Proyecto de conexión de la Avda. de Brasilia y la C/Salvador de Madariaga sobre la M-30, entre las localidades de la Bomba y Parque de las avenidas. Se realizará el puente que une la Avda. de Brasilia con la C/Salvador de Madariaga, para así dar mejor accesibilidad a los ciudadanos para acceder a servicios, escuelas, centros culturales, que actualmente han de utilizar accesos más lejanos. De este modo, se soluciona la congestión en puentes próximos en horas punta y se facilita el tránsito de vehículos entre ambas zonas. La obra consta de un puente de 130m. de longitud con dos accesos: el acceso 1, al oeste del puente, con 80m. de longitud en curva y el acceso 2, al este del puente con 82m. en curva y 22 en recta.

AESTHETIC EXPERIENCE AS A BRIDGE ACROSS CULTURES Soile Yli-Mäyry s art as experienced by Chinese, Japanese and Finnish audiences This study focuses on surveying and analysing experiences of Soile Yli-Mäyry s art in eleven different countries. Questionnaires were translated into nine different languages. In addition, interviews were conducted on the experiences of Chinese, Japanese and Finnish art audiences concerning a painting called Sun Wind . The study was mainly inspired by John Dewey s ideas of art as an interactive communication where the artist, the piece and those who experience it make up an interactive process. In this process experience is a meeting point with both individual and communal characteristics. The data was collected in conjunction with exhibitions in 1997−2005. The survey was carried out in eleven countries (Finland, United States, Brazil, China, Taiwan, Japan, India, Israel, Argentina, Germany and Switzerland). The survey data was made up of 2,563 returned questionnaires. The interviews in China, Japan and Finland were about the same painting Sun Wind , which was transported from Finland to Japan (Tokyo) and China. A total of 89 people were interviewed in Shanghai Art Museum, 30 people in Port-Ginza Gallery, Tokyo and 45 people in Soile Yli-Mäyry s Gallery in Finland. Three hypotheses that were turned into research questions directed the study: 1. Are there differences/ similarities between culturally different communities in the meanings attributed to experiences, e.g. according to emotional dimensions, or do experiences focus more on reflecting on one s own life or meanings attributed to the world around us? What kinds of experiential dimensions are there in different countries? Do similar, analogous experiences that transcend cultural barriers emerge in culturally different countries such as China, Japan and Finland? 2. Does the data display different types of experiencing subjects which are typical to a subject s own country or are they experiences that can be compared to those generated by an ideal landscape , where the art touches the subconscious and collective selfhood, being thus transnational and timeless? Closer analysis focuses on audience experiences in China, Japan and Finland (interviews, textual survey data). 3. Are the experiences and interpretations of experts similar/different to those of larger audiences? The survey data has been analysed with the help of cross-tabulation. After content analysis of the interviews and textual survey data, different ways of experiencing subjects were sketched by country (China, Japan, Finland). The types were both similar and dissimilar. The most important types were social/ecological (China), therapeutic/reserved (Japan) and narrative/projecting (Finland). There were differences in how experiences were emphasised: the Chinese public approached their experiences from the viewpoint of pragmatism and utility, where they could obtain new ideas for their own work or experiencing the exhibition gave courage to approach their own lives from a new perspective. In turn, the Japanese public experienced the art from a therapeutic angle and from a very reserved perspective, which Dylan Evans (2001, 13−17) has described as typical to Japanese culture. The experiences of the Finnish audience were strongly therapeutic and narrative. The people projected their emotions onto the piece and in a concrete manner forged them into a story. The partly similar results of this study in China, Japan and Finland demonstrate that the art displayed in the exhibitions contain images of the beginning or elements connected to the beginning of life, which touch the subconscious in the way an ideal landscape would. Experiencing the meaningfulness of one s own life through art is a common thread and a bridge across cultures that unites the experiences of the audiences of this study, be they Taoists, Confucians, Buddhists or Maoists in China, Shinto followers, Zen Buddhists in Japan or Evangelist-Lutherans in Finland. This study approaches the problem of poverty in the hinterlands of Northeast Brazil through the concept of structural violence, linking the environmental threats posed by climate change, especially those related to droughts, to the broader social struggles in the region. When discussions about potentials and rights are incorporated into the problematic of poverty, a deeper insight is obtained regarding the various factors behind the phenomenon. It is generally believed that climate change is affecting the already marginalized and poor more than those of higher social standing, and will increasingly do so in the future. The data for this study was collected during a three month field work in the states of Pernambuco and Paraíba in Northeast Brazil. The main methods used were semi-structured interviews and participant observation, including attending seminars concerning climate change on the field. The focus of the work is to compare both layman and expert perceptions on what climate change is about, and question the assumptions about its effects in the future, mainly that of increased numbers of ‘climate refugees’ or people forced to migrate due to changes in climate. The focus on droughts, as opposed to other manifestations of climate change, arises from the fact that droughts are not only phenomena that develop over a longer time span than floods or hurricanes, but is also due to the historical persistence of droughts in the region, and both the institutional and cultural linkages that have evolved around it. The instances of structural violence that are highlighted in this study; the drought industry, land use, and the social and power relations present in the region, including those between the civil society, the state and the private agribusiness sector, all work against a backdrop of symbolic and moral realms of value production, where relations between the different actors are being negotiated anew with the rise of the climate change discourse. The main theoretical framework of the study consists of Johan Galtung’s and Paul Farmer’s theory of structural violence, Ulrich Beck’s theory of the risk society, and James Scott’s theory of everyday peasant resistance.

This study examines young people s political participation in transnational meetings. Methodologically the study aims to shed light on multi-sited global ethnography. Young people are viewed here as a social age group sensitive to critical, alternative and even radical political participation. The diversity of the young actors and their actions is captured by using several different methods. What is more, the study spurs us coming from the Global North to develop social science research towards methodological cosmopolitanism and to consider our research practices from a moral cosmopolitan perspective. The research sites are the EU Presidency Youth Event (2006 Hyvinkää, Finland), the Global Young Greens Founding Conference (2007 Nairobi, Kenya), the European Social Forum (2008 Malmö, Sweden) and three World Social Forums (2006 Bamako, Mali; 2007 Nairobi Kenya and 2009 Belém, Brazil). The data consists of participant observation, documents and media articles of the meetings, interviews, photos, video, and internet data. This multidisciplinary study combines youth research, development studies, performative social science and political sociology. In this research the diverse field of youth political participation in transnational agoras is studied by using a cross-table of cosmopolitan resources (or the lack of them) and everydaymakers expert citizen dichotomy. First, the young participants of the EU Presidency youth event are studied as an example of expert citizens with cosmopolitan resources (these resources include, for example, language skills, higher education and international social network). Second, the study analyses those everyday-makers who use performative politics to demonstrate their political missions here and now. But in order to make the social movement global they need cosmopolitan resources to be able to use the social media tools and work globally. Third, the study reflects upon the difficulties of reaching those actors who lack cosmopolitan resources, either everyday-makers or expert citizens. The go-along method and the use of the interpreters are shown as ways to reach these young people s political missions. Fourth, the research underlines the importance of contact zones (i.e. spaces or situations where the aforementioned orientations and their differences temporarily disappear or weaken) for deeper democracy and for boosted dialogue between different kinds of participants. Apresenta a proposta de um modelo de mapa do conhecimento, como ferramenta informacional em gestão de competências, aplicado à Câmara Legislativa do Distrito Federal - CLDF, para auxiliar no processo de governança legislativa. São abordados e discutidos os conceitos de administração pública gerencial; competência; competência nas organizações e alguns modelos, métodos e técnicas de gestão de competências. Apresenta, ainda, o mapeamento das áreas de competência existentes na CLDF, e a modelagem e classificação das competências por áreas. O modelo proposto envolveu a construção de um modelo de dados; de uma taxonomia institucional; de uma arquitetura da informação, com concepção do padrão institucional de metadados, do repositório da taxonomia e dos metadados; e a definição das unidades organizacionais responsáveis pelo gerenciamento do conteúdo e da operacionalização do sistema, com suas atribuições e responsabilidades. Por fim, recomenda a aplicação do modelo e a ampliação do estudo em instituições públicas e, particularmente, nas instituições do poder legislativo municipal, estadual e federal.

A filosofia do acesso livre ao conhecimento científico surgiu da dificuldade das bibliotecas universitárias de todo mundo em manter atualizadas as assinaturas das coleções de periódicos científicos. Os repositórios institucionais são uma das ferramentas que se mostram como alternativa para a comunicação da Ciência livre de barreiras de acesso. A pesquisa tem por objetivo verificar quais são as perspectivas futuras das atuais políticas de implementação de repositórios institucionais de acesso livre no Brasil na opinião de especialistas na área, tendo como base a análise do estado da arte das implementações de Repositórios Institucionais no Brasil. Neste trabalho, a pesquisa é dividida em três etapas: a primeira consiste na coleta de dados descritivos dos repositórios institucionais da Universidade de Brasília (RIUnB) e do Superior Tribunal de Justiça (BDJur-STJ); já na segunda etapa de pesquisa, procede-se à consulta aos especialistas indagando-os acerca da situação atual das implementações de repositórios institucionais no Brasil; e, por fim, na terceira etapa de pesquisa consultamos estes mesmos especialistas sobre os desdobramentos futuros destas políticas no País. Utilizamos da técnica Delfos de pesquisa, onde os especialistas são consultados através de questionários constituídos de perguntas abertas, possibilitando assim chegar a um consenso das opiniões no final da pesquisa. Como resultado da pesquisa, é elaborado um quadro com a tabulação das respostas dos especialistas consultados revelando o panorama das perspectivas futuras das implementações de repositórios institucionais no Brasil na opinião dos especialistas que fazem parte da nossa amostra de pesquisa.

Verifica a utilização do serviço de disseminação seletiva da informação (DSI) e a tecnologia RSS em bibliotecas de tribunais em Brasília. Propõe identificar como os serviços de referência de tais bibliotecas vêem a validade do serviço de disseminação seletiva e mais especificamente a tecnologia RSS como instrumentos para o desenvolvimento de novos produtos e serviços de informação com o foco nas necessidades do usuário. Os resultados obtidos demonstraram que os profissionais ainda veem utilidade do serviço de DSI, apesar de apenas duas das bibliotecas visitadas o utilizarem. Também foi possível verificar que os profissionais vislumbram a utilização da tecnologia RSS nos serviços de referência, apesar de nenhuma biblioteca visitada já ter pensado na utilização da tecnologia e os sites dessas bibliotecas ainda possuírem uma baixa disponibilização de serviços e utilização.
