The Eastern Mafia Threat policy, crime phenomena, and cultural meanings An interdisciplinary research on the crime phenomena and the threat policy relating to the organized crime and the mafia of Russia and Estonia is based on 151 expert interviews, statistics, documents, research literature, and press material. The main part of the material consists of interviews of the Finnish, Estonian and Russian police authorities specialized in the problem of organized crime, and the reports on the crime situation drawn up in the Finnish diplomatic representations in Tallinn and St Petersburg. The interviews have been gathered in the years 1996-2001. The main theoretical tools of the research are constructivist research on social problems, and political psychology. Definitional processes of social problems and cultural semantic structures behind them are identified in the analysis and connected to the analysis of the crime cases. Both in the Anglo-American and Russian cultural frames there appears an inflated and exaggerated talk, according to which the mafia rules everything in Russia and is spreading everywhere. There is the traditional anti-Semitic paranoia in the core of this cultural symbiosis produced by Russian legal nihilism, the theory of totalitarianism of Sovietology, and the inertia of Russian anti-capitalism. To equate the Sicilian Mafia with Russia is an anachronism, since no empirical proof of systematic uncontrolled violence or absolute power vacuum in Russia can be found. In the Anglo-American policy of threat images, "the Russian mafia" was seen as a commodified conspiracy theory, which the police, the media, and the research took advantage of, blurring the line between fact and fiction. In Finland, the evolution of the policy of threat images proceeded in three phases: Initially, extensive rolling of refugees and criminals from Russia to Finland was emphasized in the beginning of the 1990's. In the second phase, the eastern mafia was said to infiltrate all over Finnish society and administration. Finland was, however, found immune to this kind of spreading. In the third phase, in the 21st century, the organized crime of Finland was said to be lead from abroad. In Finland, the policy of threat images was especially canalised to moral panics connected to "eastern prostitution". In Estonia, the policy of threat images emphasized the crime organized by the Russian authorities and politicians in order to weaken Estonia. In Russia, the policy of threat images emphasized the total criminalizing of society caused by criminal capitalism. In every country, the policy of threat images was affected by a so-called large-group identity, a term by Vamik Volkan, in which a so-called chosen trauma caused a political paranoia of an outer and inner danger. In Finland, procuring, car theft, and narcotics crimes were at their widest arranged by the Finnish often with the help of the Estonians. The Russians had no influence in the most serious violent crimes in Finland, although the number of assassinations were at least 5, 000 in Russia in the 1990's. In Russia, the assassinations were on one hand connected to marital problems, on the other hand to the pursuit of public attention and a hoped-for effect by the aid of the murder of an influential person. In the white-collar crime phenomena between Finland and Russia, the Finnish state and Finnish corporations gained remarkable benefit of the frauds aimed at the states of the Soviet Union and Russia in 1980's-21st century. The situation of Estonia was very difficult compared to that of Russia in the 1990's, which was manifested in the stagnation of the Estonian police and judicial authorities, the crimes of the police and the voluntary paramilitary organization, bomb explosions, the rebellion called "the jaeger crisis" in the voluntary paramilitary organization, and the "blood autumn" of Eastern Virumaa, in other words terror. The situation of Estonia had a powerful effect on the crime situation of Finland and on the security of the Finnish diplomats. In the continuum of the Finnish policy of threat images, Russia and the Russians were, however, presented as a source of a marked danger.

In Finland, specialized studies in social work (professional licentiate education) were begun in the year 2000. The education is targeted at experienced social workers and leads to a licentiate degree (a degree between master s and doctorate). In this study, the experiences of members of the first study cohort, specializing in social work with children and young people, are examined. The study s theoretical frame of reference is based on the morphogenetic approach, developed by British sociologist Margaret Archer. In it, the potential powers of both an agent as well as social and cultural structures are considered important and worth taking into account. Archer sees reflexivity, a person s ability to analyze herself/himself, as an essential starting point for agency. Thanks to reflexivity, people are able to engage in internal conversations , discuss the concerns that are important to them and form agential projects . In Archer s theory, the social structures and traits of the cultural system are seen as having potential power in relation to people s agential projects; these powers can enable but also restrain the realization of the projects. On the other hand, individuals can try to review the factors affecting their agential projects and find ways of action that facilitate them. The research task is to study the self-understanding of social work professionals in the 21st century, the issues and goals professionally important for them, as well as the contexts framing the realization of these goals. The research questions are as follows: 1) What kind of internal conversations, concerns and agential projects related to their work did the professionals taking part in licentiate education bring to light? 2) What kind of enabling and restraining factors can be identified in their situations? And 3) What kind of social structures and traits related to the cultural system are connected to these factors? The research material was collected by interviewing the students in different phases of their education. In 2001 and 2004 all members of the study group (n = 25) were interviewed. In 2007, 13 students took part. The themes of the internal conversations brought to light in the interviews were divided into four broad thematic categories: professional development, the position of children in social work, multiprofessional work and structural social work. In relation to these themes the students formed different kinds of agential projects. In addition, the study reveals several cultural and social structures that have enabled but also restrained the realization of the agential projects. These structures are linked, for example, to the relations between employees and employers, students and teachers, children and adults as well as between the representatives of different professions. Working conditions which social workers often consider weak are discussed as a focal issue related to many themes. These working conditions become evident, for example, in the great imbalance which exists between the professional tasks and the amount of time that social workers have for them. Difficult situations arise when social workers feel they cannot reach the goals that are professionally important to them because of the strict external conditions of the work.

"Fifty-six teachers, from four European countries, were interviewed to ascertain their attitudes to and beliefs about the Collaborative Learning Environments (CLEs) which were designed under the Innovative Technologies for Collaborative Learning Project. Their responses were analysed using categories based on a model from cultural-historical activity theory [Engestrom, Y. (1987). Learning by expanding.- An activity-theoretical approach to developmental research. Helsinki: Orienta-Konsultit; Engestrom, Y., Engestrom, R., & Suntio, A. (2002). Can a school community learn to master its own future? An activity-theoretical study of expansive learning among middle school teachers. In G. Wells & G. Claxton (Eds.), Learning for life in the 21st century. Oxford: Blackwell Publishers]. The teachers were positive about CLEs and their possible role in initiating pedagogical innovation and enhancing personal professional development. This positive perception held across cultures and national boundaries. Teachers were aware of the fact that demanding planning was needed for successful implementations of CLEs. However, the specific strategies through which the teachers can guide students' inquiries in CLEs and the assessment of new competencies that may characterize student performance in the CLEs were poorly represented in the teachers' reflections on CLEs. The attitudes and beliefs of the teachers from separate countries had many similarities, but there were also some clear differences, which are discussed in the article. (c) 2005 Elsevier Ltd. Developments in the statistical extreme value theory, which allow non-stationary modeling of changes in the frequency and severity of extremes, are explored to analyze changes in return levels of droughts for the Colorado River. The transient future return levels (conditional quantiles) derived from regional drought projections using appropriate extreme value models, are compared with those from observed naturalized streamflows. The time of detection is computed as the time at which significant differences exist between the observed and future extreme drought levels, accounting for the uncertainties in their estimates. Projections from multiple climate model-scenario combinations are considered; no uniform pattern of changes in drought quantiles is observed across all the projections. While some projections indicate shifting to another stationary regime, for many projections which are found to be non-stationary, detection of change in tail quantiles of droughts occurs within the 21st century with no unanimity in the time of detection. Earlier detection is observed in droughts levels of higher probability of exceedance. (C) 2014 Elsevier Ltd. All rights reserved.

Esta dissertação tem por objetivo o estudo da narrativa dedicada ao público infanto-juvenil através de seus sumários e das estratégias textuais e discursivas que levaram a coleção ao grande recorde de venda no período de 2007. Trata-se de uma narrativa, de autoria a Dav Pilkey, intitulada As Aventuras do Capitão Cueca. Fazem parte deste corpus os quatro volumes iniciais da coleção e seus respectivos sumários analisados dentro da teoria laboviana sobre as narrativas. O estudo proposto analisa o tipo de texto e que estruturas podem justificar o porquê de os volumes serem considerados um romance épico. Analisa-se, a importância das construções metafóricas e referenciais para a construção dos personagens e para a progressão textual. Postulam-se três tipos de metáforas - a do poder, a da ação e a da aventura, que, participam na superestrutura textual, construindo a história como um conjunto de elementos composto, tanto pelos referentes quanto pelas escolhas lexicais, já que, por meio do léxico, são delineadas as pistas necessárias à progressão textual o que, consequentemente, propicia um texto com articulação e suspense, o que torna a leitura mais próxima do público que a coleção deseja atingir. Mostrou-se necessário, também, um estudo mais acurado do gênero e da tipologia textual, visto que, nesse momento, nos utilizamos da própria denominação do subtítulo da coleção: romance épico. A organização da microestrutura do texto na perspectiva da relação metáfora e referentes permitiu o reconhecimento de uma tríade na organização da macroestrutura da narrativa, justificando a referência à narrativa épica e às peripécias vividas pelos personagens. É essa complexidade textual que torna a coleção tão singular e atrativa aos olhos do público a que se destina, confirmando a essência do processo de interação entre texto/ leitor/ produtor, em um processo dialógico. Embasam esse estudo as teorias sócio-cognitivas de Lakoff e Johnson (2002) e Sardinha (2007), Koch (2002), Cavalcante (2011), Marcuschi (2008). Concluí-se que a arquitetura do texto pode, de fato, interferir no processo de desenvolvimento da competência de leitura dos estudantes, prendendo seu interesse, o que faz com que haja uma construção de interação. Essa possibilidade, por analogia, pode ser, de um lado, um ponto de desvendamento para o sucesso de alguns livros publicados e que se tornam absoluto sucesso em um dado tempo entre os jovens; de outro lado, pode colocar o professor e a escola do século XXI à frente de novos desafios não só no que tange ao desenvolvimento das diferentes habilidades de leitura, mas também frente ao que é importante do ponto de vista discursivo para o incentivo à leitura, em um mundo marcado semioticamente pela imagem

A presente pesquisa tem por objetivo investigar como tem sido o ensino de Língua Portuguesa na Rede Pública de Ensino do Estado do Rio de Janeiro, no século XXI, a partir das orientações curriculares prescritas pela Secretaria de Estado de Educação, buscando investigar se se trata de um ensino prescritivo ou produtivo. Para tanto, toma-se como objeto de análise a proposta curricular para o ensino de Língua Portuguesa, produzida no documento de Reorientação Curricular entregue às escolas em 2006 e no documento atual conhecido como Currículo Mínimo. Nessa proposta, é objeto de análise o discurso do documento oficial no que tange à concepção de linguagem priorizada e ao objetivo do ensino da língua materializado através do que ele apresenta como objeto de ensino das aulas de Língua Portuguesa. Esta pesquisa toma como estratégia metodológica a análise documental, utilizando a abordagem sócio-histórica na pesquisa qualitativa de inspiração bakhtiniana. A base teórica que sustenta, principalmente, esta pesquisa é a teoria da enunciação de Mikhail Bakhtin e postulados de Halliday, McIntosh e Strevens (1974) acerca do ensino prescritivo e produtivo da língua

A dissertação versa sobre a formulação de uma política externa brasileira para a América do Sul a partir do século XXI, e, discute as opções e os caminhos necessários para o desenvolvimento do Brasil em conjunto com os seus vizinhos. Nosso objetivo é apontar o necessário aprofundamento da integração regional para fazer frente aos desafios presentes e futuros que poderão ameaçar a soberania dos países sul-americanos se estes não forem membros de uma instituição política, (um ente supranacional), que os guie em decisões comuns para o bem-estar destes mesmos. Entendemos que a geopolítica do Oceano Pacífico e a consequente presença da China no subcontinente serão alguns dos alicerces para o fomento da cooperação regional e urgimos, ainda, por uma maior integração entre Brasil e Peru, sendo esse vizinho andino a peça chave para a integração transoceânica dos Estados sul-americanos como um estímulo fundamental para o objetivo integracionista final: a construção civilizacional dos Estados Unidos da América do Sul.

Changes in land use, land cover, and land management present some of the greatest potential global environmental challenges of the 21st century. Urbanization, one of the principal drivers of these transformations, is commonly thought to be generating land changes that are increasingly similar. An implication of this multiscale homogenization hypothesis is that the ecosystem structure and function and human behaviors associated with urbanization should be more similar in certain kinds of urbanized locations across biogeophysical gradients than across urbanization gradients in places with similar biogeophysical characteristics. This paper introduces an analytical framework for testing this hypothesis, and applies the framework to the case of residential lawn care. This set of land management behaviors are often assumed--not demonstrated--to exhibit homogeneity. Multivariate analyses are conducted on telephone survey responses from a geographically stratified random sample of homeowners (n = 9,480), equally distributed across six US metropolitan areas. Two behaviors are examined: lawn fertilizing and irrigating. Limited support for strong homogenization is found at two scales (i.e., multi- and single-city; 2 of 36 cases), but significant support is found for homogenization at only one scale (22 cases) or at neither scale (12 cases). These results suggest that US lawn care behaviors are more differentiated in practice than in theory. Thus, even if the biophysical outcomes of urbanization are homogenizing, managing the associated sustainability implications may require a multiscale, differentiated approach because the underlying social practices appear relatively varied. The analytical approach introduced here should also be productive for other facets of urban-ecological homogenization.
