Drawing on the example of a recent study (Wang, 2010), this paper discusses the application of a sociocultural approach to information literacy research and curriculat design. First, it describes the foundation of this research approach in sociocultural theories, in particular Vygotsky's sociocultural theory. Then it presents key theoretical principles arising from the research and describes how the sociocultural approach enabled the establishment of collaborative partnerships between information professionals and academic and teaching support staff in a community of practice for information literacy integration.

Just as telecommunications has played a key role in the global economy,1 high-speed broadband will have a significant role to play in the future of the digital economy. In particular high-speed broadband will have a role to play in the delivery of applications and services necessary for acquiring, and maintaining into the future Australia and Australians’ appropriate education level; community; health services, information provision and support; government services and engagement and participation by the public in the political process.

Pre-service teacher education is unfinished business. New social education teachers face the challenge of fluid policy environments in which curriculum content and pedagogy are continually changing. The evolving Australian curriculum is the most recent example of such fluidity with its emphasis on shifting the educational agenda to a focus on discipline-based approaches. This paper addresses the concerns of final year pre-service and early career social education teachers, in terms of their professional development needs, by drawing on the findings of a pilot study with students and recent graduates from a university in south-east Queensland. It concludes that social education curriculum units which embed links to professional practice and professional development in teaching, learning and assessment may provide the way forward for enhancing the transition to practice for beginning teachers and assist them in navigating constant change.

Young people seen as ‘at risk’ are a substantial focus across a wide range of policy and practice fields in national and international contexts. This article addresses two of those fields, youth homelessness and youth failing to obtain a basic education that will give them access to employment and full community participation as active citizens. By comparing solutions to the problems of youth homelessness and youth educationally at risk, the article distils key meta-characteristics useful for both social workers and educators in mutually supporting some of the most at risk young people in our communities today. This is what the authors term ‘a joined-up practice’.

This paper explains the legislation which underpins the right to reasonable adjustment in education for students with disabilities in Australian schools. It gives examples of the kinds of adjustment which may be made to promote equality of opportunity in the area of assessment. It also considers how the law has constructed the border between reasonable adjustment and academic integrity.

Preservice teachers consistently report that managing student behaviour is one of their major concerns prior to and during practicum (Capel, 1997; Kyriacou & Stephens, 1999). Not surprisingly, preservice teachers are keen to gain knowledge and understanding of effective classroom management approaches that facilitate the development of positive learning environments in which students are engaged in learning. Establishing democratic teaching practices that allow student choice, communicating in a positive, helpful manner, ensuring the right to teach and the right to learn without disruptions is upheld, and promoting self-discipline are important steps in preventing misbehavior and developing a democratic community of learners.

An estimated 285 million people worldwide are visually impaired. Some 90% of those live in developing nations, where less than 1% of the world’s books are available in a form they can read. In developed countries, the situation is only marginally better: only around 7% of the world’s books are accessible to print-disabled people. The right to read is part of our basic human rights. Access to the written word is crucial to allow people to fully participate in society. It’s important for education, political involvement, success in the workplace, scientific progress and, not least, creative play and leisure. Equal access to books and other cultural goods is also required by international law. The technology now exists to deliver books in accessible electronic forms to people much more cheaply than printing and shipping bulky braille copies or books on tape. Electronic books can be read with screen readers and refreshable braille devices, or printed into large print or braille if needed. Now that we have this technology, what’s been referred to as the global “book famine” is a preventable tragedy.

Humanistic psychologist Carl Rogers made a distinction between traditional approaches and humanistic `learner-centred\' approaches to education. The traditional approach holds that educators impart their knowledge to willing and able recipients; whereas the humanistic approach holds that educators act as facilitators who assist learners in their learning processes. As a learning theory, humanism refers to the belief in the innate ability of humans to learn, and the creation of an environment in which students are given `Freedom to Learn\'. South African accounting education has, by and large, followed the traditional approach rather than the humanistic approach. This article attempts to expand on the existing references to a humanistic approach through a more detailed exposition and application of the educational theory of Carl Rogers in the context of South African accounting education. The prospects of a humanistic approach in accounting education are then discussed and some practical strategies provided in relation to a specific third-year undergraduate accounting unit offered in South Africa.

A right of resale, or droit de suite (a right to follow), is a legislative instrument under intellectual property law, which enables artists to receive a percentage of the sale price whenever artistic works are resold. A French legal scholar, Albert Vaunois, first articulated the need for a 'droit de suite' in connection with fine art back in 1893. The French Government introduced a scheme to protect the right of resale in 1920, after controversy over artists living in poverty, while public auction houses were profiting from the resale of their artistic creations. In the United States, there has been less support for a right of resale amongst legislatures. After lobbying from artists such as the king of pop art, Robert Rauschenberg, the state of California passed the Resale Royalties Act in 1977. At a Federal level, the United States Congress has shown some reluctance in providing national recognition for a right of resale in the United States. A number of other European countries have established a right of resale. In 2001, the European Council adopted the Artists' Resale directive and recognised that the 'artist's resale right forms an integral part of copyright and is an essential prerogative for authors.' In 2006, the United Kingdom promulgated regulations, giving effect to a right of resale in that jurisdiction. However, a number of Latin American and African countries have established a right of resale. The New Zealand Parliament has debated a bill on a right of resale.

High-stakes testing has become an important element of the Australian educational landscape. As one part of the neo-liberal paradigm where beliefs in the individual and the free market are paramount, it is of concern how school leaders can respond to this phenomenon in an ethical manner. Ethics and ethical leadership have increased in prominence both in the educational administration literature and in the media (Cranston, Ehrich, & Kimber, 2006). In this paper we consider ethical theories on which school principals can draw, not only in the leadership of their own schools but in their relationships with other schools. We provide an example of a school leader sharing a successful intervention with other schools, illustrating that school leaders can create spaces for promoting the public good within the context of high-stakes testing.

This academic work begins with a compact presentation of the general background to the study, which also includes an autobiography for the interest in this research. The presentation provides readers who know little of the topic of this research and of the structure of the educational system as well as of the value given to education in Nigeria. It further concentrates on the dynamic interplay of the effect of academic and professional qualification and teachers' job effectiveness in secondary schools in Nigeria in particular, and in Africa in general. The aim of this study is to produce a systematic analysis and rich theoretical and empirical description of teachers' teaching competencies. The theoretical part comprises a comprehensive literature review that focuses on research conducted in the areas of academic and professional qualification and teachers' job effectiveness, teaching competencies, and the role of teacher education with particular emphasis on school effectiveness and improvement. This research benefits greatly from the functionalist conception of education, which is built upon two emphases: the application of the scientific method to the objective social world, and the use of an analogy between the individual 'organism' and 'society'. To this end, it offers us an opportunity to define terms systematically and to view problems as always being interrelated with other components of society. The empirical part involves describing and interpreting what educational objectives can be achieved with the help of teachers' teaching competencies in close connection to educational planning, teacher training and development, and achieving them without waste. The data used in this study were collected between 2002 and 2003 from teachers, principals, supervisors of education from the Ministry of Education and Post Primary Schools Board in the Rivers State of Nigeria (N=300). The data were collected from interviews, documents, observation, and questionnaires and were analyzed using both qualitative and quantitative methods to strengthen the validity of the findings. The data collected were analyzed to answer the specific research questions and hypotheses posited in this study. The data analysis involved the use of multiple statistical procedures: Percentages Mean Point Value, T-test of Significance, One-Way Analysis of Variance (ANOVA), and Cross Tabulation. The results obtained from the data analysis show that teachers require professional knowledge and professional teaching skills, as well as a broad base of general knowledge (e.g., morality, service, cultural capital, institutional survey). Above all, in order to carry out instructional processes effectively, teachers should be both academically and professionally trained. This study revealed that teachers are not however expected to have an extraordinary memory, but rather looked upon as persons capable of thinking in the right direction. This study may provide a solution to the problem of teacher education and school effectiveness in Nigeria. For this reason, I offer this treatise to anyone seriously committed in improving schools in developing countries in general and in Nigeria in particular to improve the lives of all its citizens. In particular, I write this to encourage educational planners, education policy makers, curriculum developers, principals, teachers, and students of education interested in empirical information and methods to conceptualize the issue this study has raised and to provide them with useful suggestions to help them improve secondary schooling in Nigeria. Though, multiple audiences exist for any text. For this reason, I trust that the academic community will find this piece of work a useful addition to the existing literature on school effectiveness and school improvement. Through integrating concepts from a number of disciplines, I aim to describe as holistic a representation as space could allow of the components of school effectiveness and quality improvement. A new perspective on teachers' professional competencies, which not only take into consideration the unique characteristics of the variables used in this study, but also recommend their environmental and cultural derivation. In addition, researchers should focus their attention on the ways in which both professional and non-professional teachers construct and apply their methodological competencies, such as their grouping procedures and behaviors to the schooling of students. Resumen: El trabajo analiza la evolución de los retornos privados a la educación superior en Argentina durante el período 1974–2002 y cómo éstos se vieron afectados por el desempleo. La conclusión es que los retornos a la educación son mayores si se los corrige teniendo en cuenta el desempleo para cada nivel educativo, ya que a mayor nivel, menor tasa de desempleo. Al evaluar invertir en educación no se debería considerar simplemente el diferencial de ingresos sino también la mayor probabilidad de tener un trabajo. Esto es relevante en un país como Argentina que pasó de tener tasas de desempleo cercanas a 5% en la década del ochenta a tener tasas de dos dígitos a fines del siglo XX y comienzos del XXI.

A presente dissertação tem por objetivo a análise do Programa Minha Casa, Minha Vida no sentido de verificar se o mesmo é passível de ser aplicado em municípios com características diversas, tornando-se um instrumento útil para esses entes federativos, combatendo o déficit habitacional urbano. Inicialmente, é desenvolvida uma abordagem sobre a moradia e o reconhecido direito a esta, que tem residência nas ideias de direitos fundamentais e direitos humanos, buscando definir sua utilização como instrumento para alcançar um status de dignidade humana. A questão do déficit habitacional, de longa data como objeto de políticas públicas em habitação no país, é também abordada, coligindo-se a teoria do direito à moradia com a realidade do referido déficit, utilizando-se como exemplo histórico a cidade do Rio de Janeiro e procurando abordar o porquê da dificuldade em solucionar a questão da moradia para a população de baixa renda, abordando também a natureza da propriedade imobiliária e a influência do setor imobiliário. Continua-se com a abordagem do programa em bases teórica e técnica, descendo-se após a alguma análise de sua legislação, sem esquecer das bases legislativas e programáticas que o antecederam e com ele relacionados. O trabalho finaliza com três estudos de caso nos Municípios de Silva Jardim, Petrópolis e Rio de Janeiro, onde, pelos dados coligidos, verifica-se que nem todos conseguem a contento implementar o programa em seu território, mormente para a faixa de menor renda, bem como que o programa não deixa de sofrer a influência do setor imobiliário, influência esta que pode acabar determinando para onde a cidade crescerá. Também se verifica que a efetiva atuação do poder público municipal é imprescindível para que o programa se torne um instrumento útil no território da cidade.

Este trabalho objetiva analisar diversos aspectos do Direito Internacional Público em matéria de recursos hídricos de água doce superficiais e subterrâneos. Geração de energia, abastecimento, pesca, navegação, lazer, agricultura e indústria, são múltiplos os usos que os seres humanos fazem da água doce, mas antes disso a água é essencial para manutenção de todo e qualquer tipo de vida na Terra. São complexas e passíveis de várias análises as relações entre os Estados e as relações que se concretizam no interior dos Estados com objetivo de utilizar, controlar e preservar as fontes de água doce, a que se pretende fazer é uma análise jurídica, inserida no contexto político de expansão do capitalismo liberal. Pretende-se identificar e analisar normas jurídicas produzidas no âmbito internacional multilateral, considerando a sua forma, conteúdo e possíveis efeitos: na resolução de conflitos entre os Estados pelo controle e utilização da água doce, no estabelecimento de parâmetros para solução da crise ambiental e na superação dos problemas de acesso à água. Na primeira parte do trabalho, são identificadas as normas de Direito Internacional Público atinentes à matéria, descrevendo-se, primeiramente, a evolução histórica do Direito Internacional Fluvial até os estudos da doutrina de Direito Internacional e a Convenção de Nova York de 1997. O capítulo segundo objetiva apresentar o tema da água doce no contexto de surgimento do Direito Internacional do Meio Ambiente, de realização de conferências e criação de fóruns internacionais para a questão da água e do desenvolvimento de um direito humano à água. O capítulo terceiro propõe-se a ingressar na incipiente questão da regulamentação dos usos das águas subterrâneas, analisando os trabalhos da Comissão de Direito Internacional da Organização das Nações Unidas que culminaram com a adoção de uma Resolução sobre o Direito dos Aquíferos Transfronteiriços por parte da Assembleia Geral daquela organização. A segunda parte do trabalho objetiva analisar a aplicação das regras e princípios ensaiados nos textos de Direito Internacional aos casos concretos, confrontando-as com as soluções propostas em casos paradigmáticos de conflitos pela água, como o caso Gabcikovo-Nagymaros e o caso das Papeleras, envolvendo Argentina e Uruguai, ambos julgados pela Corte Internacional de Justiça. Na segunda parte do trabalho, também é analisado o caso do aquífero Guarani, um sistema de aquíferos interligados que se estende sob os subsolos de Argentina, Brasil, Paraguai e Uruguai, que em agosto de 2010 foi objeto de um tratado internacional assinado no âmbito do Mercosul. Por fim, a pesquisa objetiva desenvolver ideias e explicações para a existência (ou não) e a efetividade (ou a falta dela) das normas de Direito Internacional sobre recursos hídricos, considerando o conceito de soberania estatal que ora é o bode expiatório para a falta de assinaturas nos tratados ou de votos em declarações, ora é o próprio fundamento para a adoção de compromissos por parte dos Estados. Conclui-se tentando responder as seguintes questões: Existe Direito Internacional da água doce? São as normas de Direito Internacional efetivas? Para que servem essas normas de Direito Internacional, além da afirmação de sua própria existência como metas a serem atingidas?
