O presente trabalho trata da importância da intersecção entre a comunicação para a saúde e a atividade física como fatores de ressocialização, de melhoria da qualidade de vida e da autonomia do segmento carente da terceira idade. Objetivo é verificar se a realização de atividades físicas em grupo, se a comunicação interpessoal advindas destas atividades e as trocas de informação sobre qualidade de vida, doença e saúde podem ser consideradas como fatores relevantes para a sociabilidade e a melhoria da saúde dos idosos carentes que participam dessas oportunidades de interação. Trata-se de uma pesquisa exploratória realizada por meio de aplicação de questionário, cujas entrevistas, foram realizadas pessoalmente, além de pesquisa bibliográfica. A principal conclusão é que embora idosos mereçam ter acesso a uma rede de apoio em saúde interdisciplinar, é necessária ainda, ressaltar a urgência em organização de serviços de atendimento a essa população e uma maior ênfase na comunicação voltada para os idosos.(AU)

O presente trabalho tem como objetivo o estudo da rebeldia negra nos anos antecedentes a escravidão e suas conseqüências, tanto social como educacional. O fato da Província de São Paulo ter se tornado uma grande exportadora de café fez dela um forte centro escravocrata. Não se pode negar a influência de quatro séculos de escravidão, nem tão pouco seus efeitos sobre a nação. Em 13 de maio de 1888 fora decretada a abolição, e esta medida lançou nas ruas uma multidão de negros livres sem qualquer perspectiva de futuro. Não foram preparados para viver em liberdade, a sociedade não estava organizada para recebê-los como trabalhadores livres e pagar por seu trabalho. Ao olhar de muitos eram tidos como preguiçosos, vadios e desordeiros. Nunca foram tratados como iguais, mas sim como uma raça medíocre e inferior, onde a imoralidade e os excessos chegam a um ponto irreversível, caso não sejam controlados. Diante dessa situação, fazia-se necessário traçar planos para conter os excessos e o furor da grande massa de libertos soltos pelas ruas, torna-se de extrema urgência a utilização de meios diversos a fim de manter o controle social, inculcando na mente da população negra os malefícios causados pelas revoltas, o dever de trabalhar, o abandono dos vícios. Para tanto, os intelectuais, políticos e os grandes exportadores (que representavam o poder econômico da época), passam a utilizar-se de diversos meios para propagação dos valores republicanos, jornais, conferências políticas, boletins e também o sistema educacional. Por meios de livros de leitura, artigos em revistas educacionais, adição de novas disciplinas no currículo escolar e até mesmo a ação do professor em sala de aula visavam a docilização dos costumes do povo. Os republicanos que assumiram o poder político do país não estavam apenas preocupados em educar os poucos que tinham acesso à escolarização, mas também, através do exemplo, educar e acalmar os ânimos dos negros vadios e preguiçosos que não podiam freqüentar a escola. Daí resulta tamanha preocupação com o estabelecimento de regras, organização, respeito e punições no ambiente escolar recém reestruturado (AU)

O objetivo desta investigação é buscar uma melhor compreensão sobre o complexo e polissêmico universo da avaliação por competências no ensino profissionalizante, a partir das definições de competências elencadas na Lei de Diretrizes e Bases da Educação Nacional em vigor (lei nº 9394/96) e outros documentos oficiais posteriores, assim como o referencial teórico advindo dessa discussão, tanto no âmbito da educacional quanto mercadológico, desde os anos 1990. Como, também, os documentos técnicos norteadores da escola de ensino profissionalizante ora investigada. Para compreendermos o presente e o futuro, tornou-se importante a realização de um resgate da evolução desse mesmo ensino, desde a época em que se lecionava com o único intuito de suprir apenas necessidades pontuais da economia, passando pelos liceus de artes e ofícios, nos séculos XVIII e XIX, e o impulso definitivo a partir da 1ª República, com Nilo Peçanha. Mesmo assim, verificou-se, a partir do arcabouço teórico utilizado, que certos aspectos continuaram presentes, mesmo após séculos de história, como a forte discriminação em relação a esse mesmo ensino profissionalizante, a conotação assistencialista e a dualidade do ensino no Brasil, onde a visão prevalecente foi a de que o ensino profissionalizante era destinado aos mais pobres e, o ensino regular, à elite. Avaliar competências tornou-se ainda mais importante a partir da aceleração da globalização e das profundas transformações do mercado de trabalho mundial, que passaram a exigir da mão de obra não só as habilidades anteriormente concebidas para realizar um trabalho específico ou desempenhar uma função. Mas, ir além do saber fazer, e passar a executar o saber ser (Kuenzer, 2002) de maneira sistemática, no dia a dia. Como, por exemplo, aprender e saber transformar conhecimentos, aptidões, habilidades, interesses e vontade em resultados práticos (Resende, 2000), não só no Brasil. Acompanhamos também os esforços de adequação do ensino profissionalizante em outros países, tais como EUA, França, Grã-Bretanha, e de organizações, como Unesco e a OCDE. Assim, o sujeito passa ser remunerado pelas suas novas capacidades e desempenho, e não mais apenas pelo cargo de ocupa (Arruda, 2000). Essas questões tornaram-se um grande problema, real, do cotidiano, e com um sentido de urgência que merece ser investigado, por sua relevância e atualidade. Nesse sentido, o presente trabalho discute essas questões a partir do olhar de quem, efetivamente, avalia por esse sistema, que são os docentes do ensino profissionalizante, que lidam no cotidiano com essa complexidade, considerando-se inclusive o contexto em que atuam e o senso comum. Como resultado, observa-se que a avaliação por competências encontrou o seu espaço como um sistema de análise de resultados e práticas, de forma a acompanhar os alunos sistematicamente e não apenas ao final dos estudos.

The burgeoning research into altruism and helping behaviour has examined the effect of many variables that enhance or inhibit helpfulness, but little attention has been given to the influence of culture. In the present research, data on various aspects of helping behaviour were collected in both the UK and the Sudan so that the importance of cultural influences could be investigated. In addition this research also tested the validity of current models of helping. In a repertory grid study, urgency and cost emerged as the main constructs people in the two countries use to distinguish between various helpful situations. A laboratory experiment designed to test existing models of intervention behaviour found significant main effects of country, group, size, cost and urgency; and a group size/urgency interaction. Subjects in the Sudan intervened faster than subjects in the UK; lone subjects intervened faster than subjects in small and large groups; subjects in low cost intervened faster than subjects in high cost conditions; and subjects in high urgency intervened faster than subjects in low urgency conditions. Group size effect was stronger in low than in high urgency conditions. Two field studies further investigated the effect of urgency and cost in urban-nonurban context. Significant main effects of urgency and cost were found in cities but not in towns; and people in cities were less helpful than people in towns. A questionnaire survey found that in both countries there were significant urban-nonurban differences in the incidence of reported social contacts and exchange of helpful acts between acquaintances, neighbours and strangers. However, there were no urban-nonurban differences between relatives and close friends. Finally, attitudes to altruism and helpfulness did not differ between the two countries or between urban and nonurban residents. The results highlight the need to incorporate urgency and cultural variables in theoretical models of helping behaviour.

In a linguistic context where it seems the entire world is only interested in learning English, it is worth considering the idea of whether French still has a place in Mexico. In spite of the predominance of English, there is nevertheless a feeling that French remains alive in Mexico, and indeed in certain areas has retained its strength and appeal. This hypothesis was to put to the test by exploring the current linguistic environment prevalent in the state of Veracruz. An investigation in the form of questionnaires and interviews of all those connected to the teaching of French (including students, teachers and employees and directors of language schools) shows that the desire of the Mexican government of promoting English for everyone is not necessarily consistent with the desire and expectations of the general populace. This in turn suggest the need of adopting a policy that enables us not only to take into consideration what people seem to be telling us regarding the learning of foreign learning but also of what they are not telling us. If the teaching and learning of French as a foreign language remains strong in Veracruz, it is explained much more by the long and friendly relationship that people in the state have had with French people (and their culture) than it is by any instrumental needs of learning their language. This is seen in the fact that students here consistently describe their motivation for learning French from an emotional or affective standpoint rather than from professional one. It seems that the ties between the Mexican and French people remain solid. Another interesting characteristic of students of French in Veracruz is the positive attitude they seem to have regarding languages in general, which in turn enables them to take further advantage of the benefits made available from globalization. In reality, there exists no rivalry between French and English and therefore it is unnecessary to adopt measures that would address such struggle. It is however a matter of great urgency that authorities in the arenas of politics and academia take a closer look at the policies they design regarding the study of foreign languages in general, and that they consider, specifically, a wholly alternative to the one language model of teaching and learning of foreign language – in this case English-, a model that for all intents and purposes has failed. In the midst of a globalized world, and during this current period of increased linguistic activity, the aforementioned assertions serve not only to support my initial hypothesis, but also to help shake off the dust of some out-dated belief systems and lay down the framework for a new, better informed and well thought-out policy of foreign languages planning.

In human (D. H. Baker, T. S. Meese, & R. J. Summers, 2007b) and in cat (B. Li, M. R. Peterson, J. K. Thompson, T. Duong, & R. D. Freeman, 2005; F. Sengpiel & V. Vorobyov, 2005) there are at least two routes to cross-orientation suppression (XOS): a broadband, non-adaptable, monocular (within-eye) pathway and a more narrowband, adaptable interocular (between the eyes) pathway. We further characterized these two routes psychophysically by measuring the weight of suppression across spatio-temporal frequency for cross-oriented pairs of superimposed flickering Gabor patches. Masking functions were normalized to unmasked detection thresholds and fitted by a two-stage model of contrast gain control (T. S. Meese, M. A. Georgeson, & D. H. Baker, 2006) that was developed to accommodate XOS. The weight of monocular suppression was a power function of the scalar quantity ‘speed’ (temporal-frequency/spatial-frequency). This weight can be expressed as the ratio of non-oriented magno- and parvo-like mechanisms, permitting a fast-acting, early locus, as befits the urgency for action associated with high retinal speeds. In contrast, dichoptic-masking functions superimposed. Overall, this (i) provides further evidence for dissociation between the two forms of XOS in humans, and (ii) indicates that the monocular and interocular varieties of XOS are space/time scale-dependent and scale-invariant, respectively. This suggests an image-processing role for interocular XOS that is tailored to natural image statistics—very different from that of the scale-dependent (speed-dependent) monocular variety.

This book challenges the assumption that it is bad news when the economy doesn’t grow. For decades, it has been widely recognized that there are ecological limits to continuing economic growth and that different ways of living, working and organizing our economies are urgently required. This urgency has increased since the financial crash of 2007–2008, but mainstream economists and politicians are unable to think differently. The authors of this book demonstrate why our economic system demands ecologically unsustainable growth and the pursuit of more ‘stuff’. They believe that what matters is quality, not quantity – a better life based on having fewer material possessions, less production and less work. Such a way of life will emphasize well‑being, community, security and ‘conviviality’. That is, more real wealth. The book will therefore appeal to everyone curious as to how a new post-growth economics can be conceived and enacted. It will be of particular interest to policy makers, politicians, businesspeople, trade unionists, academics, students, journalists and a wide range of people working in the not-for-profit sector. This book is an urgent and compelling account of the Occupy movements: from the M15 movement in Spain, to the wave of Occupations flooding across cities in American, Europe and Australia, to the harsh reality of evictions as corporations and governments attempted to reassert exclusive control over public space. Across a vast range of international examples over twenty authors analyse, explain and helps us understand the movement. These movements were a novel and noisy intervention into the recent capitalist crisis in developed economies, developing an exceptionally broad identity through a call to arms addressed to 'the 99%', and emphasizing the importance of public space in the creation and maintenance of opposition. The novelties of these movements, along with their radical positioning and the urgency of their claims all demand analysis. This book investigates the crucial questions of how and why this form of action spread so rapidly and so widely, how the inclusive discourse of 'the 99%' matched up to the reality of the practice. It is vital to understand not just the choice of tactics and the vitality of protest camps in public spaces, but also how the myriad of challenges and problems were negotiated. This book was published as a special issue of Social Movement Studies.

Possible effects of climate change means great challenges to landscape design professionals in Hungary. Our climate will shift towards the Mediterranean and we have to prepare for this with among others, choosing correctly the plants to be planted. Teaching garden design dendrology has not recognized yet the necessity and urgency of this matter. Quick measures are required due to the long life-time and slow development of woody taxons. This paper presents the double relationship between landscape design and climate change emphasizing the outdoor architectural methods of adjustment. Such techniques recognized abroad are presented like precipitation drainage by vegetation and extensive green roof. Finally the effects of climate change on ornamental plants application are presented together with the associated project started at the Corvinus University of Budapest in 2010.

The modern rhetoric of reform in education has been in the forefront since the 1980s, but it has now taken on a new meaning, a greater importance to both students and teachers, a new urgency for change, and a sense of hope that this time reform will truly make a difference. The major purpose of this study was to compare historical reform initiatives to the current Florida state initiative, Blueprint 2000: A System of School Improvement and Accountability.^ Five questions were considered: (1) how similar were historical and current reform initiatives; (2) what aspects of reform were actually accomplished; (3) what are the elements of a profession; (4) what implications might this research have for university programs and inservice training programs regarding their role in the preparation of teachers; and, (5) what implications might research have on the promotion of professional practice. ^

What actors and processes at what levels of analysis and through what mechanisms have pushed Iran's nuclear program (INP) towards being designated as a proliferation threat (securitization)? What actors and processes at what levels of analysis and through what mechanisms have pushed Iran's nuclear program away from being designated as an existential threat (de-securitization)? What has been the overall balance of power and interaction dynamics of these opposing forces over the last half-century and what is their most likely future trajectory? ^ Iran's nuclear story can be told as the unfolding of constant interaction between state and non-state forces of "nuclear securitization" and "nuclear de-securitization." Tracking the crisscrossing interaction between these different securitizing and de-securitizing actors in a historical context constitutes the central task of this project. ^ A careful tracing of "security events" on different analytical levels reveals the broad contours of the evolutionary trajectory of INP and its possible future path(s). Out of this theoretically conscious historical narrative, one can make informed observations about the overall thrust of INP along the securitization - de-securitization continuum. ^ The main contributions of this work are three fold: First, it brings a fresh theoretical perspective on Iran's proliferation behavior by utilizing the "securitization" theory tracing the initial indications of the threat designation of INP all the way back to the mid 1970s. Second, it gives a solid and thematically grounded historical texture to INP by providing an intimate engagement with the persons, processes, and events of Tehran's nuclear pursuit over half a century. Third, it demonstrates how INP has interacted with and even at times transformed the NPT as the keystone of the non-proliferation regime, and how it has affected and injected urgency to the international discourse on nuclear proliferation specifically in the Middle East.^

There is growing urgency to enhance the sustainability of existing and emerging cities. The science of ecology, especially as it interacts with disciplines in the social sciences and urban design, has contributions to make to the sustainable transformation of urban systems. Not all possible urban transformations may lead toward sustainability. Ecological science helps identify components of resilience that can favor transformations that are more sustainable. To summarize the dynamics and choices involved in sustainable transformations, a “metacity” framework is presented, embracing ecological processes in cities as complementary to those involving society, power, and economy.

This scientific investigation begins with the recognition of the authorization granted by the Constitutional Legislator to the State for, relativizing its neutrality towards the private sector, intervene in the behavior of economic agents, through different means, including fiscal incentives and tax increases in order to achieve the objectives and directives of the Federal Constitution, as well as achieve the rights and guarantees also described in the Federal Constitution. Demonstrates, however, that this intervention in the private sector has the power to generate both salutary reflections as perverse and divorced goals from what was established by the Federal Constitution and Multilateral Agreements and this is the basis that justifies the relevance of the study: because of the urgency to provide a thorough analysis of the phenomenon of state intervention in the Economic Order, given the importance of its impacts, both for citizens' lives, as well as for the maintenance of the State established as it is nowadays. From this premise, this research examines the issue of tax policies adopted in the country, focusing on tax incentives, comparing its use with the principles of the Economic Order and the General Agreement on Tariffs and Trade - GATT analyzing whether these have been respected or if Brazil adopted unjustified protectionist measures. From this context, this research approximated different branches of the law, developed through literature review in areas such as constitutional law, economic law, tax law, financial law and law and economics. This study verifies the motivations and objectives that underlie the adopted justifications for the use of tax incentives, as well as its results, seeking to empirically answer if its use is reasonable and consistent with the terms enshrined in the Federal Constitution of 1988 and GATT. The answer to this research question will be sought through doctrinal analysis, jurisprudence and hard cases. Thus, the study begins with the historical evolution of extrafiscality, analyzes the principles that should guide the behavior of economic agents. Subsequently analyzes the legal regime of tax incentives and the results achieved by hard cases in which the tax policies with extrafiscal nature were adopted in order to demonstrate the positive and negative consequences arising from the adoption of this type of benefit

The present study had as goal to evaluate Rio Grande do Norte state’s medical residency programs (MRP) in Cardiology. It’s a descriptive study, including a documental analysis of the program’s accreditation processes (PAP) of cardiology’s medical residency in Rio Grande do Norte state in 2014 and the analysis of the resident’s perception about his professional education as a specialist in Cardiology. Beside the documental analysis of the PAPs, it was applied a semi-structured questionnaire with closed questions Likert style and open questions to all the current and former residents of the MRPs analyzed. Two MRPs in Cardiology were identified in Rio Grande do Norte state, one hosted in a public institution and the other in a private institution. The documental analysis showed a greater amount of preceptors with a good level of ownership on the public institution in comparison with the private one, as well as a bigger number of publications, participation in congresses and in book’s publications. The private institution presents a better Urgency’s infrastructure, with emergency room and cardiologic ICU. It IS clear that the residents are aware of how a good residency must work, as well as the strengths and fragilities of their own residences. Most of Onofre Lopes Universitary Hospital’s residents point out as a strength the organization, participation and quality of the preceptors, practice activities and scientific debates, great amount of patients and the visits and debates with the preceptors on the sickrooms. As the greatest fragilities, they emphasize the lack of a urgency service of their own and a specialized ICU. In Coração Hospital of Natal (HCor), it is listed as weak points the theoretic scheduling and the few ambulatory practices. As positive aspects, they report the preceptors, the agility on the execution of exams, a good number of serious patients and procedures. In both residences, it is seen a certain difficulty in accepting the important and mandatory items imposed by the rules of the Medical Residences’ National Committee, such as: biostatistics, bioethics, medical ethic, epidemiology and research methodology. Besides that, the residents recognize that both hospitals have a good infrastructure and technological support, especially in imaging methods. The evaluation of PRMCs identifies the strengths of each program and the aspects to be improved in both programs. It also allowed the observation of difficulties in accepting some regulations contained in the CNRM resolution by the resident, such as participation in activities such as biostatistics, epidemiology and research methodology as well as the improvement needs of specific technical training, such as in emergency care. Thus, our results make possible to develop strategies for continued improvement of PRMC in RN state. In addition, it enabled the preparation of the resident’s manual in cardiology, containing even a breakdown of resident evaluation system, which could serve as a model for other residency programs.
