En materia de control fiscal territorial, se ha evidenciado la urgencia de una reforma en su estructura orgánica como consecuencia de los casos de corrupción que se han presentado en las entidades territoriales, los cuales han generado la intervención de la Contraloría General de la República en asuntos de carácter territorial, a través de una facultad constitucional denominada control fiscal excepcional. Dicha facultad no es ampliamente conocida y genera inquietud, pues no ha recibido un profundo estudio que permita determinar con claridad su carácter de excepcional, ya que en ciertos casos limita la competencia de las contralorías territoriales que puede traducirse en una nueva centralización. Es entonces que se emprende un análisis desde la perspectiva de la estructura del Estado, en el modelo descentralizado de las funciones de la Contraloría General de la República, donde el carácter limitante del control fiscal excepcional puede ser parte de un fenómeno que se denomina “recentralización. Es así que, a través del primer capítulo se desarrollan los conceptos de control fiscal, terminando con el análisis del modelo en la constitución de 1991, en el cual quedó establecido la facultad excepcional objeto de estudio. En el mismo sentido se estudia los pronunciamientos jurisprudenciales, como también los conceptos de descentralización y centralización para entender la finalidad del objeto de análisis, asimismo se revisó los casos relevantes entorno al control fiscal excepcional. Adicionalmente se construye un marco jurisprudencial para identificar la posición dominante de la Corte Constitucional y del Consejo de Estado, respecto al control fiscal excepcional. En la segunda parte del documento, primero se analiza cómo ha sido el proceso de centralización a la descentralización respecto del control fiscal, asimismo se expondrá el concepto de recentralización. Finalmente, se establece cuáles son los retos que se presentan en el fortalecimiento del control fiscal territorial, el papel en la lucha contra la corrupción y cómo se ha planteado desde otras esferas, un cambio del modelo del control fiscal territorial y una propuesta que recoge las apreciaciones estudiadas a lo largo de los cuatro capítulos de la investigación. Sobre la base de las consideraciones anteriores, se pretende dar un punto de vista diferente a la comunidad académica y además un estudio que permita una visión sobre la necesidad de reforzar el control fiscal territorial, como también frenar el retroceso que ha tenido a través del control fiscal excepcional, y de la misma manera la descentralización en Colombia.

En la presente investigación se contrasta el Modelo Tradicional de Concesión con el Renovado Esquema de Asociación Público Privada propuesto por la Ley 1508 de 2011 y sus decretos reglamentarios, para establecer, a partir de puntos de contacto y fuga entre una y otra institución, que existe una verdadera transformación del paradigma; y que, este modelo mejorado de participación privada que cuenta con sus propios rasgos definitorios, se erige en principio, como una solución a las exigencias actuales de los proyectos viales de la Cuarta Generación de Concesiones en Colombia, pero a la vez da apertura al debate para la construcción académica del conocimiento, por su reciente implementación.

Reconociendo la importancia que tienen las inversiones durante los primeros años del ciclo de vida, en este documento se estima el efecto de la asistencia a preescolar sobre el desempeño escolar de largo plazo, medido a través del puntaje en las áreas de lenguaje y matemáticas de la prueba Saber 11 en Colombia. Para ello, se realiza la aproximación empírica a través de la metodología de variables instrumentales. Los resultados indican que la asistencia a un año adicional de educación preescolar reduce en 0.121 desviaciones estándar el puntaje obtenido en el área de lenguaje. No obstante, se identifica un efecto diferenciado a partir de variables que dan cuenta del estatus socioeconómico de los individuos.

Este artículo reflexiona sobre los conflictos que aquejan a la sociedad colombiana, teniendo en consideración a los actores y a los elementos objetivos y estructurales que los condicionan. Se parte de entender al conflicto no como algo patológico sino como un espacio normal de divergencia social. Además de ello, el autor analiza la relación entre política y violencia en Colombia, considera los elementos de tipo interno y externo que han determinado esta relación, enfatiza sobre los rasgos de exclusión social y política que han caracterizado a Colombia, y analiza los escenarios posibles de resolución del conflicto colombiano.

The paper presents the results of studies which investigated farmers’ reasoning and behaviour with regards to the mis‐use of personal protective equipment and pesticide among smallholders in Colombia. First, the research approach is described. In particular, the structured mental models approach and the integrative agent‐centred framework are presented. These approaches permit to understand the farmers’ reasoning and behaviour in a system perspective. Second, the results are summarized. The methods adopted allowed not only for identifying the factors, but also the social dynamics influencing farmers. Finally, suggestions for interventions are provided, which are not limited to a technical fix, but address the underlying social causes of the problem.

Offsite pesticide losses in tropical mountainous regions have been little studied. One example is measuring pesticide drift soil deposition, which can support pesticide risk assessment for surface water, soil, bystanders, off target plants and fauna. This is considered a serious gap, given the evidence of pesticide-related poisoning in those regions. Empirical data of drift deposition of a pesticide surrogate, Uranine tracer, within one of the highest potato producing regions in Colombia, characterized by small plots and mountain orography, is presented. High drift values encountered in our study reflect the actual spray conditions using handled knapsack sprayers. Comparison between measured and predicted drift values using three existing empirical equations showed important underestimation. However, after their optimization based on measured drift information, the equations showed a strong predictive power for this study area and the study conditions. The most suitable curve to assess mean relative drift was the IMAG calculator after optimization.

The Maracaibo false coral snake Erythrolamprus pseudocorallus, previously known only from Venezuela, is recorded from five departments in Colombia. These new data include the westernmost and the southernmost records presently known for the species. Two specimens previously identified as E. aesculapii, from the localities of El Valle, Distrito Federal, Venezuela, and Yarumal, Antioquia, Colombia, are now attributed to E. pseudocorallus, the first one representing the northeasternmost record of the species. Morphological characterization of E. pseudocorallus is expanded based on the new specimens.

Fifteen cases of viral meningoencephalitis in Colombian cattle were tested by nested PCR analysis for the detection of bovine herpesvirus 5 (BoHV-5). All fatal cases had shown severe neurological signs and had occurred following natural outbreaks of the disease. The neurological infection was histologically characterized by mild to moderate inflammatory changes in the brain and cerebellum, including meningitis, mononuclear perivascular cuffing, gliosis, haemorrhage, and the presence of Gitter cells (macrophages) accompanying large areas of malacia. No intranuclear inclusion bodies were seen in any of the cases. Results from BoHV-5 molecular extraction analyses showed there were five positive cases thus confirming the presence of the virus in Colombia.

There are three, not two, sibling antthrushes of the genus Chamaeza (Formicariidae) in eastern Brazil. One is the short-tailed, large, pale-billed, lower montane C. campanisona, with a spotted throat, dark forehead, and a long song ending in several grunts. The second is the long-tailed, small, dark-billed, montane and southern C. ruficauda, with barred undertail coverts and a short upscale song. The third is medium-tailed, small, dark-billed, midmontane, with a long upscale song like that of midmontane so-called ruficauda in Colombia and Venezuela. This northern group is like the third Brazilian species in proportions but not in coloration, so is considered to be the separate species C. turdia. The third Brazilian bird is probably C. meruloides Vigors 1825, based on an 1826 color plate; type specimens were sold at auction and have disappeared. It has a reddish crown and olive-brown back as in C. campanisona but reddish forehead and tail as in C. ruficauda; the throat is unspotted but the rest of the underparts are as in C. campanisona. C. meruloides and C. turdina form a vocally similar superspecies.

Non-linear mathematical functions proposed by Brody, Gompertz, Richards, Bertalanffy and Verhulst were compared in several buffalo production systems in Colombia. Herds were located in three provinces: Antioquia, Caldas, and Cordoba. Growth was better described by the curves proposed by Brody and Gompertz. Using the datasets from herds from Caldas, heritabilities for traits such as weaning weight (WW), weight and maturity at one year of age (WY and MY, respectively), age at 50% and 75% of maturity (A50% and A75%, respectively), adult weight (beta(0)), and other characteristics, were also estimated. Direct and maternal heritabilities for WW were 0.19 and 0.12, respectively. Direct heritabilities for WY, MY, A50%, A75% and beta(0) were 0.39, 0.15, 0.09, 0.20 and 0.09, respectively. The genetic correlation for beta(0) and WY was -0.47, indicating that selection for heavy weight at one year of age will lead to lower weight at adult age. These data suggest that selection based on maturity traits can generate changes in characteristics of economic importance in beef-type buffalo farms.

Sour cassava starch is traditionally produced in Latin America for preparation of cheesebreads such as 'pan de yuca' and 'pandebono' in Colombia, and 'pao de queijo' in Brazil. The processing involved is described and improvements suggested. Criteria for quality assessment of sour cassava starch are based on consumers' requirements. Recommendations are made for improving the processing and product quality. Alternatives are given for extending the potential value of this traditional foodstuff.

The object of this work was to make a morphometric characterization of the Bobo river watershed in the Nariño department in Colombia. A map was created from topographical maps (1:25.000 scale) using the drainage network and the limit of each 2nd order microbasin as database. Dimensional, drainage network and relief morphometric parameters were evaluated for a later hy-drological study. The drainage area was 224.97 km2, having a 71.31 km perimeter. The Bobo river watershed is considered to be 6th order and has 176 2nd order drainage channels, 34 3rd order drainage channels, 9 4th order drainage channels and 3 5th order drainage channels. Average drainage density is 3.71km/km2, reflecting its high density, having strong, dissected geological formation. The area has a typical Andean land-use pattern, having native wooded vegetation, traditional transitory potato and vegetable growing predominating.

Stem canker and black scurf diseases of potatoes are caused by the basidiomycetous fungus Tanatephorus cucumeris (ana-morphic species complex Rhizoctonia solani). Tese diseases have worldwide distribution wherever potato is grown but their etiology varies depending on the predominance of distinct R. solani anastomosis groups (AGs) in a particular area. Within the species complex, several AGs have been associated with stem canker or black scurf diseases, including AG-1, AG-2-1, AG-2-2, AG-3, AG-4, AG-5 and AG-9. Tis article reports on the most comprehensive population-based study, providing evidence on the distribution of R. solani AGs in Colombian potato fields. A total of 433 isolates were sampled from the main potato cropping areas in Colombia from 2005 to 2009. Isolates were assigned to AGs by conventional PCR assays using specific primers for AG-3, sequencing of the ITS-rDNA and hyphal interactions. Most of the isolates evaluated were assigned to AG-3PT (88.45%), and a few to AG-2-1 (2.54%). Te remaining isolates were binucleate Rhizoctonia (AG-A, E, and I). Pathogenicity tests on the stems and roots of different plant species, including the potato, showed that AG-3PT affects the stems of solanaceous plants. In other plant species, damage was severe in the roots, but not the stems. AG-2-1 caused stem canker of Solanum tuberosum cv. Capiro and in R. raphanistrum and B. campestris subsp. Rapa plantlets and root rot in other plants. Te results of our study indicated that R. solani AG-3PT was the principal pathogen associated with potato stem canker and black scurf diseases of potatoes in Colombia.
