrease lichen cover by 3.5%. Temporal changes in plant cover were more frequent and of greater magnitude than changes due to experimental warming. 4. Synthesis. This evergreen-shrub heath continues to exhibit community-level resistance to long-term experimental warming, in contrast to most Arctic plant communities. Our findings support the view that only substantial climatic changes will alter unproductive ecosystems.

Working with subsistence whale hunters, we tagged 19 mostly immature bowhead whales (Balaena mysticetus) with satellite-linked transmitters between May 2006 and September 2008 and documented their movements in the Chukchi Sea from late August through December. From Point Barrow, Alaska, most whales moved west through the Chukchi Sea between 71° and 74° N latitude; nine whales crossed in six to nine days. Three whales returned to Point Barrow for 13 to 33 days, two after traveling 300 km west and one after traveling ~725 km west to Wrangel Island, Russia; two then crossed the Chukchi Sea again while the other was the only whale to travel south along the Alaskan side of the Chukchi Sea. Seven whales spent from one to 21 days near Wrangel Island before moving south to northern Chukotka. Whales spent an average of 59 days following the Chukotka coast southeastward. Kernel density analysis identified Point Barrow, Wrangel Island, and the northern coast of Chukotka as areas of greater use by bowhead whales that might be important for feeding. All whales traveled through a potential petroleum development area at least once. Most whales crossed the development area in less than a week; however, one whale remained there for 30 days.

Three ODP sites located on the Marion Plateau, Northeast Australian margin, were investigated for clay mineral and bulk mineralogy changes through the early to middle Miocene. Kaolinite to smectite (K/S) ratios, as well as mass accumulation rates of clays, point to a marked decrease in accumulation of smectite associated with an increase in accumulation of kaolinite starting at ~15.6 Ma, followed by a second increase in accumulation of kaolinite at ~13.2 Ma. Both of these increases are correlative to an increase in the calcite to detritus ratio. Comparison of our record with published precipitation proxies from continental Queensland indicates that increases in kaolinite did not correspond to more intense tropical-humid conditions, but instead to periods of greater aridity. Three mechanisms are explored to explain the temporal trends in clay on the Marion Plateau: sea-level changes, changes in oceanic currents, and denudation of the Australian continent followed by reworking and eolian transport of clays. Though low mass accumulation rates of kaolinite are compatible with a possible contribution of eolian material after 14 Ma, when Australia became more arid, the lateral distribution of kaolinite along slope indicates mainly fluvial input for all clays and thus rules out this mechanism as well as oceanic current transport as the main controls behind clay accumulation on the plateau. We propose a model explaining the good correlation between long-term sea-level fall, decrease in smectite accumulation, increase in kaolinite accumulation and increase in carbonate input to the distal slope locations. We hypothesize that during low sea level and thus periods of drier continental climate in Queensland, early Miocene kaolinite-rich lacustrine deposits were being reworked, and that the progradation of the heterozoan carbonate platforms towards the basin center favored input of carbonate to the distal slope sites. The major find of our study is that increase kaolinite fluxes on the Queensland margin during the early and middle Miocene did not reflect the establishment of a tropical climate, and this stresses that care must be taken when reconstructing Australian climate based on deep-sea clay records alone.

Saharan dust incursions and particulates emitted from human activities degrade air quality throughout West Africa, especially in the rapidly expanding urban centers in the region. Particulate matter (PM) that can be inhaled is strongly associated with increased incidence of and mortality from cardiovascular and respiratory diseases and cancer. Air samples collected in the capital of a Saharan-Sahelian country (Bamako, Mali) between September 2012 - July 2013 were found to contain inhalable PM concentrations that exceeded World Health Organization (WHO) and US Environmental Protection Agency (USEPA) PM2.5 and PM10 24-h limits 58 - 98% of days and European Union (EU) PM10 24-h limit 98% of days. Mean concentrations were 1.2-to-4.5 fold greater than existing limits. Inhalable PM was enriched in transition metals, known to produce reactive oxygen species and initiate the inflammatory reaction, and other potentially bioactive and biotoxic metals/metalloids. Eroded mineral dust composed the bulk of inhalable PM, whereas most enriched metals/metalloids were likely emitted from oil combustion, biomass burning, refuse incineration, vehicle traffic, and mining activities. Human exposure to inhalable PM and associated metals/metalloids over 24-h was estimated. The findings indicate that inhalable PM in the Sahara-Sahel region may present a threat to human health, especially in urban areas with greater inhalable PM and transition metal exposure.

Glaciations had a profound impact on the global sea-level and particularly on the Arctic environments. One of the key questions related to this topic is, how did the discharge of the Siberian Ob and Yenisei rivers interact with a proximal ice sheet? In order to answer this question high-resolution (1-12 kHz), shallow-penetration seismic profiles were collected on the passive continental margin of the Kara Sea Shelf to study the paleo-drainage pattern of the Ob and Yenisei rivers. Both rivers incised into the recent shelf, leaving filled and unfilled river channels and river canyons/valleys connecting to a complex paleo-drainage network. These channels have been subaerially formed during a regressive phase of the global sea-level during the Last Glacial Maximum. Beyond recent shelf depths of 120 m particle transport is manifested in submarine channel-levee complexes acting as conveyor for fluvial-derived fines. In the NE area, uniform draping sediments are observed. Major morphology determining factors are (1) sea-level fluctuations and (2) LGM ice sheet influence. Most individual channels show geometries typical for meandering rivers and appear to be an order of magnitude larger than recent channel profiles of gauge stations on land. The Yenisei paleo-channels have larger dimensions than the Ob examples and could be originated by additional water release during the melt of LGM Putoran ice masses. Asymmetrical submarine channel-levee complexes with channel depths of 60 m and more developed, in some places bordered by glacially dominated morphology, implying deflection by the LGM ice masses. A total of more than 12,000 km of acoustic profiles reveal no evidence for an ice-dammed lake of greater areal extent postulated by several workers. Furthermore, the existence of the channel-levee complexes is indicative of unhindered sediment flow to the north. Channels situated on the shelf above 120-m water depth exhibit no phases of ponding and or infill during sea-level lowstand. These findings denote the non-existence of an ice sheet on large areas of the Kara Sea shelf.

As the ocean undergoes acidification, marine organisms will become increasingly exposed to reduced pH, yet variability in many coastal settings complicates our ability to accurately estimate pH exposure for those organisms that are difficult to track. Here we present shell-based geochemical proxies that reflect pH exposure from laboratory and field settings in larvae of the mussels Mytilus californianus and M. galloprovincialis. Laboratory-based proxies were generated from shells precipitated at pH 7.51 to 8.04. U/Ca, Sr/Ca, and multielemental signatures represented as principal components varied with pH for both species. Of these, U/Ca was the best predictor of pH and did not vary with larval size, with semidiurnal pH fluctuations, or with oxygen concentration. Field applications of U/Ca were tested with mussel larvae reared in situ at both known and unknown pH conditions. Larval shells precipitated in a region of greater upwelling had higher U/Ca, and these U/Ca values corresponded well with the laboratory-derived U/Ca-pH proxy. Retention of the larval shell after settlement in molluscs allows use of this geochemical proxy to assess ocean acidification effects on marine populations.

Este trabajo lleva a cabo un análisis de la aportación que las políticas urbanas de la Unión Europea (UE), y en particular las dos fases de la Iniciativa Comunitaria URBAN2, han hecho a la práctica de la regeneración urbana en España desde la perspectiva de la Planificación Colaborativa. La adopción de la Planificación Colaborativa como marco conceptual ha provisto la base teórica, el punto de vista e hilo conductor desde el que se ha analizado la dimensión urbana de las políticas comunitarias, poniendo el foco específicamente en URBAN, a través de la realización de un estudio que ha profundizado en el contexto histórico y el debate teórico desde los que se pusieron las bases metodológicas de esta forma de incidir en la degradación urbana, propuesta por la Comisión Europea en 1994. Esto ha llevado a profundizar en el escenario británico de la regeneración urbana, en el que la investigación ha encontrado la referencia sobre la que en gran medida se gestó esta Iniciativa Comunitaria. El trabajo descrito ha permitido caracterizar URBAN como un instrumento de regeneración urbana que conlleva la asunción de un enfoque colaborativo, que en última instancia tiene como objetivo la transformación de la gobernanza. Asimismo, ha sentado las bases sobre las que se ha fundamentado el análisis de la materialización de la dimensión colaborativa de los programas URBAN y URBAN II implementados en España. Los resultados alcanzados por los programas, considerados a la luz de la profundización en la práctica de la regeneración urbana del país, han permitido llegar a conclusiones sobre la aportación que la dimensión colaborativa de URBAN ha hecho al contexto español y señalar un conjunto de líneas de investigación que suponen la continuación del camino emprendido por esta Tesis Doctoral. Summary This work analyses the contribution that the urban policy of the European Union (EU), and in particular the two rounds of the URBAN Community Initiative3, as its most especific instrument, have made to the urban regeneration practice in Spain from the perspective of Collaborative Planning. The adoption of Collaborative Planning as a conceptual framework has provided the theoretical base, the focus and the guiding principle from which to analyse the urban dimension of European policies, and particularly URBAN, through the development of a study that has delved into the historical context and the theoretical debate that laid the methodological foundations of this approach to fight urban degradation launched by the European Commission in 1994. This has included the study of the British scenario of urban regeneration, in which the research has found the reference point on which URBAN was largely conceived. The work described has allowed this Community Initiative to be characterised as a tool of urban regeneration which involved the adoption of a collaborative approach, whose ultimate aim was the transformation of governance. It has also laid the foundations on which the analysis of the implementation of the collaborative approach in the URBAN and URBAN II programmes developed in Spain has been based. The results attained by the programmes considered in light of the development of the practice of urban regeneration in the Spanish scenario, have led to conclusions about the contribution that the collaborative dimension of URBAN has made to the Spanish context and have resulted in the identification of a number of lines of research that represent the continuation of the path taken by this Thesis.

In the last few years, the European Union (EU) has become greatly concerned about the environmental costs of road transport in Europe as a result of the constant growth in the market share of trucks and the steady decline in the market share of railroads. In order to reverse this trend, the EU is promoting the implementation of additional charges for heavy goods vehicles (HGV) on the trunk roads of the EU countries. However, the EU policy is being criticised because it does not address the implementation of charges to internalise the external costs produced by automobiles and other transport modes such as railroad. In this paper, we first describe the evolution of the HGV charging policy in the EU, and then assess its practical implementation across different European countries. Second, and of greater significance, by using the case study of Spain, we evaluate to what extent the current fees on trucks and trains reflect their social marginal costs, and consequently lead to an allocative-efficient outcome. We found that for the average case in Spain the truck industry meets more of the marginal social cost produced by it than does the freight railroad industry. The reason for this lies in the large sums of money paid by truck companies in fuel taxes, and the subsidies that continue to be granted by the government to the railroads.
