Motorcycle trauma is a serious road safety issue in Queensland and throughout Australia. In 2009, Queensland Transport (later Transport and Main Roads or TMR) appointed CARRS-Q to provide a three-year program of Road Safety Research Services for Motorcycle Rider Safety. Funding for this research originated from the Motor Accident Insurance Commission. This program of research was undertaken to produce knowledge to assist TMR to improve motorcycle safety by further strengthening the licensing and training system to make learner riders safer by developing a pre-learner package (Deliverable 1), and by evaluating the Q-Ride CAP program to ensure that it is maximally effective and contributes to the best possible training for new riders (Deliverable 2), which is the focus of this report. Deliverable 3 of the program identified potential new licensing components that will reduce the incidence of risky riding and improve higher-order cognitive skills in new riders. This report provides a summary of Deliverables 2.1 through to 2.4.

In recent years, there have been significant developments in climate science relevant to agriculture and natural resource management. Assessing impacts of climate variability and use of seasonal climate forecasts have become increasingly important elements in the management "toolkit" for many Australian farmers. Consideration of climate change further increases the need for improved management strategies. While climate risk extension activities have kept pace with advances in climate science, a national review of the Vocational Education and Training system in Australia in relation to "weather and climate" showed that these topics were "poorly represented" at the management level in the Australian Qualifications Framework, and needed increased emphasis. Consequently, a new Unit of Competency concerning management of climatic risk was developed and accredited to address this deficiency. The objective of the unit was to build knowledge and skills for better management of climate variability via the elements of surveying climatic and enterprise data; analysing climatic risks and opportunities; and developing climatic risk management strategies. This paper describes establishment of a new unit for vocational education that is designed to harness recent developments in applied climate science for better management of Australia's highly variable climate. The main benefits of the new unit of competency, "Developing climatic risk management strategies,"were seen as improving decisions in climate and agriculture, and reducing climate risk exposure to enhance sustainable agriculture. The educational unit is now within the scope of agricultural colleges, universities, and registered training organisations as an accredited unit.

From Strangers to Peer Acquaintances Mothers and Fathers with a First Born and their Experiences of the New Family Training Process in Espoo This research is composed of two interrelated case studies. The first case was a family training experiment conducted in the City of Espoo during 2003 2005. In the experiment, the content, duration and procedures were modified from the previous family training policy. The new family training system stressed peer group activities and the peer support formed between the participating mothers and fathers. The second case comprised the stories of 14 parents about the family training process. The aim of the research was to find out whether peer group activities and support was demonstrated between the participating parents during the family training process. The second case and its narrative material constituted the main research material. The narrative material was collected by interviews. Eight mothers and six fathers were interviewed twice within a year between their sessions. The parents also filled in questionnaires about their daily life and participated in a drawing exercise, in which they visualized how they experienced the family training during the antenatal period, labour and the postnatal period. A narrative approach was applied to the analysis of the narrative material. The analysis consisted of several stages. In the final stage, the fathers main story was combined with all the participating fathers personal stories. The mothers main story was also constructed from their personal stories. The study implicated that in some parts the mothers and fathers main stories were similar. During the family training, previously unacquainted parents became peer acquaintances. In particular, the first born as a focus created interaction and cooperation among the parents. Parents in similar circumstances became significant to each other. Different figurations formed during the family training. However, the main stories did not always entwine. The mothers were in contact with the other mothers almost daily using mobile phones, email and mother-child activities. The fathers employed outside home met each other only during the family training meetings, but felt being supported by the other fathers. Some families visited one another outside of the family training. This new type of family training had characteristics typical of the project society. The parents peer activities were based on trust, negotiation and contracts between partners. The parents evaluated the benefits of participation in the family training. If they appreciated the activities with peers and peer compassion, they were willing to participate in the family training during the postnatal period. The study examines the personnel training and research activities carried out by the Organization and Methods Division of the Ministry of Finance and their becoming a part and parcel of the state administration in 1943-1971. The study is a combination of institutional and ideological historical research in recent history on adult education, using a constructionist approach. Material salient to the study comes from the files of the Organization and Methods Division in the National Archives, parliamentary documents, committee reports, and the magazines. The concentrated training and research activities arranged by the Organization and Methods Division, became a part and parcel of the state administration in the midst of controversial challenges and opportunities. They served to solve social problems which beset the state administration as well as contextual challenges besetting rationalization measures, and organizational challenges. The activities were also affected by a dependence on decision-makers, administrative units, and civil servants organizations, by different views on rationalization and the holistic nature of reforms, as well as by the formal theories that served as resources. It chose long-term projects which extended to the political decision-makers and administrative units turf, and which were intended to reform the structures of the state administration and to rationalize the practices of the administrative units. The crucial questions emerged in opposite pairs (a constitutional state vs. the ideology of an administratively governed state, a system of national boards vs. a system of government through ministries, efficiency of work vs. pleasantness of work, centralized vs. decentralized rationalization activities) which were not solvable problems but impossible questions with no ultimate answers. The aim and intent of the rationalization of the state administration (the reform of the central, provincial, and local governments) was to facilitate integrated management and to render a greater amount of work by approaching management procedures scientifically and by clarifying administrative instances and their respon-sibilities in regards to each other. The means resorted to were organizational studies and committee work. In the rationalization of office work and finance control, the idea was to effect savings in administrative costs and to pare down those costs as well as to rationalize and heighten those functions by developing the institution of work study practitioners in order to coordinate employer and employee relationships and benefits (the training of work study practitioners, work study, and a two-tier work study practitioner organization). A major part of the training meant teaching and implementing leadership skills in practice, which, in turn, meant that the learning environment was the genuine work community and efforts to change it. In office rationalization, the solution to regulate the relations between the employer and the employees was the co-existence of the technical and biological rationalization and the human resource administration and the accounting and planning systems at the turn of the 1960s and 1970s. The former were based on the school of scientific management and human relations, the latter on system thinking, which was a combination of the former two. In the rationalization of the state administration, efforts were made to find solutions to stabilize management ideologies and to arrange the relationships of administrative systems in administrative science - among other things, in the Hoover Committee and the Simon decision making theory, and, in the 1960s, in system thinking. Despite the development-related vocabulary, the practical work was advanced rationalization. It was said that the practical activities of both the state administration and the administrative units depended on professional managers who saw to production results and human relations. The pedagogic experts hired to develop training came up with a training system, based on the training-technological model where the training was made a function of its own. The State Training Center was established and the training office of the Organization and Methods Division became the leader and coordinator of personnel training.

Hazard perception has been found to correlate with crash involvement, and has thus been suggested as the most likely source of any skill gap between novice and experienced drivers. The most commonly used method for measuring hazard perception is to evaluate the perception-reaction time to filmed traffic events. It can be argued that this method lacks ecological validity and may be of limited value in predicting the actions drivers’ will take to hazards encountered. The first two studies of this thesis compare novice and experienced drivers’ performance on a hazard detection test, requiring discrete button press responses, with their behaviour in a more dynamic driving environment, requiring hazard handling ability. Results indicate that the hazard handling test is more successful at identifying experience-related differences in response time to hazards. Hazard detection test scores were strongly related to performance on a driver theory test, implying that traditional hazard perception tests may be focusing more on declarative knowledge of driving than on the procedural knowledge required to successfully avoid hazards while driving. One in five Irish drivers crash within a year of passing their driving test. This suggests that the current driver training system does not fully prepare drivers for the dangers they will encounter. Thus, the third and fourth studies in this thesis focus on the development of two simulator-based training regimes. In the third study participants receive intensive training on the molar elements of driving i.e. speed and distance evaluation. The fourth study focuses on training higher order situation awareness skills, including perception, comprehension and projection. Results indicate significant improvement in aspects of speed, distance and situation awareness across training days. However, neither training programme leads to significant improvements in hazard handling performance, highlighting the difficulties of applying learning to situations not previously encountered.

The students academic performance is a key aspect for all agents involved in a higher education quality program. However, there is no unanimity on how to measure it. Some professionals choose assessing only cognitive aspects while others lean towards assessing the acquisition of certain skills. The need to train increasingly adapted professionals in order to respond to the companies’ demands and being able to compete internationally in a global labour market requires a kind of training that goes beyond memorizing. Critical and logical thinking are amongst written language skills demanded in the field of Social Sciences. The objective of this study is to empirically demonstrate the impact of voluntary assignments on the academic performance of students. Our hypothesis is that students who complete high quality voluntary assignments are those more motivated and, therefore, those with higher grades. An experiment with students from the "Financial Accounting II" during the academic year of 2012/13 at the Business and Economics School of the UCM was carried out. A series of voluntary assessments involving the preparation of accounting essays were proposed in order to develop skills and competencies as a complement to the lessons included in the curriculum of the subject. At the end of the course, the carrying-out or not of the essay together with its critical, reflective quality and style, were compared. Our findings show a relationship between the voluntarily presented papers of quality and the final grade obtained throughout the course. These results show that the students intrinsic motivation is a key element in their academic performance. On the other hand, the teachers role focuses on being a motivating element through the learning process.

Improving European education and training system quality has been set as a key target in Europe’s strategy to become a smart, sustainable and inclusive economy by 2020 (European Commission, 2010). These objectives are more specifically defined in the so called Modernisation Agenda (European Commission, 2011). More specifically it sets a goal to improve the quality and relevance of higher education. In this process external evaluation and

self-assessment are seen in a key role! In the CDIO approach the 12 CDIO standards provide a framework for continuous improvement. Each institution/institutional department are encouraged to regularly do the self-evaluation using the CDIO Standards. Eight European universities identified a need for further enhancement of the self-evaluations and creation of processes with peers to reduce the inertia of heavy accreditations/evaluations in HEIs. In September 2014 these universities started an Erasmus+ project (QAEMarketPlace4HEI) aiming at
1. Developing a collaborative, comprehensive and accessible evaluation process model, methods and tools for HEIs to complement the accreditation systems.
2. Promoting, increasing and exploiting further the European collaboration in the evaluation processes and the exchange of best practices.
3. Disseminating the model, best practices and widen the cooperation to new HEIs in Europe through the partner networks.

China has undergone dramatic economic and social reforms during last 30 years, leading to a notably higher level of living standards and health care access for Chinese citizens. However, China's cataract surgical rate of 780 cases/y per million population trails Asian neighbors with lower income levels such as India and Vietnam. Eye care providers and patients encounter many barriers in gaining access to one another.Hands-on training programs conducted by international nongovernmental organizations and the government have helped to increase the number of qualified cataract surgeons in rural area, but establishing a residency training system that produces ophthalmologists capable of performing independent surgery is the only sustainable way to meet the increasing demand for surgery from an aging population. The New Rural Cooperative Medical System has successfully reduced the financial burden of cataract surgery for the rural population; however, reimbursement for outpatient treatment of leading eye diseases is needed.Community outreach screening combined with education is essential in rural areas' increased demand for surgery. Methods to optimize the yield from such screening must still be devised and proven, however. Improvements in the hospital administration and management structure are also needed to improve the efficiency of China's rural hospitals in delivering high-quality, low-cost cataract surgical services.

Depuis les années 1980, la formation des enseignants a fait l’objet de réformes majeures dans la plupart des sociétés développées, souvent en étant directement articulée à un processus de «professionnalisation» (Tardif, Lessard & Gauthier, 1998). La professionnalisation de l’enseignement est aujourd’hui considérée comme un mouvement international (OCDE, 2005). Dans cette recherche de maîtrise, nous analysons la mise en œuvre de la professionnalisation et son articulation à l’organisation des programmes de formation des enseignants du primaire dans deux contextes : Finlande et Québec. L’intérêt d’une comparaison du Québec avec la Finlande découle des enquêtes PISA 2000, 2003, et 2006, qui ont permis de faire reconnaître le système éducatif finlandais comme l’exemple d’un système performant qui combine avec succès la qualité, l’équité et la cohésion sociale (Sahlberg, 2007). Or, parmi les nombreuses raisons présentées pour expliquer ce succès, une des plus importantes serait la formation des enseignants. En Finlande les enseignants réalisent une formation initiale de 5 ans. Mais au Québec les enseignants sont aussi hautement éduqués : ils réalisent une formation universitaire de 4 ans après deux années d’études pré-universitaires. Dans les deux contextes, les enseignants complètent 17 ans de scolarité. Quelles sont les similitudes et les différences entre les programmes de formation des enseignants du primaire en Finlande et au Québec? Comment et en quoi ce processus de professionnalisation, comme tendance internationale, a-t-il marqué les systèmes de formation d’enseignants finlandais et québécois ? Peut-on dégager, à partir de cette comparaison, des éléments d’un système de formation à l’enseignement de meilleure qualité pour le Québec?

Ce mémoire est une recherche théorique qui tire son origine du constat selon lequel il est difficile d’analyser la réalisation du projet professionnel des candidats à l’enseignement. Tel est le cas en raison des particularités contextuelles et des pluralités théoriques relatives aux notions de formation et d’insertion. À partir de ce constat, ce mémoire propose un cadre d’analyse permettant de comprendre comment les jeunes enseignants du Québec appréhendent le « rapport entre » leur formation et leur insertion face aux différentes contraintes (i.e. rigidité du système institutionnel de la formation, marché de l’insertion fluctuant et saturé, etc.) et aux ressources disponibles (i.e. programme d’études, cours, etc.) pour réaliser leur projet professionnel. Il repose sur l’hypothèse selon laquelle, pour réaliser leur projet professionnel, les candidats à l’enseignement mobilisent des stratégies afin de négocier les contraintes et ressources de leurs contextes respectifs. Dans cette optique, la démarche de cette recherche théorique s’inscrit dans une perspective interactionniste, telle qu’elle est véhiculée par la tradition de Chicago (Chapoulie, 2001). Quelques postulats sont mobilisés pour baliser les différentes étapes d’élaboration du cadre d’analyse. Le premier postulat considère que le « point de vue » de l’acteur est prépondérant pour comprendre ses conduites (Morrissette, Guignon & Demaziére, 2011). Cela amène à articuler les ancrages théoriques nécessaires à l’élaboration du cadre d’analyse en croisant une sociologie interactionniste avec une sociologie de l’action. Plus particulièrement, les concepts de « définition de la situation » de Thomas (1923) et de la « représentation de soi » de Goffman (1969) sont mis à profit. Les notions de coopération, d’incertitude et de rationalité, tirées du modèle de l’acteur stratégique de Crozier et Friedberg (1981), viennent compléter les assises de la modélisation d’une trame de négociation (Strauss & Baszanger, 1992). Le deuxième postulat considère que les contextes, sont prépondérants pour expliquer les conduites humaines (Abbott, 1999). Ces contextes, dits «éloignés» et «rapprochés» de l’acteur, constituent le « contexte d’action » (Strauss & Baszanger, 1992). Ce faisant, ils influent sur les stratégies mobilisées par l’acteur candidat à l’enseignement. Le troisième postulat considère que le monde social est animé par des processus (re)créés au travers des interactions entre acteurs (Morrissette & Guignon, 2014). Il amène à envisager la formation et l’insertion comme des processus sujets à des redéfinitions continues. Cela conduit à repenser la réalisation du projet professionnel des candidats à l’enseignement sous l’angle du « rapport entre ». Ces trois postulats structurent le cadre d’analyse qui se présente comme une « trame de négociation ». Il est développé pour éventuellement éclairer les stratégies de négociation mobilisées en contexte par les candidats québécois à l’enseignement pour réaliser leur projet professionnel.

O sistema educativo e formativo português tem vindo a mudar significativamente, devido ao fenómeno da globalização e às exigências da sociedade do conhecimento. Com efeito, os desafios de uma economia mais dinâmica e competitiva, baseada no conhecimento requerem a definição de novas políticas educativas. Os objetivos de aumentar a equidade e a oportunidade de educação para todos os alunos e de combater o abandono e o insucesso escolar conduziram à implementação, em Portugal, de algumas medidas que envolvam os jovens em programas de formação, tais como os cursos de educação e formação (CEF). É no seio deste novo e complexo contexto educativo que colocamos a relevante questão: como podem as equipas pedagógicas dos cursos de educação e formação responder, adequadamente, às exigências de atuação neste tipo de percurso diversificado de formação? A natureza dos constantes constrangimentos que os professores enfrentam permitiu-nos concluir que estes têm de trabalhar sobre a sua própria capacidade de mudança, de forma a responderem a todas estas crescentes demandas, pelo que, neste sentido, a mudança assume-se como uma extraordinária oportunidade de desenvolvimento profissional. Esta construção de capacidade ou reculturing (Fullan, 2007) é o resultado de várias adaptações e decisões, tomadas pelos professores, colaborativamente como comunidades de aprendizagem profissional (CAP). Na verdade, nas CAP os docentes estão moral e intelectualmente comprometidos com a melhoria, a inovação e a sustentabilidade da educação, por conseguinte elas não são apenas um meio de melhorar os resultados dos alunos e de aumentar as suas aprendizagens, como são, também, o processo mais eficaz de implicar os docentes no desenvolvimento profissional contínuo, profundamente ligado à ação. Consequentemente, no sentido de transformar as equipas pedagógicas em comunidades de aprendizagem profissional apresentamos um projeto de formação que se concretizará através da implementação de um círculo de estudos, no contexto escolar, que pretende assegurar o desenvolvimento e a atualização dos conhecimentos e competências dos professores dos CEF e melhorar a qualidade e eficácia da aprendizagem e da prática docente. As expectativas em relação aos resultados desta formação são bastante elevadas e alicerçam-se na recetividade e disponibilidade demonstradas, por todos os professores dos CEF, para participarem neste projeto de formação.
