A regulação é apresentada como instrumento de uma política pública, neste caso, de uma política pública de turismo (GONZÁLEZ, 2004; OLIVEIRA, 2009; MACHADO, 2010). A sujeição desta a um princípio geral como a sustentabilidade, conforme art. 4º parágrafo único da Lei da Política Nacional de Turismo do Brasil (LPNTB) dá o mote para a investigação. É objetivo do artigo fazer uma análise comparativa entre as regulações constantes das leis-quadro das políticas públicas de turismo no Brasil e em Portugal, à luz de princípios funcionais comuns e sistémicos e, em particular, do princípio da sustentabilidade. A regulação do princípio da sustentabilidade no turismo, actividade, também, marcada por fortes princípios de sustentabilidade (OMT, 1999; RYAN, 2002; VALLS, 2004) implica que o Direito se adeque, enquanto instrumento, método, processo, dir-se-ia, como sistema (BENI, 2004; OLIVEIRA, 2004) adequado às especificidades do turismo, cujas políticas públicas estão funcionalizadas para fortes exigências de desenvolvimento económico e social. Para melhor compreensão, enriquecimento e conhecimento da regulação, enquanto instrumento de sustentabilidade, o autor recorre ao método comparado, justapondo os desenvolvimentos do princípio da sustentabilidade constantes da LPNTB com o princípio da sustentabilidade constante da Lei das Políticas Públicas de Turismo em Portugal (LPPTP). Assim, permite-se um apuramento e refinamento do sentido do princípio da sustentabilidade, através da deteção de pontes, homologias, funcionalidades idênticas e diferenças entre o sistema jurídico brasileiro e o português quanto à regulação fundamental de políticas públicas de turismo, permitindo-se uma melhor compreensão da sua funcionalidade, que se pretende o mais universal possível (OMT, 1999).

Horizon is a narrative clock made out of images accessed in realtime from webcams found in every time zone around the world. The result is a constantly updating array of images that read like a series of movie storyboards, but also as an idiosynratic global electronic sundial. BEACON continuously relays live web searches as they are being made around the world presenting them back in series and at regular intervals as an endless concrete poetry.

Electrex developed from a small exhibition at the start of the 1950s into the top electrotechnical exhibition of products and related services in the UK by the 1990s. Its emergence reflected a complex relationship with the key trade association, BEAMA (the British Electrical and Allied Manufacturers' Association). This history places this development in a wider context marked by the disappearance of the British Industries Fair in the 1950s, the entry to Europe and the establishment of the National Exhibition Centre in Birmingham. In the process it is also a rare case study of the under-explored business histories of exhibitions, as well as casting light on the changing post-war fortunes of the British electrical industries.

We study market reaction to the announcements of the selected country hosting the Summer and Winter Olympic Games, the World Football Cup, the European Football Cup and World and Specialized Exhibitions. We generalize previous results analyzing a large number and different types of mega-events, evaluate the effects for winning and losing countries, investigate the determinants of the observed market reaction and control for the ex ante probability of a country being a successful bidder. Average abnormal returns measured at the announcement date and around the event are not significantly different from zero. Further, we find no evidence supporting that industries, that a priori were more likely to extract direct benefits from the event, observe positive significant effects. Yet, when we control for anticipation, the stock price reactions around the announcements are significant.

This paper presents a semisupervised support vector machine (SVM) that integrates the information of both labeled and unlabeled pixels efficiently. Method's performance is illustrated in the relevant problem of very high resolution image classification of urban areas. The SVM is trained with the linear combination of two kernels: a base kernel working only with labeled examples is deformed by a likelihood kernel encoding similarities between labeled and unlabeled examples. Results obtained on very high resolution (VHR) multispectral and hyperspectral images show the relevance of the method in the context of urban image classification. Also, its simplicity and the few parameters involved make the method versatile and workable by unexperienced users.

The origins of the Welland County Fair date back to the founding of the County of Welland in 1852. A provincial charter was issued in 1853 to create the Welland County Agricultural Society that was to operate the Fair. In 1970, the Welland County Fair became the Niagara Regional Exhibition, and the Society became known as the Niagara Regional Agriculture Society. The Society seeks to “encourage interest, promote improvements in and advance the standards of agriculture, domestic industry and rural life”. The Welland Festival of Arts was developed in 1986 in order to revitalize the town’s economy. An “outdoor art gallery” was created by painting murals on buildings that depicted the town’s heritage, a concept successfully adopted by the town of Chemainus, B.C. The first mural was completed in the summer of 1988, and by 1991 there were a total of 28 murals around the city. The endeavour proved successful: in the years that followed the creation of the Festival, two new hotels were constructed, a third was expanded, and there was an addition to the Seaway Mall to accommodate the increased tourist traffic. Optimist International is a non-profit organization that strives to “bring out the best in kids” . The first Canadian club was formed in Toronto in 1924. The Welland branch of the Optimist Club was founded in 1937. The first Welland County General Hospital opened in 1908. As the population increased, it became necessary to expand the existing facilities. Additions were made to the original structure with an East wing in 1930 and a children’s ward in 1931. However, in the 1950’s, the hospital was operating beyond optimum capacity and the need for a larger facility was clear. It was decided that a new hospital would be built, which opened in April 1960. The new hospital had 259 beds and 51 bassinets. Further additions were made in 1967 and 1978. The County of Welland was formed in 1850 when it was officially separated from Lincoln County, however, the two counties continued to operate together until 1856 when a new County building and jail for Welland County were completed. That same year, the first meeting of the Council of the Corporation of Welland County took place. The final meeting of the Council took place on December 18, 1969. The following year, the County of Welland merged with Lincoln County to form the Regional Municipality of Niagara. The Welland Mills in Thorold, Ont., was built in 1846-1847 by Jacob Keefer and is thought to have been one of the largest flour mills in Upper Canada. Ownership of the mill changed several times over the years and previous owners include the Howland family, the Hedley Shaw Milling Company and the Maple Leaf Milling Company. In 1986, the building received a heritage plaque from the Ontario Heritage Foundation, an agency of the Ontario Ministry of Culture and Recreation. At this time, the mill was no longer in operation and was being used for storage by Fraser, Inc. By 2006, the dilapidated building had been redeveloped into18 apartments and 2 floors of commercial space, while maintaining many heritage features. The building is currently known as the Welland Mills Centre.
