As a major European donor, German government development assistance faces a series of challenges. Recent political changes have raised expectations for demonstrable health outcomes as a result of German development assistance; there has been a deepened commitment to collaboration with other bilateral and multilateral donors; and partner countries are increasingly open to new approaches to development. German development assistance also reflects a new ethos of partnership and the shift to programmatic and sector based development approaches. At the same time, its particular organizational structure and administrative framework highlight the extent of structural and systems reforms required of donors by changing development relationships, and the tensions created in responding to these. This paper examines organizational changes within the German Agency for Technical Cooperation (Deutsche Gesellschaft fur Technische Zusammenarbeit) (GTZ), aimed at increasing its Regional, Sectoral, Managerial and Process competence as they affect health and related sectors. These include the decentralization of GTZ, the trend to integration of projects, the increasing focus on policy and health systems reform, increased inter-sectoral collaboration, changes in recruitment and training, new perspectives in planning and evaluation and the introduction of a quality management programme. The past decade has witnessed an increasing concerns over the effectiveness of project-based development assistance and the promotion of sector-wide approaches (SWAps) to health as a means to increase donor collaboration, consolidate local management of resources and undertake the policy and systems reform necessary to achieve a greater impact on health issues. The concept has gained the support of both the World Bank and the World Health Organisation, as well as key bilateral donors, and dominates current initiatives in development assistance for health. This paper examines the proposal of SWAps as rhetoric, and seeks to understand how that rhetoric functions, despite the variable application of its constituent elements and the range of contexts in which it operates. Recent studies have revealed striking differences in pyramidal cell structure among cortical regions involved in the processing of different functional modalities. For example, cells involved in visual processing show systematic variation, increasing in morphological complexity with rostral progression from V1 through extrastriate areas. Differences have also been identified between pyramidal cells in somatosensory, motor and prefrontal cortex, but the extent to which the pyramidal cell phenotype may vary between these functionally related cortical regions remains unknown. In the present study we investigated the structure of layer III pyramidal cells in somatosensory and motor areas 3b, 4, 5, 6 and 7b of the macaque monkey. Cells were intracellularly injected in fixed, flat-mounted cortical slices and analysed for morphometric parameters. The size of the basal dendritic arbours, the number of their branches and their spine density were found to vary systematically between areas. Namely, we found a trend for increasing complexity in dendritic arbour structure through areas 3b, 5 and 7b. A similar trend occurred through areas 4 and 6. The differences in arbour structure may determine the number of inputs received by neurons and may thus be an important factor in determining function at the cellular and systems level.

Evidence-based practice (EBP) requires clinicians to access, appraise and integrate research literature with clinical experience and clients' perspectives. Currently, little is known about occupational therapists' attitudes to EBP, their perception of implementation barriers or their educational needs. A questionnaire reflecting these issues was sent to a proportionate random sample of 1491 members of the national professional occupational therapy association, OT AUSTRALIA. The questionnaire was completed by 649 (44%) participants. Occupational therapists were positive about EBP with most (96%) agreeing that EBP is important to occupational therapy. Although 56% used research to make clinical decisions, more relied on clinical experience (96%), information from continuing education (82%) and colleagues (80%). Lack of time, evidence and skills were identified as the main barriers to the implementation of EBP. Over half (52%) expressed strong interest in EBP skills training, and most (80%) indicated an interest in the availability of brief summaries of evidence. Targeted educational initiatives, resources and systems are needed to support EBP in occupational therapy.

O texto examina as estrat??gias e os sistemas que devem ser considerados para se alcan??ar a melhor gest??o de recursos humanos no setor p??blico. Inicialmente, baseado em tr??s modelos tradicionais de administra????o p??blica, sugere uma abordagem hol??stica para aumentar a efetividade da gest??o. Em seguida, defende a id??ia de um ??rg??o ???guardi??o??? central, que considere o princ??pio do m??rito e que divida com os ??rg??os de linha a responsabilidade sobre a GRH. Mostra, ainda, a import??ncia de institucionalizar os valores da imparcialidade, do profissionalismo e da responsividade. Ao tratar da profissionaliza????o da GRH, ressalta a necessidade de uma pol??tica que defina como a gest??o de pessoas contribuir?? para o alcance de objetivos governamentais. Para isso, prop??e a aplica????o de um modelo integrado baseado em compet??ncias e o desenvolvimento de uma pol??tica salarial que permita a atra????o e reten????o de talentos no setor p??blico. Ao final, o texto apresenta os pr??s e contras da gest??o por desempenho, bem como os desafios de um redimensionamento organizacional no servi??o p??blico.

Abstract: In the last few decades, Central American countries are making a significant effort in order to modernize their governments' legislation both on financial management and systems of financial information. In this sense, these countries aim to enhance the quality of public financial information in order to improve decision-making processes, decrease the level of corruption, and keep citizens informed. In this context, the purpose of this paper is twofold. Firstly, to assess the degree of similarity of the financial information that is being developed by Central American governments with regard to the recommendations set up by Ipsas, and secondly, to analyse the efforts and the strategies that those countries are carrying out in the process of implementing those standards. To determine the differences in the information containing the annual financial statements issued by national public authorities and the recommendations set up by Ipsas we conducted a deductive content analysis. In view of the results we can say that the quality of annual financial statements presented by the countries in Central America, in comparison to the recommendations by the Ipsas concerning Ifac information, is not enough. Hence, in order to operate significant changes, it is still necessary to create new strategies for the implementation of the Ipsas.

O trabalho apresentado nesta dissertação refere-se à concepção, projecto e realização experimental de um conversor estático de potência tolerante a falhas. Foram analisados trabalhos de investigação sobre modos de falha de conversores electrónicos de potência, topologias de conversores tolerantes a falhas, métodos de detecção de falhas, entre outros. Com vista à concepção de uma solução, foram nomeados e analisados os principais modos de falhas para três soluções propostas de conversores com topologias tolerantes a falhas onde existem elementos redundantes em modo de espera. Foram analisados os vários aspectos de natureza técnica dos circuitos de potência e guiamento de sinais onde se salientam a necessidade de tempos mortos entre os sinais de disparo de IGBT do mesmo ramo, o isolamento galvânico entre os vários andares de disparo, a necessidade de minimizar as auto-induções entre o condensador DC e os braços do conversor de potência. Com vista a melhorar a fiabilidade e segurança de funcionamento do conversor estático de potência tolerante a falhas, foi concebido um circuito electrónico permitindo a aceleração da actuação normal de contactores e outro circuito responsável pelo encaminhamento e inibição dos sinais de disparo. Para a aplicação do conversor estático de potência tolerante a falhas desenvolvido num accionamento com um motor de corrente contínua, foi implementado um algoritmo de controlo numa placa de processamento digital de sinais (DSP), sendo a supervisão e actuação do sistema realizados em tempo-real, para a detecção de falhas e actuação de contactores e controlo de corrente e velocidade do motor utilizando uma estratégia de comando PWM. Foram realizados ensaios que, mediante uma detecção adequada de falhas, realiza a comutação entre blocos de conversores de potência. São apresentados e discutidos resultados experimentais, obtidos usando o protótipo laboratorial.

Processes are a central entity in enterprise collaboration. Collaborative processes need to be executed and coordinated in a distributed Computational platform where computers are connected through heterogeneous networks and systems. Life cycle management of such collaborative processes requires a framework able to handle their diversity based on different computational and communication requirements. This paper proposes a rational for such framework, points out key requirements and proposes it strategy for a supporting technological infrastructure. Beyond the portability of collaborative process definitions among different technological bindings, a framework to handle different life cycle phases of those definitions is presented and discussed. The paper discusses mental imagery as an important part of information processing performed during interpreting. Mental imagery is examined to see if visual processing used to remember the source text or to facilitate its understanding helps to ‗off-load‘ other cognitive (mainly linguistic) resources in interpreting. The discussion is based on a neurocognitively-oriented depictivist model by Kosslyn (1994). The overview of mental imagery processes and systems is followed by the discussion of imagery used in interpreting. First, imagery development in student interpreters is described on the basis of a note-taking course for would-be consecutive interpreters organized by the author at AMU. The initial part of the course devoted to imagery involves visualizations of geographical, descriptive and narrative texts. The description abounds in authentic examples and presents conclusions for interpreting trainers. Later, imagery as employed by professional interpreters is discussed on the basis of a qualitative survey. General implications of the use of mental imagery for cognitive processing limitations in interpreting are presented in the concluding section.
