This thesis aims to understand the extent to which state capacities of state governments explain the effectiveness of the implementation of Programa Bolsa Família (PBF) in the Northeast, adopting the implementation of the theory as the main theoretical lens and more specifically the concept of state capacity. Methodologically is a study of public policy evaluation, and categorized as a process of evaluation study or implementation. Given the specificity of the object is classified as a multi case study research covering the states of Sergipe, Rio Grande do Norte and Bahia. In addition to using secondary data, the study used semi-structured interviews with members of Intersectoral Committees responsible for the actions of PBF and the Cadastro Único at the state level, composed of representatives of the areas of the state government of Social Welfare, Education and Health. the main findings related to technical and administrative capacities and policies were found: infrastructure with weakness in human resources, technological and financial resources; intra-governmental coordination with boundaries between PBF and Unified Social Assistance System , and the actions of conditionality of health and Health Unic System Basic Attention; intergovernmental coordination carried out mostly by the distance limitations of displacement and incipient regional decentralization of actions; based monitoring in the municipalities of lower performance and from the parameters placed by the federal government and political capacities; representative political system is hardly accessed by instances of program management; minor social participation and low articulation with related issues advice to PBF; audit control by any outside agencies. The thesis concludes that depending on the capabilities found implementing weaknesses are not unique to the program's actions, but from the very institutional capacity of the systems in which it operates that are the Unified Social Assistance System, the Health Unic System and the Educational System. In other words limitations of their own state capacities of the state governments and the municipal governments of each territory, such as quantitative insufficiency and qualification of human resources, financial and institutional resources, lack instance promoting decentralization (Intergovernmental and intra-governmental) as well the weakness or absence of a network of local social services are also factors that explain the program management performance and state capabilities of arrangements formed by states and municipalities in the PBF, only to partially deal with the complexity of joints involving Implementation of the program with regard to inter and intra-governmental action.

The right to the preservation of a healthy environment is perceived as a Fundamental Right, inserted in the National Constitution and referring to present and future generations. The preservation of the environment is directly connected to the right to Health and Human Dignity and, therefore, must be treated as a personal right, unavailable, claiming for a positive response from the Brazilian State, through the development of related public policies, control of potentially harmful economic activities, with special focus on the principles of precaution and solidarity. The Brazilian judiciary must thus be attentive to the guardianship of the Fundamental Right. The judiciary control over the execution of public policies is based on obeying the principle of the separation, independence and harmony between the Powers, however it should never deviate from the constitutional obligation of caring for the effectivation of the rights and guarantees within the Magna Carta. In the balance between the principle of human dignity, from which springs the right to a healthy environment and the principle of separation of powers, the former should prevail, maintaining the latter to a core minimum.

The National School Feeding Programme (PNAE) is a public policy in Brazil for over 60 years and represents one of the most important programs of feeding and nutrition in the world. The role of family farming as a source of employment in rural areas, food provider and for ensuring much of the Brazil’s food security is constantly present at the government's and social movement’s agendas. Law 11.947 of 2009 marked its integration in the food supply for the National School Feeding Programme. Article 14 of aforementioned law highlights that a minimum of 30% (thirty percent) of the funds transferred by the National Development Fund Education (FNDE) to the Programme must be used for the purchase of food directly from family farmers or their organizations. The national school feeding policy under the responsibility of the FNDE and is subjected to agencies of internal control, such as the General Controllership of the Union (CGU), of external control, such as the Audit Courts of the Union and the of the states, and to the social control of the school feeding councils. Those funds are transferred to the implementing agencies, which are the education offices of the states, municipalities and of the Federal District. These entities must annually present their accountings to the School Feeding Councils, which analyze them and then issue a conclusive report to the FNDE, approving with or without reservations, or rejecting them. In this sense, this research aims to propose parameters that should contribute to the improvement of the social control over purchases from family farming for the National School Feeding Programme. The study was conducted by non parametric sampling alongside the managers of the implementing entities, school feeding councils and Family Farming Organizations all across Brazil, from the databases provided by FNDE and by the National Union of Cooperatives of Family Agriculture and Solidarity Economy (Unicafes). The study points out that the legal framework of PNAE seeks to ensure the participation of family farming in the food supply for the Programme, despite allowing the executing agencies to justify the non-compliance of the minimum required in a number of ways. The survey also signalizes that the school feeding councils follow the implementation of the Programme very shyly, and points out that there is room to expand and enhance the participation of these councils and organizations of family farming in the execution of PNAE. Its effectiveness requires a constant and effective process of training of the agents involved in the Programme.

La presente investigación tiene como objetivo principal, explicar la influencia de los ODM del PNUD en la implementación de políticas públicas medioambientales de Tailandia en el periodo del 2000 al 2013, basado en la teoría de los complejos de socialización y la transferencia de normas que implican un buen comportamiento medioambiental. De esta manera, demostrar que los agentes socializadores han cumplido un papel fundamental para la implementación de políticas públicas en Tailandia en su interés por cumplir con sus compromisos internacionales. Esta monografía utilizara un método cualitativo, desde el análisis de las fuentes primarias y secundarias, realizando especial énfasis en la teoría de complejos de socialización que permita un análisis descriptivo y explicativo del fenómeno.
Con informalidad masiva, las políticas públicas tradicionales pierden eficacia en reducir la pobreza

La evolución del salario formal comparada con la de los precios al consumidor permite monitorear los ingresos reales de los estratos socioeconómicos medios. Sin embargo, refleja de manera muy parcial la situación de los hogares pobres, ya que en este segmento de la población el trabajo informal es clave como fuente de recursos y de supervivencia. En este informe se define un Índice de Ingresos de Hogares Pobres y se enfatiza la importancia de que las políticas públicas contemplen la informalidad laboral masiva que sufre la Argentina

Resumen: El análisis de los indicadores de ingresos, desigualdad y pobreza en cada uno de los 32 centros urbanos muestra las grandes disparidades regionales de la Argentina. En la Zona Norte del país el ingreso per capita es un 35% inferior al promedio nacional, la pobreza es 4 veces mayor que en la capital y la distribución del ingreso es más desigual. Los datos estadísticos disponibles indican que el crecimiento económico y las políticas públicas que se han implementado recientemente han reducido los niveles de pobreza agregados, pero han tenido poco impacto en las regiones más pobres del país. Por otra parte, el impacto distributivo de las políticas y programas públicos en la Argentina es reducido cuando se los compara con lo que sucede en los países mas desarrollados. Se requiere el diseño y la implementación de nuevas políticas públicas de reducción de la pobreza que se focalicen en los problemas y dificultades específicas que enfrentan las regiones más pobres. Entre ellas se destaca la necesidad de políticas para disminuir la alta informalidad del empleo que caracteriza a estas zonas. Por otra parte, las nuevas políticas deberían transferir las responsabilidades y premiar los esfuerzos propios de los gobiernos locales, reemplazando la actual “cultura de la dependencia” de los programas del gobierno central por un desarrollo institucional local que enfatice la gestión eficiente de las administraciones públicas provinciales y el desarrollo del capital social local.

Resumen: En los últimos quince años, mientras la mayoría de los países del mundo sufrieron un aumento o estabilidad en el nivel de desempleo, algunos países han logrado mejorar significativamente su situación. Este trabajo lleva a cabo una revisión de la literatura con respecto a las políticas de empleo y del mercado laboral de esos países con el objetivo de extraer algunas lecciones de estas ‘buenas prácticas’. Cabe aclarar que el objetivo no consiste en recomendar políticas específicas para Argentina sino simplemente destacar la relevancia de algunas características comunes que presentan estos casos exitosos. Los países exitosos, además de experimentar una buena performance en términos de crecimiento económico, implementaron un conjunto de políticas que van desde políticas del mercado laboral activas a un amplio sistema de seguridad social, mayor flexibilidad laboral y políticas salariales moderadas.

A obra pretende discutir quais são os fundamentos científicos e os valores que sustentam as normas de proteção da flora e da fauna; apresentar um panorama da biodiversidade brasileira; mostrar como a biodiversidade está inserida na Constituição Federal; apontar as leis que tratam de proteção da biodiversidade; mostrar como foi o processo histórico de construção das normas nacionais e internacionais sobre a matéria; discutir como se dividem as competências relativas à gestão do patrimônio biológico, entre a União, os estados e os municípios; apresentar os instrumentos de proteção da flora e da fauna, dos recursos pesqueiros, de acesso ao patrimônio genético e aos conhecimentos tradicionais associados; e, por fim, expor a situação atual das unidades de conservação, dos instrumentos de gestão integrada da biodiversidade e das políticas de controle do desmatamento.
