El interés de esta investigación es analizar los cambios en las políticas migratorias de Italia y Libia a partir del Tratado de amistad y cooperación firmado en 2008. Utilizando el concepto de securitización de Barry Buzan, se explican cuáles fueron las principales motivaciones para que ambos Estados tomaran la decisión de endurecer sus políticas migratorias para hacerle frente a la migración irregular. La securitización del tema de la migración se convirtió en el mecanismo principal del gobierno italiano para justificar el incumplimiento de acuerdos internacionales, dejando en un segundo plano la protecciónde los Derechos Humanos. Esta situación trae consigo altos costos humanitarios y pone en evidencia cómo Italia y Libia están tratando las nuevas amenazas como lo es la migración irregular en esta región.

Con la llegada al poder del Primer Ministro del Reino Unido Tony Blair en 1997, se implementaron una serie de cambios en la política de migración, orientados a atraer migrantes laborales. En éste trabajo de investigación se analizó la nueva política de migración de RU y el impacto de ésta sobre la fuerza laboral nacional. Usando los preceptos del paradigma liberal de las Relaciones Internacionales, se realizó un balance sobre las consecuencias positivas y negativas que tuvo la implementación de una política de migración orientada a recibir inmigrantes a larga escala, sobre la población trabajadora del país británico en ámbitos sociales, culturales, demográficos y económicos. A manera de conclusión el balance arroja resultados que indican que éste giro en la política migratoria no implicó beneficios significativos para la población nativa, especialmente en temas económicos y sociales.

El presente trabajo de grado estudia las relaciones internacionales entre España y Rumania en virtud de la migración de rumanos a España en el periodo 2004-2012. El estudio analiza los antecedentes y vínculos migratorios entre España y Rumania y el perfil migratorio rumano. Así mismo, describe el proceso de adhesión de Rumania a la Unión Europea y analiza la compleja integración de los rumanos al espacio comunitario y las discutidas acciones estatales por parte de España en este contexto. La evolución en las relaciones entre España y Rumania, es pieza clave para comprender los diferentes momentos de su relación migratoria, dicha evolución afectó, el proceso de “integración” de los inmigrantes rumanos, situación que alcanzó su punto más crítico durante la reciente crisis económica española. Teniendo en cuenta, datos de fuentes estadísticas y académicas, se evaluaron las redes migratorias como mecanismo para el asentamiento y crecimiento de los rumanos en España.

Actualmente, Colombia se encuentra inserta en dinámicas migratorias internacionales, no sólo como país expulsor de estos flujos, sino como destino y país de tránsito; la transformación que ha tenido el panorama migratorio colombiano es reciente y obedece a múltiples factores de carácter interno y externo. El fortalecimiento de la economía colombiana y la coyuntura de la crisis económica española han creado un ambiente propicio para la llegada de una migración laboral altamente calificada proveniente de España. Esta situación no sólo ha configurado al país por primera vez como un destino migratorio, sino ha puesto en evidencia la necesidad de una política migratoria eficaz y capaz de enfrentar los desafíos que impone la nueva realidad migratoria.

The unauthorized migrants in the Swedish construction sector – a study in the policy of deportation 1990–2004 The unauthorized migration of construction workers to Sweden increased during the 1990s, especially at the end of the decade. The migrants often came from Poland and the Baltic states. The aim of this article is to examine this change of the migration pattern to Sweden and how the Swedish Building Workers Union responded to this new situation. I examine how the Building Workers Union cooperated with the Police authorities to find, capture and deport unauthorized migrants. A conclusion is that the Building Workers Union has not adopted a more inclusionary strategy towards unauthorized migrants, as have trade unions in Spain and US. The main strategy has instead been to try to restrict this migration. One explanation of this is that the Building Workers Union is a strong and well organized trade union. It didn’t perceive of unauthorized migrants as potential new members, but as a threat to wages and work conditions. Another explanation is that it has been able to restrict migration in the past. This may contribute to making demands for restrictions an attractive strategy in the present even when the possibilities of succeeding with this have diminished.

Preferences and interests of SN and LO about labour migration in the early 2000s The article uses a political economy approach to analyze the preferences of the social partners SN and LO and to identify the coincided and disparate interests which the two organizations tried to defend in relation to labour migration in the debate prior to the Swedish labour migration policy reform in 2008. In contrast to presumptions by Varieties of Capitalism (VoC) scholars,the results of this article reveal that SN has preferred a market-liberal labour migration policy regime at odds with institutional traditions of the Swedish labour market model. However, LO has instead preferred a state-coordinated and regulated labour migration policy regime. In contrast to SN, LO’s preferences reflected basic trade union interests to limit the supply of labour and to minimize potential negative effects for the functioning of the Swedish labour market model. Moreover, the article suggests the importance of changed power relations between the social partners and a shift of Swedish government to explain SN’s influence in the debate prior to the labour migration policy change 2008 in a market-liberal direction.

Conformemente ai trattati, l'UE sviluppa una politica comune in materia di asilo, immigrazione e controllo delle frontiere esterne, fondata sulla solidarietà e sul rispetto dei diritti fondamentali e, a tal fine, avvia relazioni strategiche con i Paesi terzi e le Organizzazioni internazionali. Un fenomeno “senza frontiere”, quale quello migratorio, esige del resto un'azione coerente e coordinata sia sul piano interno sia su quello esterno. La messa in atto di quest'ultima, tuttavia, si scontra con difficoltà di rilievo. Innanzitutto, l'UE e i suoi Stati membri devono creare i presupposti per l'avvio della collaborazione internazionale, vale a dire stimolare la fiducia reciproca con i Paesi terzi, rafforzando la propria credibilità internazionale. A tal fine, le istituzioni, gli organi e gli organismi dell'UE e gli Stati membri devono impegnarsi a fornire un modello coerente di promozione dei valori fondanti, quali la solidarietà e il rispetto dei diritti fondamentali, nonché a coordinare le proprie iniziative, per individuare, insieme ai Paesi terzi e alle Organizzazioni internazionali, una strategia d'azione comune. In secondo luogo, l'UE e gli Stati membri devono adottare soluzioni volte a promuovere l'efficacia della collaborazione internazionale e, più precisamente, assicurare che la competenza esterna sia esercitata dal livello di governo in grado di apportare il valore aggiunto e utilizzare la forma collaborativa di volta in volta più adeguata alla realizzazione degli obiettivi previsti. In definitiva, l'azione esterna dell'UE in materia di politica migratoria necessita di una strategia coerente e flessibile. Se oggi la coerenza è garantita dalla giustiziabilità dei principi di solidarietà, di rispetto dei diritti fondamentali e, giustappunto, di coerenza, la flessibilità si traduce nel criterio del valore aggiunto che, letto in combinato disposto con il principio di leale cooperazione, si pone al centro del nuovo modello partenariale proposto dall'approccio globale, potenzialmente idoneo a garantire la gestione efficace del fenomeno migratorio.

Immigration is a prominent and contested global topic of contemporary politics. Several recent popular votes targeting migration such as the minaret initiative, the automatic deportation initiative, and most recently the vote on “mass immigration”, evoke however the impression that Switzerland sets particularly harsh standards in migration policy. Based on historical evidence on Swiss migration policy making and comparative analyses on current cantonal integration policy outputs, I argue that - while far from being a new phenomenon - immigrant scepticism has become a more relevant factor of Swiss migration policy making than ever. Yet, immigration and immigrant scepticism do not only challenge direct democratic Switzerland, but all destination countries of immigration.

Is Europe's immigration policy attractive? One of the priorities driving current EU debates on labour immigration policies is the perceived need to boost Europe's attractiveness vis-á-vis 'talented' and 'highly skilled' immigrants. The EU sees itself playing a role in persuading immigrants to choose Europe over other competing destinations, such as the US or Canada. This book critically examines the determinants and challenges characterising discussions focused on the attractiveness of labour migration policies in the EU as well as other international settings. It calls for re-thinking some of the most commonly held premises and assumptions underlying the narratives of ‘attractiveness’ and ‘global competition for talent’ in migration policy debates. How can an immigration policy, in fact, be made to be ‘attractive’ and what are the incentives at play (if any)? A multidisciplinary team of leading scholars and experts in migration studies address the main issues and challenges related to the role played by rights and discrimination, qualifications and skills, and matching demand and supply in needs-based migration policies. The experiences in other jurisdictions such as South America, Canada and the United States are also covered: Are these countries indeed so ‘attractive’ and ‘competitive’, and if so what makes them more attractive than the EU? On the basis of the discussions and findings presented across the various contributions, the book identifies a number of priorities for policy formulation and design in the next generation of EU labour migration policies. In particular, it highlights important initiatives that the new European Commission should focus on in the years to come.

Ten months of what has alternatively been called a "refugee crisis", a "migrant crisis" and a "migrant and asylum crisis" in the EU has fuelled an exceptionally vivid discussion about statistics. All member states are required to provide Eurostat, the EU’s statistical agency, with data on immigration and asylum in accordance with a regulation that sets out clear and concise rules on what data must be submitted.[1] The purpose of the regulation is to ensure that the data on migration and asylum the member states provide to Eurostat for publication is comparable across all EU countries.
