Three studies support the vicarious dissonance hypothesis that individuals change their attitudes when witnessing members of important groups engage in inconsistent behavior. Study 1, in which participants observed an actor in an induced-compliance paradigm, documented that students who identified with their college supported an issue more after hearing an ingroup member make a counterattitudinal speech in favor of that issue. In Study 2, vicarious dissonance occurred even when participants did not hear a speech, and attitude change was highest when the speaker was known to disagree with the issue. Study 3 showed that speaker choice and aversive consequences moderated vicarious dissonance, and demonstrated that vicarious discomfort-the discomfort observers imagine feeling if in an actor's place-was attenuated after participants expressed their revised attitudes.

The impacts of climate change in the potential distribution and relative abundance of a C3 shrubby vine, Cryptostegia grandiflora, were investigated using the CLIMEX modelling package. Based upon its current naturalised distribution, C. grandiflora appears to occupy only a small fraction of its potential distribution in Australia under current climatic conditions; mostly in apparently sub-optimal habitat. The potential distribution of C. grandiflora is sensitive towards changes in climate and atmospheric chemistry in the expected range of this century, particularly those that result in increased temperature and water use efficiency. Climate change is likely to increase the potential distribution and abundance of the plant, further increasing the area at risk of invasion, and threatening the viability of current control strategies markedly. By identifying areas at risk of invasion, and vulnerabilities of control strategies, this analysis demonstrates the utility of climate models for providing information suitable to help formulate large-scale, long-term strategic plans for controlling biotic invasions. The effects of climate change upon the potential distribution of C. grandiflora are sufficiently great that strategic control plans for biotic invasions should routinely include their consideration. Whilst the effect of climate change upon the efficacy of introduced biological control agents remain unknown, their possible effect in the potential distribution of C. grandiflora will likely depend not only upon their effects on the population dynamics of C. grandiflora, but also on the gradient of climatic suitability adjacent to each segment of the range boundary.

This paper describes a process-based metapopulation dynamics and phenology model of prickly acacia, Acacia nilotica, an invasive alien species in Australia. The model, SPAnDX, describes the interactions between riparian and upland sub-populations of A. nilotica within livestock paddocks, including the effects of extrinsic factors such as temperature, soil moisture availability and atmospheric concentrations of carbon dioxide. The model includes the effects of management events such as changing the livestock species or stocking rate, applying fire, and herbicide application. The predicted population behaviour of A. nilotica was sensitive to climate. Using 35 years daily weather datasets for five representative sites spanning the range of conditions that A. nilotica is found in Australia, the model predicted biomass levels that closely accord with expected values at each site. SPAnDX can be used as a decision-support tool in integrated weed management, and to explore the sensitivity of cultural management practices to climate change throughout the range of A. nilotica. The cohort-based DYMEX modelling package used to build and run SPAnDX provided several advantages over more traditional population modelling approaches (e.g. an appropriate specific formalism (discrete time, cohort-based, process-oriented), user-friendly graphical environment, extensible library of reusable components, and useful and flexible input/output support framework). Background. The purpose of this study was to examine the reliability of stage of change (SOC) measures for moderate-intensity and vigorous physical activity in two separate samples of young adults. Staging measures have focused on vigorous exercise, but current public health guidelines emphasize moderate-intensity activity. Method. For college students in the USA (n = 105) and in Australia (n = 123), SOC was assessed separately on two occasions for moderate-intensity activity and for vigorous activity. Test-retest repeatability was determined, using Cohen's kappa coefficient. Results. In both samples, the reliability scores for the moderate-intensity physical activity staging measure were lower than the scores for the vigorous exercise staging measure. Weighted kappa values for the moderate-intensity staging measure were in the fair to good range for both studies (0.50 and 0.45); for the vigorous staging measure kappa values were excellent and fair to good (0.76 and 0.72). Conclusions. There is a need to standardize and improve methods for staging moderate-intensity activity, given that such measures are used in public health interventions targeting HEPA (health-enhancing physical activity). Over the past decade or so, there has been increasing demand for greater clarity about the major causes of disease and injury, how these differentially affect populations, and how they are changing. In part, this demand has been motivated by resource constraints and a realisation that better health is possible with more informed allocation of resources. At the same time, there has been a change in the way population health and its determinants are quantified, with a much closer integration of the quantitative population sciences (such as epidemiology, demography and health economics) to strengthen and broaden the evidence base for healthcare policy.

A partir de 1998, teve in??cio, na Secretaria da Fazenda do Estado de Pernambuco, o Programa de Moderniza????o Fazend??ria (Promofaz), que promoveu diversas mudan??as organizacionais, concentrando esfor??os em projetos estruturadores, incluindo investimentos no planejamento de tecnologia da informa????o (TI). Dentre os projetos de TI, destacou-se a elabora????o das arquiteturas de sistemas e tecnol??gicas. Neste trabalho, foi realizada uma revis??o dos processos organizacionais da moderniza????o fazend??ria, abrangendo aspectos de cultura, mudan??a e aprendizagem organizacionais, confrontados com referenciais hist??ricos e te??ricos, e maior enfoque na ??rea de tecnologia da informa????o. Apesar das dificuldades, o processo de informatiza????o tem provocado fortes impactos nos componentes culturais da institui????o. Sem a utiliza????o da tecnologia da informa????o como ferramenta, provavelmente n??o se implantariam os novos modelos de gest??o adotados pela Sefaz, mas se observou que a tecnologia, sozinha, n??o faz o milagre da mudan??a, sendo necess??rio todo um conjunto de esfor??os e um trabalho paralelo com outros fatores de mudan??a.

No per??odo de 2004 a 2008, o Minist??rio da Sa??de, conveniado com institui????es de ensino superior, ofereceu aos servidores dos n??cleos estaduais da sa??de um curso de especializa????o sobre Planejamento Estrat??gico e Pol??ticas P??blicas com o objetivo de informar, esclarecer e discutir o Sistema ??nico de Sa??de (SUS). A pesquisa discute esse programa educacional enquanto estrat??gia de mudan??a de cultura organizacional no Sistema ??nico de Sa??de. Dois dos principais focos do programa educacional foram a compreens??o dos pressupostos filos??ficos do SUS pelos funcion??rios do Minist??rio da Sa??de e a transforma????o do conhecimento t??cito dos servidores em conhecimento sistematizado via elabora????o de monografias, na perspectiva da incorpora????o de uma nova vis??o sobre o SUS. Foi utilizada abordagem metodol??gica quali-quantitativa, com uso de question??rios, entrevistas e grupos focais com os 636 respondentes que participaram do curso. A an??lise dos resultados considerou a avalia????o que os servidores/alunos faziam do curso, suas expectativas, suas necessidades de reconhecimento do trabalho e de satisfa????o pessoal, e a monografia realizada. Os resultados indicam a ocorr??ncia de aprendizagem e sensibiliza????o para as mudan??as; no entanto, no n??vel individual fatores organizacionais como a participa????o, comunica????o, reconhecimento de compet??ncias e pr??ticas de Recursos Humanos foram mencionados como entraves para o aprendizado e modifica????o da cultura organizacional. Conclui-se que os processos de aprendizagem desenvolvidos pela organiza????o devem ser processos continuados e n??o estrat??gias de a????o pontuais.

This report sets out the findings and recommendations of a review of the Public Management Career (EPPGG) undertaken between 5 and 9 January 2009. The purpose of the review was to clarify EPPGG???s role, functions and profile, and to develop proposals for improving its effectiveness and management, taking account of the context within which such improvements would have to be implemented. Specific objectives were to examine a number of human resources management (HRM) aspects of the career in the light of international practice, including recruitment; initial education; professional development; performance evaluation; deployment; mobility and networking.

O Sistema único de Saúde (SUS) pode ser considerado uma das maiores conquistas sociais consagradas na Constituição de 1988, representando a materialização de uma nova concepção acerca da saúde no Brasil. As diretrizes do SUS são importantes instrumentos indutores de mudanças e modernização da gestão, incluindo aspectos relativos à organização da assistência, como sua humanização e também a busca de maiores níveis de desempenho e responsabilidade institucional para com os resultados alcançados. Diversos autores tem se debruçado sobre o tema gestão, porém, qual o modelo de gestão que conseguiria combinar um papel ativo, de liderança e de coordenação para gestores com autonomia? Este estudo objetiva analisar a prática da gestão nos serviços de saúde do município de Itapemirim/ES, buscando compreender as múltiplas e complexas dimensões que orientam essa prática, tendo como principal fonte as entrevistas de seus gestores. O município adota uma política de gestão participativa na saúde com várias instâncias formais e pratica um investimento em saúde acima do preconizado pela Constituição Federal o que permite um investimento em estruturação e oferta de serviços públicos. Do ponto de vista metodológico, o estudo adota a abordagem qualitativa através de entrevistas semiestruturadas, focalizando a gestão como um mundo social e expressão dos processos presentes nas organizações e que atravessam os relatos coletados. Foram entrevistados três gestores, sendo esses, Secretário Municipal de Saúde, Diretora da Atenção Primária em Saúde e Coordenadora de Estratégia Saúde da Família do município de Itapemirim. A análise do material empírico teve como um de seus eixos o estudo do percurso profissional dos gestores, especialmente os processos que os levaram à função de gestão. A contingência marca essas trajetórias que se desenrolam em um contexto em que, em alguns dos casos, percebe-se que não existe qualquer exigência quanto à formação de gestão. Outro eixo abordado são as práticas de gestão onde são examinados os sentidos que o exercício da função de gestor tem para os sujeitos, como também as suas estratégias de trabalho, planejamento e ferramentas de uso. O exame das práticas de gestão norteia-se pela análise das possibilidades e limites para desencadear processos de mudança. Os depoimentos apontam as características dessas experiências de gestão, que procuram construir condições para processos de mudança, seja através das experiências anteriores desses gestores ou das estratégias de trabalho e do sistema de gestão articulado que procuram desenvolver. Os projetos profissionais dos gestores entrevistadas vão claramente se definindo no âmbito da gestão: se veem, não mais como profissionais de sua área de formação original (enfermeiro, farmacêutico ou cirurgião dentista), mas acima de tudo como gestores, alimentados pelo reconhecimento de suas capacidades de mobilização e de desenvolvimento de mudanças relativas a outras realizações no campo da gestão.

Due to its recent economic success, Brazil is considered an emerging country, but is it an emerging power concerning global environmental governance? This article argues that although Brazil has a sui generis profile, it can only be considered an emerging power in some environmental regimes, such as global climate change. Thus, international relations theory needs more analytical instruments to assess the impact of emerging powers in global environmental governance

The European Union's (EU) decision to include aviation into the Emissions Trade Scheme was heatedly contested. Countries around the world, but mainly the Brazil, Russia, India, China and South Africa group (BRICS) and the US, denounced the EU's initiate as illegal and unilateral. Following a decade of frustrated negotiations at the International Civil Aviation Organization (ICAO), this paper interrogates why such measure, in principle climate-friendly, inspired so much global resentment. I argue that concerns with competitiveness and risks of legal inconsistency are important, but insufficient elements to explain the core of the conflict. The paper suggests that the EU was strongly criticized because third countries perceived this action as an imposed solution, which fostered an environment of distrust. Therefore, I claim that the problem has more to do with a normative divide than with a substantive divergence on what should be done regarding aviation emissions. My analysis is informed by the present literature on the links between trade and climate change, but gives particular weight to first-hand information through interviews with key stakeholders. The paper is divided in three parts. First, it presents the scope of the EU directive in historical perspective. Second, it explores the EU's measure through three different angles: legal, economical and political. The final part explores some possible solutions to overcome these divergences.

This article addresses the impacts of climate change on China's environment and China's perception, principle, objective and policy actions in response to climate change.

Como organização regional, o papel da União Europeia na governança global do clima enfrenta obstáculos que não se aplicam a nenhuma outra parte da Convenção-Quadro das Nações Unidas sobre a Mudança do Clima (CQNUMC) e do Protocolo de Quioto. Avaliando essa singularidade, este artigo fornece uma analise teórica e empírica de como os elementos de actorness (reconhecimento, capacidade, oportunidade e coesão) definem a participação da UE no regime internacional de mudanças climáticas.

This article describes the Brazilian position on forests and climate change from 1997 to 2012. It argues that it has evolved from a veto, which excluded from the climate change regime emissions from the conversion of native forests, to a proposition, as Brazil offered its approach to the international community. It explains the change with domestic developments: governance over deforestation, the emergence of new and relevant actors, and presidential diplomacy.

With regards to the debate about governance of climate change, it should be assumed that the Amazon region plays an important role, as this large area is highly vulnerable to its effects. In this sense, this article aims to discuss how some Amazonian municipalities of Brazil have been taking part in the complexes and multilayered processes of climate governance.
