The article analyses the (third) Coleman Report on private and public schools. The report scrutinises the relationship between private and public schools and shows that private school students show better academic achievement. Coleman concluded that these findings provided a strong argument in favour of public financial support for private schools. However, he identified a number of school characteristics that he believed to be related to student achievement. According to his analysis, these characteristics were not limited to private schools; public schools exhibiting the same characteristics also had good results. Coleman interpreted the available data in favour of financial aid to private schools, although this was not the only possible interpretation. An alternative conclusion would have been to encourage these characteristics in public schools. Why did Coleman disregard this possibility? Why did he deviate from his usual scientific rigour? The present article suggests that there appear to be two reasons for the narrow interpretation of the relationship between public and private schools in Coleman's third report. The first lies in Coleman's notion of contemporary society as a constructed system in which every individual actor holds a place in the structure and requires incentives in order to act to the benefit of society. In the case of education, the goal of the institution is to ensure the high cognitive achievement of students, and the incentive is related to choice and competition. Knowledge is one of the most important assets for surviving in the modern business environment. The effective management of that asset mandates continuous adaptation by organizations, and requires employees to strive to improve the company's work processes. Organizations attempt to coordinate their unique knowledge with traditional means as well as in new and distinct ways, and to transform them into innovative resources better than those of their competitors. As a result, how to manage the knowledge asset has become a critical issue for modern organizations, and knowledge management is considered the most feasible solution. Knowledge management is a multidimensional process that identifies, acquires, develops, distributes, utilizes, and stores knowledge. However, many related studies focus only on fragmented or limited knowledge-management perspectives. In order to make knowledge management more effective, it is important to identify the qualitative and quantitative issues that are the foundation of the challenge of effective knowledge management in organizations. The main purpose of this study was to integrate the fragmented knowledge management perspectives into the holistic framework, which includes knowledge infrastructure capability (technology, structure, and culture) and knowledge process capability (acquisition, conversion, application, and protection), based on Gold's (2001) study. Additionally, because the effect of incentives ̶̶ which is widely acknowledged as a prime motivator in facilitating the knowledge management process ̶̶ was missing in the original framework, this study included the importance of incentives in the knowledge management framework. This study also identified the relationship of organizational performance from the standpoint of the Balanced Scorecard, which includes the customer-related, internal business process, learning & growth, and perceptual financial aspects of organizational performance in the Korean business context. Moreover, this study identified the relationship with the objective financial performance by calculating the Tobin's q ratio. Lastly, this study compared the group differences between larger and smaller organizations, and manufacturing and nonmanufacturing firms in the study of knowledge management. Since this study was conducted in Korea, the original instrument was translated into Korean through the back translation technique. A confirmatory factor analysis (CFA) was used to examine the validity and reliability of the instrument. To identify the relationship between knowledge management capabilities and organizational performance, structural equation modeling (SEM) and multiple regression analysis were conducted. A Student's t test was conducted to examine the mean differences. The results of this study indicated that there is a positive relationship between effective knowledge management and organizational performance. However, no empirical evidence was found to suggest that knowledge management capabilities are linked to the objective financial performance, which remains a topic for future review. Additionally, findings showed that knowledge management is affected by organization's size, but not by type of organization. The results of this study are valuable in establishing a valid and reliable survey instrument, as well as in providing strong evidence that knowledge management capabilities are essential to improving organizational performance currently and making important recommendations for future research.

Intelligent agents offer a new and exciting way of understanding the world of work. We apply agent-based simulation to investigate a set of problems in a retail context. Specifically, we are working to understand the relationship between human resource management practices and retail productivity. Our multi-disciplinary research team draws upon expertise from work psychologists and computer scientists. Our research so far has led us to conduct case study work with a top ten UK retailer. Based on our case study experience and data we are developing a simulator that can be used to investigate the impact of management practices (e.g. training, empowerment, teamwork) on customer satisfaction and retail productivity.

The production and use of synthetic nanoparticles is growing rapidly, and therefore the presence of these materials in the environment seems inevitable. Titanium dioxide (TiO2) presents various possible uses in industry, cosmetics, and even in the treatment of contaminated environments. Studies about the potential ecotoxicological risks of TiO2 nanoparticles (nano-TiO2) have been published but their results are still inconclusive. It should be noted that the properties of the diverse nano-TiO2 must be considered in order to establish experimental models to study their toxicity to environmentally relevant species. Moreover, the lack of descriptions and characterization of nanoparticles, as well as differences in the experimental conditions employed, have been a compromising factor in the comparison of results obtained in various studies. Therefore, the purpose of this paper is to make a simple review of the principal properties of TiO2, especially in nanoparticulate form, which should be considered in aquatic toxicology studies, and a compilation of the works that have been published on the subject.

Este artículo muestra los principales resultados de una amplia investigación sobre los salarios de los profesionales en bibliotecología, motivo de preocupación de las autoridades de la Escuela de Bibliotecología, Documentación e Información de la Universidad Nacional desde el proceso de autoevaluación, realizado previo a la acreditación de la carrera de Bibliotecología y Documentación por parte del Sistema Nacional de Acreditación de la Educación Superior (SINAES).En esta investigación se ha demostrado la inequidad salarial que afecta al docente de la Universidad Nacional, con respecto a los salarios de los profesores de otras escuelas de bibliotecología y, también, al personal que ocupa puestos administrativos tanto en la misma Universidad Nacional como en el sector público. Los bajos salarios de los profesores y la falta de incentivos económicos en una función fundamental para una institución de enseñanza superior, no solo es motivo de disconformidad por el personal, máximo la elevada carga laboral a que es sometido en una escuela acreditada, sino que impide la contratación de profesores altamente calificados.

In the past decade, Spain’s generous incentive system for renewable energy production attracted substantial foreign and national investment. However, when the global financial crisis hit, and the consequent reduction of electricity consumption, the incentives began to cause a tariff deficit in the electricity system, leading the Spanish government to cut back and then eliminate the incentives. In the wake of losses, international investors turned to investment arbitration, while national investors could only present their claims before Spanish courts. The result was a potential for differential treatment between national and foreign investors. This paper examines the incentive regime and the government’s changes to it in order to understand the investors’ claims and the reasoning that resulted in their rejections, both in national courts and in the only arbitration award issued up to now. The paper concludes with a discussion of the effect of the renewable energies situation on the investment arbitration debate within Spanish civil society.

The usage of multi material structures in industry, especially in the automotive industry are increasing. To overcome the difficulties in joining these structures, adhesives have several benefits over traditional joining methods. Therefore, accurate simulations of the entire process of fracture including the adhesive layer is crucial. In this paper, material parameters of a previously developed meso mechanical finite element (FE) model of a thin adhesive layer are optimized using the Strength Pareto Evolutionary Algorithm (SPEA2). Objective functions are defined as the error between experimental data and simulation data. The experimental data is provided by previously performed experiments where an adhesive layer was loaded in monotonically increasing peel and shear. Two objective functions are dependent on 9 model parameters (decision variables) in total and are evaluated by running two FEsimulations, one is loading the adhesive layer in peel and the other in shear. The original study converted the two objective functions into one function that resulted in one optimal solution. In this study, however, a Pareto frontis obtained by employing the SPEA2 algorithm. Thus, more insight into the material model, objective functions, optimal solutions and decision space is acquired using the Pareto front. We compare the results and show good agreement with the experimental data.

Avec la disponibilité de capteurs fiables de teneur en eau exploitant la spectroscopie proche infrarouge (NIR pour near-infrared) et les outils chimiométriques, il est maintenant possible d’appliquer des stratégies de commande en ligne sur plusieurs procédés de séchage dans l’industrie pharmaceutique. Dans cet ouvrage, le séchage de granules pharmaceutiques avec un séchoir à lit fluidisé discontinu (FBD pour fluidized bed dryer) de taille pilote est étudié à l’aide d’un capteur d’humidité spectroscopique. Des modifications électriques sont d’abord effectuées sur le séchoir instrumenté afin d’acheminer les signaux mesurés et manipulés à un périphérique d’acquisition. La conception d’une interface homme-machine permet ensuite de contrôler directement le séchoir à l’aide d’un ordinateur portable. Par la suite, un algorithme de commande prédictive (NMPC pour nonlinear model predictive control), basée sur un modèle phénoménologique consolidé du FBD, est exécuté en boucle sur ce même ordinateur. L’objectif est d’atteindre une consigne précise de teneur en eau en fin de séchage tout en contraignant la température des particules ainsi qu’en diminuant le temps de lot. De plus, la consommation énergétique du FBD est explicitement incluse dans la fonction objectif du NMPC. En comparant à une technique d’opération typique en industrie (principalement en boucle ouverte), il est démontré que le temps de séchage et la consommation énergétique peuvent être efficacement gérés sur le procédé pilote tout en limitant plusieurs problèmes d’opération comme le sous-séchage, le surséchage ou le surchauffage des granules.

Introducción: La sílice es un elemento de fácil aprovechamiento y por sus características fisicoquímicas ha sido ampliamente empleado en la industria como objetivo, materia prima o subproducto que genera silicosis en los trabajadores que han estado expuestos a polvo de sílice a través de los años y es una enfermedad que progresa incluso cuando la exposición cesa. La silicosis es conocida como una enfermedad de alta e histórica incidencia y prevalencia a nivel mundial, por lo que es necesario evaluar la exposición laboral a sílice (fracción respirable) en empresas pertenecientes a diferentes sectores económicos que están afiliadas una ARL en Colombia, para contribuir con información diagnóstica actualizada en diferentes regiones y en variadas actividades económicas. Objetivos: Evaluar la exposición laboral a sílice y el nivel de riesgo en empresas afiliadas a una ARL de acuerdo con su ubicación geográfica, actividad económica, área de trabajo, cargo y relacionar las medidas de control empleadas en cada empresa. Materiales y métodos: Se llevó a cabo un estudio de corte transversal sobre 239 mediciones de higiene industrial de 159 empresas de diferentes actividades través de la asociación de variables ocupacionales con las características de la exposición a sílice. Las variables cuantitativas fueron calculadas empleando medidas de tendencia central como media y mediana y medidas de dispersión como rango y desviación estándar con sus correspondientes coeficientes de variación. El nivel máximo permisible o TLV establecido de acuerdo con los parámetros señalados por la Conferencia Americana de Higienistas Industriales Gubernamentales (ACGIH en inglés) y empleado en este estudio para sílice cristalina, fue de 0,025 mg/m3. Resultados: Las actividades económicas que reportaron las mayores concentraciones corregidas a condiciones estándar de polvo de sílice fueron: la minería y actividades Extractivas con 6,340 mg/m3, el mantenimiento industrial, montajes electromecánicos y civiles con 1,312 mg/m3, la maquinaria, metalmecánica, electrodomésticos y equipos con 0,096 mg/m3 y la construcción con 0,702 mg/m3; Discusión: Se realizó un análisis segmentado en dos grupos A y B de acuerdo con el tiempo de medición, se encontró que para el índice de riesgo en ambos grupos indican una sobre-exposición de los trabajadores a niveles críticos, razón por la cual es necesario generar una estrategia de intervención que permita disminuir a tiempo las concentraciones de sílice en las áreas de trabajo y así reducir la exposición de los trabajadores.

Introducción: Desde los años 80 se viene haciendo énfasis en el acoso laboral, conocido en otros países como Mobbing, describiéndose como una forma de abuso y violencia psicológica en el lugar de trabajo, realizado ya sea por una sola persona o por un grupo de personas y que por sus implicaciones se estima de alto impacto para los trabajadores, y las organizaciones. Considerando la importancia y prevalencia del mobbing en la sociedad actual, se convierte en un tema relevante para el área de salud ocupacional. Objetivo: El objetivo de este estudio fue identificar los efectos del acoso laboral generados en la salud del trabajador. Metodología: Se realizó una revisión sistemática utilizando el método PRISMA, de las publicaciones vigentes entre los años 2006 a 2016 sobre los efectos del acoso laboral en la salud del trabajador. En la búsqueda se obtuvieron 778 artículos de los cuales 27 cumplían con los criterios de inclusión. Resultados: se encontró que la prevalencia del acoso laboral puede ser diferente de acuerdo a la definición utilizada, instrumento de medida y población estudiada, la cual fluctúa entre el 7% al 88% según el estudio analizado. Además se evidenció que la prevalencia también difiere dependiendo de quién sea el perpetrador del acoso, si el líder o jefe es el acosador es mayor (60,3%) que cuando es causado por colegas o por clientes (41,5%). El impacto del acoso laboral, según la mayoría de los estudios, es que provoca efectos negativos en la salud emocional del trabajador siendo la depresión una de las principales consecuencias con una relación estadísticamente significativa (p<0,001). Las enfermedades del aparato respiratorio y del sistema musculo esquelético y del tejido conectivo fueron las que se presentaron con mayor frecuencia en los trabajadores que sufren de acoso con un 43,5% y un 37.8% respectivamente. Conclusiones: éstos resultados demuestran que el acoso laboral no solamente es un problema desde el punto de vista organizacional, sino que conlleva consecuencias en la salud mental y física de los trabajadores que lo sufren. In aircraft components maintenance shops, components are distributed amongst repair groups and their respective technicians based on the type of repair, on the technicians skills and workload, and on the customer required dates. This distribution planning is typically done in an empirical manner based on the group leader’s past experience. Such a procedure does not provide any performance guarantees, leading frequently to undesirable delays on the delivery of the aircraft components. Among others, a fundamental challenge faced by the group leaders is to decide how to distribute the components that arrive without customer required dates. This paper addresses the problems of prioritizing the randomly arriving of aircraft components (with or without pre-assigned customer required dates) and of optimally distributing them amongst the technicians of the repair groups. We proposed a formula for prioritizing the list of repairs, pointing out the importance of selecting good estimators for the interarrival times between repair requests, the turn-around-times and the man hours for repair. In addition, a model for the assignment and scheduling problem is designed and a preliminary algorithm along with a numerical illustration is presented.
