Cette thèse porte sur l’histoire de la traduction en Colombie dans le XIXe siècle. Elle étudiera le rapport entre la traduction et l’éducation pendant la réforme éducative menée par le groupe politique connu sous le nom de los radicales liberales. Pour ce faire, elle décrit et analyse les traductions parues dans le périodique officiel de la réforme, La Escuela Normal (1871-1879), dont la mission consistait en la diffusion des informations administratives et légales concernant la réforme éducative. On y trouve aussi des articles sur l’éducation et des leçons destinés à la formation des enseignants (manuels scolaires). À partir d’une démarche méthodologique et théorique descriptive et socioculturelle qui combine l’analyse des traductions et le contexte de réception de celles-ci, on analyse comment et pourquoi le contexte politique, social et éducatif de l’époque s’est répercuté sur la sélection des thématiques et des auteurs à traduire dans ce périodique. De plus, le groupe de traducteurs et d’intellectuels ainsi que la façon de traduire de ceux-ci sont étudiés. Cette recherche permet d’observer que la traduction n’est pas une activité neutre, mais une activité au centre de dynamiques sociales et culturelles. De plus, les contacts culturels permettent des transferts divers, notamment des traductions, mais aussi des représentations et des modèles sociaux. Finalement, la traduction s’avère un instrument au service des intérêts particuliers d’un groupe politique et social.

En 1936, l’American Music League publiait le recueil de chansons afro-américaines Negro Songs of Protest collectées par le folkloriste communiste Lawrence Gellert. Puis en 1938 et 1939, grâce au financement du mouvement communiste américain, le producteur John Hammond présentait deux concerts intitulés From Spirituals to Swing au Carnegie Hall de New York. En plus de rendre hommage à l’histoire de la musique noire américaine, ces deux concerts défiaient la ségrégation raciale, permettant au Noirs et aux Blancs d’être rassemblés sur une même scène et de s’asseoir ensemble dans l’assistance. Au même moment, la chanteuse jazz Billie Holiday faisait fureur au Café Society, premier club « intégré » de New York et lieu de rassemblement de la gauche radicale, en interprétant soir après soir la chanson ‘’Strange Fruit’’ qui dénonçait l’horreur du lynchage toujours en vigueur dans le Sud des États-Unis. C’était l’époque du Front Populaire, la plus importante période d’influence du mouvement communiste aux États-Unis et, de surcroît, le moment de l’histoire américaine durant lequel la gauche organisée détenait un pouvoir sans précédent sur la culture de masse. Partant d’une discussion sur le potentiel révolutionnaire de la musique noire américaine et cherchant à comprendre le positionnement des mouvements sociaux vis-à-vis la culture, ce mémoire met en lumière le point de vue des communistes américains blancs face à l’émergence et à la popularité grandissante du blues et du jazz noirs aux États-Unis. En fonction des trois principales phases politiques du Parti Communiste américain (CPUSA) – la phase du colorblind class (1919-1928); la phase du nationalisme noir (1928-1935); le Front Populaire (1935-1940) – ce mémoire retrace les changements d’attitude de la vieille gauche envers la culture populaire et suggère que le mouvement communiste américain a tenté d’utiliser le blues et le jazz à des fins d’agit-prop.

Esta investigación describe la formación del pensamiento político del Partido Conservador Colombiano en el siglo XIX, en los escritos de Mariano Ospina Rodríguez y José Eusebio Caro, donde reaccionan con contundencia frente a los excesos del radicalismo liberal del gobierno de José Hilario López. Para entender la reacción conservadora, se utiliza como herramienta teórica el trabajo de Robert Nisbet, “Conservadurismo”.

Ante la mirada atónita del mundo, la República Popular China realizó los Juegos Olímpicos (J.J.O.O.), Beijing 2008, que no sólo han sido los más costosos de toda la historia con una explosiva demostración de modernización sino fueron un éxito para los intereses del Partido Comunista Chino (PCCh). De esta manera, los argumentos principales de la estrategia de Deng Xiaoping y del PCCh y la incidencia política de los J.J.O.O. contribuyeron a la consolidación del proyecto político chino, la economía socialista de mercado, y la articulación de este proceso a la consecución de los objetivos del PCCh en cuanto a la restauración de la continuidad del régimen comunista chino, la integridad territorial, su prestigio, liderazgo y poder en el contexto internacional que le ha permitido la construcción de la imagen de la `Nueva China del siglo XXI´.

Although E-Government (E-G) is one public policy in China, it still has a long way to go in terms of diffusion across the country and interactive participation from citizens. It constitutes a double sided sword since it enhances the features that  China needs to show to the world in international competitiveness and status, but  also poses challenges to the Communist rule inasmuch as it has to be controlled.   Therefore, E-G is both a political and a managerial issue: it is sensitive to the Chinese Communist Party but also leads to economical and administrative prosperity  and efficiency. Some of the keys would be the development of the middle  class, further penetration of the Internet, and more education about virtual tools  in government issues and services.

El Grupo Visegrád es un escenario de cooperación multilateral, conformado por Polonia, República Checa, Eslovaquia y Hungría, el cual tiene como objetivo principal contribuir al cumplimiento de los intereses de dichos países, por medio de la financiación de proyectos culturales. El interés de esta monografía consiste en determinar la incidencia de la cooperación cultural en la reafirmación identitaria de cada uno de los miembros del Grupo y, por ende, en la manera como éstos se proyectan dentro de la Unión Europea. Así pues, se identifican los principales hechos históricos que han moldeado los intereses de los países del V4 y que condujeron a la creación de una estructura institucional sólida, que ha servido como plataforma para el accionar de dichos países dentro del bloque europeo. Se utiliza la perspectiva constructivista de Alexander Wendt, la cual permite entender la naturaleza de la cooperación y, su relación con las identidades y los intereses de los Estados.

En el periodo que va desde el 2000 al 2011, el Partido Conservador Colombiano y el panorama político del país tuvo múltiples cambios desde el punto de vista organizacional, la gran mayoría de los presidentes de los Directorios Nacionales del Partido que asumieron durante este periodo, implementaron estrategias de reforma que específicamente en el caso de las mujeres, se refieren a la creación de la Organización Nacional de Mujeres, la inclusión de cuotas, la inclusión del voto privilegiado para las mujeres, la creación de la Secretaria de la Mujer, la creación de la figura de la Consulta Popular, entre otras, que se muestran hoy como grandes fortalezas en la organización. A pesar de esto, no se puede desconocer el conjunto de resistencias explícitas fundamentadas en el comportamiento tradicional de un partido que llevan a la constitución de instituciones no formales por costumbre y conveniencia y que han trascendido aún el día de hoy. Éstas se manifiestan durante el periodo de estudio con la inclusión del voto preferente, el clientelismo, la negativa a la consulta, el machismo, las divisiones internas por personalismos políticos y el machismo, las cuales en muchos casos han sido parte de la estructura tradicional del Partido Conservador y que aún persisten. Dichas estrategias serán definidas en este trabajo como contrareforma. En el marco de estas pujas entre reforma y contrareforma las mujeres del Partido se consolidaron y se empoderaron dentro de la organización, ellas se han beneficiado de las dos vertientes. Así como se fortalecieron con la reforma, con la contrareforma, muchas de las mujeres ingresaron al Partido para lograr sus grandes caudales electorales e incluso convertirse hoy en día en caciques. En este sentido, este trabajo va a permitir identificar cómo se ha apropiado el Partido Conservador Colombiano del tema de la mujer al interior de su organización interna, teniendo en cuenta los procesos de reforma y contrareforma desde el año 2000 hasta el año 2011.

Portugal viveu um dos períodos mais sombrios da sua História no Século XX, com o regime autoritário liderado por António de Oliveira Salazar, que governou o país com «mão de ferro» durante mais de três décadas, concretamente entre 1933 e 1968, uma vez que se considera que há alteração de regime sempre que muda o referencial e a Constituição do Estado Novo é de 1933. Para além da ausência de democracia e liberdade, o povo português conviveu com a fome e a ignorância durante décadas, foi perseguido e torturado nas prisões continentais e ultramarinas, nomeadamente no Tarrafal, que se localiza no arquipélago de Cabo Verde. Em 18 de janeiro de 1934, o movimento operário português saiu à rua em várias cidades e vilas de Portugal, entre as quais a Marinha Grande. Na origem do movimento revolucionário esteve a decisão do Presidente do Conselho, através da Constituição de 1933, de impedir o funcionamento de sindicatos livres. Contudo, aquela que se previa ser unicamente uma greve geral contra a decisão do regime acabou por ir mais além, sobretudo na cidade vidreira, onde o quartel da GNR foi tomado, tal como a estação dos Correios, existindo ainda hoje dúvidas sobre a constituição de um soviete. Mais de sete décadas após o ato insurrecional continua muito por esclarecer. Esta Dissertação visa, precisamente, obter respostas a questões tão diversas como quem esteve realmente por detrás do 18 de janeiro de 1934 na Marinha Grande, que consequências teve para a política do Estado Novo e, finalmente, que importância teve na conjuntura. Importa ainda esclarecer por que razão esta derrota do movimento operário português é hoje recordada, com pompa e circunstância, na Marinha Grande, como se tivesse sido uma vitória. De facto, na atualidade, fala-se de uma jornada heroica, mas o Partido Comunista Português praticamente ignorou esse movimento até abril de 1974 e o seu líder à época, Bento Gonçalves (1971, p. 138), apelidou-o de “anarqueirada”.

This CEPS Special Report gives an overview of China’s perceptions of the EU and the protection of Chinese investments in Europe since the outbreak of the European sovereign debt crisis, especially since the more concrete talks in late 2011 on possible financial support from China. Although the top leadership of the communist party of China (CPC) changed in its recent handover, the perceptions described in this paper are likely to remain the same, just as the main tenets of China’s foreign policy are unlikely to change in the near future. The report argues that while the EU’s image has suffered greatly from the sovereign debt crisis and the way it has been handled, there is room to improve China’s view of Europe and for the EU to maintain a relatively strong negotiation position towards China.

With President Truman’s ‘Campaign of Truth’ in the Fifties, Voice of America (VOA) established itself as one of the most important information programmes of the US government. The 20 million dollar budget allocated to VOA in those years enabled it to employ about 1,900 people and to broadcast in 45 different languages. Italy, with its strong and threatening Communist Party, was one of VOA’s main targets. Audience research however (performed by the United States Information Agency’s Italian branch and by the Italian opinion poll company Doxa) shows that the Italians always preferred their own national network RAI. The US government therefore started to target the RAI, with the aim of placing VOA-produced programmes directly on the Italian network in order to reach a mass audience. This article looks into what went on both ‘on’ and ‘off the air’, analyzing how various Italian ‘target groups’ were addressed by VOA. Drawing on documents from the National Archives and Records Administration in both Washington DC and New York City, and from the Doxa archives in Milan, the study examines how the American government prepared itself to conquer the Italian network RAI.

Amanda Sprang spent nine months, from September of 1995 to May of 1996, studying at Colby College's program in St. Petersburg, Russia. Through contacts made during previous trips to Russia in middle and high school, Amanda was able to quickly rekindle her old friendships and make new ones with many young Russians from different backgrounds. The following work is a collection of twelve essays about life in the New Russia. The essays are framed by a foreword and an epilogue that help place the entire work in a historical context. Although the theme of each essay emerges from a particular incident, within every story Amanda has addressed numerous topics relating to Russian life in today’s changing society. Her first essay, “Art Klinika," takes place in an avant-garde night club in St. Petersburg, and includes a brief yet impressionable, encounter with three young Russian men. “The Birthday Party” recalls a wild evening at the home of her close friend, showing how the Russians greet special occasions. Both the third and fourth essays take place in Moscow, where Amanda returns to visit old friends. These two essays portray the lives of the new economic elite in comparison with the average citizen, as well as show how young Russians face the new challenges that greet them. "Politics Russian Style" recalls a political rally in St. Petersburg, and attempts to shed light on the wacky political world of an infant democracy. Chapters Six through Ten take place away from the western cities of St. Petersburg and Moscow, as Amanda brings us to the cold, mysterious land of Siberia in the dead of winter. She recounts her five day train ride with a retired, high-powered, Communist party official, her experiences in the provincial city of Irkutsk, and a brief trip to a Buddhist monastery and, later, an excursion to Lake Baikal. Back in St. Petersburg, Chapter Eleven gives a humorous account of a ski trip with several Russian friends. Amanda finishes her work with her final chapter, “The Dacha," which describes a weekend spent at a Russian country home with her friend's family.

The article examines the judgment in Thomas v. Mowbray by the High Court in Australia handed down during the so called 'War on Terror'. According to the author, (i) the High Court de-emphasized the importance of the difference between war and peace in fixing the scope of the defence power in the Australian Constitution in a manner which was inconsistent with its earlier celebrated decision in the Communist Party Case in 1950 during the Cold War; and (ii) failed to apply a sufficiently rigorous test of proportionality in characterising the impugned Commonwealth laws. The article discuss the legal background and social implications of the High Court's decision, using the Communist Party Case in 1950 as a point of comparison.

In a concurring judgment in Thomas v Mowbray, a High Court of Australia case turning on the Constitutional validity of terrorism-related control orders, Callinan J offers a re-evaluation of the Court’s earlier decision in the Australian Communist Party case to curtail executive power. According to Callinan J, factual matters knowable (but not known) at the time of the earlier decision might have given rise to a different outcome. In a dissenting judgment by Kirby J in the same case the Court’s reasoning in the Australian Communist Party case is robustly defended. These contested issues connect with the theoretical dispute between ‘common law constitutionalism’ and ‘constitutional positivism’ analysed by Dyzenhaus in the context of states of emergency where the limits of executive action and the role of supporting facts become particularly salient. They press the question of the status of the rule of law in the international as well as in the municipal sphere.

Two unforseen developments impeded the Labor government’s capacity to pursue its foreign policy objectives in the period under review. Firstly, Labor’s precarious standing in the parliament tilted the government’s policy agenda in favour of issues that the Greens prioritised. Gillard addressed some of these issues, for instance by holding the parliamentary debate on Afghanistan and by pursuing Japan over whaling in the Southern Ocean, but not to the degree that the Greens demanded. Immigration was emblematic of the government’s travails. The Greens advocated an increase in the refugee intake, but the Coalition favoured the resumption of offshore processing. Just when Labor’s proposed Timorese solution was becoming a realistic possibility, the High Court’s decision devalued the entire notion of offshore processing. The only consolation for the government was that the court had reduced the options available to all political parties.

Secondly, the Wikileaks saga revealed that Rudd may no longer be — and perhaps never was — Labor’s trump card in the realm of foreign policy. American assessments of the foreign minister’s character and judgment were in parts scathing. The Obama administration, nonetheless, appeared to readily and usefully absorb his analysis of Chinese politics. Quite how revelations of Rudd’s conversations with Clinton will affect his relations with the leaders of the Chinese Communist Party is another matter. It may well be that Rudd’s influence on Chinese leaders was always wildly overestimated, but in any case it seemed likely that the foreign minister would spend some time rebuilding ties with Beijing in 2011.

A third development — which hitherto had applied more in the realm of perception than reality — similarly threatened to limit the options open to future Australian governments of all stripes: the intensifying debate over alliance management that Hugh White’s essay instigated. Judgments about what sort of region — and what sort of China — Australia will face were imprinted in issues such as the rare earths find and the AUSMIN meeting. By the end of 2010, few issues could be discussed without reference to the China factor.

China represents an uncomfortable thorn in U.S. efforts to promote democracy around the world. While some projects have been successful, a large gap exists between the increasing U.S. funding in China and its “limited impact.”  Moreover, U.S. democracy promotion in China has contributed to strategic distrust between China and the United States; Beijing perceives it as a strategic move to destabilize the rise of China and sabotage the Communist Party's leadership. At the same time, China's growing power while maintaining one-party rule and rejecting democratic change generates fear and distrust among many Americans.

The scholarship on U.S. democracy promotion is largely and understandably dominated by U.S. scholars with U.S. perspectives. Chinese officials’ and scholars’ responses and perspectives are, however, often overlooked, particularly by democracy-promotion professionals, and are largely omitted from literature on the subject. This paper attempts to understand how the complex and multilayered U.S. democracy-promotion program in China has contributed to this strategic distrust. It examines China's responses to U.S. democracy promotion and explains the confrontational dynamic between Washington and Beijing. The paper also explores whether and how Beijing and Washington can create mutual trust rather than suspicions. Some skeptics may consider this naïve, but on historical and political grounds it is actually a realistic possibility
