La Participación de las Empresas Militares Executive Outcomes y Sandline International en el conflicto de Sierra Leona fue una de las primeras veces en las que se vieron en escena a estos actores confluyendo en un nuevo orden internacional; y este estudio de caso busca determinar la manera de actuar de estas empresas y su incidencia en el conflicto. El caso de Sierra Leona es uno de los principales acercamientos a este nuevo fenómeno, que empezó a ejercer funciones que tradicionalmente le correspondían a los Estados y que han llevado a una privatización de la seguridad. Por medio de este estudio de caso se busca también determinar cuáles son las falencias y los retos que acarrean a las Empresas Militares Privadas en cuanto a su intervención en los conflictos internos. El caso de Sierra Leona es fundamental en tanto fue uno de los conflictos más intensos desarrollados en África en la década de los 90; y fue el momento en el cual las Empresas Militares Privadas empezaron a estar en la mira internacional a causa de estas intervenciones que generaron tanto críticas negativas como positivas.

El objetivo central de este Estudio de Caso, consiste en investigar en qué sentido la proximidad geográfica y el hecho de que la región del Sahel constituya una zona de tránsito, influyen a que el crecimiento del terrorismo islámico en Malí comprenda una amenaza tanto para la seguridad nacional, como para la estabilidad de España. Se avanzará posteriormente con la descripción de herramientas específicas, tanto judiciales como de cooperación que el gobierno español ha buscado apoyar a nivel global y local, con el fin de repeler los desafíos que se generan como consecuencia del terrorismo; especial énfasis se hará, en aquellas medidas que este Estado europeo ha implementado con el propósito de enfrentar particularmente las amenazas que se generan hacia su territorio como resultado de la crisis terrorista en Malí.

El presente trabajo investigativo permite efectuar un análisis en el primer capitulo de términos como son: consumidor, comercio electrónico, proveedor, los cuales hay que explicarlos conceptual y doctrinariamente, además de acudir a otras legislaciones y autores, para exponer seguidamente el reconocimiento expreso del derecho del consumidor y el comercio electrónico en nuestra legislación ecuatoriana, concretamente en la Constitución, Ley Orgánica de Defensa del Consumidor Ecuatoriana y Ley de Comercio Electrónico, Firmas Electrónicas y Mensaje de Datos Ecuatoriana. En el segundo capítulo revisaremos el carácter de orden público y de interés social en las normas de protección al Consumidor, que caracteriza a la LODCE, importante para precisar luego una serie de derechos a favor del consumidor que contiene dicho cuerpo jurídico que considero pueden activarse en la relación con el proveedor en el campo del comercio electrónico. Prosiguiendo, se examina las obligaciones del los Consumidores, y, las responsabilidades y obligaciones de los proveedores según el mencionado cuerpo normativo. Finalmente en el tercer capitulo se examinará lo atinente al comercio electrónico y su régimen jurídico en el Ecuador el cual servirá para analizar el intercambio de bienes y servicios en el marco del comercio electrónico y que ayudará para examinar la relación importante entre el proveedor y el consumidor; así como el consentimiento para aceptar el mensaje de datos y para el uso de medios electrónicos. Luego, el Derecho de información del consumidor en la LCE, FE y MDE y para finalizar determinar conclusiones sobre el presente tema.

A new parameter-estimation algorithm, which minimises the cross-validated prediction error for linear-in-the-parameter models, is proposed, based on stacked regression and an evolutionary algorithm. It is initially shown that cross-validation is very important for prediction in linear-in-the-parameter models using a criterion called the mean dispersion error (MDE). Stacked regression, which can be regarded as a sophisticated type of cross-validation, is then introduced based on an evolutionary algorithm, to produce a new parameter-estimation algorithm, which preserves the parsimony of a concise model structure that is determined using the forward orthogonal least-squares (OLS) algorithm. The PRESS prediction errors are used for cross-validation, and the sunspot and Canadian lynx time series are used to demonstrate the new algorithms.

The internalisation theory of the multinational enterprise is a significant intellectual legacy of Ronald Coase. US direct investment in Europe became highly political in the 1960s, and neoclassical trade theory had no explanation. A theory of the multi-plant enterprise was required, and internalisation theory filled this gap. Using Coasian economics to explain the ownership of production plants, and the geography of trade to explain their location, internalisation theory offered a comprehensive account of MNEs and their role in the international economy. This paper outlines the development of the theory, explains the Coasian contribution, and examines in detail the early work of Hymer, McManus and Buckley and Casson. It then reviews the current state of internalisation theory and suggests some future developments.

Det vanliga är att värmesystems tekniska förmåga utvärderas i en verkstad eller ett laboratorium. I ett just avslutat forskningsprojekt har några forskare på Centrum för solenergiforskning (SERC), på uppdrag av Energimyndigheten, istället låtit ett antal användare berätta sin egen historia om hur det gick till när de bestämde sig för ett nytt värmesystem och hur de upplevde tiden runt och närmast efter installationen. Esta dissertação descreve a implementação de um Sistema de Informações Geográficas (SIG) para a Área Antártica Especialmente Gerenciada (AAEG) da Baía do Almirantado, Ilha Rei George, Arquipélago das Schetland do Sul, Antártica. O trabalho constituiu na definição de equipamentos e do SIG (ARC/INFO) necessários para a operação do sistema e integração dos dados nos diferentes formatos. Os primeiros planos de informação para este SIG estão prontos: (1) altimetria; (2) batimetria; (3) linha de costa; (4) glaciologia; (5) áreas livres de gelo; (6) ocupação humana (feições antropogênicas); e (7) toponímias. Os resultados são apresentados através de quatro estudos, exemplificando algumas de suas aplicações no gerenciamento da área. Inicialmente realizou-se a revisão dos limites da AAEG, conforme sugestões do Protocolo ao Tratado Antártico sobre Proteção ao Meio Ambiente (Protocolo de Madri), a área total foi recalculada em 362km2 (anteriormente calculada em 370 km2). A partir da geração de um Modelo Digital de Elevação (MDE) obteve-se a visualização tridimensional da área, que possibilitou a descrição de algumas de suas características geomorfológicas e revisão de cálculos morfométricos. As águas da AAEG possuem um volume de 24,1km3, sendo 22,7 km3 pertencentes a Baía do Almirantado e 1,4km3 ao Estreito de Bransfield. Com a integração de dados multitemporais, quantificou-se a retração das frentes de gelo da Baía do Almiratado, constatando-se a perda de 22,5km2 de gelo (12% da cobertura atual) entre 1956 e 2000. E, finalmente, a Península Keller serviu como área teste para um pequeno estudo de impacto ambiental, sendo identificado conflito da ocupação humana com áreas de reprodução, constatando-se a ocorrência de impacto superior a um impacto menor ou transitório, segundo as definições do Protocolo Madri. A implementação do sistema seguiu os padrões de Working Group of Geodesy and Geographic Information (WG-GGI) do Scientific Committee on Antarctic Research (SCAR), permitindo a compatibilidade com projetos internacionais. O SIG serve como importante ferramenta de apoio ao gerenciamento da AAEG, podendo ser utilizado no planejamento de atividades científicas e logísticas, monitoramento e avaliações de impacto ambiental.

A Constituição Federal do Brasil determina que os Municípios e Estados apliquem não menos que 25% do somatório das suas receitas tributárias e transferências constitucionais nas ações relacionadas ao ensino público. Para demonstrar o atendimento desta regra constitucional cada Ente deve publicar um demonstrativo contábil constante no Relatório Resumido da Execução Orçamentária, instituído pela Secretaria do Tesouro Nacional – STN desde 2000, após a vigência da Lei de Responsabilidade Fiscal – LC 101/2000. A Portaria STN nº 560, de 14 de dezembro de 2001, instituiu o Manual de Elaboração do Relatório Resumido da Execução Orçamentária, composto de vários quadros contábeis, onde tem no seu Anexo X o Demonstrativo das Receitas e Despesas com Manutenção e Desenvolvimento do Ensino – MDE, para evidenciar os valores destinados à educação. Não obstante a comprovação da aplicação se dar por meio de um demonstrativo contábil, isto não garante que os recursos destinados às ações do ensino obedeçam a critérios de qualidade. Não se apresenta neste demonstrativo indicadores sociais que permitam verificar a evolução no nível de ensino da rede pública, o que levou à instituição de novos indicadores para avaliar os resultados destes investimentos públicos. O Índice de Desenvolvimento da Educação Brasileira, Ideb, veio estabelecer metas de critérios sociais por meio de uma pontuação que classifica os entes federativos de acordo com resultados sociais apresentados, como a taxa de aprovação e abandono escolar, por exemplo. O ranking divulgado em 2009 demonstra que os municípios que obtiveram os últimos lugares comprovaram o atendimento do art. 212 da Constituição Federal, ou seja, não há como ter uma relação entre a regra constitucional e a eficácia da administração da educação pelos municípios brasileiros, este é justamente o propósito deste trabalho.

The general objective of this thesis has been seasonal monitoring (quarterly time scale) of coastal and estuarine areas of a section of the Northern Coast of Rio Grande do Norte, Brazil, environmentally sensitive and with intense sediment erosion in the oil activities to underpin the implementation of projects for containment of erosion and mitigate the impacts of coastal dynamics. In order to achieve the general objective, the work was done systematically in three stages which consisted the specific objectives. The first stage was the implementation of geodetic reference infrastructure for carrying out the geodetic survey of the study area. This process included the implementation of RGLS (Northern Coast of the RN GPS Network), consisting of stations with geodetic coordinates and orthometric heights of precision; positioning of Benchmarks and evaluation of the gravimetric geoid available, for use in GPS altimetry of precision; and development of software for GPS altimetry of precision. The second stage was the development and improvement of methodologies for collection, processing, representation, integration and analysis of CoastLine (CL) and Digital Elevation Models (DEM) obtained by geodetic positioning techniques. As part of this stage have been made since, the choice of equipment and positioning methods to be used, depending on the required precision and structure implanted, and the definition of the LC indicator and of the geodesic references best suited, to coastal monitoring of precision. The third step was the seasonal geodesic monitoring of the study area. It was defined the execution times of the geodetic surveys by analyzing the pattern of sediment dynamics of the study area; the performing of surveys in order to calculate and locate areas and volumes of erosion and accretion (sandy and volumetric sedimentary balance) occurred on CL and on the beaches and islands surfaces throughout the year, and study of correlations between the measured variations (in area and volume) between each survey and the action of the coastal dynamic agents. The results allowed an integrated study of spatial and temporal interrelationships of the causes and consequences of intensive coastal processes operating in the area, especially to the measurement of variability of erosion, transport, balance and supply sedimentary over the annual cycle of construction and destruction of beaches. In the analysis of the results, it was possible to identify the causes and consequences of severe coastal erosion occurred on beaches exposed, to analyze the recovery of beaches and the accretion occurring in tidal inlets and estuaries. From the optics of seasonal variations in the CL, human interventions to erosion contention have been proposed with the aim of restoring the previous situation of the beaches in the process of erosion.

The objective of this Doctoral Thesis was monitoring, in trimestral scale, the coastal morphology of the Northeastern coast sections of Rio Grande do Norte State, in Brazil, which is an area of Potiguar Basin influenced by the oil industry activities. The studied sections compose coastal areas with intense sedimentary erosion and high environmental sensitivity to the oil spill. In order to achieve the general objective of this study, the work has been systematized in four steps. The first one refers to the evaluation of the geomorphological data acquisition methodologies used on Digital Elevation Model (DEM) of sandy beaches. The data has been obtained from Soledade beach, located on the Northeastern coast of Rio Grande Norte. The second step has been centered on the increasing of the reference geodetic infrastructure to accomplish the geodetic survey of the studied area by implanting a station in Corta Cachorro Barrier Island and by conducting monitoring geodetic surveys to understand the beach system based on the Coastline (CL) and on DEM multitemporal analysis. The third phase has been related to the usage of the methodology developed by Santos; Amaro (2011) and Santos et al. (2012) for the surveying, processing, representation, integration and analysis of Coastlines from sandy coast, which have been obtained through geodetic techniques of positioning, morphological change analysis and sediment transport. The fourth stage represents the innovation of surveys in coastal environment by using the Terrestrial Laser Scanning (TLS), based on Light Detection and Ranging (LiDAR), to evaluate a highly eroded section on Soledade beach where the oil industry structures are located. The evaluation has been achieved through high-precision DEM and accuracy during the modeling of the coast morphology changes. The result analysis of the integrated study about the spatial and temporal interrelations of the intense coastal processes in areas of building cycles and destruction of beaches has allowed identifying the causes and consequences of the intense coastal erosion in exposed beach sections and in barrier islands

Foliar diagnosis is a method for assessing the nutritional status of agricultural crops, which helps in the understanding of soil fertility and rationalized application of fertilizers taking into account economic and environmental criteria. The study aimed to use the landrelief as criteria to assist in interpreting the spatial variability of nutrient content of the citrus leaf. The leaves were collected at regular intervals of 50 m, totaling 332 sampling points. Data were analyzed by descriptive statistics, geostatistics and induction of decision tree. With the aid of digital elevation model (MDE) and the profile planaltimetric, the area was divided into three different landrelief and sub-strands. The highest values for nutrients from the leaves of citrus were observed at the top (concave area) segments on a half-slope and lower slope. The nutrients from the citrus leaves showed high values of correlation (above 0.5) with the altitude of the study area. The technique of geostatistics and the induction of decision tree show that the relief is the variable with the greatest potential to interpret the maps of spatial variability of nutrients from the citrus leaves.

This paper presents models of parameters of Sea Surface Layer (SSL), such as chlorophyll-a, sea surface temperature (SST), Primary Productivity (PP) and Total Suspended Matter (TSM) for the region adjacent to the continental shelf of Rio Grande do Norte (RN), Brazil. Concentrations of these parameters measured in situ were compared in time quasi-synchronous with images AQUA-MODIS between the years 2003 to 2011. Determination coefficients between samples in situ and bands reflectance sensor AQUA-MODIS were representative. From that, concentrations of SSL parameters were acquired for the continental shelf of the RN (eastern and northern) analyzing the geographic distribution of variation of these parameters between the years 2009-2012. Geographical and seasonal variations mainly influenced by global climate phenomena such as El Niño and La Niña, were found through the analysis of AQUA-MODIS images by Principal Components Analysis (PCA). Images show qualitatively the variance and availability of TSM in the regions, as well as their relationship with coastal erosion hotspots, monitored along the coast of the RN. In one of the areas identified as being of limited availability of TSM, we developed a methodology for assessment and evaluation of Digital Elevation Models (DEM) of beach surfaces (emerged and submerged sections) from the integration of topographic and bathymetric data measured in situ and accurately georeferenced compatible to studies of geomorphology and coastal dynamics of short duration. The methodology consisted of surveys with GNSS positioning operated in cinematic relative mode involved in topographic and bathymetric executed in relation to the stations of the geodetic network of the study area, which provided geodetic link to the Brazilian Geodetic System (GBS), univocal , fixed, and relatively stable over time. In this study Ponta Negra Beach, Natal / RN, was identified as a region with low variance and availability of MPS in the region off, as characterized by intense human occupation and intense coastal erosion in recent decades, which presents potential of the proposed methodology for accuracy and productivity, and the progress achieved in relation to the classical methods of surveying beach profiles

Data on age at first kidding (IPP) were collected on seven farms in the Brazilian Southeastern region which explored breds. Least squares (LS) were used to evaluate the effects of environmental factors and to estimate variance components, and the derivative-free restricted maximum likelihood (DFREML) method was used to estimate the variance components of IPP and to genetically evaluate the goats used in the southest region of Brazil. The LS mean and standard error of IPP were 607.18 +/- 17.09 days. The interaction of year x kidding season had a significantly influenced IPP, indicating that management conditions varied among the seasons within each specific year, with a direct influence on body weight which is the main criterion adopted by farmers to decide when the animal is ready to breed. The effect of farm-breed combination influenced the IPP. The compararison among levels of farm-breed were done by cluster analysis. The results indicated that the individual goat management within each farm had a greater influence than breed, since goats of different breeds showed high and similar values on those farms having a high mean IPP. Heritability estimates obtained by LS using intraclass correlations among paternal half-sibs and those obtained by REML were 0.220 and 0.369, respectively.

Sugarcane is one of the most important crops of the Brazilian agribusiness and this importance justifies the use of techniques that allow the implementation of cultivation systems capable of reducing the variability of soil characteristics and the establishment of efficient agricultural planning. The aim of the present work was the planning and implementation of cultivation systems for sugarcane using geostatistical techniques, in the Pereira Barreto region, SP. An area of 505 ha was mapped using the global positioning system (GPS) and a Digital Elevation Model was elaborated (MDE). Soil samples were collected for 0-0.25 m depth, in each 7 ha, for their chemical attributes and texture characterization. Data were analyzed by descriptive statistics and geostatistics. The determination of the spatial distribution of soil granulometric and chemical attributes allowed the allocation of the studied sugarcane varieties according to soil fertility and clay content. The kriging maps of soil granulometric and chemical attributes brought useful information to the establishment of production environments with different soil and crop managements. The identification of different environments by means of geostatistical techniques allowed the precise planning of the sugarcane cultivation, as well as the adequacy of fertilization practices and the allocation of suitable sugarcane varieties adapted to the conditions imposed by differences in the soil attributes.

A detailed dynamical analysis of the tachyonic teleparallel dark energy model, in which a noncanonical scalar field (tachyon field) is nonminimally coupled to gravitation, is performed. It is found that, when the nonminimal coupling is ruled by a dynamically changing coefficient α≡f ,φ/√f, with f(φ) an arbitrary function of the scalar field φ, the Universe may experience a field-matter-dominated era φMDE, in which it has some portions of the energy density of φ in the matter dominated era. This is the most significant difference in relation to the so-called teleparallel dark energy scenario, in which a canonical scalar field (quintessence) is nonminimally coupled to gravitation. © 2013 American Physical Society.
