The Republic of Korea (Korea) has been composed of a single ethnic group and, until very recently, has had little or no experience with large-volume of immigrants. The country, once known for its large-scale emigration, has emerged as a popular destination. As the foreign-born populations continue to grow, they experience dietary pattern changes. Dietary changes of immigrants are often associated with weight increase and consequently the risk of non-communicable diseases such as diabetes. This study examined the association of demographic variables and dietary habits on Body Mass Index (BMI) of foreign nationals living in Korea, based on a cross-sectional sample of 193 foreign-born men (120) and women (73). A web-based survey program, Zoho survey, was used to capture self-reported region of origin, socio-demographic variables, weight, height, frequency of physical activity, and food frequencies. For the entire sample (n=193), the World Health Organization (WHO) classification and the Korean Society for the Study of Obesity cut-off points of BMI were used. The average BMI was 24.6 (SD=3.6) kg/m2. Significant associations were observed between BMI and age (χ² (8, N=193) =26.22, p<.01), gender (χ² (2, N=193) =11.45, p<.01), and religious affiliation (χ² (4, N=191) =9.53, p<.05). On average, participants had meat and carbonated drinks 2.2 times a week; high calorie foods 1.5 times a week; and, dairy products 2.4 times a week. A significant correlation (r=.14, p<.05) between BMI and eating meat was also observed. This study showed that the BMI varied with age, gender and religion. Frequent consumption of meat was associated with a significant increase in BMI. This increase in BMI could be associated with the dietary changes experienced by the newcomers or absence of more familiar products. Consequently, as the volume of immigrants continues to increase in Korea, it is imperative to consider designing and implementing public health policies specifically in relation to a healthy diet that can impact the prevalence of preventable chronic diseases. Thus, health education among foreign-born population in Korea should focus on reducing the intake of meat and high energy foods.

The OECD’s Programme for International Student Assessment (PISA) is increasingly depended upon by education policy makers to provide reliable measures of their country’s education system against international benchmarks. PISA attempts to provide efficient, scientific and technical means to develop educational policies which achieve optimal outcomes (Berg &Timmermans, 2000, p. 31). This kind of scientific evidence is seen by policy makers as being free of prejudice and ideology. Science is expected to represent the truth, state universal facts and make predictions.Thus PISA seeks to rank countries’ performances, work out future scenarios and offer policy direction. By what means does PISA gain knowledge and speak with confidence about diverse cultures and distant nations? How does it acquire a ‘voice from nowhere’ (Haraway, 1988; Suchman, 2000), and become a modern-day Oracle that countries might consult for policy advice? Modelled on early actor-network accounts of laboratory life, this ethnography traces how PISA knowledge comes to be made, guided by interview data with two ‘insiders’ in the ‘PISA laboratory’. It traces the translations and the circulating reference that turn PISA into a ‘centre of calculation’. It highlights how human and non-human entities are imbricated in the assembling of scientific facts and argues for a suspension of the divide between ‘science’ and ‘politics’. In the process, the paper offers an empirical instantiation of how some concepts from actor-network theory may be applied in the field of education policy, and ponders the implications of such an understanding for evidence based policy making.

The home support services are a social response in order to improve the quality of life directed predominantly for the elderly and for people with varying degrees of disability and dependence. Examples of those services are hygiene and personal comfort, medication, housekeeping and cleaning, preparation and monitoring of the meals; the dressing, etc. It is necessary to make society aware of the importance of these services to all those who need them. The general objective was to understand the most important relationships among informal caregivers, those who are care and home support services providers. Material and Methods. Data were collected through a questionnaire, using the various dimensions of the construct Quality SERVPERF model of service that matches the 22 items of SERVQUAL model. The various items used to assess the perception of care individuals and informal caregivers about the quality of home care services. 82 individuals participated providers of informal care, to receive home support services, and exclusion criteria, the fact of having a diagnosed psychiatric illness or psychological factors that prevent them from responding. The analysis was performed with SPSS and SEM-PLS for the estimation of the proposed structural model. Written consent was obtained, free and clear of each subject. Results and Conclusions. The results showed that the relationships with healthcare professionals are the most important positive effects on satisfaction. This research emphasizes the need to work closely with health professionals to improve the relationship between technicians and patients. Although current constructs appear to explain much of the satisfaction, it is recommended that the future researches exploit new variables, to get a better understanding of the effects of public health policies on the quality of life of these patients.

Background: Oral cancer is a significant public health problem world-wide and exerts high economic, social, psychological, and physical burdens on patients, their families, and on their primary care providers. We set out to describe the changing trends in incidence and survival rates of oral cancer in Ireland between 1994 and 2009. Methods: National data on incident oral cancers [ICD 10 codes C01-C06] were obtained from the National Cancer Registry Ireland from 1994 to 2009. We estimated annual percentage change (APC) in oral cancer incidence during 1994–2009 using joinpoint regression software (version 4.2.0.2). The lifetime risk of oral cancer to age 79 was estimated using Irish incidence and population data from 2007 to 2009. Survival rates were also examined using Kaplan-Meier curves and Cox proportional hazard models to explore the influence of several demographic/lifestyle covariates with follow-up to end 2012. Results: Data were obtained on 2,147 oral cancer incident cases. Men accounted for two-thirds of oral cancer cases (n = 1,430). Annual rates in men decreased significantly during 1994–2001 (APC = -4.8 %, 95 % CI: −8.7 to −0.7) and then increased moderately (APC = 2.3 %, 95 % CI: −0.9 to 5.6). In contrast, annual incidence increased significantly in women throughout the study period (APC = 3.2 %, 95 % CI: 1.9 to 4.6). There was an elevated risk of death among oral cancer patients who were: older than 60 years of age; smokers; unemployed or retired; those living in the most deprived areas; and those whose tumour was sited in the base of the tongue. Being married and diagnosed in more recent years were associated with reduced risk of death. Conclusion: Oral cancer increased significantly in both sexes between 1999 and 2009 in Ireland. Our analyses demonstrate the influence of measured factors such as smoking, time of diagnosis and age on observed trends. Unmeasured factors such as alcohol use, HPV and dietary factors may also be contributing to increased trends. Several of these are modifiable risk factors which are crucial for informing public health policies, and thus more research is needed.

BACKGROUND: Overweight and obesity in children and adults is a major public health concern. Emerging evidence suggests dietary sodium intake may be associated with obesity. This systematic review and meta-analysis will aim to (i) assess the relation between dietary sodium intake and measures of adiposity in children and adults and (ii) examine the relation between sodium intake and sugar-sweetened beverage (SSB) consumption, which is a known risk factor for obesity. METHODS/DESIGN: An electronic search will be conducted using Medline Complete, CINAHL, Scopus, Embase and Cochrane central register of controlled trials (CENTRAL). The search strategy will identify published peer-reviewed articles that report on dietary sodium and either a marker of adiposity or SSB consumption. Only human studies (ages >1 year) in English will be included, and no limits will be placed on publication date. No restrictions will be placed on the method of sodium intake assessment. Cross-sectional, prospective studies, and randomised controlled trials with a duration of ≥ 3 months will be included. Studies with participants with renal disease, cancer, type 1 diabetes or heart failure or who are pregnant will be excluded. To assess the quality of studies, the Cochrane's Collaboration tool for assessing risk of bias in randomised trials will be used for randomised controlled trials (RCTs), and the modified Newcastle-Ottawa Scale will be used for cross-sectional and prospective studies. Meta-analysis will be used to assess the relation of sodium intake with two primary outcomes: (i) BMI and body weight in adults and BMI z-score in children and (ii) weight category (i.e. healthy weight vs. overweight/obese). For any outcomes in which meta-analysis is not possible, we will present data as a systematic review. Findings will be grouped and reported separately for children and adolescents (ages 1-17 years) and adults (ages >18 years). DISCUSSION: This review and meta-analysis will provide insight into the relation between dietary sodium intake and overweight and obesity. This information can be used to inform public health policies which target population sodium consumption.

This thesis investigates the differences in key health behaviour outcomes (smoking, physical activity and risky alcohol drinking) between migrants from English speaking countries (ESC) and non-English speaking countries (NESC) relative to native-born (NB) Australians over a 12 year period using the Household Income and Labour Dynamics in Australia (HILDA) survey. The thesis also explored English language proficiency and socioeconomic factors as possible mechanisms through which health behaviour changes over time post migration. The results of this thesis enhance understanding of immigrants health behaviour trajectories which have important implications for the development of public health policies.

El presente informe tiene como objetivo presentar los resultados de la práctica profesional en la que se realizó un análisis de la estrategia de quioscos empleada por la Red Pública de Prestación de Servicios al Usuario del Espacio Público (REDEP) del Instituto para la Economía Social (IPES) para la reubicación de vendedores ambulantes en la ciudad de Bogotá. Las ventas ambulantes, se han convertido en una problemática social con importante impacto en la ciudad, sin embargo, la REDEP y sus estrategias son concebidas desde la perspectiva del aprovechamiento económico del espacio público en la ciudad, dejando de lado otras perspectivas y evidenciando una deficiencia en el diseño, implementación y seguimiento de la estrategia de quioscos. Se desarrollaron revisiones documentales para identificar los abordajes predominantes sobre la caracterización de los vendedores informales, la estructura y funcionamiento de la REDEP, las concepciones y lecturas predominantes en las políticas públicas del distrito sobre el fenómeno de las ventas ambulantes, así mismo, se explorarán las conceptualizaciones de pobreza urbana, economía informal y trabajo decente, se describe así mismo el planteamiento de la decisión de permanencia en el sector informal. Se realizaron entrevistas a profundidad estructuradas y semi-estructuradas con los vendedores ambulantes para indagar acerca de las ideas, significados y sentimientos que tienen acerca de su actividad laboral, las interacciones que se dan en el espacio que utilizan, las razones por las que desempeñan esta actividad, sus percepciones y experiencias frente a las intervenciones de los entes del distrito. Se buscó acompañar a vendedores durante jornadas diarias completas para realizar un trabajo de observación etnográfica que permitió hacer triangulación de la información. Se desarrolló también, una revisión documental de fuentes directas e indirectas y principalmente fuentes documentales, que permitieron comprender la configuración de la problemática y la forma en que se ha intervenido desde la estrategia de la REDEP. El documento se fundamenta también en un ejercicio descriptivo equiparable al de seguimiento, ya que se carece del acceso total a evidencias que permitan un ejercicio riguroso de evaluación, el análisis retoma elementos de los sistemas tradicionales basados en cumplimiento y en resultados.

As políticas públicas na área do turismo tornaram-se uma prioridade dos governos dos países desenvolvidos e menos desenvolvidos a partir da década de 1970, quando os organismos estatais ligados ao sector do turismo deram início à definição de amplas agendas nacionais para o desenvolvimento da indústria do turismo para períodos de longo prazo, com descrições claras sobre a posição que o turismo ocupa no âmbito do desenvolvimento da economia nacional; sobre as metas que se pretendem alcançar e a forma como elas serão atingidas. O enorme crescimento do turismo, o envolvimento dos governos e os impactos negativos do turismo que foram registados nos países em desenvolvimento ajudou a trazer ao debate académico a análise sobre as políticas públicas do turismo no final dos anos 80 e início de 90 do séc. passado. Neste estudo inventariou-se o quadro legislativo das políticas públicas do turismo em Angola e fez-se o enquadramento sociológico da Política Nacional e do Plano Diretor do turismo em Angola; identificaram-se os atores que intervêm na execução das políticas públicas do turismo em Angola e o seu sentido social, assim como os fatores centrais propiciadores do desenvolvimento social e económico em contexto local (Huíla). Isto permitiu determinar o perfil e tipologias resultantes da contribuição do quadro de Políticas Públicas de turismo para o nível de promoção do desenvolvimento social local em Angola, ajudando-nos a tentar perceber até que ponto as políticas públicas do turismo em Angola se constituem como fator de desenvolvimento social local. Partindo do perfil e tipologias resultantes da contribuição do quadro de Políticas Públicas de turismo e com base nos resultados obtidos através da análise de conteúdo das entrevistas, construiu-se uma proposta de modelo de políticas públicas de turismo propiciadoras do desenvolvimento local sustentável em Angola baseada numa lógica de ação coletiva, capaz de salvaguardar a sustentabilidade económica, política, social e territorial; ABSTRACT: Public policies in tourism became a priority of developed country governments and less developed countries from the 1970s, when the state bodies linked to the tourism sector began the definition of a broad national agenda for the development of the tourism industry for long-term periods, with clear descriptions of the position that tourism occupies in the national economic development; on the goals they want to achieve and how they will be achieved. The tremendous growth of tourism, the involvement of governments and the negative impacts of tourism were registered in developing countries and helped to bring the academic debate analysis on public tourism policies, in the late 80s and early 90s of the past century. In the legislative framework, we inventoried public tourism policies in Angola that later became the sociological framework of the National Policy and Plan for tourism in Angola; we identified the actors involved in the execution of public tourism policies in Angola and its social meaning, as well as the central factors conductive to social and economic development in the local context (Huila). This allowed to determine the profile and types resulting from the tourism Public Policy framework contribution to the level of promotion of local social development in Angola, helping us in this way to try to understand to what extent public tourism policies in Angola work as a local social development factor. From the profile and types resulting from the tourism Public Policy framework contribution and based on the results obtained from the interviews, we constructed a proposed model of public policies which encourage a more sustainable local development kind of tourism in Angola, based on a logic of collective action, able to safeguard the economic, political, social and territorial capitals.

The article centers its analysis in two areas of the current educational policies in Costa Rica: the statements that the document contains about its commitment with the social equity and the sustainable development, subject that has a strong relationship with rural education, its conceptualization, its planning, and its development. At the same time, it traces a brief description of the development of the right to education in the nation’s politics, showing advances of the country’s vulnerable groups, with the promulgation of new laws that these sectors have been reaching through fights and organized demands.

This paper analyzes the political and ideological dimensions of disability, from a socio-critical approach, in order to identify key structural processes underlying the educational policies concerning disability. The paper compares the ideas and approaches of various authors, and points out the relevance of the topic to promote inclusive education in higher education.

One of the numerous challenges in the educational processes is teacher training, particularly in the framework of neo-liberal global societies ruled by the competitiveness of regular and continuous education programs in teacher training. It is a matter of concern and, therefore, a matter of analysis, if we consider the deep impact in all contexts. Accordingly, this paper discusses the situation from a descriptive perspective as a basic requirement to go beyond the analysis on the urgency of having clear educational policies related to the variety and quality of curricular programs; and, above all, a strong awareness from teacher trainers to see themselves as the critical creative mass from which change can be made, based on socially human proposals.

The understanding of public perception to climate change is an essential factor in the development of adaptation policies. In the Mediterranean, agriculture, as the largest consumer of freshwater, has the highest potential to suffer adverse impacts of climate change. Future water availability predictions, conflicting interests among stakeholders and an increasing social concern about the environment further aggravate the situation. Therefore studying public support for adaptation policies can play a key role in successfully adapting the sector. The study site, approximately 36,000 hectares of rice fields in Seville (Spain), exemplifies an area in the Mediterranean where water needs to be carefully re-allocated in view of the limitations anticipated by climate change scenarios; in particular where conflicts will arise between water for agriculture and water for ‘natural’ ecosystems. This paper proposes an ex-ante evaluation of the societal support for adaptation policies. A survey of 117 respondents was conducted and a Logit model utilized to analyze which predictors positively or negatively affect people's support for adaptation policies. Results suggest that the main barriers to support these policies were economic losses and low climate change concern whereas the primary motivation factor was environmental commitment. Additionally, the main socio-demographic determinants were gender, age, education and family structure. In order to improve societal support for climate change adaptation policies, implementing educational and awareness raising initiatives will be the main challenges for policy makers to overcome.

In Australia there is growing interest in a national curriculum to replace the variety of matriculation credentials managed by State Education departments, ostensibly to address increasing population mobility. Meanwhile, the International Baccalaureate (IB) is attracting increasing interest and enrolments in State and private schools in Australia, and has been considered as one possible model for a proposed Australian Certificate of Education. This paper will review the construction of this curriculum in Australian public discourse as an alternative frame for producing citizens, and ask why this design appeals now, to whom, and how the phenomenon of its growing appeal might inform national curricular debates. The IB’s emergence is understood with reference to the larger context of neo-liberal marketization policies, neo-conservative claims on the curriculum and middle class strategy. The paper draws on public domain documents from the IB Organisation and newspaper reportage to demonstrate how the IB is constructed for public consumption in Australia.
