From the second half of the century XX, in many Brazilian cities, the "historic centers" stop being the most densely populated areas of the city, accumulate degradation of the built environment and its functions have physical, social and economic resignified when also intensified interventions in these same centers Historic focused its redevelopment. This work aims to reflect on the experience of urban regeneration in the historic center of Natal, addressing the strategies adopted in the implementation of public policies and how these improve the effectiveness of actions, processes and outcomes for which turn the management of the historic center in question. In Natal, is identified in the neighborhoods of the Upper Town and Ribeira, the historic city center, a large distortion of their ancient architectural complex, the use of sub-urban infrastructure and emptying in the evenings and weekends. Shares redevelopment of the historic center of Natal are considered late, it is only recently that these neighborhoods were objects of policies and projects generally aimed at enhancing the cultural attraction of the area, and not always, it can be said that they have relevance in development process of the city. Added to this, there is the slowness of the interventions, although the zoning as an area of historic preservation has been done for over two decade. In Natal, the ideas of sustainable development articulated a proposed redevelopment of its historic center is still far from being achieved, but on the other hand, the latest phase of implementation of plans and projects in the area, indicating the intention to transform practical experience in the formulations and proposals in relation to these ideals

This thesis entitled SINAES: the different faces of the evaluation at UFRN, aims to analyze the configuration that the national policy for assessment in higher education has taken on UFRN. We assume that in recent years there are an oscillation between the concepts of evaluation, according with the logic of public administration it has preferred an approach that presents itself as a promoter of quality, sometimes with regulatory aspects, sometimes with educational ones. The text discusses the use of the new assessment tools for higher education placing them under the new demands on state reform context in which this is to promote and measure quality based on the values of excellence and competitiveness. This movement arises from the redefinition of the role of the State that has been taking features of Evaluator State. From a historical review of government initiatives in the field of evaluation, we analyze the characteristics of assessment policies outlined over the past decades. We are based on the theoretical method that aims to examine the multiple determinants that shape a particular reality from the larger movement of totality. To identify, in this case, connections and ruptures that have emerged over the history of assessment policies aimed at higher education by checking their determinants in order to better explain the reality. To investigate the object of this study we used as instruments: the research literature and research documents, the semi-structured interviews and non-participant observation. The study revealed that there are different practices of evaluation and that before to establishment the SINAES program, the UFRN already had a culture of an institutional assessment, more participatory and democratic, opposing to the rigidity of the self-assessment in SINAES program that it was instituted by the Commission for assessment (CPA). We also noticed that the implementation of the SINAES at URFN has been performed very slowly and the breadth and complexity of the evaluation process has contributed to hinder its implementation in all dimensions provided by MEC. Although it was observed that in its operationalization the SINAES has assumed a more normative assessment and directed to establish rankings between courses and higher education schools than to establish a more qualitative assessment in this system. As regards the evaluation of the undergraduate course studied on this research and subjected to the three dimensions of evaluation proposed by SINAES (self-assessment, Evaluation of Courses and ENADE) it was not possible to verify an effective integration between the methods of assessing conducted. The present research to explorer the configurations that come being given to the autonomy of the school, since the decade of 1990. We investigate the implementation of the principle of the autonomy in the public system of education of the State of Pernambuco and, specifically, in four school units and this schools its in the quarters of Stubborn Brasilia Teimosa and Casa Amarela, both located in Recife. We try to know if the implementation of the autonomy of the school is circumscribed in the process of productive reorganization, it was evidenced that the inclusion of this principle in the educational politics - in the scopes national and state - obeyed the dynamics of retraction that, in the neoliberal context, the performance of the State in relation to the public education and the school characterizes, with consequence impact in the investigated schools. From the empirical inquiry it was identified to the occurrence of a movement realized for the social actors of the schools research in direction to the construction of the pertaining to school autonomy; this movement presenting some limits and fragilities. It was evidenced despite this movement varied of intensity in the measure where the social actors of the schools had developed levels of dinamics processes (in greater or minor degree) related with the diverse expressions of democratic management that can occur into the school, such as: elaboration of the Politician-Pedagogical Project, institution and functioning of the Pertaining to school Advice, etc. The set of the carried through analyses made possible that it concluded that, in the context neoliberal and delimited to the investigated time and space, the implementation of the autonomy of the school comes if giving in way to a complex movement of construction

This work discusses about the teacher salary in the primary school after the creation of the Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e Valorização do Magistério (Fundef), in the public schools in Natal/RN, from 1996 to 2006. The salary is considered one of the politic dimensions of the valorization of teaching. We aim to analyze the implication of this fund to the teacher remuneration, with different levels of training, in the early career, comparing it to the annual minimum salary, during the same period. This study has a historic-critic approach, establishing the relationship between the elements into a particular context (valorization of teaching/ teacher salary) and the elements from general contexts (financing/ Fundef). Analyzing data of the teacher remuneration from municipal payroll and comparing them to the annual national minimum salary gave us the result that the teachers, in their early career, do not have remuneration with a satisfactory evolution. Teachers that finished high school received until three minimum salaries before the creation of Fundef (1996-1997), after that (in 1998) they received under two minimum salary. In addition to this, independently of the level of the teacher training, their remuneration is under three minimum salaries. Hence, we can infer that the politic of funds is distant from the ideal to valorize the professional of the municipal teaching

The Family Scolarship Program while public politics of intersectorial form developed by Social Development Department and Famine Combat having with partner the Education Department and Health Department inaugurate in the country a new integrity way of the public politics, reinforcing a precept of 2004 Social Protection National Politics (PNAS 2004) that places the social protection while allied to the social and human development. The research INCOME TRANSFER AND LOCAL DEVELOPMENT: the family scolarship program in Pedra Grande-RN municipally had as aim to avaluate the permanent Family Scolarship Program as a possible element in local development of Pedra Grande-RN municipally understood as capacity expansion and improvement of life quality from its users. For this means we elaborate specifically the families` socio-economical profile; we avaluate the program repercussion in these families` lives; we analyse in which proportion occurred the capacity expansion and improvement of life quality of the users. The methodologic process was constituted by: literarture review about Income Transfer, Social Vulnerability, Development and Public Politics Avaluation to the criation of a theoric picture analysis. The documental research joined to the Social Development Department and Famine Combat of Pedra Grande Municipally Hall to obtain of the aims, program goals, and the profile of users. And finally, carrying out the interviews with the managers and experts of the Municipally Program and focal groups with the users to avaluate the permanent of the Program starting by the points of view of those ones. It was verified that the program expand the capacity (food, consumer goods and services, bank services access and wages) and improvement in life quality of the users. Nevertheless, there are deficiencies in coming with conditionality and from the use of resources the by families users

The dissertation examines the influence of relationships among actors from Brazilian Tourism Political Network who compose the National Council of Tourism in the drafting of the National Tourism Plans (PNT) - PNTs 2003/2007 and 2007/2010, focusing on two main types of interaction: cooperation and information exchange. Therefore, the study departed from the understanding that the concept of tourism as a human phenomenon is configured as an essential conceptual basis for the development, implementation and analysis of public policies. The application of Network Theory and Social Network Analysis serves as an analytical tool, in addition, the use of concepts of Policy Networks enabled to interpret, in distinct aspects, the social reality of tourism in a more precise and detailed way. The study had a cross-sectional with a longitudinal perspective and case study was adopted, thus enabling to apply the model of social network analysis and qualitative approach. Through the survey conducted, it was found that the drafting process of National Tourism Plans was the result of the interaction of a complex network of actors from public and private initiatives, who compose the National Council of Tourism, and that their power of influence came out simultaneously, but not symmetrically, for both their performance/intervention in the meetings, and the possession of economic and organizational resources. Hence, the establishment of partnerships and information exchanges among the actors were underlying to the PNT drafting process, both in problems perception and insertion in the government agenda, as in making proposals to solve them, thus guiding the construction of large programs and programs contained in both investigated plans.

Instrumento de política pública ligado ao licenciamento ambiental prévio de projetos de empreendimentos potencialmente degradadores do ambiente, a Avaliação de Impacto Ambiental (AIA), atualmente, apresenta algumas inconsistências. Dentre elas, autores registram a disparidade no que se refere à indicação e à efetiva implantação das medidas de controle ambiental estabelecidas nos EIA/RIMAs. Diante disso, o presente trabalho analisa a implantação das medidas mitigadoras estabelecidas para empreendimentos minerais licenciados pela Fundação Estadual do Meio Ambiente (FEAM) do Estado de Minas Gerais, para a região do Quadrilátero Ferrífero. No estudo, constata-se que intervenções ambientais são hoje partes integrantes dos projetos minerais; porém, como na mineração a operação impõe certo dinamismo ao empreendimento, verifica-se que parte das medidas mitigadoras apontadas no EIA acaba não sendo executada, como o previsto e o aprovado na fase da Licença Prévia (LP), enquanto outras apenas ficam listadas como propostas de mitigação de impactos, deixando de ser efetivamente executadas.

Este estudo aborda a regulação do Estado (esfera federal/União), na Educação Básica por meio da política de Fundos, especificamente no que se refere à implementação do Fundef e do Fundeb. Contextualiza a criação desses Fundos em meio ao processo de reforma do aparelho do Estado no Brasil em curso a partir da década de 1990, que possibilitou a introdução de novos mecanismos de regulação das políticas públicas. Parte-se do pressuposto de que “a política de Fundos (Fundef e Fundeb) tem se caracterizado em uma política reguladora da oferta e manutenção da educação básica, introduzindo mudanças nas responsabilidades de Estados e municípios quanto à área da educação. O estudo objetivou analisar a política de Fundos (Fundef e Fundeb) visando identificar medidas ou mecanismos de regulação na área do financiamento da Educação Básica. Desta forma, foram analisados os marcos regulatórios que criaram e regulamentam os dois Fundos na perspectiva de responder os seguintes questionamentos: quais os mecanismos instituídos com o Fundef e Fundeb que revelam possíveis regulações da União nos recursos financeiros dos Estados e Municípios destinados à Educação? Quais os possíveis desdobramentos da regulação da União para a dinâmica dos recursos financeiros e para a oferta de matriculas da educação básica no período de 1996 a 2010? A abordagem metodológica que se adota é de orientação qualitativa e tem como principal técnica de coleta de dados a pesquisa documental associada à análise de informações estatísticas sobre a dinâmica das matrículas e dos recursos financeiros no contexto da operacionalização dos referidos Fundos. Como resultados pode-se considerar que com a reforma do Estado, e, nesta esteira a implementação do Fundef e do Fundeb foi redefinida a estrutura e gestão do financiamento da educação básica pública possibilitando um rearranjo no que concerne à atuação dos entes federados na área da educação. A União passou a atuar de forma concentrada no controle ideológico das políticas educacionais. Transferiu quase toda a responsabilidade pela manutenção da educação básica para os Estados e munícipios. Os mecanismos regulatórios inseridos com os referidos Fundos se configurado em medidas que engessam, alinham e nivelam por baixo as políticas educacionais no âmbito nacional, e postergam os reais problemas da educação básica pública.

A pesquisa versa sobre avaliação e trabalho docente no ensino médio, tendo como objeto de investigação e análise as políticas de avaliação que vêm sendo instituídas a partir dos anos 1990, com recorte específico no denominado novo Enem e suas repercussões sobre o trabalho docente. O estudo possui como objetivo geral analisar e compreender as reformas instituídas na educação brasileira a partir da década de 1990, com foco na avaliação externa, especificamente na implementação do Enem, enquanto um processo de avaliação implementado no bojo de uma nova regulação educacional, e suas possíveis repercussões sobre o trabalho docente nesse nível de ensino, última etapa da educação básica, tendo como lócus a Região Metropolitana do Cariri – CE. Quanto à metodologia adotada, optou-se pela abordagem de pesquisa qualitativa, enfocando o complexo universo das políticas de avaliação externa e do trabalho docente no Ensino médio, lançando mão, para a coleta de dados, da pesquisa exploratória, revisão bibliográfica, análise documental e entrevistas não-diretivas. O tratamento dos dados foi realizado com base na análise de conteúdo, a partir de exaustiva análise das informações levantadas que, cotejadas com o referencial teórico, permitiu a emersão de algumas categorias de análise, como: avaliações externas, trabalho docente, regulação da educação e accountability. Como síntese dos resultados aferidos, destacamos que: - A Reforma do Aparelho do Estado Brasileiro, implementada a partir da década de 1990, instituiu o “Estado avaliador”, pautado, dentre outros, pela desresponsabilização do Estado para com as políticas sociais, pelo foco nos resultados, na excelência, na performatividade e na obtenção da eficiência e eficácia educacional, instituindo mecanismos de controle, no formato de avaliações, para a promoção da regulação da educação, de modo a assegurar os valores dominantes no contexto educacional escolar, controlando seus resultados; - são fortes as repercussões das políticas educacionais inscritas sob a lógica mercadológica sobre o ensino médio, dado que o mesmo vem sofrendo alterações significativas nas últimas décadas, em decorrência do “Estado avaliador” e da crescente centralidade das avaliações externas; - as avaliações externas de larga escala, com destaque para o Enem, privilegiam o accountability, por meio dos fenômenos da desresponsabilização do Estado, da crescente responsabilização da escola e dos profissionais da educação, da meritocracia e da privatização da educação, promovendo a intensificação do trabalho docente; - o atual modelo de avaliação de larga escala impõe ênfase aos produtos ou resultados em detrimento do processo, focando-se no trato individual de instituições ou estudantes, por meio de dados predominantemente quantitativos, resultando em classificação e rankeamento, estimulando a competição entre as instituições educacionais e entre os sujeitos; - esse processo tem repercutido sobre o trabalho docente, intensificando-o, à medida que os professores, à revelia de suas condições objetivas de trabalho, que são extremamente precárias na maioria das escolas públicas, tendem a ser responsabilizados, individualmente, pelo êxito ou fracasso de seus alunos; - por fim, constatamos que, não obstante novas atribuições e responsabilidades estarem sendo imputadas ao professor, inclusive com a imposição unilateral de metas a serem atingidas, não há, em contrapartida às exigências postas pelo Enem, uma efetiva política de Estado voltada para a valorização dos profissionais docentes no Ceará, seja pela via da carreira, da remuneração e/ou da formação continuada.
