This thesis includes three papers studying diverse questions in development, economic history and political economy. The first two chapters, that fall under development and economic history, use novel forms of text data and analysis to answer the questions at hand. The first chapter studies the possible impact of a historically matrilineal and matrilocal caste group on present day outcomes of gender equality. It introduces a novel surname strategy using electoral data to deduce caste from the surnames of electors and overcomes the unavailability of caste data. It shows proof of persistence of caste in space. And finally, following a matching exercise it concludes that the effect of the matrilineal and matrilocal caste on present day gender outcomes might not be as strong as previously believed. The second paper studies how discriminatory fake news arises and spatially diffuses. It focuses on India at the onset of the COVID-19 pandemic: on March 30, a Muslim convention (the Tablighi Jamaat) in New Delhi became publicly recognized as a COVID hotspot, and the next day, fake news on Muslims intentionally spreading the virus spiked. Using Twitter data, it finds, in cross-sectional and difference-in-difference settings, that discriminatory fake news became much more widespread after March 30 (1) in New Delhi, (2) in districts closer to New Delhi, and (3) in districts with higher social media interactions with New Delhi. Further, it shows that, after March 30, discriminatory fake news was more common in districts historically exposed to attacks by Muslim groups. The final paper is a political economy paper that studies the short term and long term effect of earlier eligibility on voting in the context of a large North Italian municipality setting with little institutional barriers to voting. It also studies the differing mobilisation of members in the same household by newly eligible voters.

“One cannot analyse a legal concept outside the economic and socio-cultural context in which it was applied” – such is the longstanding thesis of António Manuel Hespanha. I argue that Hespanha’s line of argument relative to legal concepts is also applicable, mutatis mutandis, to legal agents: the magistrates, advocates, notaries, solicitors and clerks who lived and exercised their professions in a given time and place. The question, then, is how to understand the actions of these individuals in particular contexts – more specifically in late 18th century and 19th century Goa. The main goal of the present thesis was to comprehend how westernized and Catholic Goan elite of Brahman and Chardó origin who provided the majority of Goan legal agents used Portuguese law to their own advantage. It can be divided into five key points. The first one is the importance of the Constitutional liberalism regime (with all the juridical, judicial, administrative and political changes that it has brought, namely the parliamentary representation) and its relations with the perismo – a local political and ideological tendency nurtured by Goan native Catholic elite. It was explored in the chapter 2 of this thesis. The second key point is the repeated attempts made by Goan native Catholic elite to implement the jury system in local courts. It was studied in the chapter 3. Chapter 4 aims to understand the participation of the native Catholic elite in the codification process of the uses and traditions of the indigenous peoples in New Conquests territory. The fourth key point is the involvement of those elites not only in the conflict of civil and ecclesiastical jurisdictions but also in the succession of the Royal House of Sunda. It was analyzed in the chapter 5. The functions of an advocate could be delegated to someone who, though lacking a law degree, possessed sufficient knowledge to perform this role satisfactorily. Those who held a special licence to practice law were known as provisionários (from provisão, or licence, as opposed to the letrados, or lettered). In the Goa of the second half of the 18th century and the 19th century, such provisionários were abundant, the vast majority coming from the native Catholic elite. The characteristics of those provisionários, the role played by the Portuguese letrados in Goa and the difficult relations between both groups were studied in the chapter 6.

En la actualidad, la Armada española cuenta con un total de 103 buques (LOBA, 2009). Cada uno de ellos tiene una misión específica de acuerdo a sus características. Dicha misión condicionará la vida útil del navío. Cuando un buque es dado de baja, surgen las siguientes preguntas: ¿Qué hacer con ellos? ¿Tienen alguna utilidad? ¿Generan un impacto ambiental? En este proyecto, se presentan diferentes propuestas que tienen como finalidad obtener el mayor beneficio del recurso. Cada una de ellas buscará el máximo rédito en aspectos como la cohesión en el tejido social y la socio-economía de una zona determinada y la protección del medio marino junto al futuro de la pesca de arrastre en nuestro país. A lo largo del trabajo, se verá la dificultad de desguazar buques con gran eslora en nuestros astilleros, así como también los problemas administrativos y políticos a los que se enfrentan asociaciones y ayuntamientos que quieren adquirir un buque, para convertirlo en un museo o en un pecio, respectivamente. El objetivo principal es dar a conocer cuál es la situación, pero sin entrar a determinar qué opción sería mejor para cada tipo de navío.

Switzerland is currently going through a phase of political restructuring. The numerous reform activities at the beginning of the twenty-first century leave almost no area of political life untouched. The reforms are particularly abundant in the 2′867 municipalities, spanning from amalgamations, intermunicipal co-operation, New Public Management, to reforms of the political systems. Accounting for the fact that there are big socio-economic differences between the municipalities as well as their political systems, we investigate whether the municipalities are headed for divergence or convergence as a result of these reforms. The empirical results are derived from three surveys of the local authorities conducted in 1988, 1994, and 1998. The results indicate that the communes do convergence in regard to their administrative and political structure. However, the convergence appears to be limited to the single cantons and observable only among certain types of municipalities.

The site of present-day St. Catharines was settled by 3000 United Empire Loyalists at the end of the 18th century. From 1790, the settlement (then known as "The Twelve") grew as an agricultural community. St. Catharines was once referred to Shipman's Corners after Paul Shipman, owner of a tavern that was an important stagecoach transfer point. In 1815, leading businessman William Hamilton Merritt abandoned his wharf at Queenston and set up another at Shipman's Corners. He became involved in the construction and operation of several lumber and gristmills along Twelve Mile Creek. Shipman's Corners soon became the principal milling site of the eastern Niagara Peninsula. At about the same time, Merritt began to develop the salt springs that were discovered along the river which subsequently gave the village a reputation as a health resort. By this time St. Catharines was the official name of the village; the origin of the name remains obscure, but is thought to be named after Catharine Askin Robertson Hamilton, wife of the Hon. Robert Hamilton, a prominent businessman. Merritt devised a canal scheme from Lake Erie to Lake Ontario that would provide a more reliable water supply for the mills while at the same time function as a canal. He formed the Welland Canal Company, and construction took place from 1824 to 1829. The canal and the mills made St. Catharines the most important industrial centre in Niagara. By 1845, St. Catharines was incorporated as a town, with the town limits extending in 1854. Administrative and political functions were added to St. Catharines in 1862 when it became the county seat of Lincoln. In 1871, construction began on the third Welland Canal, which attracted additional population to the town. As a consequence of continual growth, the town limits were again extended. St. Catharines attained city status in 1876 with its larger population and area. Manufacturing became increasingly important in St. Catharines in the early 1900s with the abundance of hydro-electric power, and its location on important land and water routes. The large increase in population after the 1900s was mainly due to the continued industrialization and urbanization of the northern part of the city and the related expansion of business activity. The fourth Welland Canal was opened in 1932 as the third canal could no longer accommodate the larger ships. The post war years and the automobile brought great change to the urban form of St. Catharines. St. Catharines began to spread its boundaries in all directions with land being added five times during the 1950s. The Town of Merritton, Village of Port Dalhousie and Grantham Township were all incorporated as part of St. Catharines in 1961. In 1970 the Province of Ontario implemented a regional approach to deal with such issues as planning, pollution, transportation and services. As a result, Louth Township on the west side of the city was amalgamated, extending the city's boundary to Fifteen Mile Creek. With its current population of 131,989, St. Catharines has become the dominant centre of the Niagara region. A corrupção e a ineficiência estatais são problemas recorrentes da administração pública brasileira, sempre a ocupar espaço na imprensa. Diversas instituições, entre as quais a própria imprensa, se ocupam de buscar a melhoria da gestão dos recursos públicos, pelo combate à corrupção e ao desperdício. Mas há uma instituição, o Tribunal de Contas, que existe exatamente com a missão de garantir o bom uso dos recursos públicos. É uma árdua missão como demonstram as notícias de jornais, e que não vem sendo cumprida a contento. O controle exercido pelo Tribunal de Contas é efetuado quanto aos aspectos da regularidade e do mérito na arrecadação, guarda e aplicação dos recursos públicos. No complexo ambiente em que opera, o Tribunal de Contas só conseguirá exercer com plenitude seu papel se compreender este ambiente, formulando as estratégias adequadas para sua atuação. Isto inclui decidir sobre como exercer o controle e qual aspecto deve ser enfatizado. Este trabalho busca fornecer subsídios para esta compreensão, bem como sugestões para que o Tribunal possa melhor cumprir seu papel, de acordo com a natureza contemporânea de sua missão.

O objetivo deste estudo foi analisar a evolução histórica do modelo de gestão adotado na cidade do Rio de Janeiro buscando identificar qual a situação atual praticada em 2013, caracterizando as circunstâncias que levaram a este cenário. Para tal foi realizado um estudo investigativo sobre a evolução dos modelos de gestão da cidade do Rio de Janeiro, pesquisando-se o contexto histórico, administrativo e político temporal. Buscou-se a avaliação do posicionamento governamental da cidade do Rio de Janeiro em consonância com as especificidades que marcaram os modelos de gestão adotados e a herança direta proveniente dos episódios que marcaram sua evolução histórica e da herança indireta proveniente da modernização da administração pública no Brasil, além das janelas de oportunidades advindas com os grandes eventos como a copa do mundo em 2014 e olimpíadas em 2016. A análise foi realizada à luz da teoria de criação do valor público especificamente as ideias de Mark Moore. Para tanto foram realizadas entrevistas com gestores públicos da prefeitura do Rio de Janeiro, assim como foram analisados documentos de domínio público publicados na imprensa oficial e outros disponíveis na internet.

This research aims the analysis of the urbanization process that has taken place in the coastal city of Tibau/RN in the period comprising 1980-2012, due to the (re) production of space to consumption of leisure and recreation, through the so called practice of Maritime Villeggiatura. Such practice exists so that people settle temporarily on the beach as a second home, interfering in the Regulation of the land use as well as in the urban planning of Tibau, promoting urbanization based in the logic of leisure, with enormous capacity for appropriation and space consumption. The practice of Maritime Villeggiatura in Tibau began in the late nineteenth century, becoming more relevant in the 1980s, when the practice became fashionable for the citizens of Mossoró City, in view of their economic strength, and consumption power to invest in this type of domicile. Tibau has become a great depository of second homes for leisure practice, which contributed even to the city administrative and political emancipation in 1997. The intensification of Real Estate activities, expanding second homes along the coast, results in the urbanization of Tibau territory with the assistance of Local Government, whom was interested in entering Tibau on the State tourism routes. The used methodology comprised literature review, data collection and local observation. Questionnaires were applied in the form of interviews to the villeggiaturistas, local residents, business and trade services local companies, a local agricultural firm named Agricultura Famosa Ltda., Municipal government and the Association of Senior Citizens of the municipality of Tibau. A photographic record was made to visualize the urbanization evolution of Tibau. It has also been taken georeference measures of the area object of study in this research, in order to analyze the use and occupation of the territory by urban and social agents villeggiaturistas and residents. The conclusion is that the urbanization process that has been taken in Tibau occurred along the coast shore, with low population density, and therefore creating difficulties to governance of the Municipal government. Real Estate Sector has been promoting the value increase of urban land in order to fragment the space with private condominiums segregating local resident population to outlying areas of the city, away from the coastline and lacking infrastructure and basic urban services

Esta dissertação estuda o processo de verticalização em Belém, capital do Estado do Pará, centrado especificamente na antiga avenida 15 de Agosto, hoje avenida Presidente Vargas, entre as décadas de 1940 e 1950. Este processo foi fruto de esforços políticos e administrativos que visaram alterar a paisagem do centro da cidade com o estímulo a construção do arranha-céu e a modernização local em consonância com o que ocorria em outras partes do Brasil e do mundo. Dentre os recortes possíveis pretende-se historicizar este processo local o qual objetivou, sobretudo, valorizar a área estudada bem como os efeitos deste elemento vertical na paisagem da cidade, as mudanças nas políticas públicas que versaram sobre este processo e as consequentes transformações que os mesmos geraram nas diferentes representações sobre o espaço urbano.

Our study considers the natural resources of the Miombo forests in Cabo Delgado from a broad ecosystems perspective. Thus, our view goes beyond the disciplinary approaches of forestry, agronomy, biology or zoology, and also of the social sciences, namely anthropology, history, sociology, political science or economics. The present study aims to establish a dialogue and create synergies between Miti Ltd. – the logging company and owner of the forest concessions – as well as government and state structures at the various levels and the communities – through the Committees on Natural Resources – in order to promote the sustainable use of resources and ecosystems. The research methodology we used can broadly be described as moderated transdisciplinary interaction for action-research based on the approach known as Learning for Sustainability (LforS, http://www.cde.unibe.ch/Pages/Project/2/14/Learning-for-Sustainability-Extension-Approach.aspx). The research methods used include: LforS seminars; field work; forests observations focusing, among others, on ecosystems, trees, wildlife, and burned areas; visits to farms; and interviews. We conducted both collective interviews and individual interviews, including with key informants. The main results indicate that members of the Committee on Natural Resources have a dual attitude: their statements defend the paradigm of sustainable use of natural resources as well as their own immediate monetary gain. They are willing to apply the values, concepts and theories of sustainable development that underpin the establishment of Committees on Natural Resources if they are paid for their work or if they can derive direct benefits from it, i.e. if they can earn a salary or allowance. If this does not happen, however, they are willing to allow actors to engage in illegal hunting or logging activities. This dual attitude also exists in relation to forestry operators. If the concession workers pay the committee members in cash or provide goods, they can run their business even if they violate the law. Natural forest regeneration in Nkonga and Namiune already shows the impact of such use. Although there are many saplings that could basically ensure continuous regeneration under sustainable management, repeated burning is damaging the young trees, deforming them and killing a great number of them. Campaigns against uncontrolled fires are ineffective because the administrative and political authorities have a dual attitude as well and are also part of the group that uses resources to their own profit and benefit. There are institutional structures within the administration, populations, and communities to perform regulating functions, create and implement rules, punish offenders, and oversee resource use. However, they feel that since they are not paid for performing these functions, they do not have to do so. This attitude shows a lack of awareness, but also indicates a situation where everyone seeks to derive maximum benefits from existing resource use patterns. Anything goes.

Esta investigación tiene por fin poner en valor la obra del arquitecto chileno Luciano Kulczewski, profesional que cumplió un rol clave y distintivo en la primera mitad del siglo XX, considerado como un período crucial para el desarrollo de la arquitectura nacional, ya que es el momento en que se produce el advenimiento de la modernidad en el país. Si bien su figura goza de un gran reconocimiento, solamente una parte de su obra es (re)conocida por la historiografía nacional. Su labor en el libre ejercicio de la profesión, como asimismo los distintos cargos administrativos y políticos que desempeñó en su vida, hacían suponer un corpus más amplio, como finalmente se pudo constatar en este estudio. El amplio catastro documentado permitió fehacientemente identificar el rol y el significado que esta obra cumpliera en la transición que hizo posible dejar atrás los valores impuesto por el Academicismo, para incorporar los procesos de modernización en los distintos ámbitos de la arquitectura. Por tanto, el quehacer de Kulczewski se reveló como ejemplar y paradigmático. Una de las ilustraciones más elocuentes a este respecto fue la precursora realización de edificios en altura para uso residencial. Esta tipología lo obligó a trabajar con nuevos materiales y técnicas constructivas, junto a la necesidad de introducir las modernas tecnologías que estos portentos arquitectónicos requerían para su funcionamiento, como era el uso de ascensores y los sistemas de calefacción centralizada. El estudio del contexto urbano de sus obras permitió dar cuenta también de los procesos que estaban convirtiendo a las principales ciudades del país en urbes ‘modernas’. En este ámbito, destaca la nueva concepción urbanística que llegaba vinculada a los barrios-jardín, que contrariamente a lo establecido por el urbanismo tradicional, implicó inéditas maneras de articular la ciudad y el empleo de nuevas tipologías residenciales. Estas concepciones de ciudad encontraron eco principalmente en las urbanizaciones que se estaban realizando en las nuevas comunas de la capital, contexto elegido por el arquitecto para llevar a cabo algunos innovadores conjuntos habitacionales, hoy considerados modélicos, y que estaban destinados a un nuevo estrato social empoderado y demandante: la clase media. Su particular preocupación por las cuestiones sociales, las que entraron en crisis con el devenir del siglo XX, lo llevaron a desarrollar una activa vida política, que culminó con un importante puesto administrativo en el primer Gobierno Radical que tuvo lugar en el país. Desde esa posición, pudo gestionar y dar solución apropiada a la urgente necesidad de viviendas obreras que requería el país, creando los primeros edificios colectivos destinados a este grupo social. Esto a la vez supuso un acercamiento más sustancial a las nuevas propuestas vinculadas al Movimiento Moderno. En conclusión, su quehacer hizo eco de los estilos vanguardistas y modernos que arribaron provenientes de Europa, pero reconociendo las realidades propias del país, de tal forma que la apropiación, y no la reproducción, fue su sello. En este proceso de adecuación al medio local, los modelos foráneos se desprenderán de muchas de sus principios rectores originales, lo que sumado a la impronta de un imaginario propio y original, convierten a sus creaciones en un caso singular en el contexto del la arquitectura chilena. ABSTRACT This research aims to add value to the work of Chilean architect Luciano Kulczewski, a professional who accomplished a key and distinctive role in the first half of the twentieth century, which is considered as a crucial period for the development of the Chilean architecture, since it corresponds to the arrive of Modernity in this country. While his figure is widely recognized, only a portion of his oeuvre is known (or acknowledged) by national historiography. Because of his work as a freelance professional and another administrative and political position he held in his life, it is possible to assume a larger corpus, as it was finally confirmed by this study. The copious documented cadastre allowed convincingly to identify the role and significance that this work fulfilled in the transition that made possible leaving behind the values imposed by Academicism, and thus to incorporate the modernization processes in the different fields of architecture. Therefore, the work of Kulczewski revealed itself as exemplary and paradigmatic. One of the most eloquent illustrations to this regard was the pioneering construction of high-rise buildings with a residential purpose. This typology drove him to work with new materials and constructive techniques, alongside with the need of introducing new modern technologies required by these architectonical advances for its operations, like the use of elevators and central heating systems. The study of the urban context of his work allowed also accounting the processes the major cities of the country went through in order to become 'modern' cities. In this context, it stands out the new urban conception linked to the idea of garden city, which was contrary to the practices of the traditional urbanism, and that implied new ways of articulating the city and that the use of new residential typologies. These urban notions were mainly echoed in the urbanizations that were made in the new districts of the city, scenario chosen by the architect for the concretion of innovative housing projects, nowadays thought as paradigmatic, and that were oriented for a new empowered and demanding social group: the middle class. His particular concern for social issues, which ones came into crisis with the arrival of the twentieth century, led him to take an active political role, culminating with an important administrative position in the first Radical Government that took place in the country. From that position, he could manage and provide adequate solutions to the urgent worker’s housing needs that required the country, creating the first collective buildings for this social group. This supposed a more substantial approach to new proposals of the Modern Movement. To conclude, his oeuvre was influenced by the avant-garde and modern styles that arrived from Europe, but with the proper adjustments to the local requirements, so that it is possible to say that appropriation more than reproduction was his hallmark. In this process, these features were transformed in order to get more flexibility for their adaptation to the Chilean needs that added to a personal and peculiar imaginary, which transformed his works into a unique case in the national architecture history.
