A expansão da Educação Superior por intermédio das universidades públicas federais é opção expressa do MEC através de dois programas criados no governo Lula: Programa de Expansão da Educação Superior Pública/Expandir (2003-2006) e Programa de Apoio a Planos de Expansão e Reestruturação de Universidades Federais/REUNI – 2007/2012. Este trabalho analisa a implementação destas políticas no âmbito da Universidade Federal do Pará como subsídios para garantir a política de expansão desta IES, pautada sobre a filosofia universidade multicampi e a noção de vocações regionais. Auxiliam-nos na interpretação autores como: Santos (2010), Trigueiro (2003), Dourado (2002) Fialho (2005), Freitas (2005), Yu e Façanha (2011), Lima (2011) Souza e Shibata (2011), entre outros. O texto apresenta o cenário da política de educação superior entre 1980 e 2010 no Brasil. Refaz o percurso da construção da política multicampi na UFPA e procura estabelecer relação entre a adoção desta filosofia de gestão e expansão e a composição dos quadros docente dos campi. Para tanto, analisa os processos internos de gestão e decisão nesta organização universitária complexa e estruturada como burocracia profissional, evidenciado as escolhas e rumos tomados por seus dirigentes na condução das macropolíticas do MEC no sentido de organizar/estruturar os quadros docente de suas unidades acadêmicas regionais (os campi). Esta análise identifica uma iniquidade na distribuição das vagas para docentes efetivos entre os campi da UFPA, fruto de uma estratégia organizacional, de decisões e escolhas - filosofia de expansão baseada nas vocações econômicas regionais - que optou por investir prioritariamente em alguns campi em detrimento de outros, política iniciada em 1998, nas linhas de ação para III Projeto Norte de Interiorização 1998-2001 (III PNI) e que culminou na distribuição dos recursos dos Programas EXPANDIR e REUNI.

Este trabalho aborda o tema da participação social em projetos urbanísticos, pois entende-se que é através da participação da sociedade civil na elaboração das políticas urbanas que se alcançará a efetiva gestão democrática das cidades. Diante disso, este trabalho realiza um estudo sobre a participação social dos moradores das áreas Jaderlândia e Maguariaçú no Projeto “Sanear Ananindeua”, objetivando identificar em que medida a participação social está sendo contemplada no referido projeto e se a Caixa Econômica Federal (CAIXA) como operadora desse projeto fomenta de fato uma participação que esteja em consonância com o modelo de gestão democrática das cidades, sendo que o recorte temporal da pesquisa foi do ano de 2006 ao ano de 2010. A participação social é o tema central desse estudo devido o projeto em foco estar recebendo recursos do Programa de Aceleração do Crescimento (PAC) e porque atualmente a participação social em projetos urbanísticos é uma exigência do Ministério das Cidades (MCIDADES). Para atingir os objetivos propostos priorizou-se a pesquisa qualitativa, bem como as modalidades de pesquisa: bibliográfica, documental e de campo. Como resultado identificou-se que a gestão municipal de Ananindeua está distante de ser caracterizada como uma gestão democrática, na medida em que não garante uma participação real dos beneficiários no projeto, mas apenas uma participação simbólica, onde os usuários têm influência mínima nas decisões e nas operações do projeto, no entanto são mantidos na ilusão de que exercem o poder.

This paper emerges from our research and extension courses university, from our concerns with the initial and continuous training of teachers and the Childhood Education and the early years of elementary school. We had, as a main focus, presenting aspects of some of these referrals effected towards the creation of possibilities for the collective creation of conditions to nourish all those involved in due diligence with a set of knowledge necessary for making decisions and positions on it and in pedagogical practice. Of theoretical and methodological perspective based our research, teacher training processes should meet the expression of their practical actions in order to produce new knowledge relativized, understood based on the circumstances, the social subjects and the social places of those prepare and disseminate. This understanding was responsible for the methodological choices made for the proposition and development of our research, primarily the oral history. Finally, we conclude, among other things, that the uniqueness of what is done, thought and spoken in the world of school and therefore, the practice of educational research through the narrative is full of content for the projection of new shares in favor of improved processes of teaching and learning aimed the formation and activity of teachers and the humanization of adults and children.

In the study of theoretical trends in Administration, the management of information follows the development of theories of Administration; constant-adaptations are suffered. Information Science area understands and concerns itself with the changes wrought in these endeavour of the knowledge society as new forms of communication and integration. The libraries interact in ways that maximize access to information and facilitate the improvement on their structural environment as strategic approach for your services. The research aims at identifying the requirements and specifications of an information system for knowledge management in the public’s library environment and proposes to achieve a pre-defined structure for the implementation of administration management. The research is conducted with public’s library of the metropolitan region of the North’s Portugal. Portugal libraries are institutions that operate in the social process of their communities reflecting the society and its organic sphere of informational performance. These libraries have developed the organizational theories to make a framework easily for effective management practices and have been using their produced knowledge in the optimization of their actions. In the improvement of systems, theoretical administrative trends become management decisions and result in the ultimate success of the organization. In order to achieve its objectives the study verified an economy based on knowledge management, and its production emphasizes the human capital that permeates the condition of the information in support for the development of communities.

This study intends to analyze the regional influences for the language and the characterization of characters of the environment João Guimarães Rosa, stressing the important of language as cultural heritage. The study is based on the concepts of Culture and defended by Region of Cultural Geography, Language as an asset by Iphan, interviews and works of Rosa, and publications related to Rosa's works. Having the definition of place as a center of meaning constructed by experience (Tuan, 1983), and that the region is now seen based on the set of perceptions and lived down from seizures, evaluations, decisions and behaviors collectives (Bezzi, 2004), qualitative research provides grounds of the discussion it’s importance of communication and the same transcript. Through the study of language, characters and actions of the author's own notes to create the environment for the study of behavior, lived and / or imagined in the stories. Based on the literature review has set itself the aim of the study of the language coupled with the behavior of certain individuals of the same group have a cultural identity is recognized and valued as historic and cultural heritage

The hegemonic version of democracy is based on Schumpeter’s approach, a legacy of liberal pluralism that reduces the formation of legitimate majorities through representation. Nevertheless, the democratization of authoritarian countries has provided innovative experiences of civil society in new participatory formats. At the institutional level, the Statute of the City regulated the chapter of the Urban Policy of the Federal Constitution of 1988. It advocates participatory formats of public policies in urban management “through public participation and representative associations”. The construction of this agenda is the result of institutional imposition and it reflects the government decisions and civil society demands. This paper analyzes the participation, its ability to share decisions, and to what extent these participatory formats depend on governments for the implementation of new paradigms of urban management. The approach combines theoretical and empirical analysis of development processes of Master Plans normatively guided by the City Statute. The empirical basis is formed by three medium-sized cities in Sao Paulo state: Piracicaba, Bauru and Rio Claro.

Radiography is usually the primary method of diagnosis to be used in the initial evaluation of the chest. In view of recent technological advances in ultrasound machines, noncardiac transthoracic ultrasound has become an important method of diagnosis for diseases of the lung, pleura, mediastinum and chest wall. Despite limitations due to the difficulty of efficient sound propagation in air, this exam allows fast decisions and makes sample collection safer and more effective. Knowledge of the sonographic chest anatomy is however restricted because of the artifact caused by the presence of air in lungs. When absent, it facilitates the detection of thoracic alterations. The aim of this review is to present the main abnormalities that are likely to be detected by ultrasonography.

Objective: To To conduct a cost-effectiveness analysis of a universal childhood hepatitis A vaccination program in Brazil. Methods: An age and time-dependent dynamic model was developed to estimate the incidence of hepatitis A for 24 years. The analysis was run separately according to the pattern of regional endemicity, one for South + Southeast (low endemicity) and one for the North + Northeast + Midwest (intermediate endemicity). The decision analysis model compared universal childhood vaccination with current program of vaccinating high risk individuals. Epidemiologic and cost estimates were based on data from a nationwide seroprevalence survey of viral hepatitis, primary data collection, National Health Information Systems and literature. The analysis was conducted from both the health system and societal perspectives. Costs are expressed in 2008 Brazilian currency (Real). Results: A universal immunization program would have a significant impact on disease epidemiology in all regions, resulting in 64% reduction in the number of cases of icteric hepatitis, 59% reduction in deaths for the disease and a 62% decrease of life years lost, in a national perspective. With a vaccine price of R$16.89 (US$7.23) per dose, vaccination against hepatitis A was a cost-saving strategy in the low and intermediate endemicity regions and in Brazil as a whole from both health system and society perspective. Results were most sensitive to the frequency of icteric hepatitis, ambulatory care and vaccine costs. Conclusions: Universal childhood vaccination program against hepatitis A could be a cost-saving strategy in all regions of Brazil. These results are useful for the Brazilian government for vaccine related decisions and for monitoring population impact if the vaccine is included in the National Immunization Program.
