This presentation was the product of an invitation to speak at a symposium for students and faculty from a variety of different non-law departments at the University of Tennessee, where in 1973 I had started what became a six-year legal campaign to divert the Tennessee Valley Authority from impounding the last flowing 33 miles of the Little Tennessee River behind TVA’s Tellico Dam.

The present study focuses on the stability of the coast, exploitation of the coastal resources, human activities within the study are that extends from Fort Cochin at north to Thottappally at south, central Kerala State and hinterlands, socio-economic problems of the coastal community and the environmental issues arising in the recent past due to human activities. The objective of the study is critically analyse the coastal zone region and prevailing situation and to propose a comprehensive management plan for the sustainable development of the region under study. The thesis covers varied aspects of coastal uses like fisheries, tourism, land use, water resources etc. To critically examine the above scenarios, the ILWIS (Integrated Land and Water Information Systems) – GIS software has been used. A satellite image of the area has been used for the coastline change detection and land use patterns. The outcome of the present study will be beneficial to the various stakeholders within the coastal region and its hinterlands. To further add, this study should find better applications to similar or near-similar situations of Southeast Asia where identical scenarios are noticeable.

This paper examines the strategies and techniques researched and implemented by the International Union for Conservation of Nature (IUCN) in villages in the vicinity of Doi Mae Salong in Chiang Rai Province, Thailand. The strategies revolve around the paradigm linking poverty alleviation, conservation and landscape restoration. IUCN and its partners specifically researched and implemented schemes directed toward diversification of the household economy through alternative and sustainable intensified agriculture techniques based on balancing conservation and livelihood objectives. The projects aimed to reduce poverty and build the resilience of smallholders through decentralised governance arrangements including land use planning schemes and stakeholder negotiation. Considering the agro-ecological system on a catchment-wide scale enhances the conceptual understanding of each component, collectively forming a landscape matrix with requisite benefits for biodiversity, smallholder livelihoods and ecosystem services. In particular, the role of enhancing ecosystem services and functions in building socio-ecological resilience to vulnerabilities such as climate and economic variability is paramount in the process.

Se intenta comprobar hasta que punto la percepción local dominante sobre las obras hidráulicas como una de las formas más eficientes pera la prevención de inundaciones se contradice con las nuevas tendencias tanto en relación a los costes ecológicos de la construcción de estos dispositivos hidráulicos como al planeamiento urbanístico y fluvial, en general

Con este trabajo, se pretende elaborar una evaluación a nivel de prefactibilidad administrativa, técnica y financiera de la construcción de un edificio, partiendo del modelo de compra de vivienda existente, su posterior demolición y construcción del proyecto. Para llevar a cabo la evaluación a nivel de prefactibilidad, se tienen en cuenta los objetivos: •Estructurar y evaluar la propuesta técnica, financiera y administrativa a nivel de prefactibilidad. •Determinar el tamaño adecuado del proyecto de acuerdo a los planes zonales y de ordenamiento territorial de la ciudad. •Identificación de las posibles formas de financiación del proyecto. •Identificación de los futuros compradores del producto final, diagnostico y perspectivas del sector. •Evaluar la mejor estrategia de mercadeo y venta del producto final, ya sea de forma directa o con un intermediario especializado.

El objetivo de este estudio de caso es analizar los procesos de gestión del riesgo de desastres por inundación en el municipio de Campo de la Cruz, al sur del Atlántico, en el contexto de la ola invernal 2010-2011. La ruptura del Canal del Dique, el 30 de diciembre de 2010, implicó la entrada de una gran cantidad de agua al departamento del Atlántico, afectando el 100% del municipio. La normativa colombiana en materia de gestión del riesgo de desastres es reciente, de ahí que su aplicación se haya producido efectivamente con el fenómeno a estudiar en este trabajo. Así, se identifican aquellas características del ordenamiento municipal y de la ola invernal para después analizar sus efectos sobre el municipio. Las inundaciones afectaron tanto a la población como al territorio, especialmente porque éste no estaba preparado ni contaba con las suficientes herramientas para mitigar los riesgos. En este sentido, el presente trabajo identifica los instrumentos de planificación y gestión que permiten consolidar la gestión del riesgo de desastres como una política de estado ligada a lo territorial, pero al mismo tiempo desde una perspectiva integral en la que predomine el enfoque preventivo más que el reactivo.

El interés de este estudio de caso es avaluar la situación de los patrones de distribución y cobertura de los equipamientos de educación, cultura, recreación y deporte, de la UPZ El Rincón de la ciudad de Bogotá. Se describe y analiza con ayuda de un sistema de información geográfica la localización y accesibilidad a los equipamientos desde el sistema de transporte y las diferentes manzanas que componen la UPZ, bajo la mirada de la importancia de los equipamientos colectivos para el ordenamiento territorial de las ciudades. Siguiendo finalmente los estándares urbanísticos se establece el déficit de la UPZ en cuanto a estos equipamientos y una posible propuesta para intentar cubrirlo de manera óptima.

This paper overviews the main conceptual frameworks for understanding participatory approaches to land use planning and explores their utility in analysing the experience of a recent regional planning exercise in South East England. In particular it examines the contribution of recent ‘New Institutionalist’ ideas to our understanding of participatory processes and the implications for practice of using them to build strategies of public involvement in policy-making and implementation.

From the geotechnical standpoint, it is interesting to analyse the soil texture in regions with rough terrain due to its relation with the infiltration and runoff processes and, consequently, the effect on erosion processes. The purpose of this paper is to present a methodology that provides the soil texture spatialization by using Fuzzy logic and Geostatistic. The results were correlated with maps drawn specifically for the study area. The knowledge of the spatialization of soil properties, such as the texture, can be an important tool for land use planning in order to reduce the potential soil losses during rain seasons. The municipality of Areia Branca is within the mesoregion of West Potiguar and within the microregion of Mossoró, covering an area of 357,58 km2. Covering an area of weakness in terms of environmental, housing, together with the municipality of Grossos-RN, the estuary of River Apodi-Mossoró. The municipality of Areia Branca has historically suffered from a lack of planning regarding the use and occupation of land as some economic activities, attracted by the extremely favorable natural conditions, have exploited their natural resources improperly. The aim of this study is to quantify and analyze the environmental degradation in the municipality. Thus initially was performed a characterization of land use using remote sensing, geoprocessing and geographic information system GIS in order to generate data and information on the municipal scale, which may serve as input to the environmental planning and land use planning in the region. From this perspective, were used a Landsat 5 image TM sensor for the year 2010. In the processing of this image was used SPRING 5.2 and applied a supervised classification using the classifier regions, which was employed Bhattacharya Distance method with a threshold at 30%. Thus was obtained the land use map that was analyzed the spatial distribution of different types of the use that is occurring in the city, identifying areas that are being used incorrectly and the main types of environmental degradation. And further, were applied the methodology proposed by Beltrame (1994), Physical Diagnosis Conservationist under some adaptations for quantifying the level of degradation or conservation study area. As results, the indexes were obtained for the parameters in the proposed methodology, allowing quantitatively analyze the degradation potential of each sector. From this perspective, considering a scale of 0 to 100, sector A and sector B had value 31.20 units of risk of physical deterioration. And the C sector, has shown its value - 34.64 units degradation risk and should be considered a priority in relation to the achievement of conservation actions

The development of linear erosion processes is directly related with the environment natural characteristics or with modifications that have occurred on them by the anthropic action. In this context, the present article has as a general objective to evaluate the dynamic of the linear erosion processes and their relations with the evolution of the land use and with the lito-pedologic characteristics of the Cavalheiro hydrographic basin - Analândia, SP. In order to reach such objective, maps of erosive features and land use of several settings were elaborated, besides cartographic representations of the geological and pedological data of the study area. The obtained data were analyzed starting from the principles that concern to the General Systems Theory. Such analysis evidenced the intrinsic bond of the development of linear erosion processes with the several forms of land use and with the natural attributes of the studied area. Therefore, the methodological procedure adopted in this research has been considered as fundamental tool to understand the linear erosion processes dynamic, making it possible to take data of extreme relevance for the planning of the use and occupation of the land.

By remote sensing, geodatabase digital processing, information and expeditions to Capivara's sub-basin, was possible to identify the changes in the landscape mainly the expansion of eucalyptus, sugar-cane, and orange trees, being the last two, mainly on the Periferic Depression of Basaltic Cuesta. A significant portion of the soil on this geological area is formed from sandstones, providing high permeability to them, making them important places to groundwater recharge areas as sensible to contamination by pesticides. Throughout last decade was observed that the native vegetation fragments stabilization, keeping a reason of 26.5% on the land used between 2000 and 2010. The pasture decrease being substituted by eucalyptus, sugar-cane and orange trees call attention for the changes in the agribusiness model demanded by the current economic and social necessity. Pasture decrease followed by erosions decrease on sub-basin is evidence that these two aspects are strongly related.
