The undrained shear strength of remoulded soils is of great concern in geotechnical engineering applications. This study aims to develop a reliable approach for determining the undrained shear strength of remoulded fine-grained soils, through the use of index test results, at both the plastic and semi-solid states of consistency. Experimental investigation and subsequent analysis involving a number of fine-grained soils of widely varying plasticity and geological origin have led to a two-parameter linear model of the relationship between logarithm of remoulded undrained shear strength and liquidity index. The numerical values of the parameters are found to be dependent to a lesser extent on the soil group and to a greater extent on the soil state. Based on the values of regression coefficient, ranking index and ranking distance, it seems that the relationship represents the experimental results well. It may be pointed out that the possibility of such a relationship in the semi-solid state of a soil has not been explored in the past. It is also shown that the shear strength at the plastic limit is about 32–34 times that at the liquid limit.

We study consistency properties of surrogate loss functions for general multiclass classification problems, defined by a general loss matrix. We extend the notion of classification calibration, which has been studied for binary and multiclass 0-1 classification problems (and for certain other specific learning problems), to the general multiclass setting, and derive necessary and sufficient conditions for a surrogate loss to be classification calibrated with respect to a loss matrix in this setting. We then introduce the notion of \emph{classification calibration dimension} of a multiclass loss matrix, which measures the smallest `size' of a prediction space for which it is possible to design a convex surrogate that is classification calibrated with respect to the loss matrix. We derive both upper and lower bounds on this quantity, and use these results to analyze various loss matrices. In particular, as one application, we provide a different route from the recent result of Duchi et al.\ (2010) for analyzing the difficulty of designing `low-dimensional' convex surrogates that are consistent with respect to pairwise subset ranking losses. We anticipate the classification calibration dimension may prove to be a useful tool in the study and design of surrogate losses for general multiclass learning problems.

The seismic hazard value of any region depends upon three important components such as probable earthquake location, maximum earthquake magnitude and the attenuation equation. This paper presents a representative way of estimating these three important components considering region specific seismotectonic features. Rupture Based Seismic Hazard Analysis (RBSHA) given by Anbazhagan et al. (2011) is used to determine the probable future earthquake locations. This approach is verified on the earthquake data of Bhuj region. The probable earthquake location for this region is identified considering earthquake data till the year 2000. These identified locations match well with the reported locations after 2000. The further Coimbatore City is selected as the study area to develop a representative seismic hazard map using RBSHA approach and to compare with deterministic seismic hazard analysis. Probable future earthquake zones for Coimbatore are located considering the rupture phenomenon as per energy release theory discussed by Anbazhagan et at (2011). Rupture character of the region has been established by estimating the subsurface rupture length of each source and normalized with respect to the length of the source. Average rupture length of the source with respect to its total length is found to be similar for most of the sources in the region, which is called as the rupture character of the region. Maximum magnitudes of probable zones are estimated considering seismic sources close by and regional rupture character established. Representative GMPEs for the study area have been selected by carrying out efficacy test through an average log likelihood value (LLH) as ranking estimator and considering the Isoseismal map. New seismic hazard map of Coimbatore has been developed using the above regional representative parameters of probable earthquake locations, maximum earthquake magnitude and best suitable GMPEs. The new hazard map gives acceleration values at bedrock for maximum possible earthquakes. These results are compared with deterministic seismic hazard map and recently published probabilistic seismic hazard values. (C) 2014 Elsevier B.V. All rights reserved.

The Computational Analysis of Novel Drug Opportunities (CANDO) platform (http://protinfo.org/cando) uses similarity of compound-proteome interaction signatures to infer homology of compound/drug behavior. We constructed interaction signatures for 3733 human ingestible compounds covering 48,278 protein structures mapping to 2030 indications based on basic science methodologies to predict and analyze protein structure, function, and interactions developed by us and others. Our signature comparison and ranking approach yielded benchmarking accuracies of 12-25% for 1439 indications with at least two approved compounds. We prospectively validated 49/82 `high value' predictions from nine studies covering seven indications, with comparable or better activity to existing drugs, which serve as novel repurposed therapeutics. Our approach may be generalized to compounds beyond those approved by the FDA, and can also consider mutations in protein structures to enable personalization. Our platform provides a holistic multiscale modeling framework of complex atomic, molecular, and physiological systems with broader applications in medicine and engineering.

This paper presents the development and application of a stochastic dynamic programming model with fuzzy state variables for irrigation of multiple crops. A fuzzy stochastic dynamic programming (FSDP) model is developed in which the reservoir storage and soil moisture of the crops are considered as fuzzy numbers, and the reservoir inflow is considered as a stochastic variable. The model is formulated with an objective of minimizing crop yield deficits, resulting in optimal water allocations to the crops by maintaining storage continuity and soil moisture balance. The standard fuzzy arithmetic method is used to solve all arithmetic equations with fuzzy numbers, and the fuzzy ranking method is used to compare two or more fuzzy numbers. The reservoir operation model is integrated with a daily-based water allocation model, which results in daily temporal variations of allocated water, soil moisture, and crop deficits. A case study of an existing Bhadra reservoir in Karnataka, India, is chosen for the model application. The FSDP is a more realistic model because it considers the uncertainty in discretization of state variables. The results obtained using the FSDP model are found to be more acceptable for the case study than those of the classical stochastic dynamic model and the standard operating model, in terms of 10-day releases from the reservoir and evapotranspiration deficit. Resumen: El Informe de Economía e Instituciones cuenta con tres columnas que abordan cuestiones teóricas y de política económica relacionadas con la temática de la economía y las instituciones. En la primera columna, Necesidad de Consensos para una Estrategia País, se plantea, partiendo desde el nuevo documento publicado por los obispos, “Hacia un bicentenario en justicia y solidaridad”, y desde los desarrollos recientes en el ámbito de la economía, la política y las ciencias sociales en general la necesidad de un consenso a nivel nacional que siente las bases para un desarrollo sustentable. En la segunda columna, Avances en materia de reforma institucional en América Latina durante 2008: Colombia (5) – Argentina (0), se analiza la información relevada por el Banco Mundial a través del proyecto Doing Business. En el mismo, se muestran los avances en diferentes economías del mundo por medio de un ranking que califica los países en función de las reformas que tengan como objetivo simplificar las regulaciones en materia de negocios. La comparación que se realiza es entre Argentina y Colombia evaluando distintos ítems. Los avances logrados por Colombia en el ambiente de negocios en el último año contrastan con lo hecho por Argentina durante el mismo período. En la tercera columna, Bienes colectivos, economía de votación e instituciones, se hace énfasis en la discusión acerca de cómo decidir sobre bienes de uso colectivo. Si se piensa que una manera prudente de tomar esas decisiones debería encontrarse a cierta distancia tanto de un laissez faire, como también de la dictadura, entonces la atención debería centrarse en algún tipo de consenso, encontrando la regla de votación más adecuada para lograr que las decisiones puedan obtenerse de manera eficiente. En la búsqueda de la regla de votación más eficiente, es posible postular la supremacía de la mayoría simple para la toma de decisiones en bienes de uso colectivo. De este modo el ordenamiento prudente para la sociedad es aquél en el que los individuos mantienen su libertad para decidir sobre los bienes que desean, queriendo superar la lógica de la inacción colectiva, designando a la mayoría simple como regla de eficiencia.

[ES] Partiendo de los valores semestrales de cada una de las nueve variables que componen el índice de riesgo país elaborado por Euromoney, en el periodo comprendido entre septiembre de 1992 y septiembre de 2002, para 41 países europeos y 30 países americanos, los autores proponen la construcción de dos nuevos índices de riesgo país, a los que han denominado «Índice Simplificado» e «Índice Observacional». La característica de ambos índices es que, además de contener únicamente cuatro variables (de las nueve propuestas por el índice de riesgo país de Euromoney), permiten replicar, con un elevado índice de fiabiabilidad el ranking de países (dado en función de su riesgo país) proporcionado por el índice del cual se derivan.

[ES] España, al igual que Italia, líder tradicional del sector de granito, ha visto como China, India o Brasil, han escalado posiciones en el ranking de producción y exportación mundial de granito. En un contexto globalizado, es necesario posicionarse frente a estos competidores en los mercados internacionales, y dado que estamos ante un producto genérico que cumple unas condiciones adecuadas de precio y calidad, una forma de identificarlo y diferenciarlo es aportándole valor mediante la creación de una marca. En el trabajo se analiza la utilidad de una estrategia basada en el made in para el caso de Galicia, núcleo fundamental de la industria en España, alternativa que resulta interesante para las empresas consultadas pero cuya puesta en práctica exige la colaboración entre éstas y las instituciones.

This paper explores how audio chord estimation could improve if information about chord boundaries or beat onsets is revealed by an oracle. Chord estimation at the frame level is compared with three simulations, each using an oracle of increasing powers. The beat and chord segments revealed by an oracle are used to compute a chord ranking at the segment level, and to compute the cumulative probability of finding the correct chord among the top ranked chords. Oracle results on two different audio datasets demonstrate the substantial potential of segment versus frame approaches for chord audio estimation. This paper also provides a comparison of the oracle results on the Beatles dataset, the standard dataset in this area, with the new Billboard Hot 100 chord dataset.

Objetiva identificar as razões que conduziram à proeminência da CME, no que se refere à escolha para o cargo de presidente de comissões permanentes, tendo essa comissão alçado à 2ª posição no ranking de escolhas no ano de 2011. Inicialmente, tratou-se da sustentação teórica no sentido de se compreender o comportamento legislativo na CME, bem como a atuação centralizada dos líderes, vinculada ao poder de agenda do Executivo e ao presidencialismo de coalizão. Entre as atividades realizadas na CME, o expressivo número de audiências públicas realizadas, além do quantitativo significante de membros que permaneceram na comissão durante a legislatura anterior, indicam a predominância de caráter informacional no colegiado. Por fim, pesquisa midiática aponta para a relevância do campo temático da CME, cujos temas constaram inequivocamente dos principais jornais durante o período estudado. O caráter informacional e assuntos expressivos como o PAC e o Pré-Sal estão entre as razões que conduziram à maior relevância da comissão.
