Body mass index (BMI), a simple anthropometric measure, is the most frequently used measure of adiposity and has been instrumental in documenting the worldwide increase in the prevalence of obesity witnessed during the last decades. Although this increase in overweight and obesity is thought to be mainly due to environmental changes, i.e., sedentary lifestyles and high caloric diets, consistent evidence from twin studies demonstrates high heritability and the importance of genetic differences for normal variation in BMI. We analysed self-reported data on BMI from approximately 37,000 complete twin pairs (including opposite sex pairs) aged 20-29 and 30-39 from eight different twin registries participating in the GenomEUtwin project. Quantitative genetic analyses were conducted and sex differences were explored. Variation in BMI was greater for women than for men, and in both sexes was primarily explained by additive genetic variance in all countries. Sex differences in the variance components were consistently significant. Results from analyses of opposite sex pairs also showed evidence of sex-specific genetic effects suggesting there may be some differences between men and women in the genetic factors that influence variation in BMI. These results encourage the continued search for genes of importance to the body composition and the development of obesity. Furthermore, they suggest that strategies to identify predisposing genes may benefit from taking into account potential sex specific effects.

A major component of variation in body height is due to genetic differences, but environmental factors have a substantial contributory effect. In this study we aimed to analyse whether the genetic architecture of body height varies between affluent western societies. We analysed twin data from eight countries comprising 30,111 complete twin pairs by using the univariate genetic model of the Mx statistical package. Body height and zygosity were self-reported in seven populations and measured directly in one population. We found that there was substantial variation in mean body height between countries; body height was least in Italy (177 cm in men and 163 cm in women) and greatest in the Netherlands (184 cm and 171 cm, respectively). In men there was no corresponding variation in heritability of body height, heritability estimates ranging from 0.87 to 0.93 in populations under an additive genes/unique environment (AE) model. Among women the heritability estimates were generally lower than among men with greater variation between countries, ranging from 0.68 to 0.84 when an additive genes/shared environment/unique environment (ACE) model was used. In four populations where an AE model fit equally well or better, heritability ranged from 0.89 to 0.93. This difference between the sexes was mainly due to the effect of the shared environmental component of variance, which appears to be more important among women than among men in our study populations. Our results indicate that, in general, there are only minor differences in the genetic architecture of height between affluent Caucasian populations, especially among men.

We have recently developed a scaleable Artificial Boundary Inhomogeneity (ABI) method [Chem. Phys. Lett.366, 390–397 (2002)] based on the utilization of the Lanczos algorithm, and in this work explore an alternative iterative implementation based on the Chebyshev algorithm. Detailed comparisons between the two iterative methods have been made in terms of efficiency as well as convergence behavior. The Lanczos subspace ABI method was also further improved by the use of a simpler three-term backward recursion algorithm to solve the subspace linear system. The two different iterative methods are tested on the model collinear H+H2 reactive state-to-state scattering.

Controversies In its present condition, rural Australia is characterised by a discourse of decline that sees country towns and regions as places of demoralisation and despair. From a Foucauldian governmentality perspective, those who live in these spaces are not so much 'powerless' to the demands of urban-based governments and global capital, as rendered governable according to the socio-political ambitions of late capitalism. While important insights have been derived from such analyses, it is argued in this paper that excessive attention is often paid to the power of the state with little concern for the various ways in which local people engage with, and transform the strategies and effects of state power. Rather than utilising the concept of resistance to make sense of these interactions, a sociology of translation is adopted from the Actor Network Theory literature. Applied to two case examples, it shows how governmental policies and programmes are frequently the outcome of the interactions and negotiations that take place between all those enrolled in the actor-network.

A comparative study has been made of the radiation grafting of styrene onto poly(tetrafluoroethylene-co-perfluoropropyl vinyl ether) (PFA) and polypropylene (PP) substrates, using the simultaneous irradiation method. Effects of grafting conditions such as monomer concentrations, type of solvent, dose rate and irradiation dose on the grafting yield were investigated. Under the same grafting conditions it was found that a higher degree of grafting of styrene was obtained using a mixture of dichloromethane/methanol solvents for PFA and methanol for PP and the degree of grafting was higher in PP than in PFA at all doses. However, the micro-Raman spectroscopy analysis of the graft revealed that, for the same degree of grafting, the penetration depth of the grafted polystyrene into the substrate was higher in PFA than in PP substrates. In both polymers the crystallinity was hardly affected by the grafting process and the degree of crystallinity decreased slightly with grafting dose. The dependence of the initial rate of grafting on the dose rate and the monomer concentration was found to be 0.6 and 1.4 order for PFA and 0.15 and 2.2 for PP, respectively. The degree of grafting increased with increasing radiation dose in both polymers. However, the grafting yield decreased with an increase in the dose rate. The increase in the overall grafting yield for PFA and PP was accompanied by a proportional increase in the penetration depth of the graft into the substrates. (C) 2003 Society of Chemical Industry.

The idea of “human security” is gaining attention among policy-makers and security analysts. Little scholarly attention has been given to the questions of why states accept (or reject) a human security agenda or how such an agenda is incorporated into policy practices. The article suggests that a human security approach is most likely to be applied when both humanitarian and national interests combine. Yet when states or organisations adopt a human security approach, they often misjudge the complex and long-term commitment required of such an approach. There is also the potential for such an agenda to be manipulated to justify questionable courses of action. These issues frame an analysis of six recent case studies.

Over the past decade or so, there has been increasing demand for greater clarity about the major causes of disease and injury, how these differentially affect populations, and how they are changing. In part, this demand has been motivated by resource constraints and a realisation that better health is possible with more informed allocation of resources. At the same time, there has been a change in the way population health and its determinants are quantified, with a much closer integration of the quantitative population sciences (such as epidemiology, demography and health economics) to strengthen and broaden the evidence base for healthcare policy.

Reformas de corte gerencial n??o s??o uma novidade no Brasil e est??o condenadas a reaparecerem de forma recorrente, dado o incessante processo de renova????o das teorias de administra????o no setor privado. Dado permanente apelo que det??m junto ?? ??rea governamental, ?? natural que estejam continuamente sendo transplantadas para o setor p??blico com maior ou menor sucesso, conforme um conjunto de circunst??ncias e caracter??sticas. O trabalho busca fazer uma breve an??lise comparativa dos processos de transforma????es em determinadas pol??ticas de gest??o p??blica nos dois ciclos de reformas autodenominadas gerenciais ocorridas nos dois mandatos de Fernando Henrique Cardoso. O texto identifica contrastes em rela????o a aspectos do policy making process nos dois momentos, com ??nfase para os momentos relacionados com a forma????o da agenda, especifica????o de propostas e processos decis??rios. Na primeira parte s??o recuperadas algumas quest??es comuns a outro esfor??o de reforma ??? no caso a de 1967 ??? e na conclus??o, s??o feitos alguns coment??rios relacionados com o legado de reformas de cunho gerencial no contexto do governo atual.

O artigo desenvolve um estudo comparado qualitativo acerca das Pol??ticas de Transfer??ncia Condicionada de Renda na Am??rica Latina. Esta modalidade de pol??tica, considerada a mais nova gera????o das pol??ticas sociais, compartilha tr??s componentes b??sicos: transfer??ncia monet??ria direta ao cidad??o ou fam??lia; foco nos segmentos mais pobres e a cobran??a de condicionalidades. Na ??ltima d??cada, seus impactos sobre a melhoria das condi????es de vida da popula????o t??m chamado a aten????o de governos, organismos multilaterais e do meio acad??mico. Todavia, a literatura tem focado predominantemente na an??lise dos seus impactos e menos nos fatores relativos ?? operacionaliza????o desses programas. Por isso, o objetivo principal do artigo ?? descrever as estruturas de funcionamento dessas pol??ticas, haja vista sua influ??ncia sobre os seus resultados. Para fins de compara????o s??o selecionados os programas dos governos do Brasil, M??xico, Chile e Col??mbia, uma vez que s??o as experi??ncias mais consolidadas da regi??o. O trabalho conclui que embora os modelos de implementa????o sejam bastante diversificados, todos compactuam com a percep????o multidimensional da pobreza e, portanto, seu enfrentamento demanda a????es de car??ter intersetorial. Ademais, os bons resultados na focaliza????o desses programas s??o consequ??ncia da prioriza????o de estrat??gias de descentraliza????o que potencializam a coordena????o e coopera????o nas a????es governamentais.

O objeto de estudo da presente pesquisa é a análise do Plano de Ações Articuladas (PAR), criado pelo Governo Federal por meio do Plano de Metas Compromisso Todos pela Educação (Decreto n. 6.094/2007), e suas possibilidades como instrumento de organização do Sistema Nacional de Educação. A pesquisa tem como objetivo geral analisar o processo de implantação/implementação do PAR em dois municípios do Espírito Santo (Cariacica e Vitória), com o intuito de entender como se deu o planejamento do PAR em nível nacional e em nível municipal; analisar como foi elaborado, como está sendo executado e quais as principais ações do PAR desenvolvidas nos municípios pesquisados, identificando as articulações existentes entre os municípios, estados e União. O argumento central é que o PAR é um instrumento de planejamento central, mas cuja execução necessita de ações descentralizadas. Parte-se da hipótese de que a organização dos municípios, do ponto de vista econômico e político, tem implicações na execução de um planejamento educacional mesmo que ele tenha um mesmo formato e padrão para todo o país. Ou seja, as características políticas, econômicas e culturais dos municípios configuram diferentes realidades na execução das políticas educacionais, o que traz uma desigualdade na oferta da qualidade do serviço educacional entre os entes federativos. A pesquisa realizada é de caráter qualitativo do tipo estudo de caso, particularmente o estudo de multicascos que, segundo Triviños (1987), propicia ao pesquisador estudar dois ou mais sujeitos ou organizações sem a necessidade de limitar-se a fatores de natureza comparativa. Como problema de pesquisa, portanto, é levantada a seguinte pergunta: é possível o PAR, com sua característica de centralização/descentralização, contribuir para a organização do Sistema Nacional de Educação? A pesquisa mostrou que a implementação de uma política de educação, como o PAR, envolve a capacidade técnica, organizacional e aspectos institucionais dos municípios. Nesse sentido para a consolidação do Sistema Nacional de Educação é necessário que o PAR não seja apenas uma política de captação de recursos, mas que os municípios tenham um plano norteador como catalizador de uma política de Estado.
