Gestão escolar democrática, participação e autonomia: realidade ou utopia?

This paper analyzed the relation between participation and school autonomy, observing Director actions and School Council actions and if school has pedagogic, administrative and financial autonomy. This is a descriptive search, with quantitative approach, realized in 47 state schools in Rio Grande do Norte, and composed by 292 participants, divided in 3 groups (Direction, Coordination and School Council). The instrument to catch data was a questionnaire and the data treatment realized by way descriptive statistic and inferences using X 2 test. The results show that school administration is composed in great part by women with specialization grade. All schools have School Council and Financial Council, but have not Parents and Masters Association and just one of them has Student Guild. The direction choose process is, in 83% of the schools, by elective way. The indicators show that the relation involving family, society and school stays weak, but Directors, Coordinators and School Council members develop their functions with coherence. About autonomy, it is limited and presents correlation with participation, but the educational system stays rigid and centralizer

A política como projeto de autonomia em Cornelius Castoriadis

La investigación presenta los conceptos y argumentos más importantes para Cornelius Castoriadis que permitan elucidar el papel de la acción política en la búsqueda de la autonomía individual y colectiva. A partir de la delimitación histórica y conceptual de la reflexión filosófica sobre la autonomía, se muestra las principales críticas de Castoriadis dirigida al determinismo histórico, las tendencias totalitarias en la historia de la filosofía y la alienación promovida por la ideología capitalista. Por lo tanto, es esencial para comprender las categorías utilizadas por él durante toda su camino filosófico: sociedad, imaginación radical, imaginario social, lenguaje y social-histórico. Castoriadis opone a cualquier concepción de la historia que apela a un plan predeterminado, ya sea natural, racional o divino. Continúa la idea de que cada sociedad es el resultado de una tensión permanente entre la sociedad establecida y la sociedad instituyente porque cada sociedad es el resultado de la diferencia entre la sociedad en particular y el imaginario social que promueve su modificación. La historia es creada por la actividad teórica y práctica de los hombres, en la dimensión llamada social-histórico que impone un límite que no se puede superar incluso objeto de cuestionamiento y del constante cambio de la acción humana. Para aclarar el concepto de la democracia presentado por Castoriadis se analizan en profundidad como la imaginación radical se inserta en la formación de la persona y la institución de la sociedad, así como elucidar la forma en que se relacionan los conceptos de autonomía, heteronomia, libertad, igualdad y justicia, explicando el contexto que aparecen en la obra de Castoriadis.

Essa ciranda não é minha só, é de todas nós: um estudo sobre feminismo, autonomia e consciência coletiva

The notion of autonomy arises in feminism as theory and action for horizontal and building self-appointed women in the project of social transformation. The aim then was to analyze the organizational capacity of autonomous feminist collective in Natal/RN, from the knowledge of the structure and dynamics of a group and understanding the consubstantiality gender, 'race'/ethnicity, class for the process organization. And with the participation of the Coletivo Autônomo Feminista Leila Diniz. This was in organizational transition, ending his career as ONGs and leaving for autonomous militancy. Autonomia e Satisfação com a Vida em Jovens Institucionalizados: Lares de Infância e Juventude vs Apartamentos de Autonomização

O principal objectivo deste estudo centra-se na compreensão das relações entre autonomia, satisfação com a vida e a satisfação com a instituição em jovens institucionalizados. Analisaram-se estes três conceitos nas suas relações com a idade, sexo e tipo de resposta social, incidindo a atenção nas diferenças existentes num acolhimento em lar de infância e juventude [LIJ] e apartamento de autonomização [AA]. Participaram neste estudo 181 jovens, de ambos os sexos, com idades compreendidas entre os 13 e os 21 anos. Em LIJ estavam acolhidos 155 jovens e 26 em AA. Para avaliar a autonomia utilizou-se o Questionário de Autonomia dos Adolescentes e para a satisfação com a vida a Escala de Satisfação com a Vida. Foi elaborado um questionário com o intuito de avaliar a satisfação com a instituição. De uma forma geral, os resultados indicam-nos que a satisfação com a vida está relacionada positivamente com a autonomia, na sua forma geral, com a dimensão autonomia funcional e com a satisfação com a instituição. A autonomia funcional encontra-se igualmente relacionada positivamente com a satisfação com a instituição. Os rapazes manifestam-se mais satisfeitos com a vida e com a instituição, assim como se sentem mais autónomos do que as raparigas. Os jovens mais velhos mostram-se mais autónomos que os mais novos, e a nível da resposta social é nos AA que se verifica maior autonomia, satisfação com a vida e com a instituição. Podemos salientar que os jovens institucionalizados apresentam níveis de satisfação com a vida baixos, sejam eles jovens mais novos ou mais velhos. Verificámos também que a satisfação com a vida destes jovens é influenciada positivamente pela percepção de competência face à escolha de uma estratégia e sua concretização para atingir um objectivo. Finalmente, podemos perceber que os jovens acolhidos em AA se mostram menos insatisfeitos com a vida e com a instituição, assim como manifestam uma percepção de autonomia superior, aos acolhidos em LIJ. / The main objective of this study focuses on understanding the relationship between autonomy, life satisfaction and institution satisfaction for institutionalized youngters. The analysis was based in these three concepts related to their age relations, sex and type of social care, focuses the attention on the differences between residential care and apartment care. In this study participated 181 youngsters, of both sexes, aged between 13 and 21 years old. Of the 181 youngsters, 155 were placed in residential care and 26 in the apartments care (apartments focused in autonomy development). In order to evaluate autonomy was used the Adolescent Autonomy Questionnaire, for evaluate life satisfaction was used the Students’ Life Satisfaction Scale. To access satisfaction with the institution, was developed a questionnaire, Satisfaction with the Institution Scale. In a general way, the results indicate that life satisfaction is positively related to autonomy, in its general form, with functional autonomy dimension and satisfaction with the institution. Functional autonomy is also positively related to satisfaction with the institution. The boys manifest, themselves, more satisfied with life and the institution as well as feel more autonomous than girls. The older youngsters appear to be more autonomous than younger ones. Analyzing the type of care, is in the apartment care that appear to be greater autonomy, satisfaction with life and with the institution. We point out that institutionalized youngsters have low life satisfaction, low levels whether they be younger or older youngsters. We also observed that life satisfaction of these youngsters is positively influenced by the perception of competence given the choice of a strategy and its implementation to achieve a goal. Finally, we can observe that youngsters in apartment care are less dissatisfied with life and the institution as well as express a greater sense of autonomy to those living in residential care.

Círculos ao invés de linhas: em busca de valores e princípios estruturantes da gestão social: projeto juventude, participação e autonomia (Instituto Universidade Popular - UNIPOP)

The organizations are characterized as dynamic spaces, they are being revisited and redefined, because they constitute structural human spaces and new vain outlines won expression. As it begins, of the non consensus in its conception, it is explicit the complexity degree that is identified in the plurality and diversity, brought by the people that compose them, characterizing it as accomplishment space, of happiness and also of conflict, of relationships of power and organizational limits and from birth and burial of faiths, values, norms, symbols, knowledge and rituals, therefore, deeply human. In that way, to know the administration of the organization is preponderant condition for the format of the human relationships to be delineated in its living. Like this the work makes an option in knowing the social administration, this work tries to know and analyze the values and beginnings of the social administration; revealling characteristics and specificities of the organizational performance of UNIPOP that contribute to the formation of the conception of Social Administration, it tends as source of the information the managers of the institution; to identify the formative values of UNIPOP that contribute to the youths' partner-political action in the community, tends for reference the current students of the organization and last to evaluate values structurates and supporting that interconnection between the organizational Administration, formation youth's program, participation and autonomy and attendance, starting from the existences gained by the exits, of that program. This way, the research will be qualitative, looking for understanding starting from their documents, the existence of those values

O Rio Grande do Sul no federalismo brasileiro: a autonomia dos governos municipais gaúchos

Este estudo busca verificar autonomia dos municípios gaúchos, abalizado na teoria do federalismo fiscal brasileiro, dirimindo a equidade e eficiência do Sistema Federal de Redistribuição de Recursos entes subnacionais pelo período de 1995 a 2013. Tal conjuntura foi balizada com referenciais teóricos atuais e metodologia de estimação do índice de autonomia fiscal, com dados coletados na base de dados Finanças do Brasil, da Secretaria do Tesouro Nacional. Estes dados foram transformados em índices de autonomia fiscal no contexto do federalismo fiscal brasileiro. Como resultado observou-se que houve reflexo das mudanças na legislação quanto à contabilidade governamental e que o os municípios de maior população é que apresentam maior autonomia quanto aos recursos próprios.

Autonomia institucional e concursos para docentes na educação superior pública : aspectos históricos e o caso das instituições federais de ensino superior

Observa como autonomia e concursos docentes de instituições de ensino superior (IES) públicas se entrelaçam e como têm aspectos positivos e negativos. Busca identificar avanços institucionais, registra a existência de normas regulamentadoras internas às universidades mais rígidas, de crescente preocupação de fiscalização, bem como aponta potenciais fragilidades presentes nesses concursos.

Teoria Y práctica de la autonomia universitaria en la Universidad de El Salvador en el periodo 2001-2005.

El presente instrumento es una escala de valoración exploratoria, cuya finalidad es la de investigar cuál es la teoría y practica de la autonomía universitaria en la Universidad de El Salvador en el periodo del 2001-2005; el cual es administrado por un estudiante egresado de la carrera Licenciatura en Ciencias de la Educación del departamento de Ciencias de la Educación, de la Universidad de El Salvador. El instrumento pretende recoger la valoración de los funcionarios de los organismos de gobierno de la Universidad de El Salvador. Dicha información servirá para ampliar los conocimientos acerca de a la práctica de la autonomía universitaria y elaborar así, recomendaciones que mejoren su accionar.

Autonomia na gestão escolar- o motor da mudança? Um estudo de caso

Em tempos de grandes argumentações em torno da globalização, temos vindo a assistir, em Portugal, e um pouco por todo o mundo, à discussão sobre a autonomia dos indivíduos e das instituições. Ao mesmo tempo, discutem-se as vantagens e desvantagens, não só dessa autonomia, mas também de uma maior desconcentração e descentralização por parte do Estado, em geral, e dentro de cada uma das suas unidades orgânicas. O Ministério da Educação português não tem estado alheio a esta discussão e tem produzido legislação no sentido de as concretizar. O presente estudo alinha-se nestas preocupações e tenta determinar se às escolas públicas enquanto instituições estatais, garante do ensino público, tem sido outorgada essa autonomia e qual o seu grau de exercício. Em simultâneo visa aferir das dificuldades que esse processo descentralizador tem vindo experimentar.
