As a contribution to current discussions about securing a legacy from the 2012 Olympic and Paralympic Games, this article considers whether there are lessons for public policy implementation around volunteer involvement. Drawing on the case of the Team London Ambassadors Programme which encompassed 8,000 volunteers during the Games period, the article considers the scope for an expanded role for UK public sector organisations in the recruitment, training and management of volunteers in the future.

Az államigazgatásban – itthon és külföldön is – a projektek jelentős százaléka időben csúszik, nem azt eredményezi, amit eredetileg elvártak, a szakmai résztvevők szerint túladminisztrált, a munkatársak tevékenysége nem áttekinthető. Ezeknek a problémáknak a nagy része a projektszervezet és a hierarchikusfunkcionális- hivatali szervezet egymás mellett éléséből és a nehezen szinkronizálható együttműködésből fakad. A cikkben egy, a gyakorlatban bevált módszertant mutat be a szerző, amely adott feltételrendszer mellett nagymértékben kiküszöböli a fent említett hiányosságokat és a szervezet napi működésébe illeszkedő tevékenységek sorozatára vezeti vissza a projekttevékenységeket. A módszer egy gyakorlati problémából – a volt APEH-es és VP-s rendszerek integrálása a NAV-ba – indult ki, azonban a szerző véleménye szerint alkalmazható más, funkcionális alapokon felépülő szervezetnél is. _____ The high percentage of public sector projects slips in time, the result is not that what was expected initially, those are overadministrated by according to the professional participants’ opinion, and the activity of staff does not clear. In this article the author describes a best practice methodology, which led the project activities to series of activities which fit to the organization’s daily operations. The method started from a practical problem, but according to the author’s opinion it can be applied to other structured functional basis organizations.

The work motivation construct is central to the theory and practice of many social science disciplines. Yet, due to the novelty of validated measures appropriate for a deep cross-national comparison, studies that contrast different administrative regimes remain scarce. This study represents an initial empirical effort to validate the Public Service Motivation (PSM) instrument proposed by Kim and colleagues (2013) in a previously unstudied context. The two former communist countries analyzed in this dissertation—Belarus and Poland— followed diametrically opposite development strategies: a fully decentralized administrative regime in Poland and a highly centralized regime in Belarus. The employees (n = 677) of public and nonprofit organizations in the border regions of Podlaskie Wojewodstwo (Poland) and Hrodna Voblasc (Belarus) are the subjects of study. Confirmatory factor analysis revealed three dimensions of public service motivation in the two regions: compassion, self-sacrifice, and attraction to public service. The statistical models tested in this dissertation suggest that nonprofit sector employees exhibit higher levels of PSM than their public sector counterparts. Nonprofit sector employees also reveal a similar set of values and work attitudes across the countries. Thus, the study concludes that in terms of PSM, employees of nonprofit organizations constitute a homogenous group that exists atop the administrative regimes. However, the findings propose significant differences between public sector agencies across the two countries. Contrary to expectations, data suggest that organization centralization in Poland is equal to—or for some items even higher than—that of Belarus. We can conclude that the absence of administrative decentralization of service provision in a country does not necessarily undermine decentralized practices within organizations. Further analysis reveals strong correlations between organization centralization and PSM for the Polish sample. Meanwhile, in Belarus, correlations between organization centralization items and PSM are weak and mostly insignificant. The analysis indicates other factors beyond organization centralization that significantly impact PSM in both sectors. PSM of the employees in the studied region is highly correlated with their participation in religious practices, political parties, or labor unions as well as location of their organization in a capital and type of social service provided.

Las movilizaciones de noviembre-diciembre de 1995 en Francia contra el Plan Juppé fueron la primera gran revuelta en un país europeo contra el neoliberalismo. Con los trabajadores del sector público como eje de la protesta el movimiento se desplegó en base a la articulación combinada de huelgas y manifestaciones. Las reivindicaciones sectoriales se articularon en un discurso más general de defensa del servicio público y el interés general. Noviembre-diciembre de 1995 marcó el inicio de un ciclo de movilizaciones contra el neoliberalismo en Francia que testimonió su creciente pérdida de legitimidad.

Through the tough economic and social situation and the lack of values that has been experienced in recent years, local governments especially in Greece, Portugal, Italy and Spain have been forced to strongly consider the structure and size of their public sector. Despite some initiative to reduce the number of municipalities and provinces, little substantive progress has been made in improving the management of the local public Administration during this crisis. In this study a territorial administrative reorganization is proposed as a strategy to optimize the structure of local government, analyzing the Spanish situation in general, and an autonomous community in particular.

Têm-se notado nos últimos anos um crescimento na adoção de tecnologias de computação em nuvem, com uma adesão inicial por parte de particulares e pequenas empresas, e mais recentemente por grandes organizações. Esta tecnologia tem servido de base ao aparecimento de um conjunto de novas tendências, como a Internet das Coisas ligando os nossos equipamentos pessoais e wearables às redes sociais, processos de big data que permitem tipificar comportamentos de clientes ou ainda facilitar a vida ao cidadão com serviços de atendimento integrados. No entanto, tal como em todas as novas tendências disruptivas, que trazem consigo um conjunto de oportunidades, trazem também um conjunto de novos riscos que são necessários de serem equacionados. Embora este caminho praticamente se torne inevitável para uma grande parte de empresas e entidades governamentais, a sua adoção como funcionamento deve ser alvo de uma permanente avaliação e monitorização entre as vantagens e riscos associados. Para tal, é fundamental que as organizações se dotem de uma eficiente gestão do risco, de modo que possam tipificar os riscos (identificar, analisar e quantificar) e orientar-se de uma forma segura e metódica para este novo paradigma. Caso não o façam, os riscos ficam evidenciados, desde uma possível perda de competitividade face às suas congéneres, falta de confiança dos clientes, dos parceiros de negócio e podendo culminar numa total inatividade do negócio. Com esta tese de mestrado desenvolve-se uma análise genérica de risco tendo como base a Norma ISO 31000:2009 e a elaboração de uma proposta de registo de risco, que possa servir de auxiliar em processos de tomada de decisão na contratação e manutenção de serviços de Computação em Nuvem por responsáveis de organizações privadas ou estatais.

A Administração Pública tem sido alvo de uma reflexão sistemática, que pretende encontrar políticas de gestão que consigam solucionar os problemas de performance dos serviços públicos, evidenciando as suas potencialidades e procurando responder aos desafios com que se confrontam na atualidade. O fenómeno da globalização está na origem de acelerados ciclos de mudança que exigem das organizações urna gestão mais cativa e objetiva, alicerçada em métodos de gestão moderna que vão de encontro às exigências do mundo atual. Eficiência e eficácia dos serviços públicos são, mais do que nunca, duas imposições de uma sociedade crítica e carente de qualidade. A melhoria da performance do serviço público, mais do que urna necessidade, é uma exigência. Como responder a este desafio? Regra geral, os serviços públicos possuem urna fraca cultura de gestão estratégica, o que justifica parte da dificuldade que sentem em transformar a estratégia em objetivos operacionais, de forma a estabelecer ações que visem a obtenção de resultados, definindo medidas para a sua monitorização. O Balanced Scorecard (BSC) poderá contribuir para a implementação de uma cultura de gestão estratégica no Sector Público. A formulação dos objetivos estratégicos, das metas e dos indicadores, para cada uma das perspetivas subjacentes a esta metodologia, permite às organizações efetuarem uma gestão mais adequada dos sistemas que são objeto da sua acão. Este trabalho, partindo da identificação dos ajustamentos que é necessário efetuar ao modelo original de BSC de Kaplan e Norton, propõe um BSC adequado às Instituições de Ensino Superior Público (IESP) em geral e à Universidade de Évora em particular, assumindo-se que esse BSC poderá constituir uma importante ferramenta de gestão estratégica, essencial na avaliação e gestão da performance organizacional. ABSTRACT: The Public Administration has been the target of a systematic reflexion, who wish to find management policies that can resolve the performance problems on public services, showing their potential and aim to respond to the challenges they are facing today. The phenomenon of globalization is the cause of accelerated cycles of change that require organizations a more active and objective management, based on modern management methods that meet the demands of today’s world. Efficiency and effectiveness of public services are more than ever, two charges of a society criticism and lacking in quality. Improving the performance of public service, rather than a necessity is a requirement. How to respond to this challenge? Generally, the public services have a weak culture of strategic management, which explains part of the difficulty they feel in turning the strategy into operational objectives in order to establish measures aimed at achieving results, defining measures for its monitoring. The Balanced Scorecard can contribute to the implementation of a culture of strategic management in the Public Sector. The formulation of strategic objectives, targets and indicators for each of the perspectives that underlie this methodology enables organizations to make better management systems that are the subject of its action. This work, leaving from the identification of the adjustments that is necessary to effectuate to an original model of BSC of Kaplan and Norton, proposes a BSC appropriate to the Institutions of Superior Public Teaching (IESP) in general and to the University of Évora in individual, when are assumed that this BSC will be able to constitute an important tool of strategic, essential management in the evaluation and management of the organizational performance.

Colombia atraviesa un proceso de desmovilización y una de las metas es la reintegración laboral, entendida como el proceso a través del cual las personas que han hecho parte de un grupo armado ilegal obtienen un empleo y se insertan definitivamente a la sociedad. El presente estudio tiene como objetivo fundamental comprender las actitudes de un grupo de tres directivos hacia la vinculación laboral de las personas en proceso de reintegración laboral (PPR), mediante un diseño cualitativo. Para ello, se llevó a cabo una serie de entrevistas semiestructuradas a una muestra de tres directivos del sector público y privado. La información obtenida se analizó mediante un proceso de codificación axial. Los resultados obtenidos evidencian que las actitudes de los tres empresarios frente a la contratación de personas en proceso de reintegración laboral, pueden ser positivas o negativas. Así mismo, una de las actitudes predominantes, son la evaluación de creencias y prejuicios de los empresarios frente al proceso de integración laboral, estos son: la incertidumbre frente al desempeño laboral del PPR, la falta de dedicación por parte del PPR, los posibles conflictos laborales y la dificultad de relacionamiento del PPR. En conclusión, el modelo del comportamiento organizacional juega un papel muy importante, dado que abarca los elementos que influyen y determinan la construcción de las actitudes. Estas guían la evaluación de conductas que pueden ser a favor o en contra, de diversos ámbitos del proceso de contratación de personas desmovilizadas.

The literature on corporate identity management suggests that managing corporate identity is a strategically complex task embracing the shaping of a range of dimensions of organisational life. The performance measurement literature and its applications likewise now also emphasise organisational ability to incorporate various dimensions considering both financial and non-financial performance measures when assessing success. The inclusion of these soft non-financial measures challenges organisations to quantify intangible aspects of performance such as corporate identity, transforming unmeasurables into measurables. This paper explores the regulatory roles of the use of the balanced scorecard in shaping key dimensions of corporate identities in a public sector shared service provider in Australia. This case study employs qualitative interviews of senior managers and employees, secondary data and participant observation. The findings suggest that the use of the balanced scorecard has potential to support identity construction, as an organisational symbol, a communication tool of vision, and as strategy, through creating conversations that self-regulate behaviour. The development of an integrated performance measurement system, the balanced scorecard, becomes an expression of a desired corporate identity, and the performance measures and continuous process provide the resource for interpreting actual corporate identities. Through this process of understanding and mobilising the interaction, it may be possible to create a less obtrusive and more subtle way to control “what an organisation is”. This case study also suggests that the theoretical and practical fusion of the disciplinary knowledge around corporate identities and performance measurement systems could make a contribution to understanding and shaping corporate identities.

This study explores full-time workers' understanding of and assumptions about part-time work against six job quality components identified in recent literature. Forty interviews were conducted with employees in a public sector agency in Australia, a study context where part-time work is ostensibly 'good quality' and is typically long term, voluntary, involving secure contracts (i.e. permanent rather than casual) and having predictable hours distributed evenly over the week and year. Despite strong collective bargaining arrangements as well as substantial legal and industrial obligations, the findings revealed some serious concerns for part-time job quality. These concerns included reduced responsibilities and lesser access to high status roles and projects, a lack of access to promotion opportunities, increased work intensity and poor workplace support. The highly gendered, part-time labour market also means that it is women who disproportionately experience this disadvantage. To foster equity, greater attention needs to focus on monitoring and enhancing job quality, regardless of hours worked.

The long-term goals are to improve competitive behaviour and market sector performance and improve business process efficiency and effectiveness of public sector program delivery by influencing policy development, changing organisational behaviour and implementation development to achieve more economic and environmental sustainable markets.
