Adaptation to climate change is an imperative and an institutional challenge. This paper argues that the operationalisation of climate adaptation is a crucial element of a comprehensive response to the impacts of climate change on human settlements, including major cities and metropolitan areas. In this instance, the operationalisation of climate adaptation refers to climate adaptation becoming institutionally codified and implemented through planning policies and objectives, making it a central tenet of planning governance. This paper has three key purposes. First, it develops conceptual understandings of climate adaptation as an institutional challenge. Second, it identifies the intersection of this problem with planning and examines how planning regimes, as institutions, can better manage stress created by climate change impacts in human settlements. Third, it reports empirical findings focused on how the metro-regional planning regime in Southeast Queensland (SEQ), Australia, has institutionally responded to the challenge of operationalising climate adaptation. Drawing on key social scientific theories of institutionalism, it is argued that the success or failure of the SEQ planning regime's response to the imperative of climate adaptation is contingent on its ability to undergo institutional change. It is further argued that a capacity for institutional change is heavily conditioned by the influence of internal and external pathways and barriers to change, which facilitate or hinder change processes. The paper concludes that the SEQ metro-regional planning regime has undergone some institutional change but has not yet undergone change sufficient to fully operationalise climate adaptation as a central tenet of planning governance in the region.

Governments and intergovernmental organisations have long recognised that space communities – the ultimate ‘settlements at the edge’ – will exist one day and have based their first plans for these on another region ‘at the edge’, the Antarctic. United States President Eisenhower proposed to the United Nations in 1960 that the principles of the Antarctic Treaty be applied to outer space and celestial bodies (State Department, n.d.). Three years later the UN adopted the Declaration of Legal Principles Governing the Activities of States in the Exploration and Use of Outer Space and in 1967 that became the Outer Space Treaty. According to the UN Office for Outer Space Affairs, ‘the Treaty was opened for signature by the three depository Governments (the Russian Federation, the United Kingdom and the United States of America) in January 1967, and it entered into force in October 1967’ (Office for Outer Space Affairs, n.d). The status of the treaty (at time of writing) was 89 signatories and 102 parties (Office for Disarmament Affairs, n.d.). Other related instruments include the Rescue Agreement, the Liability Convention, the Registration Convention and the Moon Agreement (Office for Outer Space Affairs, n.d.-a). Jumping to the present, a newsagency reported in July 2014 (Reuters, 2014) that the British Government had shortlisted eight aerodromes in its search for a potential base for the UK’s first spaceplane flights which Ministers want to happen by 2018 (UK Space Agency, 2014). The United States already has a spaceport, in New Mexico (Cokley, Rankin, Heinrich, & McAuliffe, 2013)...
India's biodiversity hotspot under anthropogenic pressure: A case study of Nilgiri Biosphere Reserve

This paper presents data on the impact of biotic pressure in terms of grazing by livestock and wood cutting by humans on the plant community in the Nilgiri Biosphere Reserve of India. Grass, and herbaceous plant biomass, number of cattle dung piles, number of woody stems available and damaged by human activities and weed biomass were assessed at different proximity along transects radiating from village-forest boundary to forest interior to measure the ecological impact of livestock grazing and fire wood collection. The grass biomass was positively correlated to overgrazing indicating the adverse effect on natural vegetation by cattle. Woodcutting was intense along the forest boundary and significantly declined as distance increased. Similarly, weed biomass and number of thorny species declined positively with proximity from village-forest boundary and the weed biomass was significantly higher in the pastoral sites compared to residential sites. The results suggest that human impact adversely affects natural vegetation and promotes weed proliferation in forest areas adjoining human settlements in the ecologically important Nilgiri Biosphere Reserve. Continued anthropogenic pressure could cause reduction in fodder availability to large herbivores like elephants, which in turn leads to an increase in human-elephant conflict. The 30,000 km2 province of Luristan is situated in western Iran and encompasses the upper valleys of the Zagros Mountains. Even today, local tribesmen inhabit Luristan with their settlement patterns similar to ancient times. Several scientific excavations in the Luristan region have uncovered evidence that this particular region was a major attraction for human settlements from the Paleolithic era onwards. In Ancient Iran, the existence of rich mines together with discoveries made by innovative and inventive artisans spurred the growth of the metalworking culture as an art and a skill among early human communities in Ancient Iran. The art of Luristan can be described as the art of nomadic herdsmen and horsemen with an emphasis on the crafting of small, easily portable objects, among these a number of bronze daggers, swords and other weapons. Throughout its history, Luristan was never an ethnic or political entity because Luristan has been occupied by various tribes and races, throughout its history. Next to Elamites, other tribes who inhabited Luristan were the Hurrians, Lullubians, Kutians, and Kassites. As local tribesmen of Luristan were illiterate, information about their history can only be partially reconstructed from the literature of their southern neighbors: the Elamites and Babylonians. Luristan smiths made weapons for both civilizations. The region was later invaded by Assyrians and finally the Iranians settled the area and absorbed the local tribes. Following an accidental find by the local inhabitants in Luristan in 1928 CE, a number of unlawful diggings reveal a number of metal objects made of bronze and iron that showed a high level of craftsmanship. These objects were offered for sale on the art market with fancy names to hide their origin. The subsequent scientific excavations several decades after the initial discovery provided fascinating information about the culture of Luristan. The metalworking art of Luristan spans a time period from the third millennium BC to the Iron Age. The artifacts from Luristan seem to possess many unique and distinctive qualities, and are especially noteworthy for the apparently endless, intricate diversity and detail that they characteristically depict. The bronze artifacts found in or attributed to Luristan can be each be classed under five separate heads: a) arms and armor, including swords, dirks, daggers, axes, mace heads, spearheads, shields, quiver plaques, protective bronze girdles, helmets; b) implements related to horsemanship, including decorative or ornamental objects for horses as well as bits and snaffles; c) items for personal adornment and hygiene, including anklets, bangles, bracelets, finger rings, earrings and tweezers; d) ceremonial and ritual objects, including talismans, idols, pins, anthropomorphic and zoomorphic figurines; and e) utilitarian objects comprising various vessels and tools, including beakers, bowls and jugs. The scope of this article is limited to a discussion of the bronze and iron weapons made in Luristan. The techniques used for making bronze weapons in Luristan included: casting with open molds, casting with close molds, and casting with lost wax process. For metal sheets used for quiver plaques and bronze protective belts, the hammering technique was used. Edged weapons made in Luristan can be classified into: a) daggers, dirks, and swords with tangs; b) daggers, dirks, and swords with flanges; and c) daggers, dirks, and swords with cast-on hilts. Next to bronze, iron was also used for making weapons such as the characteristic weapon from this area, the iron mask sword.

[ES]Todo aquello, real o conceptual, que podamos imaginar aparece una vez que tiene un soporte físico. La insostenibilidad proviene del uso desaforado de los recursos naturales para satisfacer los deseos del presente, que lleva a una menor disponibilidad de los mismos en el largo plazo. Esto ocurre porque los flujos de materia y energía se modifican y también lo hacen los agentes que en ellos participan. La hoja de ruta para alcanzar la sostenibilidad es, por una parte, ir promoviendo un cambio de conciencia en el seno de la sociedad y a la vez, aplicar soluciones técnicas que lleven el sello de la sostenibilidad. Este cambio, es una actuación conjunta y necesita de la participación de todos los seres humanos para tener esperanzas de éxito. La ciudad, ecológicamente, es un agujero negro e incluye no sólo lo que es, sino también lo que necesita para mantenerse tal y como es. La planificación urbana ecológica intenta aunar lo urbano y lo sostenible, ya que tiene como propósito proponer áreas donde los asentamientos humanos sean favorables y produzcan menos repercusiones negativas en el entorno. Para lograrlo, energía, materiales constructivos, agua, residuos, zonas verdes, comunidad y la incidencia en la legislación son ámbitos en los que el planeamiento urbano sostenible debe actuar. Los seres humanos somos los poseedores de nuestro destino. Los resultados son consecuencia de las acciones. Si algo ocurre es porque nuestras acciones han sido las elegidas para que así sea.

Coastal and marine ecosystems support diverse and important fisheries throughout the nation’s waters, hold vast storehouses of biological diversity, and provide unparalleled recreational opportunities. Some 53% of the total U.S. population live on the 17% of land in the coastal zone, and these areas become more crowded every year. Demands on coastal and marine resources are rapidly increasing, and as coastal areas become more developed, the vulnerability of human settlements to hurricanes, storm surges, and flooding events also increases. Coastal and marine environments are intrinsically linked to climate in many ways. The ocean is an important distributor of the planet’s heat, and this distribution could be strongly influenced by changes in global climate over the 21st century. Sea-level rise is projected to accelerate during the 21st century, with dramatic impacts in low-lying regions where subsidence and erosion problems already exist. Many other impacts of climate change on the oceans are difficult to project, such as the effects on ocean temperatures and precipitation patterns, although the potential consequences of various changes can be assessed to a degree. In other instances, research is demonstrating that global changes may already be significantly impacting marine ecosystems, such as the impact of increasing nitrogen on coastal waters and the direct effect of increasing carbon dioxide on coral reefs. Coastal erosion is already a widespread problem in much of the country and has significant impacts on undeveloped shorelines as well as on coastal development and infrastructure. Along the Pacific Coast, cycles of beach and cliff erosion have been linked to El Niño events that elevate average sea levels over the short term and alter storm tracks that affect erosion and wave damage along the coastline. These impacts will be exacerbated by long-term sea-level rise. Atlantic and Gulf coastlines are especially vulnerable to long-term sea-level rise as well as any increase in the frequency of storm surges or hurricanes. Most erosion events here are the result of storms and extreme events, and the slope of these areas is so gentle that a small rise in sea level produces a large inland shift of the shoreline. When buildings, roads and seawalls block this natural migration, the beaches and shorelines erode, threatening property and infrastructure as well as coastal ecosystems.

Various countries have formulated special integrated coastal zone management (ICZM) strategies which seek to both manage development and conserve natural resources and integrate and coordinate the relevant people sectors and their functions and roles within the bounds of this rich realm. Concerns that may be addressed by ICZM include: 1) Natural resources degradation; 2) Pollution; 3) Land use conflicts; and, 4) Destruction of life and property by natural hazards. Some prevalent sources of environmental impacts (livelihoods) are listed, together with some recommendations to the concerns which they may raise in relation to coastal zone management: agriculture; aquaculture; fisheries; forestry; human settlements; tourism; and, transport industry.

The fluvio-lacustrine sequence in the Nihewan Basin is an important archive of late Pliocene-Pleistocene climate and environment changes in temperate northern China, which provides excellent sources of early human settlements in high latitude East Asia. The recent years have witnessed a considerable progress in the paleomagnetic dating of its stratigraphy, which has notably increased our understanding of a series of important issues such as the early human occupation in the Old World, the infilling history of the Nihewan Basin, and the chronological sequence of the Nihewan faunas. Up to now, the long-term paleoenvironmental changes directly retrieved from this basin, which might influence the evolution and expansion of early humans in the Nihewan Basin, are still poorly constrained, although several paleoclimatic records have been retrieved from this area. In this study, a combined mineral-magnetic and geochemical investigation was carried out on the fluvio-lacustrine sequence from the Dachangliang section at the eastern margin of the basin in order to reveal its rock magnetic and environmental magnetic characteristics and its implications for early human evolution in East Asia. The major findings and conclusions are listed as the following: First, there is an increased cooling coupled with an intensified aridification recorded in the fluvio-lacustrine sequence of the Dachangliang section. The cooling is related to an up-section decrease in propensity to chemical weathering as inferred from an increase in low-field susceptibility after cycling to 700 °C. Close to 700 °C, reacting chlorite is providing the iron source for newly formed very fine-grained ferrimagnetic minerals which enhances the susceptibility signal. The reactivity of chlorite after annealing at temperatures above 600 °C is documented with X-ray diffraction. Second, degrees of chemical weathering in the Nihewan Basin are further estimated by clay mineralogy (i.e. chlorite and illite contents and chlorite/illite ratio) and a series of major element proxies (i.e. Na2O/Al2O3 versus K2O/Al2O3 diagram, Al2O3-(CaO + Na2O)-K2O ternary diagram (A-CN-K), chemical index of alteration (CIA), (CaO + Na2O + MgO)/TiO2, (CaO + Na2O + MgO + K2O)/(TiO2 + Al2O3), CaO/Al2O3 and CaO/TiO2). The up-section decrease in propensity to chemical weathering suggested by the aforementioned rock mangetic measurement is further confirmed by these geochemical analyses. Combining the chemical weathering records from the Nihewan Basin, Chinese Loess Plateau, South China Sea and eastern China, we find that the consecutive decreasing trend in chemical weathering intensity during the late Cenozoic is ubiquitous across China. This pattern may result from a long-term decreasing East Asian summer monsoon and increasing East Asian winter monsoon, and thus a consecutive increasing of aridification and cooling in Asia during the Quaternary. Furthermore, the chemical weathering intensity increased from South China to North China during the Quaternary, in line with the decreasing East Asian summer monsoon and increasing East Asian winter monsoon and thus the gradually intensified aridification and cooling from South China to North China. Third, a combined mineral-magnetic and geochemical investigation provides evidences that the large-amplitude alterations of concentration of magnetic minerals mainly result from preservation/dissolution cycles of detrital magnetic minerals in alternately oxic and anoxic depositional environments. The preservation/dissolution model implies that the high-magnetic and low-magnetic cycles of this sedimentary sequence represent glacial and interglacial climate cycles, respectively. This contribute significnatly to our understanding of the link between climate and magnetic properties. Finally, the paleoclimatic implications of these rock magnetic and geochemical characteristics significantly increase our understanding of the general setting of early humans in high northern latitude in East Asia. We propose that the cold and dry climate may have contributed significantly to the expansion and adaptation of early humans, rather than bringing hardship, as is often thought. The relationship between magnetic properties and climate possibly provides valuable information on the climatic context of the Paleolithic sites in the basin, especially whether the occupation occurred during an interglacial or glacial period.

Los esfuerzos de la presente investigación se concentran en el cumplimiento del objetivo principal, el cual consiste en analizar el arrendamiento como un programa que puede ser incorporado en la política de vivienda en Colombia, para dar respuesta de forma transitoria y/o temporal de alojamiento a los hogares con ingresos iguales o inferiores a dos salarios mínimos, ya que actualmente la política sectorial no incorpora esta forma tenencia de la vivienda para ofertar soluciones habitacionales. El arrendamiento tiene rasgos interesantes e importantes de destacar, tales como que él mismo constituye una forma de tenencia de vivienda eminentemente urbana. Además, es un mercado al que acuden todos los estratos socioeconómicos, por lo cual no es un mercado segregado. Igualmente, al relacionar ésta tenencia con el territorio y por ende con la economía espacial, se puede decir que no existe segregación socio-espacial muy pronunciada frente a la distribución urbana de la tenencia de la vivienda en arrendamiento. En este sentido, la tenencia de la vivienda en forma de arrendamiento se presenta en todo el territorio urbano de Cali, Medellín y Bogotá.

El interés de este análisis diagnóstico es examinar, dentro de la nueva ruralidad, los niveles de calidad de vida en un tipo particular de asentamiento denominado ecoaldea. Para ello se realiza una inmersión en campo por medio de la construcción de una bitácora –etnografía-, para luego describir y analizar como se satisfacen las necesidades humanas en la ecoaldea Aldeafeliz (2006-2013) a la luz del Paradigma del Desarrollo a Escala Humana y el concepto mismo de ecoaldea, entregando a la comunidad los resultados del análisis y una metodología diseñada para la priorización de las necesidades y co-creación de sus respectivas soluciones, además de una propuesta de mejoramiento del asentamiento. Abstrayendo igualmente las lecciones replicables de esta ecoaldea en el desarrollo rural.

El territorio, como una representación de la sociedad, manifiesta relaciones poder y situaciones de confrontación entre las clases sociales que lo habitan, consolidando escenarios funcionales a éstas. A continuación se analiza la forma en la que incide la producción social del territorio en el ordenamiento territorial, en el caso de la transformación del Parque de la 93. La ordenación del territorio no surge de manera espontánea, sino que responde a unos intereses por localizar espacios de producción y consumo para incidir directamente en el proceso de acumulación de capital. Se utiliza el materialismo histórico como la herramienta fundamental de análisis, pues éste ubica la lucha de clases en el centro de la discusión, expresando la relación entre los intereses de la clase dominante respecto a un territorio y las necesidades de ordenamiento territorial para construir espacios que propicien la acumulación de capital.

La evolución de los enfoques de la cooperación internacional y de los procesos de internacionalización de las ciudades han contribuido activamente al desarrollo territorial. Los hermanamientos como una herramienta clave para el intercambio social, político, económico, técnico y académico entre ciudades, se han convertido en uno de los métodos más utilizados para el accionar internacional. Bajo ese contexto, se analizará la influencia del proceso de internacionalización de Santa Marta en la implementación del hermanamiento “Sister Cities” con Miami Beach. Lo anterior, pretende demostrar que el proceso de internacionalización de la ciudad de Santa Marta, desde 1989 hasta la actualidad, ha influido directamente en el hermanamiento entre las dos ciudades, obviando oportunidades y beneficios. Finalmente, a partir del resultado de la investigación se sugerirá una alternativa de solución para la optimización del acuerdo entre las dos ciudades.

La conformación de comunidades alternativas comúnmente se genera tras el abandono voluntario de ciudades occidentales modernas y actualmente está cobrando mayor importancia a nivel mundial. Por lo general las comunidades alternativas se caracterizan por ser asentamientos humanos que buscan integrar todos los aspectos de la vida en un entorno saludable, en el que se promueve la auto-sostenibilidad. Las causas de tipo político, económico y espiritual que motivan esta decisión en ciertos grupos de personas, relejan una posición no solo crítica sino también activa frente a la sociedad contemporánea. El presente estudio de caso pretende identificar estas causas y articularlas para presentar una crítica a la sociedad occidental moderna, sociedad en la cual se le ha dado preponderancia al método científico para explicar incluso el origen de los seres humanos, reconociendo la razón como modo supremo de conocimiento y olvidando por tanto que existe otro modo de conocer superior y previo a la razón.
