Traffic state estimation in an urban road network remains a challenge for traffic models and the question of how such a network performs remains a difficult one to answer for traffic operators. Lack of detailed traffic information has long restricted research in this area. The introduction of Bluetooth into the automotive world presented an alternative that has now developed to a stage where large-scale test-beds are becoming available, for traffic monitoring and model validation purposes. But how much confidence should we have in such data? This paper aims to give an overview of the usage of Bluetooth, primarily for the city-scale management of urban transport networks, and to encourage researchers and practitioners to take a more cautious look at what is currently understood as a mature technology for monitoring travellers in urban environments. We argue that the full value of this technology is yet to be realised, for the analytical accuracies peculiar to the data have still to be adequately resolved.

This thesis examines the question why the automotive mode and the large technological system it creates, continues to dominate urban transport systems despite the availability of more cost-efficient alternatives. A number of theoretical insights are developed into the way these losses evolve from path dependent growth, and lead to market failure and lock-in. The important role of asymmetries of influence is highlighted. A survey of commuters in Jakarta Indonesia is used to provide a measure of transport modal lock-in (TML) in a developing country conurbation. A discrete choice experiment is used to provide evidence for the thesis central hypothesis that in such conurbations there is a high level of commuter awareness of the negative externalities generated by TML which can produce a strong level of support for its reversal. Why TML nevertheless remains a strong and durable feature of the transport system is examined with reference to the role of asymmetries of influence.

In transport networks, Origin-Destination matrices (ODM) are classically estimated from road traffic counts whereas recent technologies grant also access to sample car trajectories. One example is the deployment in cities of Bluetooth scanners that measure the trajectories of Bluetooth equipped cars. Exploiting such sample trajectory information, the classical ODM estimation problem is here extended into a link-dependent ODM (LODM) one. This much larger size estimation problem is formulated here in a variational form as an inverse problem. We develop a convex optimization resolution algorithm that incorporates network constraints. We study the result of the proposed algorithm on simulated network traffic.

L’articulation de l’urbanisme et des transports s’est imposée comme une question centrale dans la sphère des planifications à incidences spatiales. Le développement durable comme concept cadre a mis en relief cette problématique dont les enjeux décident de la qualité de vie urbaine au quotidien. Les objectifs de cette articulation coïncident avec la maitrise de l’étalement urbain et le report modale de la voiture vers le transport collectif. Pour atteindre ces objectifs, la cohérence des planifications respectives et de leur mise en œuvre doit être assurée. Ce qui appelle à remplir des conditions technico-politiques et organisationnelles. L’agglomération d’Alger présente dans ce cadre, un cas d’étude idéal pour l’évaluation du degré d’articulation urbanisme-transports de par les caractéristiques de son développement urbanistique et infrastructurel de transport collectif.

La investigación presenta una propuesta para la solución integral de los problemas del transporte urbano en Santiago de Cali, una ciudad con 2.3 millones de habitantes en el sur-occidente de Colombia, aplicando criterios del desarrollo sostenible. Una parte importante de la solución integral del transporte urbano es la propuesta novedosa para crear condiciones para la movilidad segura de peatones y ciclistas en toda la ciudad. El autor propone la redistribución del espacio publico que no sólo incluye los andenes, plazas y parques, sino tambien los carriles para el tráfico motorizado: uno de dos carriles de las vias ya construidas - por lo menos 4 de los 7 metros de la calle - es para el uso de peatones y ciclistas que son protegidos del tráfico vehicular motorizado por materas con plantas y flores. Las medidas para peatones y ciclistas se complementan con la creación de una amplia zona peatonal que incluye un espacio organizado para los trabajos del sector informal de la economia. Para el transporte publico colectivo propone el autor una solución con la tecnologia de los buses de piso bajo como alternativa a los buses y estaciones de plataforma alta usados en el modelo de TransMilenio en la capital colombiana Bogotá. Los buses de piso bajo permiten la creación de un sistema de transporte publico colectivo mucho mas eficiente y rápido, económico para los pasajeros y a costos de menos de diez porciento de la solución de Bogotá. La solución integral del transporte urbano se complementa con una reforma del transporte en taxis y con medidas para reducir el uso de los vehiculos particulares. La solución integral es justificada en cada una de sus medidas aplicando criterios ambientales, sociales, psicológicos, económicos, financieros y culturales del desarrollo sostenible. Se presentan los indicadores que permiten evaluar la situación y los posibles efectos de los cambios propuestos para lograr la sostenibilidad en el transporte urbano en Santiago de Cali. Los resultados de la investigación se pueden aplicar tambien en otras ciudades (de Colombia).

El propósito del presente trabajo de grado es hacer un análisis del estado de la motorización en Bogotá -en cuanto a motocicletas se refiere- a partir del reto que éstas han significado para la priorización del uso del transporte público. El trabajo de grado hace un recorrido por las características de los modos de transporte –tanto el transporte público como las motocicletas-, ahondando en sus problemáticas. Lo anterior se hace con el fin de intentar descubrir una razón por la cual año a año crece el número de motocicletas que circulan por Bogotá. Para lograr una aproximación a lo que busca el trabajo de grado, se logró hacer un acercamiento a un número de propietarios de motocicletas. De ellos, se pudieron establecer las principales razones por las cuales se ha popularizado el uso de la motocicleta.

La década de los noventa marcó el inicio de la modernización del transporte urbano en las principales ciudades de Venezuela, entre ellas en la ciudad de Maracaibo, segunda ciudad en importancia en el país, proceso que tuvo lugar formalmente desde la Alcaldía de Maracaibo, pero en el cual participaron numerosos actores nacionales e internacionales que dan cuenta de un proceso que se inserta en un modelo de transporte urbano de origen foráneo, vinculado a la necesidad de poner esta actividad a tono con los requerimientos de una economía de mercado. El propósito de este trabajo es identificar la política que en definitiva se formó, los distintos actores involucrados y el rol de cada uno. Se parte de la hipótesis que es escasa la participación local en este proceso, el cual se origina en los organismos multilaterales. Los resultados revelan: 1) Los principales actores involucrados en la formación de la política fueron: Banco Mundial, Consorcio Systra-Sofrrtu, Instituto Municipal de Transporte Colectivo Urbano de la ciudad de Maracaibo (IMTCUMA), Fondo Nacional de Transporte Urbano (FONTUR), Ministerio de Infraestructura (MINFRA), antiguo Ministerio de Transporte y Comunicaciones (MTC), La Universidad del Zulia, Comisión Presidencial del transporte para la ciudad de Maracaibo, Consejo Venezolano de transporte, Alcaldía de Maracaibo y Metro de Maracaibo; 2) La participación de estos organismos fue muy variada, correspondiéndole el rol de orientador al Banco Mundial y el resto en distintos niveles y en el rol de asesores y ejecutores; 3) La política estuvo dirigida a: reducir los tiempos de viaje de los trabajadores; incorporar empresas privadas en el sector transporte y dar prioridad en la prestación del servicio en los sectores comerciales e industriales. Se concluye que la política de transporte de la ciudad de Maracaibo ha tenido lugar con la participación de los organismos multilaterales y la escasa participación del gobierno local y los usuarios.-----The 1990s marked the start of the urban transport modernization in the main cities of Venezuela, including Maracaibo, the second city. It was formally managed from the Mayor’s Office of Maracaibo, but involved a number of national and international actors in a process that became embedded into an urban transport model of foreign origin, linked to the need of aligning this activity with the market economy requirements. The purpose of this paper is to identify the policy that resulted in the end, the different actors involved, and the role played by each of them. The basis assumption is the scarce local participation in this process, which arose from multilateral organizations. The results reveal that: 1) The main actors involved in the policy structuring were: World Bank, Systra-Sofrrtu Consortium, Maracaibo Urban Mass Transport Institute (Instituto Municipal de Transporte Colectivo Urbano de la ciudad de Maracaibo –IMTCUMA–), National Urban Transport Fund (Fondo Nacional de Transporte Urbano –FONTUR–), Ministry of Infrastructure (MINFRA), former Ministry of Transport and Communications (MTC), La Universidad del Zulia, President’s Transport Commission for the city of Maracaibo, Venezuelan Transport Board, Mayor’s Office of Maracaibo, and Metro of Maracaibo; 2) The participation of these organizations was very varying, the World Bank playing the directing role, and the others in different levels as advisors and implementers; 3) The policy was addressed to: reducing workers commuting times; incorporating private companies into the transport sector; and giving priority to the service provision in commercial and industrial sectors. The conclusion is that the transport policy in the city of Maracaibo occurred with the participation of multilateral organizations and very little participation of the local government and users.

This work searches to offer a model to improve spare parts stock management for companies of urban passenger transport by bus, with the consequent progress in their maintenance management. Also known as MRO items (Maintenance, Repair and Operations), these spare parts, according their consumption and demand features, cost, criticity to operation, lead-time, quantity of suppliers, among other parameters, shouldn´t have managed their inventory like normal production items (work in process e final products), that because their features, are managed by more predictable models based, for example, in economic order quantity. In the case specifically of companies of urban passenger transport by bus, items MRO have significant importance in their assets and a bad management of these inventories can cause serious losses to company, leading it even bankrupticy business, in more severe situations which missing spare part provokes vehicles shutdown indefinitely. Given slight attention to the issue, which translates in little literature available about it when compared to that literature about normal items stocks, and due the fact that MRO items be critical to bus urban transport of passengers companies´, it is necessary, so, deepen in this theme searching to give technical and scientific subsidies to companies that work, in many times, empirically, with these so decisive inputs to their business. As a typical portfolio problem, in which there are n items, separated into critical and noncritical, while competing for the same resource, it was developed a new algorithm to aid in a better inventory management of spare parts used only in corrective maintenance (whose failures are unpredictable and random), by analyzing the cost-benefit ratio, which compares the level of service versus cost of each item. The model was tested in a company of urban passenger transport by bus from the city of Natal, who anonymously provided their real data to application in this work

Increased competition in the market of urban transport, characteristic of the Brazilian cities from years 90, has required actions of the managing agencies to ensure the universality of service, enhancing efficiency and consumer welfare. It grows in the Brazilian municipalities, the need to adopt a systematic performance evaluation in terms of management system of indicators and targets appropriate to the regulatory context, which has the purpose of evaluating the accomplishment and compliance by dealers, of the services granted during the contract period, marked by increasingly long periods. The introduction of an index operational performance in permission contracts/concession in urban buses is intended to establish a regulatory performance, giving the contract a pro-competitive feature and to allow the managing agency the systematic and continuous monitoring of the performance of the delegated service to avoid major deviations from desired performance. A performance assessment model of public transportation companies by bus, and applicable to the case of Natal is proposed. Sought to add the particularities found in the transport system in order to assess the performance of enterprises, contribute to improving the service quality to the population and enable decision-makers a detailed knowledge of the behavior of the licensees

This work aims to "build" rostering urban bus crews to minimize the cost of overtime. For this purpose a mathematical model was developed based on case study in an urban transport company in the metropolitan region of Natal. This problem is usually known in the literature as the Crew Scheduling Problem (CSP) and classified as NP-hard. The mathematical programming takes into account constraints such as: completion of all trips, daily and maximum allowable range of home and / or food. We used the Xpress-MP software to implement and validate the proposed model. For the tested instances the application of the model allowed a reduction in overtime from 38% to 84%

The use of Natural Gas Vehicle has had a fast increase lately. However, in order to have a continuous success this Program needs to develop converting devices of Otto-cycle engines, gasoline or alcohol, to the use of NGV (Natural Gas Vehicle) that presents low cost, maintaining the same original development of the vehicle and low level of emissions, considering the PROCONVE rules. Due to the need to diversify the matrix in order to avoid energetic dependence and due to strict pollution control, it has increased in the Brazilian market the number of vehicles converted to the use of NGV. The recent regulation of the PROCONVE, determining that the converted engines with kits should be submitted to emission testing, comes to reinforce the necessity of the proposed development. Therefore, if we can obtain kits with the characteristics already described, we can reach a major trust in the market and obtain an increase acceptance of the vehicle conversion for NGV. The use of natural gas as vehicle fuel presents several advantages in relation to liquid fuels. It is a vehicle fuel with fewer indexes of emissions when compared to diesel; their combustion gases are less harmful, with a major level of safety than liquid fuels and the market price is quite competitive. The preoccupation that emerges, and the motivation of this project, is to know which are the main justifications for such technology, well accepted in other countries, with a low index or emission, with a high level of safety, where its maintenance becomes low, reminding that for this it is necessary that this technology has to be used properly, and once available in the market will not motivate interest in the urban transportation companies in Brazil, in research centers in general. Therefore this project exists to show the society in a general way the current vision of the main governmental factors, of the national research centers and of the private companies concerning the use of natural gas vehicles in urban transport vehicles, in order to give a major reliability to the population as well as to motivate national market competitiveness with a low cost and reliable product and to enrich the national technology
