Over the past ten years in Italy, Spain and France, the demographic pressure and the increasing women’s participation in labour market have fuelled the expansion of the private provision of domestic and care services. In order to ensure the difficult balance between affordability, quality and job creation, each countries’ response has been different. France has developed policies to sustain the demand side introducing instruments such as vouchers and fiscal schemes, since the mid of the 2000s. Massive public funding has contributed to foster a regular market of domestic and care services and France is often presented as a “best practices” of those policies aimed at encouraging a regular private sector. Conversely in Italy and Spain, the development of a private domestic and care market has been mostly uncontrolled and without a coherent institutional design: the osmosis between a large informal market and the regular private care sector has been ensured on the supply side by migrant workers’ regularizations or the introduction of new employment regulations . The analysis presented in this paper aims to describe the response of these different policies to the challenges imposed by the current economic crisis. In dealing with the retrenchment of public expenditure and the reduced households’ purchasing power, Italy, Spain and France are experiencing greater difficulties in ensuring a regular private sector of domestic and care services. In light of that, the paper analyses the recent economic conjuncture presenting some assumptions about the future risk of deeper inequalities rising along with the increase of the process of marketization of domestic and care services in all the countries under analysis.

The primary focus of this study is to highlight those unobtrusive, yet fundamental, factors undermining economic development in Nigeria. To begin with, it posits that the decelerating pace of capital accumulation in Nigeria, which naturally occasions rising unemployment and poverty levels, and widening inequality gap, is the result of the ‘low possibility’ of capitalist enterprises in the country of earning an adequate rate of profit from their productive processes. In turn, the ‘low possibility’ is argued to be the result of the uneven development inherent in the modern capitalist structure, the high cost of capital and of production peculiar to Nigeria, and the ineffective demand for goods made in Nigeria: these elements are viewed as been precipitated by the contradictions of the contemporary political-economic arrangement that organises the Social Structures of Accumulation. For Nigeria to ‘develop’, it is contended that the unobtrusive elements inherent in the contradiction of the political-economic economic that undermine the capitalists’ ability to earn a commensurate rate of profit in the country needs to be fully addressed first. Furthermore, this study suggests that it is crucial the country embraces knowledge-based industrialisation if it is to achieve some form of ‘competitive advantage’ in the global market, which could enable its productive processes extract a commensurate level of profit from the market. To facilitate the knowledge-based industrialisation, the state should, not only create a conducive environment for industrial development but also play the lead role in transforming the peripheral and oil dependent economy to a knowledge-based economy by coordinating business organisations and investing in high-risk innovations.

Understanding the dynamics of urban ecosystem services is a necessary requirement for adequate planning, management, and governance of urban green infrastructure. Through the three-year Urban Biodiversity and Ecosystem Services (URBES) research project, we conducted case study and comparative research on urban biodiversity and ecosystem services across seven cities in Europe and the United States. Reviewing > 50 peer-reviewed publications from the project, we present and discuss seven key insights that reflect cumulative findings from the project as well as the state-of-the-art knowledge in urban ecosystem services research. The insights from our review indicate that cross-sectoral, multiscale, interdisciplinary research is beginning to provide a solid scientific foundation for applying the ecosystem services framework in urban areas and land management. Our review offers a foundation for seeking novel, nature-based solutions to emerging urban challenges such as wicked environmental change issues.

In the past decade, systems that extract information from millions of Internet documents have become commonplace. Knowledge graphs -- structured knowledge bases that describe entities, their attributes and the relationships between them -- are a powerful tool for understanding and organizing this vast amount of information. However, a significant obstacle to knowledge graph construction is the unreliability of the extracted information, due to noise and ambiguity in the underlying data or errors made by the extraction system and the complexity of reasoning about the dependencies between these noisy extractions. My dissertation addresses these challenges by exploiting the interdependencies between facts to improve the quality of the knowledge graph in a scalable framework. I introduce a new approach called knowledge graph identification (KGI), which resolves the entities, attributes and relationships in the knowledge graph by incorporating uncertain extractions from multiple sources, entity co-references, and ontological constraints. I define a probability distribution over possible knowledge graphs and infer the most probable knowledge graph using a combination of probabilistic and logical reasoning. Such probabilistic models are frequently dismissed due to scalability concerns, but my implementation of KGI maintains tractable performance on large problems through the use of hinge-loss Markov random fields, which have a convex inference objective. This allows the inference of large knowledge graphs using 4M facts and 20M ground constraints in 2 hours. To further scale the solution, I develop a distributed approach to the KGI problem which runs in parallel across multiple machines, reducing inference time by 90%. Finally, I extend my model to the streaming setting, where a knowledge graph is continuously updated by incorporating newly extracted facts. I devise a general approach for approximately updating inference in convex probabilistic models, and quantify the approximation error by defining and bounding inference regret for online models. Together, my work retains the attractive features of probabilistic models while providing the scalability necessary for large-scale knowledge graph construction. These models have been applied on a number of real-world knowledge graph projects, including the NELL project at Carnegie Mellon and the Google Knowledge Graph.

This paper addresses current changes in the highly diverse European landscape, and the way these transitions are being treated in policy and landscape management in the fragmented, heterogeneous and dynamic context of today’s Europe. It appears that intersecting driving forces are increasing the complexity of European landscapes and causing polarising developments in agricultural land use, biodiversity conservation and cultural landscape management. On the one hand, multifunctional rural landscapes, especially in peri-urban regions, provide services and functions that serve the citizens in their demand for identity, support their sense of belonging and offer opportunities for recreation and involvement in practical landscape management. On the other hand, industrial agricultural production on increasingly large farms produces food, feed, fibre and energy to serve expanding international markets with rural live ability and accessibility as a minor issue. The intermediate areas of traditionally dominant small and family farms in Europe seem to be gradually declining in profitability. The paper discusses the potential of a governance approach that can cope with the requirement of optimising land-sharing conditions and community-based landscape development, while adapting to global market conditions.

Various environmental management systems, standards and tools are being created to assist companies to become more environmental friendly. However, not all the enterprises have adopted environmental policies in the same scale and range. Additionally, there is no existing guide to help them determine their level of environmental responsibility and subsequently, provide support to enable them to move forward towards environmental responsibility excellence. This research proposes the use of a Belief Rule-Based approach to assess an enterprise’s level commitment to environmental issues. The Environmental Responsibility BRB assessment system has been developed for this research. Participating companies will have to complete a structured questionnaire. An automated analysis of their responses (using the Belief Rule-Based approach) will determine their environmental responsibility level. This is followed by a recommendation on how to progress to the next level. The recommended best practices will help promote understanding, increase awareness, and make the organization greener. BRB systems consist of two parts: Knowledge Base and Inference Engine. The knowledge base in this research is constructed after an in-depth literature review, critical analyses of existing environmental performance assessment models and primarily guided by the EU Draft Background Report on "Best Environmental Management Practice in the Telecommunications and ICT Services Sector". The reasoning algorithm of a selected Drools JBoss BRB inference engine is forward chaining, where an inference starts iteratively searching for a pattern-match of the input and if-then clause. However, the forward chaining mechanism is not equipped with uncertainty handling. Therefore, a decision is made to deploy an evidential reasoning and forward chaining with a hybrid knowledge representation inference scheme to accommodate imprecision, ambiguity and fuzzy types of uncertainties. It is believed that such a system generates well balanced, sensible and Green ICT readiness adapted results, to help enterprises focus on making improvements on more sustainable business operations.

O interesse pela análise de espaços urbanos através de dispositivos comunicacionais móveis (de meios digitais) – perspetivando a sua transformação contando com a participação colaborativa da população – traduz o enquadramento geral da investigação. As práticas artísticas, complementadas por métodos de estudo de cidades (capazes de abordarem a respetiva complexidade de modo multioperativo e flexível), foram integradas na pesquisa tendo em linha de conta o acentuado desenvolvimento que as mesmas têm conhecido para a compreensão da atual condição urbana. O resultado foca a hibridização de processos que permitem acrescentar conhecimento coletivo sobre estruturas urbanas, expresso em mapeamentos dinâmicos que promovem leituras aumentadas de realidades urbanas. Assente no enquadramento teórico e respetiva revisão da literatura (abrangendo áreas disciplinares da média-arte locativa, da análise urbana e dos mapeamentos dinâmicos), procedeu-se ao desenvolvimento de dois artefactos complementares, cuja elaboração implicou três fases: i) pré-produção; ii) produção; iii) pós-produção. Na primeira, conceptualizaram-se os artefactos, definindo-se critérios e especificando parâmetros de análise. Complementarmente, consideraram-se softwares a utilizar bem como a seleção de atores urbanos que participaram em experiências associadas à investigação. No que se refere à produção, encetaram-se diversas ações de apropriação e apreensão de espaços urbanos selecionados na Vila de Caminha, recorrendo à técnica do caminhar mediado pela tecnologia. Na terceira fase, a informação resultante foi analisada, comparada e sistematizada através de uma reflexão final. Registaram-se marcas e apropriações na Vila de Caminha, integrando abordagens da média-arte locativa, da morfologia urbana e tecnologias digitais. A partir desta metodologia, a resposta aos objetivos da investigação contribui para a colmatação da lacuna identificada no estado arte, dado demonstrar-se a relevância da convergência operativa entre a apreensão urbana e os fluxos informacionais e comunicacionais para o revelar de vivências espaciais urbanas quotidianas (passadas e presentes) que ocorrem sobre a estrutura física das cidades. Em síntese, as práticas artísticas, provindas da média-arte locativa, expressam – em mapeamentos dinâmicos e através de realidade aumentada – o devir coletivo de experiências individuais nos espaços das cidades, acrescentando histórias à sua memória e história urbana.

Se han desarrollado varios modelos prometedores para la captura digital de datos de movilidad, que pueden ser aplicados en la planificación urbana, de transporte y de ordenamiento territorial. Por ello el objetivo de este trabajo es desarrollar una metodología que recolecte información de movilidad con la cual se generen matrices Origen-Destino (OD) y de tiempos de viajes, además que identifique puntos de interés, modos y rutas frecuentes de viaje mediante el desarrollo e implementación de una aplicación para dispositivos móviles Android. Metodología: Se produjo una aplicación para dispositivos móviles con sistema operativo Android, en base a modelos existentes. Esta aplicación obtuvo datos de movilidad a partir de los sensores de localización incorporados en los móviles (GPS), para su posterior migración a una base de datos en la nube y consiguiente post proceso con herramientas de análisis como KNIME, Python y QuantumGis. La aplicación fue probada por 68 estudiantes voluntarios de la Universidad de Cuenca, durante 14 días del mes de enero de 2016. Resultados: Con la información completa de 44 participantes se obtuvieron matrices OD y de tiempos de viajes para diferentes períodos del día, las cuales permitieron identificar variaciones de interacción entre zonas, variaciones de número y tiempo de viajes. Fueron reconocidos también modos de transporte como caminata, bicicleta y motorizados para una sub muestra (n=6). Se detectaron los POIs Residencia (91%), Trabajo/Estudio (74%) y puntos intermedios (20% del total de POIs) y se logró observar comportamientos de movilidad atípico. Finalmente se compararon las rutas más frecuentadas por los usuarios con las rutas óptimas teóricas calculadas, encontrando que el 63.6% de los usuarios coincidían con el recorrido de estas últimas. Conclusiones: El método planteado presenta coherencia con trabajos previos, mostrando niveles de confianza equiparables. El mayor reto es la implementación masiva del modelo creado para la recolección de datos útiles para planes de movilidad.

The increased emphasis within Europe on the role of second-tier cities has implications for the ways in which these urban centres are considered within national spatial planning strategies. In centralised, monocentric states like Ireland, there has been a general ambivalence towards urban policy for cities outside the capital city, and historically this has prevented the development of a strong, diversified urban hierarchy undermining prospects for balanced regional development. This paper examines the extent to which a new found emphasis on Ireland’s second-tier cities which emerged in the ‘Gateways’ policy of the National Spatial Strategy (NSS, 2002) was matched by subsequent political and administrative commitment to facilitate the development of these urban centres. Following a discussion of the position of second-tier cities in an international context and a brief overview of recent demographic and economic trends, the paper assesses the relative performance of Ireland’s second-tier cities in influencing development trends, highlighting a comprehensive failure to deliver compact urban growth. In this context, the paper then discusses the implications of current development plans for the second-tier cities and proposals for Irish local government reform for securing compact urban development.

En la sociedad actual del conocimiento las universidades tienen la responsabilidad de generar conocimiento e innovaciones para ofrecer soluciones a problemas de comunidades de interés. Para lograrlo las universidades deben enfocarse en su activo más importante, su capital intelectual. Hasta ahora las investigaciones relacionadas con el capital intelectual y la innovación en las universidades, son limitadas a pesar de ser un elemento estratégico para la dirección de estas organizaciones, ya que estos aspectos le representan valor en el tiempo, por tanto esta investigación busca establecer cuál es la relación que existe entre el capital intelectual y la innovación en la Universidad CES. El objetivo de esta investigación era identificar el grado de relación entre capital intelectual e innovación en la Universidad CES. La metodología del estudio, es un estudio cuantitativo, de tipo descriptivo explicativo, con un diseño transversal, que permitió establecer el efecto del capital intelectual sobre la innovación de la Universidad CES. La población del fueron los directivos, líderes de los grupos de investigación y los coordinadores de investigación de la Universidad CES. Según los resultados obtenidos, este estudio determinó que el capital intelectual no tiene una relación estadísticamente significativa con la innovación personal de la Universidad CES y se determinó también que las tres dimensiones del capital intelectual tienen una relación estadísticamente significativa con los resultados de la innovación en la Universidad CES. El principal aporte de este estudio fue ofrecer evidencias sobre el capital intelectual como una de las principales fuentes de innovación para la Universidad.

Este trabajo se inscribe en uno de los grandes campos de los estudios organizacionales: la estrategia. La perspectiva clásica en este campo promovió la idea de que proyectarse hacia el futuro implica diseñar un plan (una serie de acciones deliberadas). Avances posteriores mostraron que la estrategia podía ser comprendida de otras formas. Sin embargo, la evolución del campo privilegió en alguna medida la mirada clásica estableciendo, por ejemplo, múltiples modelos para ‘formular’ una estrategia, pero dejando en segundo lugar la manera en la que esta puede ‘emerger’. El propósito de esta investigación es, entonces, aportar al actual nivel de comprensión respecto a las estrategias emergentes en las organizaciones. Para hacerlo, se consideró un concepto opuesto —aunque complementario— al de ‘planeación’ y, de hecho, muy cercano en su naturaleza a ese tipo de estrategias: la improvisación. Dado que este se ha nutrido de valiosos aportes del mundo de la música, se acudió al saber propio de este dominio, recurriendo al uso de ‘la metáfora’ como recurso teórico para entenderlo y alcanzar el objetivo propuesto. Los resultados muestran que 1) las estrategias deliberadas y las emergentes coexisten y se complementan, 2) la improvisación está siempre presente en el contexto organizacional, 3) existe una mayor intensidad de la improvisación en el ‘como’ de la estrategia que en el ‘qué’ y, en oposición a la idea convencional al respecto, 4) se requiere cierta preparación para poder improvisar de manera adecuada.

Partiendo de los presupuestos que enfatizan el cambio hacia acciones de superación por consenso y no directivas, como generalmente se ha hecho, y desde el enfoque histórico cultural, es que se introduce un visón de la superación profesional del enfermero, el cual trasciende la trasmisión de conocimientos, hacia un desarrollo de sus necesidades educativas diagnosticadas.

Inverse problems are at the core of many challenging applications. Variational and learning models provide estimated solutions of inverse problems as the outcome of specific reconstruction maps. In the variational approach, the result of the reconstruction map is the solution of a regularized minimization problem encoding information on the acquisition process and prior knowledge on the solution. In the learning approach, the reconstruction map is a parametric function whose parameters are identified by solving a minimization problem depending on a large set of data. In this thesis, we go beyond this apparent dichotomy between variational and learning models and we show they can be harmoniously merged in unified hybrid frameworks preserving their main advantages. We develop several highly efficient methods based on both these model-driven and data-driven strategies, for which we provide a detailed convergence analysis. The arising algorithms are applied to solve inverse problems involving images and time series. For each task, we show the proposed schemes improve the performances of many other existing methods in terms of both computational burden and quality of the solution. In the first part, we focus on gradient-based regularized variational models which are shown to be effective for segmentation purposes and thermal and medical image enhancement. We consider gradient sparsity-promoting regularized models for which we develop different strategies to estimate the regularization strength. Furthermore, we introduce a novel gradient-based Plug-and-Play convergent scheme considering a deep learning based denoiser trained on the gradient domain. In the second part, we address the tasks of natural image deblurring, image and video super resolution microscopy and positioning time series prediction, through deep learning based methods. We boost the performances of supervised, such as trained convolutional and recurrent networks, and unsupervised deep learning strategies, such as Deep Image Prior, by penalizing the losses with handcrafted regularization terms.

With the development of the economy and society, air pollution has posed a huge threat to public health around the world, especially to people who live in urban areas. Typically, urban development patterns can be roughly divided into compact cities and urban sprawl. In recent years, the relationship between urban form and air quality (especially PM2.5) is gaining more and more attention from urban planners, environmentalists, and governments. This study is focusing on The New York metropolitan area and Shanghai city, which are both megacities but with different urban spatial forms. For both study areas,there are five main variables to measure the urban form metrics, naming Population Density, Artificial Land Area Per Ten Thousand People, Road Density, Green Land Area Ratio and Artificial Land Area Ratio. In addition, considering the impact of economic activities and public transportation, GDP per capita, Number of bus stop and Number of subway station are used as control variables. Based on the results of regression, a megacity like the New York metropolitan area with urban sprawl shows a low spatial correlation on PM2.5 concentration. Meanwhile, almost all the spatial form indicators effect on PM2.5 concentration is not significant. However, a compact megacity like Shanghai shows a diametrically opposite result. Urban form, especially population density, has a strong relationship with PM2.5 concentration. It can be predicted that a reduction in population density would lead to significant improvements on decrease the PM2.5 concentration in Shanghai. Meanwhile, increasing the ratio of green land and construction area per capita will get a positive influence on reducing PM2.5 concentration as well. Road density is not a significant factor for a megacity in both two urban forms. The way and type of energy used by vehicles on megacities maybe more critical.
