Telemedicine promises to revolutionize medical care delivery in rural and remote areas. The ability to accurately evaluate physical impairment via the Internet is important to the possible future provision of Internet-based physiotherapy. This study evaluated the reliability and validity of assessing knee range of motion via the Internet. Two therapists evaluated knee angle on a single subject via two methods of assessment: the Internet and the traditional method (face-to-face). Nine random positions of the knee were chosen with the principal examiner performing 20 face-to-face and two sets of 20 Internet measures in each position (n=540). The secondary therapist performed Internet assessments only. The Internet connection was established at a readily available speed of 17 kbit/s. The Internet-based goniometer was found to be a valid tool for measuring both knee flexion and extension angles. It was shown to possess both high intra and inter-rater reliability. Difference average plots of the scores verified the consistency of measurement between both modes of assessment. The successful evaluation of the physical outcome measure of knee range of motion via the Internet assists the further development of Internet-based physiotherapy applications. The authors identify key issues that researchers, funding bodies, ethics committees and ethicists might consider in contemplating research subject payment ethics. They argue that what is missing from the broader debate is due consideration of ethics committee decision processes; research subject reasons for participation; and current research practices. The authors explore these issues and how they relate to existing guidelines on voluntary consent, and arguments that have been proposed for and against research subject payments. In this paper, we examine the postbuckling behavior of functionally graded material FGM rectangular plates that are integrated with surface-bonded piezoelectric actuators and are subjected to the combined action of uniform temperature change, in-plane forces, and constant applied actuator voltage. A Galerkin-differential quadrature iteration algorithm is proposed for solution of the non-linear partial differential governing equations. To account for the transverse shear strains, the Reddy higher-order shear deformation plate theory is employed. The bifurcation-type thermo-mechanical buckling of fully clamped plates, and the postbuckling behavior of plates with more general boundary conditions subject to various thermo-electro-mechanical loads, are discussed in detail. Parametric studies are also undertaken, and show the effects of applied actuator voltage, in-plane forces, volume fraction exponents, temperature change, and the character of boundary conditions on the buckling and postbuckling characteristics of the plates. This paper is situated within a theoretical discussion that asserts a positive correlation between indirectness and politeness, and uses these claims as a springboard for an examination of polite ways of issuing directives in eighteenth century Chinese. On the basis of an analysis of directive speech acts from dialogue in the novel Honglou meng, it argues that the concept of indirectness, as it applies to the illocutionary transparency of individual speech acts, has no particular value in the culture and language of eighteenth century Chinese men. It is found that other linguistic devices such as particles, the reduplication of verbs, terms of address, and the presence and sequencing of supportive moves are far more significant to the communication of politeness. The findings suggest a need to rethink current theoretical positions on this subject and move beyond the analysis of individual speech acts to examine the role discourse structure and management play in the enactment of politeness. Once delighted by the moving image advent as a new method of realistically presenting reality, the viewer has been reposition himself towards the audiovisual contents he consumes, as he is given the opportunity to create and share his own perspective of that reality. We are living in a new technological setting, governed mainly by factors of interactivity, digital systems and technological convergence. The research project that we will present in this paper focuses on the subject of participatory media and the way cultural institutions are increasingly facing the inevitability of a profound revision of their traditional parameters of unidirectional communication, given the increasing availability of tools for audiovisual production as well as the diversity of networked communication contexts. The Serralves Foundation with its Museum of Contemporary Art, in Porto, Portugal, was the subject of a fi rst study of an empirical nature: a series of audiovisual objects were developed, in order to generate material for analysis and proposition. In this new stage of the project, our aim is to identify new procedures and practices that may be effectively implemented within the institutional universe. We intend to propose effi cient audiovisual communication contexts, including the maximizing of the relationship between institutions and audiences regarding dimensions that are traditionally outside the institutional radar: identity, narrative and affection. The project is currently in the process of surveying and categorization, with the aim of producing a map of different vocations and positions of the various institutions in regards to the aforementioned issues, which require participatory communication.

RESUMO:O desenvolvimento entendido como um processo político, económico e social, visando uma melhoria constante do bem-estar de toda a população, requer a alocação e utilização de recursos para benefício social e económico da sociedade. Porém, em Moçambique, neste processo, o crescimento e progressão dos grupos sociais ainda é desigual, ocorrendo uma certa marginalização e menor participação nos processos de tomada de decisão, das mulheres e dos grupos desfavorecidos. O presente estudo, subordinado ao tema: “A Questão do Género em Moçambique: Contributo para uma análise da sua problemática”, procurou compreender a importância e o contributo das mulheres moçambicanas inseridas em diferentes áreas de desenvolvimento e o seu empoderamento. O estudo foi centrado nas diversas formas de luta e de intervenção contra a pobreza e a exclusão social. A metodologia do presente trabalho consistiu numa pesquisa empírica através da observação participante, onde foram feitas entrevistas, utilizando guiões pré-elaborados que permitiram recolher os perfis sociológicos das ONGs que trabalham directamente com as questões de género. Foram entrevistadas mulheres que ocupam lugares-chave nas instituições governamentais e algumas parlamentares. Foi igualmente consultada a documentação oficial bem como os dados estatísticos que abordam questões ligadas ao género. As observações feitas indicam-nos que a mulher em Moçambique busca gradualmente o seu espaço no desenvolvimento da sociedade, não se esgotando a sua participação apenas nos processos decisórios a nível governamental e das ONGs, antes estendendo-se ao associativismo nos mais diversos campos sociais. A mulher moçambicana participa hoje, individualmente ou organizada em grupo, em lutas e reivindicações colectivas, tendo crescido positivamente ao conseguir ultrapassar diversos obstáculos. A título de conclusão recomenda-se a inclusão de profissionais da área social nos programas de desenvolvimento. Seria uma forma de fortalecer os avanços já alcançados. A presença de assistentes sociais nos órgãos públicos e noutros sectores mais sensíveis, iria por certo permitir reduzir as preocupações dos que buscam estes serviços. ABSTRACT: The present study on the subject: “The Question of Gender in Mozambique: Development and Issues”, demand to understand the importance and contribution that non-governmental organizations provides on the effort of Mozambican woman in having in the society the space that on right belongs to her. The development understood as the economic, social, cultural and political process that aimed a continuous improvement of the population welfare, require the allocation and use of resources for social and economic benefit of society. However in many countries, as is the case of Mozambique, this process is the advancement of certain groups accompanied by the marginalization, exclusion and subordination of others, especially women. Despite improvement in education and combating poverty, access to education for women remains an unusual reality and poverty persists to affect much of Mozambican women, thus causing its social exclusion. On the other hand, although the law recognizes gender equality, women are still oppressed and often the only career that is destined is to be married, take care of the field and having children. However, several exceptions have occurred in which women have to take political positions and functions exclusively reserved to men before. Women's organizations and women leaders participating in favour of the defence of other women have been contributing to its success. UFUPISHO:Maendeleo, yanayosikiwa kama utaratibu wa jamii, ambao unalinga hali njema ya mustarehe wa watu wote wa nchi, yanahitaji toleo na utumizi wa vifaa kwa fadhili ya jamii na ya kiuchumi ya watu jamii. Walakini katika Mozambiki, mwendeleo unaotukia utaratibuni huu hauko sawa. Funzo hili la kuhusu jambo: “ Swali la jinsi ya kuwa kiume au kike Mozambiki: Maendeleo na Tatizo “, lilitafuta kufahamu muhimu na msaada wa wanawake wa Mozambiki katika maeneo mbalimbali ya maendeleo na ongezo la uwezo wao. Funzo lilifanywa juu ya namna nyingi za mapigano na uamuzi kwa kupingana na umaskini na ondoleo katika jamii. Taratibu ya funzo hili ilikuwa uchunguzi jarabati katika onyo la kushirika,ambamo yalifanywa mahojiano, yakitumia maongozi yaliyofanywa mbele ambayo yaliruhusu kujua tabia za elimujamii za “ONGs” ambazo zinafanya kazi juu ya maswali ya jinsi ya kuwa kiume au kike. Walihojiwa wanawake ambao wanamiliki kazi muhimu katika mashirika ya serikali na wanawake wa bunge. Zilichunguwa pia hati rasmi na takwimu zinazohusu maswali ya jinsi ya kuwa kiume au kike. Maonyo yaliyofanywa yanatuonyesha ya kwamba mwanamke katika Mozambika anatafuta kidogo kidogo nafasi yake maendeleoni ya watu jamii, asipojichosha tu kwa kushirika katika taratibu za kubezwa za serikali za “ONGs” na ushirikiano, ukijitanda kwa maeneo ya jamii makubwa zaidi. Mwanamke wa Mozambiki anashirika peke au kwa kundi, akiunganika mapiganoni na madaini ya pamoja, akigua na akiweza kupita vizuizi vingi. Inashauriwa kwamba kama namna ya kuimarisha maendeleo na kwa sababu mwanamke yuko katika sehemu nyingi za jamii, anaingia ndani ya sekta mbalimbali za ufundi kama kwa mfano msaidizi wa jamii. Kuwapo kwa msaidizi wa jamii katika mashirika ya umma na katika sekta nyingine mbalimbali kutaruhusu kumaliza shughuliko ya wale ambao wanatafuta kazi hizi.

In this paper we analyze the relationship between volatility in index futures markets and the number of open and closed positions. We observe that, although in general both positions are positively correlated with contemporaneous volatility, in the case of S&P 500, only the number of open positions has influence over the volatility. Additionally, we observe a stronger positive relationship on days characterized by extreme movements of these contracting movements dominating the market. Finally, our findings suggest that day-traders are not associated to an increment of volatility, whereas uninformed traders, both opening and closing their positions, have to do with it.

Na presente dissertação pretendemos averiguar da pertinência prática do actual modelo de protecção de dados clínicos, ou seja, se nele está devidamente consagrada a autonomia e a individualidade do utente; pretendemos ainda perceber a tendência evolutiva do sistema português de protecção de dados clínicos, nomeadamente a sua capacidade de inovação e adaptação aos sistemas internacionais, respeitando o nosso ordenamento jurídico. Concretamente, pretendemos perceber de que forma esta informação estará protegida, bem como até onde os utentes estarão consciencializados dos perigos que enfrentam. Embora este seja um problema mundial, o facto é que a Gestão do Sistema de Protecção de Dados Pessoais e Clínicos suscita polémica e interpretações diferentes, dada a sensibilidade ética do tema, a integridade humana. Além deste facto, estamos perante uma problemática que irá sempre envolver vários interesses e consequentemente um confronto de posições. Este trabalho procura ilustrar de que forma se lida com a gestão de dados pessoais no nosso país, de que modo se harmonizam os diferentes interesses e perspectivas, que prioridades se encontram na orientação governamental nesta matéria, quais as penalizações para os eventuais incumpridores e qual o futuro possível dos dados pessoais em saúde, tendo como objectivo comum uma eficácia e sustentabilidade dos mecanismos utilizados. Vamos encontrar interesses divergentes, compromissos permissivos ou restritivos de tratamento de dados, tendências que suportam interesses privados e públicos que se vão concretizar em escolhas eficientes de gestão de dados. Esta diversidade de comportamentos vai ser objecto de estudo e análise neste trabalho, procurando aferir das vantagens e desvantagens de um sistema de informação em saúde: universal com a população coberta, e integrado a fim de compartilhar informações de todos os pacientes, de todas as unidades de prestação de cuidados de saúde.

O sistema de gestão de proteção de dados pessoais e estudos clínicos em Portugal levanta controvérsia e uma interpretação distinta, dada a sensibilidade ética do tema, a integridade humana. Além deste fato, estamos diante de um problema que envolve diversos interesses e, assim, um confronto de posições. Pretende-se, ao longo deste artigo, abordar a percepção da forma como os profissionais da área da saúde, no seu quotidiano, lidam com a questão do tratamento de dados clínicos, numa tentativa de harmonizar pontos de vista e de conteúdo, verificando se há realmente um esforço das instituições hospitalares para facilitarem este processo e permitirem que os usuários sejam universalmente protegidos e bem tratados. Os resultados obtidos no documento de consulta de profissionais de saúde indicam que há uma preocupação com a confidencialidade em 100% dos inquiridos, embora existam sistemas de gestão de dados clínicos diferenciados (seis distintos). Espera-se uma tendência ascendente na procura dessas informações úteis e de interesse para deter essa informação, tomada por profissionais de saúde, instituições de saúde, seguradoras etc. O problema surge no confronto entre a proteção da vida privada, o interesse específico de usuários, o interesse público e as políticas institucionais e governamentais vigentes. Partindo do pressuposto de que a garantia de confidencialidade é uma realidade em termos de segurança, é necessário determinar se os meios utilizados para atingir essa tarefa são os mais eficientes e permitem uma gestão sustentável dos dados de saúde.

Gravity loads can affect a reinforced concrete structure's response to seismic actions, however, traditional procedures for testing the beam behaviour do not take this effect into consideration. An experimental campaign was carried out in order to assess the influence of the gravity load on RC beam connection to the column subjected to cyclic loading. The experiments included the imposition of a conventional quasi-static test protocol based on the imposition of a reverse cyclic displacement history and of an alternative cyclic test procedure starting from the gravity load effects. The test results are presented, compared and analysed in this paper. The imposition of a cyclic test procedure that included the gravity loads effects on the RC beam ends reproduces the demands on the beams' critical zones more realistically than the traditional procedure. The consideration of the vertical load effects in the test procedure led to an accumulation of negative (hogging) deformation. This phenomenon is sustained with the behaviour of a portal frame system under cyclic loads subject to a significant level of the vertical load, leading to the formation of unidirectional plastic hinges. In addition, the hysteretic behaviour of the RC beam ends tested was simulated numerically using the nonlinear structural analysis software - OpenSees. The beam-column model simulates the global element behaviour very well, as there is a reasonable approximation to the hysteretic loops obtained experimentally. (C) 2013 Elsevier Ltd. In practice the robotic manipulators present some degree of unwanted vibrations. The advent of lightweight arm manipulators, mainly in the aerospace industry, where weight is an important issue, leads to the problem of intense vibrations. On the other hand, robots interacting with the environment often generate impacts that propagate through the mechanical structure and produce also vibrations. In order to analyze these phenomena a robot signal acquisition system was developed. The manipulator motion produces vibrations, either from the structural modes or from endeffector impacts. The instrumentation system acquires signals from several sensors that capture the joint positions, mass accelerations, forces and moments, and electrical currents in the motors. Afterwards, an analysis package, running off-line, reads the data recorded by the acquisition system and extracts the signal characteristics. Due to the multiplicity of sensors, the data obtained can be redundant because the same type of information may be seen by two or more sensors. Because of the price of the sensors, this aspect can be considered in order to reduce the cost of the system. On the other hand, the placement of the sensors is an important issue in order to obtain the suitable signals of the vibration phenomenon. Moreover, the study of these issues can help in the design optimization of the acquisition system. In this line of thought a sensor classification scheme is presented. Several authors have addressed the subject of the sensor classification scheme. White (White, 1987) presents a flexible and comprehensive categorizing scheme that is useful for describing and comparing sensors. The author organizes the sensors according to several aspects: measurands, technological aspects, detection means, conversion phenomena, sensor materials and fields of application. Michahelles and Schiele (Michahelles & Schiele, 2003) systematize the use of sensor technology. They identified several dimensions of sensing that represent the sensing goals for physical interaction. A conceptual framework is introduced that allows categorizing existing sensors and evaluates their utility in various applications. This framework not only guides application designers for choosing meaningful sensor subsets, but also can inspire new systems and leads to the evaluation of existing applications. Today’s technology offers a wide variety of sensors. In order to use all the data from the diversity of sensors a framework of integration is needed. Sensor fusion, fuzzy logic, and neural networks are often mentioned when dealing with problem of combing information from several sensors to get a more general picture of a given situation. The study of data fusion has been receiving considerable attention (Esteban et al., 2005; Luo & Kay, 1990). A survey of the state of the art in sensor fusion for robotics can be found in (Hackett & Shah, 1990). Henderson and Shilcrat (Henderson & Shilcrat, 1984) introduced the concept of logic sensor that defines an abstract specification of the sensors to integrate in a multisensor system. The recent developments of micro electro mechanical sensors (MEMS) with unwired communication capabilities allow a sensor network with interesting capacity. This technology was applied in several applications (Arampatzis & Manesis, 2005), including robotics. Cheekiralla and Engels (Cheekiralla & Engels, 2005) propose a classification of the unwired sensor networks according to its functionalities and properties. This paper presents a development of a sensor classification scheme based on the frequency spectrum of the signals and on a statistical metrics. Bearing these ideas in mind, this paper is organized as follows. Section 2 describes briefly the robotic system enhanced with the instrumentation setup. Section 3 presents the experimental results. Finally, section 4 draws the main conclusions and points out future work.

Since 1989, five parliamentary elections have been the stage for the foundation and demise of political parties aspiring to govern the new democratic Polish state. The demise of the AWS before the 2001 elections after ten years of attempts to create a centre-right core party resulted in a new splintering of the right-wing, and the centre-right became again devoid of a pivotal formation. While Eurosceptic parties in average gain 8 percent of the vote, in the 2001 Polish parliamentary elections Eurosceptic parties gained around 20 percent of the vote. In Poland right-wing parties show an unusual propensity for Euroscepticism. The persistence and increased importance of nationalism in Poland, which has prevented the development of a strong Christian democratic party, effectively explains the levels of Euroscepticism on the right. After the autumn 2005 parliamentary elections the national conservative party, Law and Justice, formed a governing coalition with the national Catholic League of Polish Families, creating one of the first Eurosceptic governments. Although this work does not intend to provide a theorisation of party systems development, it shows that the context of European integration fostered nationalists’ divisiveness of, and provoked the splitting of the right the unusual propensity of parties for Euroscepticism makes Poland a paradigmatic case of the kind of conflicts over European integration emerging in Central and Eastern European party systems.

In Portugal, especially starting in the 1970s, women’s studies had implications on the emergency of the concept of gender and the feminist criticism to the prevailing models about differences between sexes. Until then, women had been absent from scientific research both as subject and as object. Feminism brought more reflexivity to the scientific thinking. After the 25th of April 1974, because of the consequent political openness, several innovating themes of research emerged, together with new concepts and fields of study. However, as far as gender and science relationship is concerned, such studies especially concentrate on higher education institutions. The feminist thinking seems to have two main objectives: to give women visibility, on the one hand, and to denunciate men’s domain in the several fields of knowledge. In 1977, the “Feminine Commission” is created and since then it has been publishing studies on women’s condition and contributing to the enhancement of the reflection of female condition at all levels. In the 1980s, the growing feminisation of tertiary education (both of students and academics), favoured the development of women’s studies, especially on their condition within universities with a special focus on the glass ceiling, despite the lack of statistical data by gender, thus making difficult the analysis of women integration in several sectors, namely in educational and scientific research activities. Other agglutinating themes are family, social and legal condition, work, education, and feminine intervention on political and social movements. In the 1990s, Women Studies are institutionalised in the academic context with the creation of the first Master in Women Studies in the Universidade Aberta (Open University), in Lisbon. In 1999, the first Portuguese journal of women studies is created – “Faces de Eva”. Seminars, conferences, thesis, journals, and projects on women’s studies are more and more common. However, results and publications are not so divulgated as they should be, because of lack of comprehensive and coordinated databases. 2. Analysis by topics 2.1. Horizontal and vertical segregation Research questions It is one of the main areas of research in Portugal. Essentially two issues have been considered: - The analysis of vertical gender segregation in educational and professional fields, having reflexes on women professional career progression with special attention to men’s power in control positions and the glass ceiling. - The analysis of horizontal segregation, special in higher education (teaching and research) where women have less visibility than men, and the under-representation of women in technology and technological careers. Research in this area mainly focuses on description, showing the under-representation of women in certain scientific areas and senior positions. Nevertheless, the studies that analyze horizontal segregation in the field of education adopt a more analytical approach which focuses on the analysis of the mechanisms of reproduction of gender stereotypes, especially socialisation, influencing educational and career choices. 1
