Les objectifs de ce mémoire sont, d'une part, de vérifier la perception du soutien social face au réseau des pairs et face à la famille chez les élèves en difficultés d'apprentissage et les décrocheurs au secondaire. D'autre part, cette étude cherche à vérifier les différences entre les filles et les garçons. Un échantillon de 115 adolescentes et adolescents provenant de la polyvalente St-Jérôme de la région des Laurentides sont les sujets à l'étude (45 filles et 70 garçons). Parmi ceux-ci, on dénombre trois groupes. Tout d'abord, on retrouve les élèves faisant partie d'un groupe d'insertion sociale et professionnelle au marché du travail et présentant un retard scolaire d'au moins deux ans (groupe I. S. P. M. T.) (n=37). Un deuxième groupe est constitué d'élèves ayant doublé une année et présentant un retard scolaire d'une année (groupe des doubleurs) (n=32). Enfin, un dernier groupe comprend des élèves fréquentant le secondaire trois et faisant partie du cheminement régulier (groupe régulier) (n=46). Les sujets ont été évalués avec le Questionnaire de perception du soutien social face au réseau des pairs et face à la famille (traduction du Perceived Social Support From Friends and From Family (PSS-Fr, PSS-Fa) (Procidano & Heller, 1983). Une analyse de la variance (ANOVA) révèle un effet principal au niveau du groupe. L'analyse post-hoc (Tuckey A-LSD) indique que les élèves du groupe des doubleurs (difficultés légères d'apprentissage) présentent une perception du soutien social significativement plus élevée face au réseau des pairs que les élèves du groupe I. S. P. M. T. (difficultés graves d'apprentissage) (F = 3,558, p < ,05). Toutefois, le groupe I. S. P. M. T. ne se distingue pas du groupe régulier. L'interprétation des résultats permet de considérer les variables troubles du comportement et habiletés sociales pouvant jouer un rôle déterminant auprès du groupe des doubleurs. L'effet d'interaction de l'ANOVA (Sexe X Décrochage) infirme la deuxième hypothèse. À titre exploratoire, nous avons introduit, dans le cadre des analyses, la variable groupe. L'effet d'interaction à trois dimensions de l'ANOVA (Sexe X Groupe X Décrochage) indique que les décrocheuses du groupe I. S. P. M. T. présentent, d'une façon significative, la perception du soutien social face au réseau des pairs la plus élevée (F = 5,936, p < ,01). Afin d'expliquer ce résultat, l'interprétation permet de mettre en lumière les différences concernant les relations interpersonnelles et le rôle du réseau des pairs chez les filles et les garçons. Enfin, les décrocheurs présentent une perception du soutien social face à la famille significativement plus faible que les décrocheuses (F = 10,784, p < ,001). Ce résultat amène un aspect nouveau dans la compréhension de la problématique du décrochage scolaire par l'entremise, une fois de plus, des différences entre les filles et les garçons en ce qui a trait à la famille.

La constitución política en su artículo primero ha establecido el modelo político en el cual se enmarca el Estado Colombiano, precepto que por su prevalencia normativa, se convierte en fundamento de todo actuar y que se expresa así: Colombia es un Estado social de derecho, organizado en forma de República unitaria, descentralizada, con autonomía de sus entidades territoriales, democrática, participativa y pluralista, fundada en el respeto de la dignidad humana, en el trabajo y la solidaridad de las personas que la integran y en la prevalencia del interés general. La introducción de este nuevo modelo político implica un cambio radical en la forma de concebir el Estado, ante la pérdida sacramental del texto legal entendido como emanación de la voluntad popular y la mayor preocupación por la justicia material y por el logro de soluciones que consulten la especificidad de los hechos (M.P. BARÓN, Ciro., 1992), situación que conviene un cambio de pensamiento en la elaboración de las normas y que a partir, de 1991 debe consultar su impacto en la solución de los problemas que aquejan la sociedad. Consecuente con lo anterior, el sistema tributario, no puede ser ajeno a los postulados incluidos en el artículo primero de la constitución política atrás citado, y en tal sentido la Asamblea Constituyente, aunque en su momento no acogió las recomendaciones dadas por el Instituto Colombiano de Derecho Tributario, en el sentido de incluir un artículo que dijera que los tributos debían fundarse en la capacidad económica del sujeto pasivo, si consagró en su artículo 363 que el sistema tributario debía fundarse en los principios de equidad y progresividad, entre otros (BRAVO, 1997). Es aquí donde se centra el presente proyecto de investigación, que busca indagar por el principio de progresividad, que por efecto metodológicos se limitara a las pyme, específicamente en la pequeña empresa, aquella con planta de personal entre once (11) y cincuenta (50) trabajadores y activo total entre quinientos un (501) y menos de cinco mil un (5.001) salarios mínimos legales mensuales vigentes. Estas personas jurídicas, se ven abocadas a una fuerte carga impositiva directa, en el cual el impuesto de renta recobra relevancia, haciéndose necesario analizar su impacto a las luces de la nueva reforma, a efecto de vislumbrar la efectiva materialización del principio de progresividad o por si el contrario los recientes cambios normativos han contradicho el mandato impuesto en la Constitución política en cuanto al respeto que debe contener toda norma en materia tributaria, en cuanto al principio objeto de estudio.

This study presents research regarding affordable housing and their effects on the spatial reconfiguration of Natal/ RN, aiming to identify the specificities of the informality of urban land. This study aims to understand how informal housing market operates housing provision for the population located in popular informal settlements, through buying and selling market and rental market of residential properties irregular / illegal. This understanding will be through the neighborhood of Mãe Luisa, Special Area of Social Interest (SASI), located between neighborhoods with a population of high purchasing power and inserted into the tourist shaft of seaside of town. The characterization of informal housing market in Mãe Luiza, from buyers, sellers and renters, will help to understand how these informal transactions operate on SASI and housing provision for public policy development and implementation of housing programs and land regularization for low-income population, adequate to dynamic and reality of housing of informal areas

In Natal s urban growth process it is given that the performance period of the National Housing Bank (BNH, 1964-1986) was marked by the intense expansion of the urban grid and configuration of outskirts, through the construction of social housing developments. Implanted in segregated areas of the existing formal city, the population installed in these complexes was also excluded from their rights, considering that the housing defines itself not only by the physical dwelling, but also by its access to urban infrastructure, facilities, services, and others. From this reality and the verification of the city s exclusion and sociospatial segregation processes, we aimed to quantitatively demonstrate levels of social exclusion in Natal, based on the methodology developed by Sposati (2000) and adapted by Genovez (2002), which relates IBGE s (Brazilian Institute of Geography and Statistics) database underlying variables such as income, schooling and dwelling s quality. The research unveiled some spatial patterns promoted by the social housings: in these areas islands were developed with higher indicators than surrounding areas, revealing internal hierarchies in the city s outskirts

Nota prévia: Esta publicação, integrada no projeto “Trajetórias socioprofissionais dos diplomados em Educação Social da Escola Superior de Educação de Paula Frassinetti”, tem por objetivo enquadrar a investigação em curso sobre a construção teórica de um perfil profissional do Educador Social, alicerçado na prática socioeducativa do mesmo. O grupo de investigação, responsável pela reflexão teórica e pelo trabalho empírico desenvolvido, é constituído por três professoras da ESE de Paula Frassinetti que fazem parte do corpo docente do 1º ciclo de estudos e formação pós-graduada, com experiência na orientação e supervisão de estágios profissionalizantes na licenciatura em Educação Social. Esta investigação resulta de um quadro contemporâneo exigente em que as instituições de ensino superior necessitam estar atentas aos modos complexos como as trajetórias profissionais se constroem, de forma a poderem oferecer aos seus estudantes diferentes possibilidades de desenvolverem as competências necessárias à transição do ambiente académico onde se formam para o ambiente de trabalho onde poderão exercer uma profissão. As transformações políticas, sociais e económicas ocorridas no espaço europeu, a progressiva dificuldade em entrar no mercado de trabalho e as incertezas aí vividas, a convicção de que “um emprego ‘para toda a vida’ é algo que os jovens não podem considerar como garantido” (Machado Pais, Cairns, Pappámikail, 2005, p.109), motivaram o grupo para esta investigação. Paralelamente, estando a ESEPF a celebrar quase meio século de existência e 16 anos de formação ininterrupta de Educadores Sociais nesta instituição de ensino superior, é de todo o interesse realizar um balanço feito ao trabalho desenvolvido, tendo por base o conhecimento das trajetórias sociais, académicas, familiares, profissionais e pessoais dos formandos, com o intuito de lhes “devolver” a imagem criada sobre o seu perfil profissional, assim como os caminhos percorridos na sua inserção no mundo do trabalho. A pertinência deste estudo justifica-se, também, pela fraca expressão das pesquisas existentes neste âmbito relativas ao Educador Social e, ainda, pela necessidade de analisar as competências desenvolvidas e os resultados das aprendizagens adquiridas pelos estudantes nas diferentes formações, tendo agora em conta a aplicação do processo de Bolonha. O estudo preliminar, já feito por esta equipa de investigação sobre as trajetórias profissionais dos Educadores Sociais formados pela ESEPF, tornou possível destacar a importância de algumas dimensões estruturantes de uma prática socioeducativa específica, no domínio do trabalho social. Dimensões como a motivação pessoal para o desempenho de uma profissão ligada à lógica da transformação social e do desenvolvimento pessoal, a urgência de uma ética de cuidado e o exercício do voluntariado, mostram-se marcantes na construção e aquisição de competências específicas de quem trabalha com as complexidades próprias do Ser Humano. Estas dimensões assumem particular importância se pensarmos no Educador Social como um técnico privilegiado da relação, da proximidade e do contacto com o outro, e como integrante de equipas multidisciplinares na área da intervenção social, ainda marcada por indefinições ao nível dos perfis profissionais. O que carateriza e distingue este técnico são algumas destas dimensões relatadas pelos próprios Educadores e pelos empregadores diretos que neles reconhecem, frequentemente, competências e saberes específicos para a intervenção sociopedagógica. O grande desafio deste estudo é fazer emergir características de uma matriz identitária de competências do Educador Social formado pela ESEPF, a partir de um conhecimento real e aprofundado dos contextos, das condições e responsabilidades profissionais que lhe são atribuídas em ambiente de trabalho. Desta forma, estará a ESEPF a contribuir para a definição de competências de um perfil profissional específico como é o do Educador Social, dando-lhe maior visibilidade e reconhecimento profissional. The National School Feeding Programme (PNAE) is a public policy in Brazil for over 60 years and represents one of the most important programs of feeding and nutrition in the world. The role of family farming as a source of employment in rural areas, food provider and for ensuring much of the Brazil’s food security is constantly present at the government's and social movement’s agendas. Law 11.947 of 2009 marked its integration in the food supply for the National School Feeding Programme. Article 14 of aforementioned law highlights that a minimum of 30% (thirty percent) of the funds transferred by the National Development Fund Education (FNDE) to the Programme must be used for the purchase of food directly from family farmers or their organizations. The national school feeding policy under the responsibility of the FNDE and is subjected to agencies of internal control, such as the General Controllership of the Union (CGU), of external control, such as the Audit Courts of the Union and the of the states, and to the social control of the school feeding councils. Those funds are transferred to the implementing agencies, which are the education offices of the states, municipalities and of the Federal District. These entities must annually present their accountings to the School Feeding Councils, which analyze them and then issue a conclusive report to the FNDE, approving with or without reservations, or rejecting them. In this sense, this research aims to propose parameters that should contribute to the improvement of the social control over purchases from family farming for the National School Feeding Programme. The study was conducted by non parametric sampling alongside the managers of the implementing entities, school feeding councils and Family Farming Organizations all across Brazil, from the databases provided by FNDE and by the National Union of Cooperatives of Family Agriculture and Solidarity Economy (Unicafes). The study points out that the legal framework of PNAE seeks to ensure the participation of family farming in the food supply for the Programme, despite allowing the executing agencies to justify the non-compliance of the minimum required in a number of ways. The survey also signalizes that the school feeding councils follow the implementation of the Programme very shyly, and points out that there is room to expand and enhance the participation of these councils and organizations of family farming in the execution of PNAE. Its effectiveness requires a constant and effective process of training of the agents involved in the Programme.

This dissertation examines how social insurance, family support and work capacity enhance individuals' economic well-being following significant health and income shocks. I first examine the extent to which the liquidity-enhancing effects of Worker's Compensation (WC) benefits outweigh the moral hazard costs. Analyzing administrative data from Oregon, I estimate a hazard model exploiting variation in the timing and size of a retroactive lump-sum WC payment to decompose the elasticity of claim duration with respect to benefits into the elasticity with respect to an increase in cash on hand, and a decrease in the opportunity cost of missing work. I find that the liquidity effect accounts for 60 to 65 percent of the increase in claim duration among lower-wage workers, but less than half of the increase for higher earners. Using the framework from Chetty (2008), I conclude that the insurance value of WC exceeds the distortionary cost, and increasing the benefit level could increase social welfare. Next, I investigate how government-provided disability insurance (DI) interacts with private transfers to disabled individuals from their grown children. Using the Health and Retirement Study, I estimate a fixed effects, difference in differences regression to compare transfers between DI recipients and two control groups: rejected applicants and a reweighted sample of disabled non-applicants. I find that DI reduces the probability of receiving a transfer by no more than 3 percentage points, or 10 percent. Additional analysis reveals that DI could increase the probability of receiving a transfer in cases where children had limited prior information about the disability, suggesting that DI could send a welfare-improving information signal. Finally, Zachary Morris and I examine how a functional assessment could complement medical evaluations in determining eligibility for disability benefits and in targeting return to work interventions. We analyze claimants' self-reported functional capacity in a survey of current DI beneficiaries to estimate the share of disability claimants able to do work-related activity. We estimate that 13 percent of current DI beneficiaries are capable of work-related activity. Furthermore, other characteristics of these higher-functioning beneficiaries are positively correlated with employment, making them an appropriate target for return to work interventions.

This dissertation seeks to discern the impact of social housing on public health in the cities of Glasgow, Scotland and Baltimore, Maryland in the twentieth century. Additionally, this dissertation seeks to compare the impact of social housing policy implementation in both cities, to determine the efficacy of social housing as a tool of public health betterment. This is accomplished through the exposition and evaluation of the housing and health trends of both cities over the course of the latter half of the twentieth century. Both the cities of Glasgow and Baltimore had long struggled with both overcrowded slum districts and relatively unhealthy populations. Early commentators had noticed the connection between insanitary housing and poor health, and sought a solution to both of these problems. Beginning in the 1940s, housing reform advocates (self-dubbed ‘housers') pressed for the development of social housing, or municipally-controlled housing for low-income persons, to alleviate the problems of overcrowded slum dwellings in both cities. The impetus for social housing was twofold: to provide affordable housing to low-income persons and to provide housing that would facilitate healthy lives for tenants. Whether social housing achieved these goals is the crux of this dissertation. In the immediate years following the Second World War, social housing was built en masse in both cities. Social housing provided a reprieve from slum housing for both working-class Glaswegians and Baltimoreans. In Baltimore specifically, social housing provided accommodation for the city’s Black residents, who found it difficult to occupy housing in White neighbourhoods. As the years progressed, social housing developments in both cities faced unexpected problems. In Glasgow, stable tenant flight (including both middle class and skilled artisan workers)+ resulted in a concentration of poverty in the city’s housing schemes, and in Baltimore, a flight of White tenants of all income levels created a new kind of state subsidized segregated housing stock. The implementation of high-rise tower blocks in both cities, once heralded as a symbol of housing modernity, also faced increased scrutiny in the 1960s and 1970s. During the period of 1940-1980, before policy makers in the United States began to eschew social housing for subsidized private housing vouchers and community based housing associations had truly taken off in Britain, public health professionals conducted academic studies of the impact of social housing tenancy on health. Their findings provide the evidence used to assess the second objective of social housing provision, as outlined above. Put simply, while social housing units were undoubtedly better equipped than slum dwellings in both cities, the public health investigations into the impact of rehousing slum dwellers into social housing revealed that social housing was not a panacea for each city’s social and public health problems.

The present thesis aimed at understanding how the insertion of music in the work environment contributes to achieving Quality of Work Life. - QWL, under the perspective of biopsychosocial and organizational well-being. As to music insertion we considered the theoretical-empirical perception about how music is inserted at work and its functions on such place. The context where the study was taken was the manufacturing area of a major textile company, located in Natal, state of Rio Grande do Norte, Brazil, in which music is used during labor activities. The only study case was the research strategy adopted, with exploratory and descriptive purposes. The primary data were collected through the focus group technique, applied to the collaborator in the manufacturing sector. The semi-structured interview was done as a complementary tool, directed to the supervisor in that sector. Respecting the theoretical saturation criterion, we formed four focus groups, each one composed of eight members randomly selected, among the seventy-six collaborators in the sector. The data were analyzed qualitatively, through the content analysis technique, more specifically the category analysis. We identified twenty-eight QWL attributes. Six of them were found present in the four focus groups and in the interview. Among these ones, the attribute of Interpersonal Relationship at Work, contemplating the Psychological and Organizational dimensions, was the only one anticipated in four out of fifteen theoretical models here listed. The attribute Music at Work Environment could be inserted in the four QWL dimensions, highlighting the power and relevance of this attribute for the research participants. The way music has been inserted in the labor environment contributes to promoting well-being at work, which goes against theoretical conceptions, especially when it comes to musical genre. We identified nine functions of music at work, among which, Improving Work Conditions, Improving Interpersonal Relationship at Work and Favoring Motivation for Work had to be emphasized for being associated to three QWL attributes. In the total, we highlighted seven associations. The most affected QWL dimension through the insertion of music at work was the Psychological one, followed by the Organizational one. We conclude that music insertion provides biological, social and, above all, psychological and organizational well-being to the contributors, thus contributing to obtaining QWL at the labor environment researched. However, we should consider the context and proceed to periodical plans and adjustments in the way of music insertion so as to avoid health and well-being problems to those people at work

This article uses South African census data for 1996, 2001 and 2011 to explore the relationship between language and social mobility in the metropolitan region of eThekwini (including what was previously known as Durban). We focus particular attention on variables selected to shed light on residential segregation and social mobility, such as education level, income, race and in-migration. Data on adults at ward level (using 2011 ward boundaries) in eThekwini is used to develop a comparative spatial context for this analysis. Our main finding is that English appears in eThekwini to be the household language of the social elite as well as the language of upward mobility and empowerment.

La investigación se basa en una encuesta específica realizada en 2009-2010 a 348 reagrupantes africanos y a 457 latinoamericanos, que residen con sus familias en las provincias litorales entre Girona y Almería. Los reagrupantes también informan sobre sus cónyuges y sus hijos. La información ahora utilizada se centra en factores de integración social relevantes para los grupos familiares; se utiliza la escala del conjunto territorial estudiado, y también de las tres subáreas: Cataluña litoral, Comunidad Valenciana y Murcia-Almería. Los factores de integración estudiados son el conocimiento del idioma español (para los africanos); las relaciones de convivencia; las parejas matrimoniales deseadas para los hijos/as; los deseos de permanencia en España; ingresos económicos y bienestar percibido; las relaciones de la familia con el país de origen, y la vivienda familiar en España. Africanos y latinoamericanos ofrecen respuestas diferentes a los factores de integración, más positivas entre los segundos, y dentro de los colectivos familiares, los hijos muestran actitudes más favorables para su integración.

Las alternativas de vivienda en la ciudad de Cuenca evi¬dencian su preferencia hacia ciertos grupos sociales, es de¬cir no existen planes de vivienda dirigidos a los sectores marginales de la ciudad. Es necesario que se implementen alternativas coherentes en la parte de diseño así como en su construcción. Las viviendas se deben construir en menor tiempo, deben suplir las necesidades reales de las personas y los planes de financiamiento deben ir acorde a los ingre¬sos de los usuarios. El primer paso a tener en cuenta es, realizar un diagnóstico y localizar los sectores de la ciudad que presenten deficien¬cias en su diseño y construcción, el resultado a las dife¬rentes variables analizadas será para desarrollar un núcleo básico de vivienda con su respectivo sistema constructivo. El núcleo básico de vivienda debe ser flexible y progre¬sivo, para que pueda suplir las necesidades reales de las personas, además de esto para su análisis constructivo se utilizara alternativas de sistemas constructivos que puedan generar comparaciones reales en costo y tiempos de ejecución en obra.
